    [01] Commission proposes to strengthen the protection of animals used in scientific experiments

    The European Commission today presented a proposal that aims to strengthen the protection of animals still used in scientific procedures in line with the European Union's Protocol on Animal Welfare, ensure a level playing field throughout the EU for industry and enhance the quality of research conducted in the EU. The new provisions will also contribute to minimising as far as possible the number of animals used in experiments.

    [02] State aid: Commission approves Danish liquidation aid for Roskilde Bank

    The European Commission has authorised, under EC Treaty rules on state aid, a package of measures to liquidate Roskilde Bank in Denmark. In August 2008, when it became clear that the rescue of the bank would fail, the Danish National Bank and the Danish association of private banks (DPB) took over, through a newly created entity, all assets and liabilities of Roskilde Bank, with a view to preparing an orderly winding-up. In the context of the liquidation, the new entity was provided with capital and continued to benefit from the liquidity facility granted as a rescue measure (see <a href="http://europa.eu/rapid/pressReleasesAction.do?reference=IP/08/1222&format=HTML&aged=0&language=FR&guiLanguage=fr">IP/08/1222 and <a href="http://europa.eu/rapid/pressReleasesAction.do?reference=MEMO/08/532&format=HTML&aged=0&language=EN&guiLanguage=fr">MEMO/08/532). Furthermore, the Danish authorities agreed to provide a guarantee to the Danish National Bank for any losses it may incur in relation to this transaction. The new entity will only exist as a bank for the time needed to complete the sale of the branches, which already took place on 7 October, and the redemption of all senior creditors of the bank. The Commission found the liquidation to be in line with its Guidance Communication on state aid to overcome the financial crisis (see IP/08/1495), because it was an appropriate and proportionate measure to address a serious disturbance of the Danish economy, while keeping the potential distortions of competition to the minimum. The liquidation measures are therefore compatible with Article 87.3.b. of the EC Treaty.

    [03] Accounting standards: Commission welcomes IASB guidance on the application of fair value measurement when markets become inactive

    The European Commission welcomes the guidance on the application of fair value measurement when markets become inactive published by the International Accounting Standards Board (IASB) on 31 October 2008. The Commission considers that the IASB's position is fully consistent with the joint statement issued by the 3 European committees of supervisors and with similar guidance recently issued by the relevant US bodies.

    [04] 2009 the year of the Western Balkans

    Today the Commission adopted its annual strategy paper for the EU’s enlargement policy. It highlights the role the EU’s enlargement policy plays in the Union’s strategic interest in stability, security and conflict prevention. The Commission also reviews the progress achieved in the Western Balkans and Turkey over the last year and spells out the challenges ahead. The Western Balkan countries' advance towards EU membership can be accelerated, provided they meet the necessary conditions. It should be possible to reach the final stage of accession negotiations with Croatia by the end of 2009, provided that Croatia fulfils all the necessary conditions. The pace of negotiations with Turkey will continue to match the pace of reform in the country.

    [05] Accounting standards: Commission adopts consolidated text of IFRS applicable in the EU

    The European Commission has adopted on Monday 3 November the consolidated text of all International Financial Reporting Standards (IFRS) in force in the European Union (EU). The consolidated version puts together all IFRS endorsed to date, including the latest amendments endorsed on 15.10.2008. It will enable stakeholders to refer to only one single legal document. This is an important element of the Commission simplification programme aimed at reducing the administrative burden on EU businesses.

    [06] La Commission organise à Bruxelles un débat sur la traduction, « langue de l’Europe »

    Le Président de la Commission européenne, M. José Manuel Barroso, et le commissaire au multilinguisme, M. Leonard Orban, ont invité 16 traducteurs, écrivains, éditeurs et critiques littéraires connus de diverses nationalités à un déjeuner-débat sur la traduction et la culture qui aura lieu à Bruxelles le 6 novembre. Dans la matinée, les participants s’entretiendront de la traduction en tant que clé du dialogue interculturel et passerelle intellectuelle entre « petites » et « grandes » langues, mais également de toutes ses formes et de tous ses acteurs.

    [07] L'année européenne du dialogue interculturel 2008: débat à Bruxelles sur le rôle des médias

    Le dernier des sept débats de Bruxelles organisés à l'occasion de l'Année européenne du dialogue interculturel se tient mercredi 5 novembre. Intitulé «Résoudre les problèmes par la discussion: comment le débat médiatique peut-il lutter contre l'intolérance?», ce débat est organisé par la Commission européenne en collaboration avec la Fédération internationale des journalistes (FIJ). Il sera lancé à 18h30, au Résidence Palace, par la commissaire européenne chargée de la société de l’information et des médias, Mme Viviane Reding.

    [08] Volume of retail trade down by 0.2% in euro area

    In September 2008, compared with August 2008, the volume of retail trade fell by 0.2% in the euro area (EA15) and by 0.1% in the EU27. In August retail trade increased by 0.3% and 0.4% respectively. In September 2008, compared with September 2007, the retail sales index decreased by 1.6% in the euro area and by 0.4% in the EU27. These first estimates come from Eurostat.

    [09] Ouverture de négociations entre l'Union européenne et la Suisse en vue d'une libéralisation totale des échanges dans le secteur agroalimentaire

    Mme Mariann Fischer Boel, membre de la Commission chargée de l'agriculture et du développement rural, et Mme Doris Leuthard, conseillère fédérale suisse, chef du département fédéral de l'économie, ont ouvert aujourd'hui des négociations en vue d'une libéralisation totale des échanges agricoles entre l'Union européenne et la Suisse. Compte tenu de leur proximité géographique et du volume de leurs échanges bilatéraux, il est évident que les deux parties profiteront d'une telle libéralisation. Les négociations qui doivent avoir lieu s'inscrivent dans la suite logique du processus de libéralisation qui a été engagé par l'accord de 1972 et qui est consacré, en ce qui concerne l'agriculture, dans l'accord agricole bilatéral de 1999.

    [10] Nouvel observatoire pour l'étude de la capacité aéroportuaire en Europe

    L'Observatoire communautaire de la capacité aéroportuaire a été officiellement inauguré aujourd'hui. L'Observatoire est chargé de conseiller la Commission sur le développement de mesures visant à améliorer la capacité du réseau aéroportuaire européen. L'Observatoire constituera aussi un outil essentiel dans la mise en œuvre du plan d'action de la Commission pour la capacité, l'efficacité et la sécurité des aéroports européens.

    [11] Aides d'État: la Commission autorise le fonds espagnol d'acquisition d'actifs financiers détenus par des institutions financières

    La Commission européenne a autorisé, en vertu des règles du traité CE relatives aux aides d'État, le plan conçu par l'Espagne pour stabiliser les marchés financiers en fournissant des liquidités à des établissements financiers remplissant certaines conditions. Grâce à une coopération étroite avec les autorités espagnoles, qui lui ont présenté un ensemble complet d'engagements délimitant l'application des mesures en cause, la Commission a pu constater que ce plan était conforme à sa communication relative aux aides d'État destinées à surmonter la crise financière actuelle (voir IP/08/1495). Ce plan constitue un moyen adéquat de remédier à une perturbation grave de l'économie espagnole tout en évitant des distorsions excessives de la concurrence et il est donc compatible avec l'article 87, paragraphe 3, point b), du traité CE. Il prévoit notamment un accès non discriminatoire, sa durée et sa portée sont limitées et il établit des mesures de garantie afin de réduire au minimum les distorsions de la concurrence.
