[01] Commission asks the European Court of Justice to order Poland not to
start road construction in Rospuda Valley
The European Commission has today asked the European Court of Justice to
take interim measures to ensure Poland does not go ahead with the
construction of a road that will cause irreversible damage to the Rospuda
Valley, a protected area of primeval forest and natural habitats of
European importance. The Commission's application for urgent action by the
Court follows the Polish government's failure to give an undertaking that
it will not start construction work on the Augustow bypass through the
valley on 1 August. The Commission took Poland to the ECJ over the planned
construction of the Augustow bypass and another road, the Wasilkow bypass,
in March 2007 due to the damage they would cause to natural areas of
European importance. The interim measures now requested would prevent the
works from going ahead until the Court has had time to rule on the case
brought in March.
[02] "L'Union européenne et la non-discrimination" : la Commission lance
un concours destiné à tous les jeunes de l'UE
"L'Union européenne et la non-discrimination", tel est le titre d'un
concours lancé aujourd'hui le 30 juillet 2007, c'est-à -dire au coeur de
l' "Année européenne de l'égalité des chances pour tous", par
Franco Frattini, vice-président de la Commission européenne chargé de la
justice, de la liberté et de la sécurité. Les enfants et les adolescents
européens, âgés de 12 à 18 ans, sont invités à créer un poster sur la
non-discrimination au sein de l'UE. Le concours vise à sensibiliser ces
jeunes citoyens européens aux actions de l'UE dans ce domaine.
[03] La Commission ouvre une procédure formelle à l'encontre d'E.ON et de
Gaz de France concernant un partage de marché présumé
La Commission européenne a décidé d'ouvrir la procédure formelle Ã
l'encontre de l'entreprise énergétique allemande E.ON et de
l’entreprise gazière française Gaz de France concernant une infraction
présumée aux dispositions du traité CE relatives aux pratiques
commerciales restrictives (article 81). Cette affaire fait suite à des
inspections menées en 2006 dans les locaux d'E.ON et de Gaz de France en
Allemagne et en France (voir MEMO/06/205). La procédure de la Commission
est centrée sur un accord ou une pratique concertée présumés entre E.ON
et Gaz de France, par lesquels chacune des parties s'engage à rester Ã
l'écart du marché national de l'autre, et ce même à l'issue de la
libéralisation des marchés du gaz en Europe.
[04] Commission confirms sending of a Statement of Objections regarding an
alleged cartel for the sale of bananas
The European Commission can confirm that a Statement of Objections was sent
this week to a number of companies including importers, alleging their
participation in a cartel for the sale of bananas, in violation of Article
81 of the EC Treaty and Article 53 of the Agreement on the European
Economic Area.
[05] La Commission autorise le projet de rachat de Gerber par Nestlé
La Commission européenne a autorisé, en vertu du règlement CE sur les
concentrations, le projet d'acquisition de Gerber, qui appartient Ã
Novartis, par le Suisse Nestlé. Elle est arrivée à la conclusion que
l'opération n'entraverait pas de manière significative l'exercice d'une
concurrence effective dans l'Espace économique européen ou une partie
substantielle de celui-ci.
[06] Commission clears proposed acquisition of Bulgarian Telecommunications
Company by AIG Capital Partners
The European Commission has cleared under the EU Merger Regulation the
acquisition of Bulgarian Telecommunications Company by AIG Capital
Partners. The Commission concluded that the transaction would not
significantly impede effective competition in the European Economic Area or
any substantial part of it.
[07] Érythrée : la Commission accorde une aide humanitaire de €6
millions
La Commission européenne a alloué une aide humanitaire de €6 millions
aux populations vulnérables en Érythrée afin de renforcer leur capacité
de résistance à une diminution des moyens de subsistance, aux aléas
climatiques et aux conflits. Cinq cent mille personnes bénéficieront
directement de cette aide. L'Érythrée est confrontée à d'énormes
difficultés, qui sont la conséquence d'années de sécheresse chronique,
de la désertification, d'infrastructures insuffisantes et d'une
insécurité permanente le long de la frontière avec l'Éthiopie. Les taux
de malnutrition y sont élevés, les maladies liées à l'eau très
répandues et source de nombreux décès, et il reste encore des dizaines
de milliers de personnes déplacées à l'intérieur du pays, qui sont
tributaires de l'aide. L'intervention humanitaire de la Commission, menée
par l'intermédiaire d'organismes d'aide partenaires présents dans le pays,
aura pour objet de répondre aux besoins les plus pressants des populations
vulnérables.
[08] Ethiopia : Commission provides €5 million in humanitarian aid
The European Commission has allocated €5 million in humanitarian aid to
vulnerable people in Ethiopia affected by conflicts, climatic hazards as
well as public health hazards. The climatic hazards concern drought
followed by floods – the latter aggravating the vulnerability of the
population to water borne diseases like acute watery diarrhoea (cholera).
In addition, Ethiopia is the most malaria prone country in Africa and also
had to deal with measles and meningitis epidemics in 2006. Diarrhoea and
acute respiratory infections are the main causes of early death among
children. The Commission's aim is to provide humanitarian assistance to
around 750,000 vulnerable people – including internally displaced persons
– in the sectors of health, water and sanitation and protection. All
funds are channelled through the Commission's Humanitarian Aid department
(ECHO), under the responsibility of the Commissioner for Development and
Humanitarian Aid, Louis Michel.
[09] EU to send Election Observation Mission to Guatemala
Following invitations from the Guatemalan state and electoral authorities,
the European Commission has decided to deploy a European Union Election
Observation Mission (EOM) to Guatemala to observe the Presidential,
Legislative and Municipal elections, scheduled to take place on 9 September
2007. The EU EOM will be led by Wolfgang Kreissl-Dörfler, Member of the
European Parliament.
