  • [01] €28.3 million for new research into avian and pandemic influenza

    The European Commission is today announcing €28.3 million of new projects into avian and pandemic influenza. 17 projects were selected after a special call for proposals under the EU's Sixth Research Framework Programme. The new projects cover human and animal health, and address research needs identified by organisations such as the World Health Organisation, the World Organisation for Animal Health and the Food & Agriculture Organisation of the UN. The €28.3 million allocated to these projects comes in addition to the €21 million already made available under the Fifth and Sixth Framework Programmes.

    [02] Journée internationale contre la pauvreté : la Commission s'inquiète de la lenteur des progrès vers les Objectifs du Millénaire

    Chaque année, la "journée internationale de l'éradication de la pauvreté" vient nous rappeler des chiffres qui cachent une réalité bien plus dramatique encore. Plus d'un milliard de personnes vivent en dessous du seuil de pauvreté extrême (un dollar par jour). Plus de 800 millions de personnes souffrent de la faim. Chaque année, six millions d'enfants en dessous de cinq ans meurent de malnutrition. Toutes les trente secondes, un enfant africain meurt de la malaria. La Commission européenne reste inquiète du fait que les Objectifs du Millénaire pour le Développement (OMD) sont loin d'être atteints.

    [03] La Commission autorise l'acquisition de Vinci Airport Services par LBO France

    La Commission européenne a autorisé, en vertu du règlement Concentrations, le projet d'acquisition des entreprises European Flight Services SAS (France), France Handling SA (France), Worldwide Flight Services Inc (Etats-Unis), Worldwide Flight Services Limited (Royaume-Uni), SpaTrans Holding Limited (Royaume-Uni) et Worldwide Flight Services France Holding SA (France), dénommées conjointement Vinci Airport Services, appartenant au groupe Vincipar, par l'entreprise LBO France Gestion SAS (LBO France). LBO France est active dans la gestion de fonds de placement. Vinci Airport Services fournit des services aéroportuaires tels que manutention du fret, assistance en escale et services techniques. Il ressort de l'enquête menée par la Commission que l'opération envisagée n'entravera pas de manière significative la concurrence dans le marché commun. Cette affaire a été traitée selon la procédure simplifiée.

    [04] Commission clears acquisition of Alpine by FCC

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of Alpine Holding GmbH (Alpine) of Austria by FCC Construccion S.A. (Spain) belonging to the FCC group (FCC). Alpine's main activities are construction, civil engineering and services. FCC is a diversified conglomerate mainly active in the areas of construction, services and cement. The operation was examined under the simplified merger review procedure.

    [05] La Commission envisage de proposer au Conseil de simplifier les procédures d'exemption de certaines aides publiques

    La Commission européenne invite les parties intéressées à faire des commentaires sur son projet de proposition au Conseil des ministres de l'UE d'utiliser plus largement les possibilités prévues par l'article 89 du traité CE d'exempter certaines catégories d'aides d'Etat de l'obligation de notification préalable, pour couvrir les secteurs de la culture, de la conservation du patrimoine et les dommages causés par des catastrophes naturelles. De manière plus ciblée, des possibilités similaires seront proposées pour la production, la transformation et la commercialisation de produits agricoles ainsi que pour les aides à caractère social dans le domaine des transports. Ces propositions devraient permettre d'éliminer certaines notifications et d'accélérer les prises de décision. Ces propositions sont en ligne avec le Plan d'action sur les aides d'Etat (voir IP/05/680 et MEMO/05/195), la stratégie de Lisbonne de la Commission et son objectif de mieux légiférer. Les parties intéressées peuvent envoyer leurs observations à la Commission jusqu'au 9 novembre 2006.

    [06] Commission takes Sweden to Court for failure to end broadcasting services monopoly

    The European Commission has decided to refer Sweden to the European Court of Justice for its failure to change rules giving state-owned company Boxer TV-Access AB a monopoly to provide access control services in Sweden's digital terrestrial broadcasting network. According to the Directive on competition in the markets for electronic communications networks and services (Commission Directive 2002/77/EC), Sweden had to abolish all monopoly rights for broadcasting transmission services by July 2003. However, Sweden has so far failed to abolish Boxer TV-Access AB’s monopoly. The referral to the Court is the final stage of the infringement procedure under Article 226 of the EC Treaty.

    [07] Taxation des plus values : la Commission engage une deuxième procédure d'infraction contre l'Espagne

    La Commission européenne a engagé une deuxième procédure d'infraction contre l'Espagne, qui ne s'est pas conformée à un arrêt de la Cour de justice européenne sur la taxation des plus-values. La Cour a statué que l'Espagne avait enfreint les principes de libre prestation de services et de libre circulation des capitaux en continuant à appliquer un régime fiscal moins favorable aux plus-values des actions de sociétés non établies en Espagne. Si un Etat membre ne se conforme pas à un arrêt de la Cour, la Commission européenne, en application de l'article 228 du traité CE, engage une deuxième procédure d'infraction. Si la Cour est de nouveau saisie de l'affaire, elle pourra imposer à l'Etat membre concerné le paiement d'une somme forfaitaire ou d'une pénalité.

    [08] Commission requests Ireland and Poland to end discrimination of foreign charities

    The European Commission has sent Ireland and Poland formal requests to end discrimination of foreign charities. Both Member States allow tax relief for gifts to charities, but only if they are established in their own territory. Charities in other Member States are excluded from the relief and the Commission considers that this discrimination is contrary to the EC Treaty. The request is in the form of a 'reasoned opinion' under Article 226 of the EC Treaty. If Ireland and Poland do not reply satisfactorily to the reasoned opinion within two months the Commission may refer the matter to the European Court of Justice.

    [09] Fiscalité directe : la Commission enjoint la Grèce de mettre fin au système d'imposition discriminatoire des dividendes versés par des sociétés étrangères

    La Commission européenne a mis en demeure la Grèce d'abolir le système d'imposition discriminatoire des dividendes versés par des sociétés d'autres Etats membres. La Grèce exonère les dividendes versés aux personnes physiques par des sociétés grecques, mais taxe les dividendes versés par des sociétés d'autres Etats membres. La Commission estime cette différence de traitement contraire au traité CE. La demande a été adressée sous forme d'un avis motivé au titre de l'article 226 du traité CE. Si la Grèce n'apporte pas une réponse satisfaisante à l'avis motivé, la Commission pourra saisir la Cour de justice.

    [10] Public Sector Accounting Reform : aligning private sector rigour with public sector specificities

    More and more public administrations are choosing to switch their systems to accrual accounting, a model widely used in the private sector – this is what the recent conference "Modernising accounting in the Public Sector – Exchange of Experience" demonstrated. The challenges are similar: how to deal with public sector specificities (i.e. recording liabilities such as pensions and taxes) and adopt the proper standards; how to get the sufficient political support; how to manage the related IT projects; and finally how to improve management practices. Examples of success were presented (UK, European Commission), and of those having taken the plunge (France, UN) as well as cases where lesser progress has been achieved (Germany, Italy).

Le taux d'inflation annuel de l'UE25 a été de 1,9% en septembre 2006, contre 2,3% en août. Un an auparavant, il était de 2,5%. Le taux d'inflation mensuel a été de 0,0% en septembre 2006. Le taux d'inflation annuel de l'IPCE a été de 1, 9% en septembre 2006. Ces chiffres sont publiés par Eurostat.

    [12] August 2006 compared to July 2006 : industrial production up by 1.8% in euro area ; up by 1.3% in EU25

    Seasonally adjusted industrial production rose by 1.8% in the euro area in August 2006 compared to July 2006. Production declined by 0.4% in July after having remained stable in June. In the EU25 output gained 1.3% in August after a decrease of 0.2% in July and an increase of 0.1% in June. In August 2006 compared to August 2005, industrial production rose by 5.4% in the euro area and by 5.0% in the EU25. These estimates are released by Eurostat.

    [13] Joe Borg : "L'avis scientifique sur la pêche indique la nécessité d'approfondir l'approche de gestion à long terme"

    "Bien qu'il reste clairement encore beaucoup à faire pour approfondir et étendre notre approche à long terme de gestion des pêches, quelques éléments positifs annoncés aujourd'hui méritent d'être salués. Tout d'abord, l'avis scientifique montre que notre approche à long terme de gestion des pêches dans l'UE commence à porter certains fruits. Il souligne également les avantages issus de la participation croissante du secteur de la pêche au processus scientifique. Ceci devrait tous nous encourager à redoubler d'efforts pour inverser le déclin dans nos pêches et pour évoluer progressivement vers des captures durables et un secteur des pêches stable", a commenté Joe Borg, Commissaire européen chargé de la pêche et des affaires maritimes.

    [14] Andris Piebalgs visits the construction site of an innovative clean coal plant in Italy

    Energy Commissioner Andris Piebalgs visited on 16 October the construction site of Torrevaldaliga Nord project, an advanced clean coal power plant in the Italian town of Civitavecchia, near Rome. The project has recently won the Powergen Award. "Clean coal technologies contribute to the three core objectives of the new European Energy Policy : security of supply, fight against climate change and competitiveness of the European economy. The development of low carbon plants, like this one in Civitavecchia, should be one of the common EU objectives that the Commission wants to put forward in its EU Strategic Energy Review", Commissioner Piebalgs said.
