  • [01] Commission proposes a global alliance to help developing countries most affected by climate change

    The European Commission is proposing to build a new alliance on climate change between the European Union and the poor developing countries that are most affected and that have the least capacity to deal with climate change. Through this Global Climate Change Alliance (GCCA), the EU and these countries will work jointly to integrate climate change into poverty reduction strategies. The EU will provide substantial resources to address climate change in these countries. Measures will include better preparedness for natural disasters which are expected to become more frequent and intense through global warming. The GCCA renews the commitment of the EU Action Plan on Climate Change and Development to systematically integrate climate change into development cooperation.

    [02] La Commission redouble d'fforts pour renforcer la protection de l'uro contre le faux monnayage

    La Commission européenne a adopté hier un train de mesures visant à renforcer la protection des billets et pièces en euros contre le faux monnayage. Elle propose ainsi d'imposer aux banques et aux autres établissements concernés l'obligation de vérifier l'authenticité des billets et pièces en euros qu'ils reçoivent avant de les remettre en circulation. Elle a également adopté un rapport montrant que les Etats membres ont largement satisfait à l'obligation qui leur incombe de soumettre la contrefaçon de l'euro à des sanctions pénales. Aujourd'hui, elle publie enfin son rapport 2006 sur la protection des pièces en euros contre la fraude et la contrefaçon, qui détaille les efforts déployés pour retirer les fausses pièces de la circulation et inclut des recommandations sur les mesures supplémentaires qui pourraient être prises en matière de coopération.

    [03] Commission approves proposed acquisition of Univar by CVC

    The European Commission has cleared under the EU Merger Regulation the proposed acquisition of Univar NV of the Netherlands by CVC Capital Partners Group S.a.r.l. of Luxembourg. After examining the operation, the Commission concluded that the transaction would not significantly impede effective competition in the European Economic Area or any substantial part of it.

    [04] La Commission approuve le projet d'acquisition de Zodiac Marine par Carlyle

    La Commission européenne a donné son feu vert, en vertu du règlement CE sur les concentrations, au projet d'acquisition de Zodiac Marine, une branche d'activité du groupe français Zodiac S.A., par les sociétés d'investissement Carlyle Europe Partners II L. P. et Carlyle Europe Partners III L. P. (ensemble, "Carlyle"). Après examen, la Commission a conclu que l'opération envisagée n'entraverait pas de manière significative l'exercice d'une concurrence effective dans l'Espace économique européen ou une partie substantielle de celui-ci.

    [05] Commission clears acquisition of Concert Mortgages by Abbey National and Merrill Lynch

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of joint control of Concert Mortgages Holdings Ltd of the UK by Merrill Lynch International, belonging to the Merrill Lynch Group of the US and Abbey National plc (Abbey) of the UK, belonging to the Banco Santander Group. Merrill Lynch is active in banking and investment banking services. Abbey and Santander are active in retail and corporate banking. Concert Mortgages provides mortgages in the UK and payment protection insurance for those mortgages. The operation was examined under the simplified merger review procedure.

    [06] La Commission autorise l’acquisition de Nuova Tirrena par Groupama

    La Commission européenne a autorisé, en vertu du règlement Concentrations, le projet d'acquisition de l’entreprise italienne Nuova Tirrena S.p.A. par l'entreprise française Groupama S.A. Groupama est active dans l'assurance vie et non-vie et les services bancaires. Nuova Tirrena est une société d'assurance vie et non-vie. Il ressort de l'enquête menée par la Commission que l'opération envisagée n'entravera pas de manière significative la concurrence dans le marché commun. Cette affaire a été traitée selon la procédure simplifiée.

    [07] La Commission autorise la création d'une entreprise commune entre Ineos, Champagne Céréales et Thywissen

    La Commission européenne a autorisé, en vertu du règlement Concentrations, le projet de création d'une entreprise commune (JV) en France par achat d'actions dans une société nouvellement créée par les entreprises Ineos Enterprises Limited (Ineos) du Royaume-Uni, Champagne Céréales (Champagne) de la France) et C.Thywissen GmbH (Thywissen) de l'Allemagne. Ineos fabrique des produits pétrochimiques, des spécialités chimiques et des produits pétroliers. Champagne est une coopérative agricole. Thywissen est active dans le secteur de l'industrie alimentaire, le concassage de graines et la production d'huile. L'entreprise commune sera active dans le concassage de graines oléagineuses, la production et la vente de biodiesel. Il ressort de l'enquête menée par la Commission que l'opération envisagée n'entravera pas de manière significative la concurrence dans le marché commun. Cette affaire a été traitée selon la procédure simplifiée.

    [08] Signature of nine agreements on visa facilitation and readmission between the European Community and all Western Balkans Countries by Franco Frattini and Ruiz Carlos Pereira

    The visa facilitation and readmission agreements were signed today in a ceremony that took place in Brussels with the participation, from the EU side, of Vice President Franco Frattini (from the European Commission) and Foreign Affairs Minister Rui Carlos Pereira (from the Portuguese Presidency) and, from the Western Balkan countries, of the Ministers of Interior of Albania, Bosnia and Herzegovina, Montenegro, Serbia and the former Yugoslav Republic of Macedonia.

    [09] La base européenne de données biométriques continue de garantir une gestion efficace du régime d'asile européen commun

    La Commission publie aujourd'hui le rapport annuel consacré aux activités d'EURODAC (l'outil biométrique utilisé à l'échelle de l'UE qui contribue à déterminer l'Etat membre responsable de l'examen d'une demande d'asile) en 2006. Ce rapport contient des informations essentielles sur les tendances en matière de demandes d'asile et d'entrées illégales dans l'UE et montre l'émergence d'un "effet dissuasif" sur les "demandes multiples", c'est-à -dire des demandes d’asile présentées par des personnes ayant déjà introduit une autre demande dans le même pays ou dans un autre Etat membre.

    [10] Commission adopts its third report on visa waiver non-reciprocity with third countries

    The European Commission adopted on 17 September its third report on certain third countries' maintenance of visa requirements in breach of the principle of reciprocity. The report shows that progress has been achieved despite a new challenge with the notifications by Bulgaria and Romania.

    [11] Système "eCall" : le mouvement s'accélère avec l'arrivée de l'Espagne, du Portugal et de la République tchèque

    Trois Etats membres de l'Union européenne supplémentaires, l'Espagne, le Portugal et la République tchèque, ont signé aujourd'hui le protocole d'accord sur le système "eCall" qui a été élaboré par la Commission européenne. Les Pays-Bas ont fait part de leur intention de le signer bientôt. En signant ce protocole, ils s'engagent à apporter un soutien actif à la mise en œuvre rapide d'"eCall", le système paneuropéen d'appel d'urgence en cas d'accident de la circulation, qui pourrait sauver 2.500 vies par an au terme de son déploiement complet en Europe. Douze Etats membres de l'Union participent désormais à l'initiative "eCall", ce à quoi il faut ajouter les pays non-membres de l'UE que sont la Suisse, la Norvège et l'Islande.

    [12] 14 promising young scientists receive European prize

    Teams from Germany, Hungary and Ireland have won the three first prizes of €5,000 each at the 19th European Union Contest for Young Scientists, held this year in Valencia, Spain. The projects, which analysed flashing water drops (e.g. falling from stalactites) how plants defend themselves against pests, and RSA encryption, were selected from among 81 entries by an international jury of 15 experts. Other top prizes went to projects from Austria, the Czech Republic, France and Israël. The contestants in the projects aged in range from 14 to 20 and represented 30 countries from across Europe, as well as China and the US, and covered a wide range of disciplines. To be eligible to enter, the team has to win a national science competition.

    [13] Andris Piebalgs meets with energy CEOs to pave the way for sustainable fossil fuel technologies

    European Energy Commissioner Andris Piebalgs held on 17 September a working dinner with the heads of leading energy companies in Europe to discuss the promotion of clean fossil fuel technologies. Mr Andris Piebalgs declared that "it is now time for action and for concrete commitments in enabling carbon capture and storage to become a reality. The development of this technology is essential for ensuring the sustainability of coal and other industrial processes."
