    TAX EVADERS TO BE IMPRISONED
    Minister of Finance Zekeriya Temizel said that the new tax law urges the imprisonment of tax-evaders, if they are found of being guilty. Noting that the stability program is very important concerning the implementation of the tax reform, Temizel added that the tax reform does not take the increase of inflation into account, as the inflation is foreseen to decrease to one-digit numbers in the coming years.

    MİLLİYET (LIBERAL)

    WE CAN NOT WAIT TILL 2020
    Foreign Minister Ismail Cem told Milliyet that ''If European Union (EU) isolates Turkey from its 'expansion process' and ''pre-participation strategy', then we can not have political relations with EU anymore. In that case, it will be EU which will loose. EU is not an obsession for us, it is one of our main targets. I do not approve the idea that Turkey can be a full member of EU in 2015 or 2020.''

    WE SWEEP PKK AWAY
    Turkish Armed Forces which started an operation in Northern Iraq in order to hit the separatist terrorist organization, will not come back unless terrorists are swept away from the region.

    NUMBER OF ELECTORS REACH 37 MILLION
    The number of electors which was 34 million due to December 25 1995 elections increased by 2,5 million and reached 37 million. Deputy President of Supreme Election Council Sabri Coskun said ''The most important reason of this increase is the decrase of election age to 18 and the high number of young population.''

    MINDS CONFUSED IN THE WAY TO EU
    While, the signs show European Union (EU) will not permit Turkey to be a full member of EU, Turkish foreign policy regarding EU's attitute is not clear, too. However, US President Bill Clinton extended support to the full membership of Turkey in the meeting with EU leaders and EU Term President and Luxembourg Prime Minister Jean Claude said ''We have a more global target which includes Turkey.''

    POSSIBILITY OF REGIONAL CLASH IN NORTHERN IRAQ
    Turkish Armed Forces started an operation with 20,000 soldiers in Hakurk triangle region in Northern Iraq, which is very important concerning the cleasening of the separatist terrorist organization from Northern Iraq. If terrorists are pushed away from Hakurk region, then PKK's link with Turkey will be prevented. Meanwhile, US conveyed its view to Turkey that if the operation widens, Iran and Iraq can join in a regional clash.

    TAX ON INTEREST
    Nex year tax will be imposed on the interest income, which is more than 1,5 billion liras. Minister of Finance Temizel said that ''Interest incomes which are more than 1,5 billion liras will be declared in March 1998 and they will be levied.''

    EU'S TWO FORMULAS FOR TURKEY
    European Union (EU) Foreign Ministers will take up the issue of the new formula which aims to improve Turkish-EU relations in Brussels tomorrow. The formula is composed of two documents. The first one foresees the formulation of ''European Conference'' by 15 EU countries, 11 candidate countries and Turkey. The other one talks about rapproachment strategy of Turkey and EU.

    NEW STRUCTURE IN NORTHERN IRAQ
    Turkish plan in Northern Iraq aims deployment of local ''border security troops'' composed of KDP forces in the region near Turkish borders which will be opened to settlement again. These troops will continue to struggle with the terrorist terrorist organization after Turkey withdraws from the region.

    EYES OF FINANCE ON US
    Minister of Finance Zekeriya Temizel said that the new tax reform is prepared in order to widen the tax into base, to regulate unregistered economy and to be practical so that it can easily be implemented.

    [02] TURKEY-US - FOREIGN MINISTER CEM RETURNS FROM U.S - CEM: ''ALBRIGHT ACCEPTED OUR INVITATION''

    ISTANBUL, Dec 7 (A.A) - Foreign Minister Ismail Cem wrapped up his contacts in US and returned to Turkey on Saturday.

    Addressing a statement at Ataturk Airport, Ismail Cem stated that his contacts in US were successful.

    Noting that a new world order has arised after the end of cold war, Cem pointed out that there is also a need to change the character of Turkish- American relations.

    Foreign Minister Cem stressed that ''Turkish foreign policy comes closer to new US interests in Central Asia, Caucasus regarding Euroasian energy, communication corridors, oil and natural gas pipelines.

    ''We reached an agreement with US to cooperate in strategic issues. We took up the improvement of trade relations between the two countries. Turkey can not export textile products worth of 800 million dollars to US due to the latter's economic policies and quotas,'' Cem said.

    Foreign Minister Cem added that he invited US State Secretary Madeleine Albright to Turkey and she accepted the invitation.

    [03] TURKEY-IRAN - STATE MINISTER ANDICAN MEETS IRANIAN FOREIGN MINISTER HARRAZI

    TEHERAN, Dec 7 (A.A) - State Minister Ahat Andican, who is in Teheran to participate in Organization for Islamic Conference (OIC) Foreign Ministers meeting, met Iranian Foreign Minister Kemal Harrazi on Saturday.

    State Minister Andican told Kemal Harrazi that OIC Summit is an important event and thanked Iran for holding the summit.

    The two ministers took up bilateral relations, regional problems and issues concerning the OIC Summit during the meeting, which was held just before the OIC Foreign Ministers meeting started.

    [04] TURKEY-US - TURKISH-US JOINT ECONOMIC COMMISSION MEETINGS TO START ON MONDAY

    WASHINGTON, Dec 7 - Turkish-American Joint Economic Commission (JEC) meetings will start on Monday, it is reported on Sunday.

    The meeting will be headed by Undersecretary of Foreign Trade Yavuz Ege and US State Secretary Assistant Alan Larson.

    Turkish delegation will be represented by officials from Undersecretariat for Foreign Trade, Undersecretariat for Treasury and Energy and Agriculture Ministries, while the US delegation will be represented by State Secretariat, Trade, Energy and Treasury officials.

    Sub-working-groups named ''Textile'', ''Energy'' will be set up and they will be linked to ''Trade and Agriculture'' and ''Investment and Finance'' working groups which will carry out the meetings.

    Turkish-American JEC meeting will end on Tuesday.

    One of the most important issues between Turkey and US is improvement of commercial and economic relations between Turkey and US. Turkey is disadvantegeous regarding the trade volume between the two countries and Turkey is uneasy about the US quotas in Turkish implemented against textile products.

    Experts say that the place of Turkey in American market, which is 900 billion dollars is ''very small,'' and Turkish exportation should increase.

    [05] TRNC-OIC - TRNC PRESIDENT DENKTAS TO LEAVE FOR TEHERAN

    LEFKOSA, Dec 7 (A.A) - President of Turkish Republic of Northern Cyprus (TRNC) Rauf Denktas will leave for Teheran on Monday to participate in the Organization for Islamic Cooperation (OIC) Summit, it is reported on Sunday.

    TRNC President Denktas will address the OIC summit, which will be held between December 9-11.

    Rauf Denktas will return to Lefkosa on December 12 together with TRNC Foreign and Defense Minister Taner Etkin, who is still in Iran.

    [06] TURKEY-TRNC - MINISTER YILMAZ RECEIVES TRNC PRIME MINISTER EROGLU - PRIME MINISTER YILMAZ: ''DELEGATION THAT WILL REPRESENT CYPRUS IN EU NEGOTIATIONS CAN ONLY BE FORMED BY REPRESENTATIVES OF TWO SOVEREIGN STATES''

    ANKARA, Dec 7 (A.A) - Prime Minister Mesut Yılmaz said on Sunday that ''If the negotiations between European Union (EU) and Cyprus are only held with the Greek Cypriot side, which is only sovereign in one part of the island, Turkey's attitute regarding this issue is clear.''

    Prime Minister Mesut Yılmaz met Prime Minister of Turkish Republic of Northern Cyprus (TRNC) Dervis Eroglu on Sunday.

    Addressing a statement before the meeting, Yılmaz stated that the coming period is very important in respect of determination of Cyprus' fate, because EU decided earlier to start full membership negotiations with the Greek Cypriot side.

    ''The issue of representation has not been solved by EU, although it decided to start full membership negotiations with the Greek Cypriot side. Now they are asking for our help in this issue,'' Yılmaz said.

    Recalling that the Joint Decleration, which was signed by President Suleyman Demirel and TRNC President Rauf Denktas, was also adopted by the parliament, Prime Minister Yılmaz stressed that ''the delegation which will represent Cyprus in EU negotiations can only be formed by representatives of two sovereign states.''

    TRNC Prime Minister Dervis Eroglu, in his part said that they have a very good dialogue with the Turkish government since Prime Minister Yılmaz came to power and economic problems of TRNC started to be solved gradually.
