The view that after the attack against the bosnian serbs NATO must change its name from defense alliance to ... agency renting war planes, was expressed by greek- american International Law professor in Harvard University, Nikolaos Stavrou in an interview he gave last night to the greek television station ANT1, while he also stressed the US responsibilities in the new worsening of the bosnian crisis.
Mr.Stavrou said characteristically that there is a dramatic inconsistency to the stated policy and action. He said that general Charles Boyd who was deputy leader of NATO forces in Europe since July of 1995, had said that "we want peace but we constantly encourage war". Mr.Stavrou said that "when this statement is made by a NATO deputy leader it is imperative for us to ask where the US policy aims. The immediate result is the distabilization of the Balkans".
Mr.Stavrou said that the US special envoy mr.Hallbrook is mistaken if he thinks that the bosnian serbs and the serbs in general will be bombed until they are persuaded to sit in the peace negotiations table because there is no indication in the history of the serb people showing that the serbs yield to pressures adding that the war in the Balkans can spread to the south.
The Internatioanal Law professor went on by saying that even if the issue of Bosnia is resolved temporarily as it was in the case of the Krajina serbs the problem of former Yugoslavia as a whole will not be resolved adding that the problem of Yugoslavia's partition began in Kosovo in 1981 and it will end there. He also said that in the next few days we should expect new muslim attacks against the serbs in Bosnia because now the airforce is available while we should also expect incidents in southern Yugoslavia possibly in the albanian region.
Regarding the US policy in Bosnia, mr.Stavrou said that is a chain of motives for the extension of the tensions and the continuation of the war, pointing out that no motive was given to the Balkan islamists in order to enter the negotiations. He added that they want a military solution as they see that the latest NATO intervention gives them the capability to continue the military operations.
Commenting on the possibility of a solution to the bosnian problem, mr.Stavrou said that the issue can not be resolved because Yugoslavia already has 1 million serb refugees and their number itself is a distabilizing factor in Yugoslavia. He added that according to his opinion, mr.Milosevic will have to choose between the army and the refugees and between people without homes and his own policy, a policy which according mr.Stavrou lately does not have the respect of the army generals in Belgrade.
