Lorsqu'ils entrent dans le flux des déchets, les produits utilisant du mercure peuvent se transformer en méthylmercure, sa forme la plus toxique. Le méthylmercure se concentre principalement dans les denrées alimentaires, en particulier la chaîne alimentaire aquatique, ce qui rend les gros consommateurs de poissons et de fruits de mer particulièrement vulnérables (notamment dans les zones côtières de la Méditerranée). C'est pourquoi la Commission européenne a proposé aujourd'hui d'interdire la commercialisation du mercure dans les nouveaux thermomètres médicaux et d'appartement, les baromètres, les tensiomètres et manomètres médicaux et les sphygmomanomètres. L'initiative prise à présent vise à réduire la demande industrielle de mercure et à accélérer son remplacement. Cela aura un effet positif pour la santé des citoyens de l'UE et l'environnement. La Commission, avec une interdiction du mercure dans les thermomètres, table sur une réduction sensible des émissions de mercure. It will require greater determination by both coastal states outside the EU and Member States, Joe Borg, European Commissioner for Fisheries and Maritime Affairs, told the Fisheries Council, yesterday. These catches, which are taken from Russian and international waters, from a stock managed jointly between Norway and Russia, are difficult to distinguish from those made by vessels operating legally. Very often, this fish, gutted and frozen at sea, is landed in commercial ports from where it is taken to China for further processing, before returning to the EU market. Responding to the Swedish and Danish Delegations, who had raised this point in Council yesterday, Commissioner Borg said that rules were already in place in the EU to control third country landings. Though, a more rigorous approach to control and inspection was necessary, this would not suffice, he warned. Strengthened cooperation in exchanging information between the EU and non-EU States concerned was essential to identify accurately the origin of the fish and follow it up beyond landing. The Commission, he said, would work closely with Norway, both bilaterally and at multinational level, in the North-East Atlantic Fisheries Commission (NEAFC). It would also extend an invitation to Russia to join them in the fight against illegal fishing practices. All stakeholders involved in the payments industry are invited to give their views, particularly on whether further regulatory activity is needed to achieve its full potential. SEPA is the European banking industry's initiative to create a single market for payments in euros by 2010. A pre-condition for its success is the removal of legal obstacles that currently block fair and open access to national payment markets. This will be achieved by the Commission's proposal for an EU-wide single market for payments (<a href="http://europa.eu.int/rapid/pressReleasesAction.do?reference=IP/05/1514&format=HTML&aged=0&language=EN&guiLanguage=en">IP/05/1514), which has a wider scope than SEPA, covering all Member States and currencies. A single market for payments in the EU would make cross-border payments as easy, cheap and secure as 'national' payments within one Member State. The Commission vision for SEPA highlights not only the benefits to consumers and business from an integrated payments market, but also stresses the great economic potential of SEPA to facilitate the automation of business processes linked to payments. This could produce savings for the EU economy exceeding €100 billion per year. Contributions to the consultation should be received by 21 March 2006. Ainsi un peu plus de la moitié des Européens estiment que 6 ans est l'âge idéal pour commencer à apprendre une ou deux langues étrangères, la langue anglaise étant citée en première dans la quasi-totalité des pays où l'enquête a été conduite (25 Etats membres + Bulgarie, Roumanie, Turquie et Croatie). Ce sondage est publié alors que le Conseil Education du 23 février consacrera une partie de son agenda à la question des langues : en effet, le commissaire en charge de l'Education et du Multilinguisme, Ján Figel', présentera aux ministres la communication sur le sujet adopté l'automne dernier. The November 2005 balance was -0.9 billion, compared with +2.6 billion in November 2004. In December 2005 compared with November 2005, exports, seasonally adjusted, increased by 0.5% and imports by 3.5%. The first estimate for December 2005 extra-EU25 trade was a €9.7 billion deficit, compared with -0.7 billion in December 2004. These data are released by Eurostat.[09] European launches call for proposals for science TVAs part of its 'Science and Society' programme, the European Commission has launched a call for proposals for audiovisual and science professionals to create new and ambitious partnerships for high-quality science programming across Europe. Seven out of ten Europeans give TV as their main source of information on scientific issues. Yet, apart from some productions by a limited number of major science programme-makers, few programmes achieve widespread distribution and too few science programmes are targeted at general audiences. A significant part of the European population is not interested in science programmes, or thinks they will not understand the information. The call for proposals is designed to encourage innovative approaches to science programming, particularly relevant to younger people, as the availability of new generations of European researchers is a concern for both the European Commission and the Member States. €1.5 million are available for audiovisual activities, within the €3.5 million of the overall call for proposals from the Sixth Framework Programme, which also looks at other activities to bring science and society closer together.
