    [A] NATIONAL NEWS

    [01] ATHENS STOCK EXCHANGE SCANDAL CAUSES SUSPENSION IN TRADE

    The Athens District Attorney has filed charges on criminal fraud counts against the officials of the Delta Securities firm which was barred yesterday from trading in the Athens Stock Exchange (ASE) for non-compliance with clearing regulations.

    According to ASE reports, Delta had encountered problems with bourse authorities earlier this week and had its trading terminal on the floor shut down for failing to comply with settlement regulations.

    As a result, trade was suspended today for the first time in ASE's history and the brokers called on the National Economy Ministry to guarantee correct operation of the system of clearance of transactions, claiming that the Titles Depository owes 2.6 billion drachmas to brokerage firms rendering brokers unable to meet their clients' demands.

    Greek government spokesman Dimitris Reppas, commenting on the commotion created, said that there is no problem for the state's economy.

    Mr. Reppas attributed any possible problems faced by the ASE to the new institutional framework, while he called on all the institutions involved to assume their responsibilities.

    Meanwhile, Ministry of National Economy General Secretary Apostolos Fotiadis stated today that all those who suffered damages as a result of the inability of the brokerage firm "Delta" to cover its 2.6 billion-drachmas obligations, will be fully covered by the brokerage firms' joint-guarantor capital.

    [02] THERE IS NO PROBLEM FOR THE GREEK ECONOMY, STATED MR.REPPAS

    Greek government spokesman Dimitris Reppas, commenting on the commotion created in the Stock Exchange after the bankruptcy of the brokerage firm "Delta", said that there is no problem for the greek economy and also that no problem was created causing concern for the greek Stock Exchange.

    Mr.Reppas attributed any possible problems faced by the Stock Exchange to the new institutional framework, while he called all the institutions involved to assume their responsibilities.

    Meanwhile, Ministry of National Economy General Secretary Apostolos Fotiadis stated today that all those who suffered damages as a result of the inability of the brokerage firm "Delta" to cover obligations worth 2,6 billion drachmas, will be fully covered by the brokerage firms' joint-guarantor capital.

    [03] PROCEDURES FOR THE MATERIALIZATION OF THE ARMAMENTS PROGRAMME WERE DISUSSED IN THE MEETING OF THE MINISTERS OF FOREIGN AFFAIRS AND DEFENCE

    The procedures for the materialization of the armaments programme, the two-month moratorium on the military exercises in the Aegean and NATO's intervention in disputes between allies for their reference to the International Court of Justice in The Hague were the issues discussed in the meeting held today with the participation of Foreign Affairs Minister, Theodoros Pangalos and Minister of Defence, Akis Tsohatzopoulos.

    In statements he made after the meeting, mr.Tsohatzopoulos stressed that were examined ways for acquiring up-to-date armaments systems in order to have the ability of exerting pressure on Greece's international relations for the benefit of the greek interests.

    On the issue of the two-month moratorium on the military exercises in the Aegean, mr.Pangalos stressed that it was in effect in the months of July and August during the high summer season and added that this does not constitute a general policy.

    Both Ministers stated that the necessity for NATO's intervention for the solution of disputes between its members, through the international courts, constitutes a greek government policy.

    [04] THE PRESENCE OF GREEK ARMED FORCES IN CYPRUS WAS THE RESULT OF AN INVITATION BY THE LEGITIMATE CYPRIOT GOVERNMENT, STATED MR.REPPAS

    The presence of greek armed forces in Cyprus was the result of an invitation by the legitimate cypriot government contrary to the presence of the turkish forces in the occupied territories that was the result of an invitation by an occupation regime in violation of International Law.

    The above statements were made by greek government spokesman, Dimitris Reppas rejecting categorically the statements made by turkish Undersecretary of Foreign Affairs Inal Batu according to which, the military exercises "Nikiforos" and "Toxotis" that were held within the framework of the joint defence doctrine, were clearly aggressive exercises.

    [05] STATE PROSECUTOR ORDERS INVESTIGATIONS ON CAUSES OF NAVAL ACCIDENT

    The Greek Appellate Court prosecutor has ordered an investigation on the exact causes of the collission between the Greek Navy gunboat "Kostakos" and the ferry "Samaina", which occured on Monday near the island Samos in the Aegean Sea.

    Meanwhile, the Greek Navy Headquarters announced that the efforts to find the four missing sailors are being continued.

    [06] NEW DEMOCRACY TO HOLD PARTY CONGRESS AS SOON AS POSSIBLE

    The main opposition party, New Democracy, has decided to hold its party congress at the soonest possible date with an expanded size of delegates, following the party's Political Council meeting held yesterday with the participation of the three former Premiers Kontantinos Mitsotakis, George Rallis, Tzannis Tzannetakis and deputy George Souflias.

    The N.D. Political Council unanimously assigned the party's Vice-President Yiannis Varvitsiotis with examining when the congress could take place and under what conditions could the delegation increase in size.

    While the issue of party leadership was not brought up during yesterday's meeting, party President Miltiades Evert reiterated his commitment that on the first day of the congress's session he intends to table a proposal for the election of the party's president.

    [07] THE PRESERVATION OF THE GREEK LANGUAGE AND TRADE RELATIONS ARE THE PRIORITIES WITH THE GREEKS LIVING IN AUSTRALIA, STATED MR.PETSALNIKOS

    In a press conference he gave after his return from Australia, Minister of Macedonia-Thrace Philippos Petsalnikos stated that the preservation and future of the greeks living abroad depends on if they will continue to speak the greek language. Commenting on the trade relations with Australia, he said that all the state governments in that country regard Greece as the Gate to the Balkans while Greece should see Australia as the bridge to the big markets of south-eastern Asia.

    The Minister of Macedonia-Thrace underlined the contacts he had with australian officials in the effort to maintain the greek language classes offered in Sidney's McQwary University, in Melbourne's La Trobe and in Adelaide's Flinders University that are in danger due to the economic cuts decided by the australian government.

    Referring to the bilateral economic relations that were discussed during his contacts, he stressed that there is great interest for investments in Thrace and that next March businessmen from northern Greece will visit Adelaide.

    Mr.Petsalnikos stated on the decision of the government of the state of Victoria to register the language spoken in FYROM as "slavonic macedonian" and not as "macedonian", that this action was very significant and positive clarifying that this name is more preferable than to be called simply "macedonian".

    [08] GREEK PARLIAMENT PRESIDENT ATTENDS EU MEETING IN PALERMO

    The President of the Hellenic Parliament Apostolos Kaklamanis departed for Palermo, Sicily, this morning, in order to attend the meeting of Parliament Presidents of the European Union's mediterranean countries.

    Mr. Kaklamanis is expected to develop Greece's firm positions for the establishment of a euro-mediterranean association for the improved structure of a united Europe, in order to transform the Mediterranean region into a zone of mutual trust, creation and welfare.

    Specific emphasis will be given to the areas of economy, culture, protection of the EU's exterior borders and the establishment of "cohesive defense" in an effort to upgrade Europe's political credibility.

    The Greek Parliament President will meet tete-a-tete with his French and Italian counterparts with whom he will discuss matters of bilateral cooperation among the parliaments.

    Mr. Kaklamanis stated that Greece's House is considered by the european parliamentary arena as being a "pioneer in certain issues and institutions, such as the Parliament of the Adolescents."

    [09] CULTURE MINISTER VENIZELOS MEETS WITH IAAF PRESIDENT NEBIOLO IN ATHENS

    Culture Minister Evangellos Venizelos met with the International Amateur Athletics Federation (IAAF) President Primo Nebiolo today and discussed the World Track Championship, to be held in Athens in 1997.

    Mr. Nebiolo commented yesterday that Athens' bid for the 2004 Olympic Games will depend on how well it hosts next year's athletic event.

    "All people want to be number one and it isn't easy to accept being number two or three," Mr. Nebiolo said, adding that "I have the guarantees of the government and I believe that we will have a great edition of world championship. Greece is lucky to have this event, the biggest since it hosted the Olympics in 1896."

    Mr. Venizelos also stated that the athletic event will be an opportunity to promote the "Thessaloniki: Cultural Capital of Europe '97", through cultural events to take place concurrently with the Championships.

    [10] GREECE'S DEVELOPMENT IS DORMANT, SAYS INDUSTRY ASSOCIATION PRESIDENT

    "The State continues to hold the keys to development," stated the President of the Northern Greece Industries Association (S.E.V.E.) Nikos Efthimiades today, during his address at the Thessaloniki-held marketing conference "Aristotle".

    Mr. Efthimiades added that the real question is whether or not the Government will abandon its wait-and-see stance and if it is ready to suffer the infamous "political cost."

    "What signs do we have today of positive developments in Greece's economy? Especially when we see ahead of us the economies of countries that lagged behind us a mere ten years ago? When our national economy, during the 70s and 80s, managed to crush private industry, which then was developing at a rate double that of the median european?"

    The "Aristotle" conference, organized every two years by the Greek Association of Administration of Businesses, has addressed four subjects: "Techniques for Competitiveness", "The Cultural Dimension", "The New Demands from Businesses" and "The Case of Greece".

    [11] THREE GREEK ARTISTS IN CAIRO ENVISION WORLD'S LARGEST LAND- ART PROJECT

    Three Greek women are currently working on what they say is going to be the world's largest land-art modern project in Cairo, Egypt.

    The artists, Alexandra Stratou, Danae Stratou and Stella Constantinides, better known as the D.A.S.T. art team, have designed a set of sand-made perfect cones, which they will have arranged in spirals over 10 hectares of Egyptian desert.

    Bulldozers have been paving the ground since September and the project is earmarked for inauguration towards the end of this month.

    According to reports, once the work is completed, the artists will document its wind-induced decay and transformation over six months.

    [12] GREEK PARLIAMENT PRESIDENT IN PALERMO TODAY FOR EU MEETING

    [13] ANOTHER ROUND OF GREECE-FYROM TALKS COMPLETED IN NEW YORK

    Another round of talks on the name issue between Greece and FYROM was completed shortly before midnight yesterday in New York, under the auspice of United Nations mediator Cyrus Vance.

    Greece's Ambassador Christos Zacharakis and FYROM's representative Ivan Tosevski will brief their respective governments on the content of their talks which they agreed to continue at a later date, as of yet unannounced.


    [B] INTERNATIONAL NEWS

    [14] THE PAN-EUROPEAN CONFERENCE ON RURAL DEVELOPMENT WILL END TOMORROW IN IRELAND

    The Pan-European Conference on rural development will be completed tomorrow in Ireland. Greece is represented in the conference by a large delegation headed by Undersecretary of Agriculture, Vasilis Geranidis.

    In the conference participate delegates from all the European Union member-states, the United States, Canada, Japan and also representatives of international and european organizations.

    During the meeting the participants discussed the need for the strengthening of the political rural development, the creation of new jobs and competitive businesses, agriculture's environment- friendly operation and the role of education and further training in rural development.

    Also, on the occasion of the existence of different community programmes, the conference participants pointed out the increased need for cooperation and sharing of experience among member-states in order to be developed a strong and effective partnership by the year 2000.

    [15] THE FOREIGN MINISTER OF CYPRUS MET WITH THE IRISH AMBASSADOR

    Foreign Minister of Cyprus, Alekos Michailidis met with the irish ambassador to Nicosia to discuss the developments in the Cyprus problem and also, the scheduled visit of the irish EU Presidency representative to the island at the end of the month.

    The irish ambassador expressed the belief that no EU country would have disagreed with the appointment of a permanent EU representative for Cyprus, adding that such a decision would take a long time to be implemented due to bureaucracy and the decision making process.

    The irish ambassador to Nicosia also stated that the basic goal of the irish EU Presidency representative's visit will be to assist in the efforts made by the UN Secretary General special envoy, while it was also made known that he will have contacts with both sides in Cyprus to examine the potential of a mobilization aimed at the solution of the problem.

    [16] THE EU WILL NOT TOLERATE PRESSURES TO BE EXERTED ON THE ISSUE OF CYPRUS' ACCESSION COURSE, STATED THE GERMAN UNDERSECRETARY OF FOREIGN AFFAIRS

    German Foreign Affairs Undersecretary on european issues, Dr.Werner Hoyer gave the assurance that the European Union will not tolerate pressures to be exerted on the issue of Cyprus' accession procedure and that no country outside the European Union will have the right to exercise veto. Mr.Hoyer made the statement in the federal Parliament responding to questions made by deputies of the main opposition party of SPD.

    Regarding Germany's interest in the settlement of the Cyprus problem, mr.Hoyer mentioned that the UN Secretary General special envoy for Cyprus is expected in Bonn for an in depth discussion on ways for the promotion of the solution of the Cyprus problem.

    On the tragic incidents in Cyprus that resulted in the killings of two greek-cypriots, mr.Hoyer underlined that the german government has clearly condemned them and expressed the wish that the coincidence of opinions observed in this case within the framework of the European Union, will continue and in other occasions.

    [17] ECUMENICAL PATRIARCHATE VARTHOLOMEOS IN MELBOURNE TODAY

    The Ecumenical Patriarchate was saluted in Perth today by the Federal Premier John Howard who welcomed him grantly to the Australian Parliament, stating that "Mr. Vartholomeos arrived here to eulogise and admire the achievements of one million Orthodox, mainly Greek, residents of Australia."

    Also, the state Parliament of South Australia approved a resolution welcoming the Patriarchate in Australia.

    [18] GREEK AND TURKISH CARICATURISTS EXHIBIT THEIR WORK IN THE EUROPEAN PARLIAMENT

    An exhibition with works of greek and turkish caricaturists will open next week in Strasburg within the framework of the European Parliament Plenary Session. The exhibition is organized by greek Euro-deputies mr.Avgerinos on behalf of PASOK's parliamentary group and mr.Alavanos on behalf of the Coalition of the Left party.

    The exhibition under the title "The neighbours Greeks and Turks" in which participate 10 greeks and 10 turkish caricaturists with a total of 40 works, will be held in a specially formed space in the European Parliament.

    [19] CYPRIOT PRESIDENT TO MEET WITH EU AMBASSADORS IN NICOSIA TODAY

    The President of the Republic of Cyprus Glafkos Clerides will meet today with the Ambassadors of countries-members of the European Union, a session viewed as significant since it takes place a few weeks before the EU's Summit Conference in Dublin.

    The meeting will address the procedures of Cyprus' accession to the European Union, as well as the process of the cypriot issue.

    Mr. Clerides will relay the Cypriot government's views on these two issues and is expected to express the wish to reach a solution to the Cyprus problem, or at least achieve significant progress on the issue, prior to the island's accession to the EU.

    [20] CYPRUS ISSUES DEMARCHES OVER TURKEY'S VIOLATIONS OF ISLAND'S FIR

    The Cypriot authorities have issued strong-worded demarches over the repeated violations of the island's FIR by turkish F-16 fighter jets that are participating in Turkey's military drill "Tavros".

    Yesterday, four turkish F-16 flew over Cyprus lenghtwise, while additional violations are expected today. Turkish warships are currently located within Cyprus' territorial waters.
