Ce sommet permettra aux jeunes de tout le continent d'exposer leurs idées sur l'Europe d'aujourd'hui et d'exprimer leurs aspirations pour l'avenir. Leurs conclusions seront transmises aux chefs d'Etat et de gouvernement européens réunis à Berlin le même week-end.[02] Special euro coin issue to commemorate the 50th anniversary of the EUTo commemorate the 50th anniversary of the European Union, euro-area countries will all issue this week a €2 coin showing the Piazza del Campidoglio in Rome where the Treaty of Rome was signed on 25 March 1957. This is the first time a coin will be issued by all euro-area members to commemorate the same event. It is thus the first time that a €2 coin with a common design on both sides will circulate throughout the euro area.[03] Water Policy : Member States must do more to achieve good water qualityThe European Commission today published a report on the performance of Europe Union Member States in implementing the Water Framework Directive. The aim of the directive is to achieve a good level of water quality for all rivers, lakes, estuaries, coastal waters and groundwater in the European Union by 2015. While the results of the report are mixed, it is clear that Member States must do more to achieve the directive's objective. Despite this the Commission is confident that it is possible to reach this goal by 2015. Today, the Commission is also launching the Water Information System for Europe, a web portal developed with the European Environment Agency that gathers a wide range of water-related data from across the European Union.[04] EU research is making a difference to water and sanitation issues in the developing worldResearch financed by the EU is playing a major role in finding new ways to manage water and sanitation issues in the developing world. An example is a project among coastal communities in Bangladesh, India and Sri Lanka, which has involved local woman in the production, installation and maintenance of sanitation facilities. The joint development of decent sanitation adapted to local conditions, the treatment of waste and its impact on local water supply have had very direct influence on human health. In association with creating income for the women from sanitation facilities, composting waste, safe rainwater collection and similar activities, the action research has improved conditions on the ground. By measuring the effects in the project areas in comparison to control areas, it has been possible to have a very clear idea of the success of the project, which included considerable increases in ownership of sanitary facilities and a much higher quality of facility. As a result, the approach is being implemented in neighbouring communities. Research activities like this can help to change things on the ground. Other successful examples include locally adapted technologies such as solar disinfection which were developed in the Mediterranean or by providing tests to measure the quality of household water. This is just one example of research funded under the EU's Research Framework Programme and the EU Water Initiative that is making a real difference to people's lives in the developing world. The investment project will modernise the yard and create jobs in a disadvantaged region in the South of Slovakia without unduly distorting competition.[06] Commission opens in-depth investigation into proposed €27 million loan to Spanish company ITP for development of aircraft engine Trent 1000The European Commission has opened an investigation, under the EC Treaty rules on state aid (Article 88(2)), into public funding that Spain intends to give to Industria de Turbo Propulsores (ITP), a producer of aero engines and gas turbines. The aid would finance ITP's participation in the development of the low-pressure turbine for the Trent 1000 aero engine, currently being developed by Rolls-Royce for the Boeing B787. The investigation will allow the Commission to clarify the loan's impact on competition, in particular if the public intervention creates an incentive for the firm to carry out more Research and Development (R&D). The opening of an in-depth investigation gives interested parties the opportunity to comment on the proposed measures. It does not prejudge the outcome of the procedure.[07] La Commission renvoie la Grèce devant la Cour pour non-adoption d'un nouveau cadre applicable aux services de radiodiffusionLa Commission européenne a décidé de traduire la Grèce devant la Cour de justice européenne au motif qu'elle ne s'est pas pleinement conformée à l'arrêt de la Cour du 14 avril 2005. Cet arrêt a confirmé que la Grèce n'avait pas appliqué la directive 2002/77/CE relative à la concurrence sur les marchés des communications électroniques. Si la Grèce a, dans l'intervalle, transposé la directive en ce qui concerne tous les autres marchés des communications électroniques, elle n'a toujours pas adopté les mesures nationales utiles pour les services de radiodiffusion. La Commission renvoie donc la Grèce devant la Cour, en demandant cette fois à cette dernière de lui infliger des amendes, qui consistent dans le paiement d'une somme forfaitaire de €6132 par jour sanctionnant la poursuite de l'infraction entre l'arrêt de la Cour d'avril 2005 et le deuxième arrêt (ou bien jusqu'à ce que la Grèce respecte ses obligations, pour autant qu'elle s'exécute avant le deuxième arrêt de la Cour), ainsi que d'une astreinte de €42310.80 par jour à compter de la date du deuxième arrêt jusqu'à ce que la Grèce s'acquitte intégralement de ses obligations (dans l'hypothèse où elle ne se serait toujours pas exécutée d'ici le deuxième arrêt). Des informations générales sur le calcul des sommes forfaitaires et des astreintes figurent dans le MEMO/05/482. Cette saisine de la Cour constitue la troisième étape de la procédure d'infraction prévue par le traité CE en cas de non-exécution d'un arrêt de la Cour (article 228).[08] Réglementation sur les télécommunications : l'UE traduit cinq Etats membre en justice pour des lacunes concernant la localisation de l'appelant pour le 112Dans le cadre d’une nouvelle série de procédures concernant des infractions à la réglementation communautaire en matière de télécommunications, la Commission européenne a décidé de traduire six Etats membres devant la Cour de justice européenne: l'Italie, la Lituanie, les Pays-Bas, le Portugal et la Slovaquie, pour des lacunes concernant le numéro d'urgence européen (112), et contre l'Estonie pour n'avoir pas réalisé l'analyse de marché exigée par la réglementation communautaire en matière de télécommunications. La Commission a également ouvert une nouvelle procédure d'infraction contre Chypre à propos des droits de passage pour les marchés mobiles. Par ailleurs, la Commission pourrait clôturer quatre affaires pendantes dans le cadre de cette série.[09] Climate change : Commission takes legal action against six Member States over missing informationThe European Commission is taking legal action against 6 Member States for not providing information required as part of the EU's efforts to combat climate change. The six are Bulgaria, Estonia, Greece, Italy, Luxembourg, and Malta. Luxembourg will be taken to the European Court of Justice and Estonia and Greece will receive final warnings for not communicating important technical information relating to their greenhouse gas emission targets under the Kyoto Protocol. The other cases concern Member States' failure to provide complete reports on their progress in limiting or cutting emissions.[10] Environnement : la Commission engage des procédures contre 14 Etats membres à propos de la directive sur les déchargesLa Commission européenne a décidé d'engager des procédures contre 14 Etats membres, incriminés pour n'avoir pas convenablement transposé dans leur législation la directive communautaire concernant la mise en décharge des déchets. Après avoir envoyé en décembre 2006 un premier avertissement écrit à sept Etats membres, elle en use à présent de même à l'égard de 14 autres, (Chypre, République tchèque, Danemark, Estonie, Finlande, Irlande, Lituanie, Malte, Pologne, Slovaquie, Slovénie, Espagne, Suède et Royaume Uni). L'action menée par la Commission fait suite à une évaluation détaillée du degré de conformité de la transposition de la directive par chacun des 25 Etats membres. La directive régissant l'exploitation des décharges est un élément essentiel du dispositif mis en place pour protéger la santé humaine et l'environnement contre les risques inhérents aux déchets.[11] Ireland : Commission takes action to secure clean drinking water and citizens' rightsThe European Commission is sending Ireland a final written warning for failing to comply fully with a 2002 European Court of Justice (ECJ) ruling requiring drinking water supplies to be kept free of E.coli bacteria. It is sending Ireland a similar warning for failing to comply with a 2005 ECJ ruling requiring greater controls on polluting discharges to surface water by local authorities. If the responses are unsatisfactory, the Commission may ask the ECJ to impose financial penalties on Ireland. The Commission is also referring Ireland to the ECJ for failing to give adequate rights to citizens to legally challenge decisions in cases involving environmental impact assessments and integrated pollution prevention and control. At the same time, action taken by Ireland to ban drift-netting of Atlantic wild salmon at sea has allowed a case to be closed.[12] La Commission engage des poursuites à l'encontre de l'Espagne pour plusieurs infractions à la législation communautaire dans le domaine de l'environnementA propos de trois affaires distinctes, la Commission européenne a décidé d'engager des poursuites à l'encontre de l'Espagne pour des infractions à la législation communautaire en matière de protection de l'environnement et de santé publique. La Commission a adressé un dernier avertissement écrit à l'Espagne pour ne pas avoir respecté un arrêt de la Cour de justice européenne concernant l'élimination illégale de déchets dans l'île de La Gomera. Si la réponse de l'Espagne à la lettre de la Commission devait se révéler insatisfaisante, la Commission peut demander à la Cour d'imposer des sanctions financières à l'Espagne. Dans deux autres affaires distinctes, la Commission a envoyé à l'Espagne des lettres d'avertissement au motif que celle-ci n'avait pas respecté les directives sur la protection des habitats naturels. Dans la dernière affaire, la Commission a adressé à l'Espagne un premier avertissement écrit pour avoir omis d'appliquer la directive européenne visant à prévenir les effets négatifs des décharges.[13] Portugal : poursuite de procédures engagées par la Commission pour des infractions concernant la protection de l'environnement et de la santé humaineLa Commission européenne engage devant la Cour de justice européenne une action visant le Portugal, auquel il est reproché de ne pas avoir mis en Å“uvre des dispositions législatives communautaires concernant le traitement des eaux usées urbaines. Elle engage également des procédures d'infraction contre le Portugal pour non exécution de trois arrêts de la Cour concernant respectivement la qualité de l'eau potable, la construction d'une section de l'autoroute A2 à travers une importante zone de protection de la nature et des modifications injustifiées relatives à une autre zone protégée.[14] Greece : Commission pursues legal action over infringements of EU environmental legislationThe European Commission has decided to pursue legal action against Greece over breaches of three EU laws to protect the environment and public health. The Commission is sending Greece a first written warning for failing to comply fully with a Court of Justice ruling of last year concerning the protection of the ozone layer. The Commission will also bring two cases against Greece before the Court. The first concerns Greece's failure to properly protect Special Protection Areas under the EU's Wild Birds Directive, and the second for not reporting on important aspects of the EU directive on the protection of water bodies in the European Union.[15] La Commission autorise l'acquisition de Provimi par NutriluxLa Commission européenne a autorisé, en vertu du règlement Concentrations, le projet d'acquisition de l’entreprise française Provimi par Nutrilux S.a.r.l. (Nutrilux) du Luxembourg, appartenant au groupe Permira. Nutrilux est un fonds de placement. Provimi est active dans la production, la distribution et la vente de produits d'alimentation pour animaux et de produits vétérinaires. Il ressort de l'enquête menée par la Commission que l'opération envisagée n'entravera pas de manière significative la concurrence dans le marché commun. Cette affaire a été traitée selon la procédure simplifiée.[16] Commission clears acquisition of TTI by BerkshireThe European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of TTI Inc. (TTI) of the US by Berkshire Hathaway Inc. (Berkshire) of the US. Berkshire is a diversified holding company engaged in numerous business activities in the insurance and manufacturing sectors. TTI is a distributor of electromechanical components. The operation was examined under the simplified merger review procedure.[17] Commission approves proposed acquisition of Nera by Thrane & ThraneThe European Commission has approved under the EU Merger Regulation the proposed acquisition of Nera Satcom AS of Norway by the Danish company Thrane & Thrane A/S. The Commission, which had been requested by the UK national competition authority (Office of Fair Trading - OFT) to look at this transaction, concluded that the proposed transaction would not significantly impede effective competition in the European Economic Area (EEA) or any substantial part of it.[18] EU consumers willing to pay for better animal welfareEU consumers are willing to make an extra effort to buy animal welfare friendly products, even if this means changing where they shop or paying more for goods, according to a Eurobarometer survey on attitudes to animal welfare, published today. The report shows, however, that citizens feel they lack the necessary information to distinguish between products on animal welfare grounds. In the first EU survey on animal welfare to cover all 27 Member States, as well as Turkey and Croatia, 62% of respondents said that they would change their shopping habits in order to access more animal welfare friendly goods. The survey also revealed that citizens do not feel that they are provided with this option at the moment, due to insufficient information on animal welfare in food production. A large majority of respondents backed the idea of labelling or logos to indicate the animal welfare standards met in producing the foods they buy. The survey demonstrates general support for financially rewarding EU farmers who use better animal welfare practices.[19] Services financiers : la Commission organise une consultation au sujet des modifications à apporter au cadre communautaire des fonds d'investissement de détail (OPCVM)La Commission européenne a publié une série d'orientations initiales concernant les modifications à apporter éventuellement au cadre du marché unique européen pour les fonds d'investissement, la directive OPCVM. Les changements envisagés devraient faciliter une restructuration orientée vers le marché et renforcer l'efficacité du marché européen des fonds d'investissement, dynamique mais cloisonné. Les orientations publiées constituent une première série de suggestions sur les possibilités d'améliorer la commercialisation transfrontière des fonds, d'accroître la taille et la liquidité en soutenant les fusions de fonds et le regroupement des actifs, de permettre aux gestionnaires de fonds de gérer des fonds enregistrés dans un autre Etat membre, de simplifier et d'améliorer les informations à publier concernant les produits et de renforcer les mécanismes de coopération en matière de surveillance. Ces modifications à apporter à la directive ont été annoncées dans le livre blanc publié par la Commission en novembre 2006 (IP/06/1569). La consultation qui débute vise à mobiliser les compétences des organes de régulation, des gestionnaires et des utilisateurs pour faire en sorte que la proposition formelle que la Commission présentera par la suite repose sur des bases techniques solides. Les commentaires doivent être transmis pour le 15 juin 2007. La Commission présentera sa proposition formelle fin 2007.[20] Danuta Hübner becomes honorary Member of Anci Ideali-European Foundation of CitiesEuropean Commissioner for Regional policy, Danuta Hübner, is to receive together with Mrs Emma Bonino, Italian Minister for European Affairs, the mention of honorary member of the Anci Ideali-European Foundation of Cities today in Rome. The President of Anci Ideali Foundation and Mayor of Turin, Mr Sergio Chiamparino, together with the President of Anci and Mayor of Florence, Mr Leonardo Domenici, will give this special award for the decisive contribution Danuta Hübner brought to the construction of a European Union always closer to the real needs of cities and regions. The ceremony will take place at the end of the Conference on 'The collaboration between cities and territories reinforces the european project' which underlines the role of European cities to reinforce the European ideals and project. Total industry excluding ships, railway and aerospace equipment grew by 9.8% in the euro area and by 7.3% in the EU27. These estimates are released by Eurostat.[23] How the EU changed the life of Europeans ? New website and booklet underline the added value of European integration to citizensAhead of the 50th anniversary of the signing of the Treaty of Rome, the European Commission launched today a website and accompanying booklet, '50 Ways Forward – Europe's Best Successes', to highlight the importance of the European Union for citizens. The project complements a range of 50th anniversary events and publications.[24] Tackling VAT fraud : Commission is organising a conference on 29 MarchThe European Commission is organising a one day conference in order to consult business on the ideas developed in its Communication on a common strategy to combat VAT fraud (IP/06/697). The conference will bring together business representatives and VAT experts from the national tax administrations and will focus on possible ways forward for a common EU strategy. The Conference "Tackling VAT fraud – possible ways forward" will take place in the Commission's Charlemagne building, Rue de la Loi 170, 1049 Brussels, Belgium on 29th March 2007. Simultaneous interpretation will be provided into French, English and German. Accredited press will be allowed to register on-site at the day of the conference. The group will meet with EU officials and participate in a seminar on Public employment services with various experts from all Member States (March 22-23). The event will be a chance for participants to compare recent labour market reforms in Chile with those experienced by different EU countries. It will also be an opportunity for a rich exchange of practices and ideas. The meetings will also address issues related to social cohesion, which is at the heart of the EU-Latin America cooperation since the Guadalajara (2004) and Vienna (2006) summits.
