  • [01] La Commission réclame une meilleure utilisation des sources de financement européen pour la recherche, l'innovation et la cohésion

    Pour que l'Union européenne puisse soutenir le développement économique et social de tous ses Etats membres, il est essentiel que les différentes sources de financement sollicitées à cette fin soient utilisées d'une manière cohérente. Dans un document d'orientation présenté aujourd'hui, la Commission européenne fournit des lignes directrices aux autorités nationales et régionales sur la manière de combiner les programmes de la politique de cohésion avec le financement de l'innovation et de la recherche au titre du septième programme-cadre de recherche et du programme-cadre pour la compétitivité et l'innovation. S'il expose un certain nombre de mesures que la Commission mettra en œuvre pour assurer une utilisation optimale des différents modes de financement, le document invite aussi sans ambages les Etats membres et les régions à jouer directement un rôle de premier plan en utilisant au mieux les fonds européens mis à leur disposition.

    [02] Toy safety

    On Wednesday 12 September (15.00), European Commissioner for Consumer Affairs, Meglena Kuneva will present her assessment of recent developments with regard to consumer product safety, including the Mattel recalls, to the Internal Market and Consumer Protection Committee of the European Parliament. The Commissioner will present the conclusions of her visit to China in July this year and set out in detail her plans for a two month review of the control mechanisms for consumer product safety. She will invite the European Parliament to participate in this review. A technical briefing by DG SANCO on consumer product safety control mechanisms, particularly in relation to toys, will take place on Tuesday September 11 at 11.00 in the Commission's press room (available on EbS).

    [03] Réseau transeuropéen de transport : les coordonnateurs ont remis au Vice-président Barrot leurs seconds rapports annuels

    Conformément à leur lettre de mission, les coordonnateurs européens, à qui la Commission européenne a confié le mandat de faciliter la mise en œuvre de certains projets prioritaires du réseau transeuropéen de transport, ont remis au Vice-président Barrot leur second rapport annuel d'activité. Les coordonnateurs ont poursuivi leur action et émis des recommandations afin de faciliter la mise en œuvre des axes prioritaires dont ils ont la charge.

    [04] Commission clears proposed acquisition of the AA and SAGA by CVC, Charterhouse and Permira

    The European Commission has approved, under the EU Merger Regulation, the proposed take-over of the AA and Saga, both active in the provision of vehicle breakdown services in the UK, by three private equity firms, CVC of Jersey, the Channel Islands, Charterhouse of the UK and Permira of Guernsey, the Channel Islands. The Commission has concluded that the transaction would not significantly impede effective competition in the European Economic Area or any substantial part of it.

    [05] Commission opens in-depth investigation into proposed acquisition of Kerling by INEOS

    The European Commission has opened an in-depth investigation under the EU Merger Regulation into the planned acquisition of Kerling ASA of Norway by the UK-based INEOS Group Limited. The Commission's preliminary market investigation found that the proposed transaction raises serious doubts as to its compatibility with the Single Market and the European Economic Area (EEA) agreement given the strong market position that Ineos would achieve on the Suspension PVC (S PVC) market in some Member States, in particular in the UK. The Commission now has 90 working days (until 11 January 2008) to decide whether the takeover would significantly impede effective competition within the EEA or a significant part of it. A decision to open an in depth investigation does not prejudge the final result of the procedure.

    [06] Commission clears acquisition of Brake Bros by Bain Capital

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of sole control of Brake Bros Holding Limited (Brake Bros) of the UK by Cucina Acquisition (UK) Limited, controlled by Bain Capital Investors, LLC (Bain Capital) of the US. Bain Capital is a private equity investment firm. Brake Bros is active in foodservice distribution. The operation was examined under the simplified merger review procedure.

    [07] Benita Ferrero-Waldner sur les élections au Maroc

    Suite aux élections législatives au Maroc le 9 septembre, la Commissaire européenne aux Relations extérieures et à la Politique européenne de voisinage, Benita Ferrero-Waldner, a déclaré : "Je me félicite de la tenue des élections aux Maroc. Ce processus confirme les avancées réalisées par le Maroc dans la construction d'une société démocratique. Celle-ci est la seule à même d'offrir une garantie d'une stabilité politique durable, dans laquelle les visions des différents acteurs politiques sont offertes au choix du citoyen dans une atmosphère sereine. L'UE a apporté son soutien à ces élections en finançant la formation de près de trois mille observateurs de la société civile marocaine, clé de la transparence du processus. Le partenariat privilégié que nous construisons avec le Maroc se fonde sur le partage de valeurs communes en matière de démocratie et le respect des libertés fondamentales. Il s'en trouve ainsi renforcé. L'UE entend apporter un appui solide aux réformes ambitieuses entamées par le Maroc pour relever les défis économiques et sociaux auxquels il est confronté, en particulier la lutte contre la pauvreté et l'analphabétisme. De grand chantiers de coopération en matière de réformes ont été entamés, que nous nous réjouissons de poursuivre avec le nouveau gouvernement qui sortira de ces élections. Ceci est particulièrement important au moment où nous initions une réflexion sur un renforcement de notre partenariat qui pourrait faire du Maroc un pays pionnier dans nos relations avec les pays du voisinage."

    [08] Cohesion policy 2007-2013 : Commission approves 15 new programmes for the Hungarian regions

    The European Commission decision on the 13 operational programmes funded by the European Regional Development Fund (ERDF) and the 2 programmes funded by the European Social Fund (ESF) opens the way for Hungarian regions to start implementing the new policy in the framework of the strategic plan agreed between Hungary and the Commission on the 7th of May 2007. Overall, Hungary will benefit from €25 billion under the new programming period. The country is the 6th largest beneficiary of EU Cohesion policy.

    [09] Réunion inaugurale du groupe de haut niveau sur la compétitivité de l'industrie chimique européenne

    La Commission européenne a lancé, aujourd'hui, les travaux du groupe de haut niveau sur la compétitivité de l'industrie chimique européenne. Le groupe se compose de décideurs politiques expérimentés du secteur public et privé ainsi que de représentants de la société civile. Il examinera les facteurs qui déterminent la compétitivité de l'industrie chimique européenne face à ses concurrents. Il mènera une analyse économique et statistique des facteurs à l'origine des changements structurels dans l'industrie chimique et traitera de questions liées au développement durable de l'industrie. Le groupe a pour mission de formuler une série de recommandations politiques sectorielles avant le printemps 2009.

    [10] African swine fever : EU sends experts to Armenia to help combat the disease

    The European Commission has today sent an expert from the Community Veterinary Emergency Team to Armenia, to take part in a joint EU-OIE-FAO mission to assist the Ministry of Agriculture of the Republic of Armenia in investigating African Swine Fever (ASF) outbreaks. Armenia notified the World Organisation for Animal Health (OIE) 10 days ago of several outbreaks of this highly contagious pig disease close to the border with Georgia, where there is currently an ASF epidemic. While African Swine Fever does not affect humans, it can have severe implications for animal health and for the international trade of animals and animal products. The team arrives in Armenia today, and will start work immediately to support the authorities in the eradication and control of ASF. It will also be decided whether further international assistance is needed in light of the disease situation on the ground. The EU member of the joint mission team is Dr. Domenico Rutili, head of the national reference laboratory for ASF at the Istituto Zooprofilattico, Perugia, Italy.
