  • [01] Scientists warn : ultraviolet radiation from sunbeds increases skin- cancer risk

    According to an opinion of the Scientific Committee on Consumer products (SCCP) to the European Commission released today, the use of ultraviolet- radiation devices, tanning lamps and sunbeds, to achieve and maintain cosmetic tanning, is likely to increase the risk of malignant melanoma of the skin. Therefore, scientists recommend that people with known risk factors, such as skin with high sunburn susceptibility, none or poor tanning ability, the presence of freckles, atypical and/or multiple moles and a family history of melanoma should not use tanning devices for cosmetic purposes. Equally, individuals under 18 should not use tanning devices since the risk of melanoma seems to be particularly high when using them at a young age. The Commission calls upon Member States and the sun- bed industry to ensure that appropriate warnings and instructions are provided with the product to prevent misuse. The Commission will also call upon standardisers to introduce UV limits in product standards, introduce guidance for industry and consumers and asks that Member States ensure that solariums apply these recommendations.

    [02] Interopérabilité des systèmes européens de gestion du trafic aérien : vers la création d’un ciel unique européen

    La Commission européenne a adopté aujourd'hui deux règlements concernant l'interopérabilité des systèmes européens de gestion du trafic aérien. Ces deux règlements visent à moderniser les systèmes de gestion du trafic aérien.

    [03] La Commission invite le Portugal à abroger l'exonération sur les gains en capital résultant de privatisations et de restructurations

    La Commission européenne a officiellement invité le Portugal à abolir l'article 25 de l'«Estatuto dos Benefícios Fiscais (EBF)», le régime portugais d'allègement fiscal, car il contrevient à l'interdiction des aides d'Etat susceptibles de fausser la concurrence, inscrite dans le traité CE. Ce régime prévoit que les gains en capital résultant d'opérations de privatisation et de restructuration sont exonérés pour les entreprises publiques et les entreprises qu'elles contrôlent. A l'issue de l'enquête, la Commission a conclu que dans trois des quatre cas où l'article 25 avait déjà été appliqué, les dérogations auraient de toute manière été exonérées dans le régime fiscal ordinaire et que, par conséquent, les aides ne devaient pas être remboursées. L'aide octroyée à "Caixa Geral de Depósitos" (CGD) pour la cession de sa participation dans une banque brésilienne doit cependant être récupérée par le Portugal auprès de son bénéficiaire.

    The Spring Standard Eurobarometer shows an important increase in the support for EU membership among citizens, as well as in the image of the EU. However, enlargement suffers from weaker support among the public opinion.

    [05] 50ème anniversaire du traité de Rome : l'UE organise un concours de logos

    "Bon anniversaire à l'UE". Tel est le thème d'un concours de logos lancé aujourd'hui conjointement par la Commission européenne, le Parlement européen, le Conseil, le Comité économique et social européen et le Comité des Régions. Les étudiants en arts et en conception graphique ainsi que les concepteurs professionnels ayant obtenu leur diplôme en 2006 sont invités à créer un logo d'anniversaire qui servira de symbole officiel pour le 50ème anniversaire du traité de Rome l'année prochaine. La Commission et toutes les autres institutions européennes utiliseront le logo gagnant pour tous les événements marquant le 50ème anniversaire en 2007. Les Etats membres et les autorités régionales et locales seront invités à utiliser ce même logo pour les manifestations organisées par leurs soins. La date de clôture du concours est fixée au 30 septembre 2006. Le logo gagnant sera sélectionné par un jury composé de représentants des cinq institutions et co-présidé par Mme Margot Wallström, vice-présidente de la Commission, et M. Alejo Vidal-Quadras, vice-président du Parlement européen. Le prix attribué au meilleur logo s'élèvera à €6000. Les deuxième et troisième prix seront respectivement de €4000 et €2000. Les trois concepteurs récompensés seront invités à une cérémonie de remise des prix à Bruxelles à l'automne.

    [06] Avian influenza : ban on imports of live ratites and meat from ratites from South Africa

    Following a recent outbreak of highly pathogenic avian influenza H5N2 – a highly pathogenic strain but unrelated to the "Asian" H5N1 virus – on an ostrich farm in the Western Cape Province of South Africa, the Standing Committee today endorsed a European Commission proposal to apply regionalised import restrictions to live ratites and their eggs, meat and meat products from Mossel Bay and Riversdale, two districts in the Western Cape Province. No other birds, poultry or poultry products are currently authorised for import into the EU from South Africa, and so a ban is not necessary for these products. The South African authorities are taking measures to control the disease, and will provide the Commission with detailed updates on the disease situation. The Decision will apply until 30 October 2006, subject to review in the meantime.

    [07] Les prix du gaz dans l'UE25 en janvier 2006 : hausse de 16% du prix du gaz pour les ménages en 2005 ; hausse de 33% du prix pour les industriels

    En moyenne, le prix du gaz (toutes taxes comprises) pour les ménages a augmenté dans l'UE25 de 16% entre janvier 2005 et janvier 2006, tandis que le prix (hors TVA) pour les industriels a augmenté de 33% au cours de la même période. Sur une plus longue période, les prix du gaz pour les ménages et les industriels ont enregistré, au total entre janvier 2000 et janvier 2006 dans l'UE15, des hausses de respectivement 34% et 92%. Les tendances ont été les mêmes: une forte augmentation en 2000, suivie de quatre années de relative stabilité des prix puis une nouvelle hausse marquée en 2005. Au cours de la même période, le prix du pétrole brut a doublé.

    [08] Commission recommends continuing separate Stabilisation and Association Agreement negotiations with Montenegro and with Serbia

    Following Montenegro's independence, the European Commission has recommended to the Council to continue separate Stabilisation and Association Agreement (SAA) negotiations, on the basis of the results achieved so far. The Commission has submitted for adoption by the Council new draft negotiating directives for the newly independent Montenegro and, as the successor state of the State Union of Serbia and Montenegro, amended negotiating directives for Serbia.

    [09] EU Emissions Trading Scheme : Poland's National Allocation Plan is uploaded to the Community registry system, total verified emissions are made public

    As announced last week, the Community Independent Transaction Log (CITL) shows the 2005-07 approved allocations of Polish installations since 5 July. The verified emissions of individual installations will appear on the CITL once their accounts are created by the Polish registry Administrator.

    [10] Benita Ferrero-Waldner to visit Lebanon, 7 July 2006

    European Commissioner for External Relations and European Neighbourhood Policy, Benita Ferrero-Waldner, will be in Beirut on 7 July where she will meet with Prime Minister Fouad Siniora, and Minister for Foreign Affairs, Faouzi Salloukh, and other members of the Lebanese government. During her visit, the second since she took office, she will discuss the European Commission’s commitment to support Lebanon's own reform programme and the implementation of the, recently agreed between the parties, European Neighbourhood Policy (ENP) Action Plan. She will also sign an aviation agreement with Lebanon that will establish for the first time a direct air transport relationship between Lebanon and the EU. On the eve of her official visit, Commissioner Ferrero-Waldner will receive a Doctor Honoris Causae by the Lebanese American University.
