  • [01] Enlargement of the Schengen area to be completed: border controls to be lifted at airports on 30 March.

    On 21 December 2007, Estonia, the Czech Republic, Lithuania, Hungary, Latvia, Malta, Poland, Slovakia and Slovenia became part of the Schengen area. On Sunday 30 March 2008 at 0:00, the enlargement process will be completed by lifting air border controls between these countries and with the 15 states that were already part of the Schengen system.

    [02] Nouveau Fonds de 80 millions d'euros pour la promotion de l'efficacité énergétique et des énergies renouvelables dans la lutte contre le changement climatique dans les pays en développement.

    Le Fonds mondial pour la promotion de l’efficacité énergétique et des énergies renouvelables (Geeref) – Dans le cadre de ses initiatives visant à lutter contre le changement climatique, la Commission européenne a créé un Fonds, le Geeref, afin de mobiliser l'investissement privé dans des projets liés à l'efficacité énergétique et aux énergies renouvelables dans les pays en développement et les économies en transition. La Commission dopera ce Fonds destiné aux projets de petite envergure par une contribution de 80 millions d'euros sur les quatre prochaines années.

    [03] Ciel ouvert UE-USA: le transport aérien transatlantique entre dans une nouvelle ère le 30 mars

    Dimanche prendra effet le nouvel accord sur le transport aérien entre l'UE et les États-Unis. Pour la première fois, les compagnies aériennes européennes pourront desservir sans restriction, au départ de tout aéroport de l'UE, n'importe quelle ville américaine. "Cela marque le début d'une nouvelle ère pour le transport aérien transatlantique. Cet accord aura pour effet d'intensifier la concurrence et de faire baisser le prix des vols à destination des États-Unis," a déclaré Jacques Barrot, vice-président de la Commission européenne chargé des transports. Il s'agit de l'accord de services aériens le plus ambitieux jamais négocié. Les deux plus gros marchés du transport aérien, qui représentent 60% du trafic mondial, vont coopérer plus étroitement dans tous les domaines de la politique aérienne. En mai 2008, la Commission européenne entamera une seconde phase de négociations avec les États-Unis. "Notre objectif doit rester un espace aérien complètement ouvert entre l'UE et les États-Unis, " a ajouté M. Barrot.

    [04] Climate change: Continued momentum needed as formal negotiations on new UN climate agreement get under way

    The European Union will be pressing for solid progress when formal negotiations to draw up a new United Nations climate change agreement start on 31 March in Bangkok, Thailand. The week-long meeting marks the first negotiating session since the UN climate conference in Bali last December decided to conclude the agreement by the end of 2009. The new agreement is intended to take effect once the Kyoto Protocol's targets for limiting greenhouse gas emissions from developed countries have expired in 2012.

    [05] Environment: Good news for butterflies, bats and bears

    Europe's flora and fauna are now better protected than at any time since the European Community was set up. Three recent expansions have added 18 784 square kilometres to Natura 2000, Europe's network of protected natural areas, which now covers almost 20% of the continent's landmass and 100 000 km2 of its seas. The additional areas are in Austria, Cyprus, Finland, France, Malta, Poland, Slovakia, Slovenia, Spain and Sweden. Natura 2000 plays a major role in Europe's battle to halt biodiversity loss by 2010.

    [06] La Commission autorise l’acquisition de Portefeuille Accor par AXA et CDC

    La Commission européenne a autorisé, en vertu du règlement Concentrations, le projet de contrôle conjoint d'un portefeuille d'hôtels appartenant à Accor Global («Portefeuille Accor», France) par AXA Real Estate Investment Managers France («AXA REIM» France), contrôlée par le Groupe AXA (France), et la Caisse des Dépôts et Consignations («CDC» France). AXA est actif dans la protection financière et la gestion immobilière. CDC s'occupe de services d'assurance, de la gestion immobilière, de capital-investissements et de services. Accor Global est présent dans les secteurs de l'industrie hôtelière, du tourisme. Portefeuille Accor est actif dans la propriété et le management d'hôtels situés en France et en Suisse. Il ressort de l'enquête menée par la Commission que l'opération envisagée n'entravera pas de manière significative la concurrence dans le marché commun. Cette affaire a été traitée selon la procédure simplifiée.

    [07] EU and US antitrust policies – our shared belief in competitive markets

    European Commissioner for Competition Neelie Kroes today moved to dispel suggestions that European competition policy is anti-business compared to the United States. Speaking at the American Bar Association conference in Washington DC, Kroes emphasised similarities between the American and European systems. She said that a shared belief in competitive markets was the best basis for prosperity - and that global culture of competition was needed. Kroes noted that no single jurisdiction had a monopoly on antitrust innovation and cited next month's Antitrust Damages White Paper as the next innovation from Europe. Kroes indicated that Europe could not continue to rely almost solely on public enforcement – such as fines – and this must change. (see SPEECH/08/154 with Embargo 15h00)

    [08] Emissions trading: Commission to publish verified emissions data for 2007

    The European Commission expects to publish on 1 April or soon afterwards the verified data on 2007 carbon dioxide emissions submitted by installations covered by the EU Emissions Trading System (EU ETS). Installations participating in the EU ETS are required to submit data on 2007 verified emissions to Member State registries by 31 March 2008. Member State registries automatically transmit this information to the Community Independent Transaction Log ("CITL"). The CITL will give unlimited, "real time" public access to submitted verified 2007 emissions data as soon as it has received data for installations that were responsible for at least 80% of the emissions recorded in 2006. If this level is reached on the morning of 1 April, as the Commission believes is likely, the data will be made public as of 1200 Brussels time that day. Otherwise, the data will be released on the day the 80% level is reached. The Emissions Trading Directive requires the data to be published by 15 May at the latest. It should be noted that the verified emissions data to be published is provided electronically by installations and may subsequently be subject to significant corrections by Member State authorities. The Commission therefore accepts no responsibility or liability whatsoever with regard to the use, accuracy or completeness of this data.
