    PFORZHEIM, Aug 19 (A.A) - Klaus Kinkel, the Foreign Minister of Germany, visited on Tuesday the Fatih Mosque in Pforzheim, Germany.

    Pointing out that his visit to the Fatih Mosque was an indicator of Germany's respect for other religions and cultures, Kinkel said that they wanted to receieve the same tolerance from Moslems.

    Noting that a lot of mosques were built in this period, Kinkel said, ''we want the Islamic countries to show the same tolerance to other religions.''

    ''We attach great importance to Turkish-German relations. We consider the Turks living in Germany as a bridge established between our two countries. You gave considerable support when Germany really needed it. I am sorry, because the harsh statements from both sides about the issue of Turkey's entering the European Union damaged the relations between Turkey and Germany. We want Turkey to stay on the course to the EU. We want to see Turkey as an EU member. However, Turkey had some important deficiencies before the Luxembourg Summit. We, as Germany, expressed in the Cardiff Summit that Turkey is very important for the EU,'' Kinkel said.

    Stating that he believed the Turkish-German relations, which became tense due to the statements from the Turkish side, will reach the same level as in the past, Kinkel stressed that they were making every effort with this objective, adding that the relations, which have been continuing for many years, should be restored.

    Emphasizing that the relations shouldn't be destroyed by setting forth the EU issue, Kinkel said, ''a dispute between two cultures will give harm to both sides. One thing is very important and that is, don't think that the EU rejects Turkey because of her religion.''

    [02] SUPPORT FROM GERMANY FOR ENVIRONMENTAL INVESTMENTS

    ANKARA, Aug 19 (A.A) - The foundations of two purification plants, which will be constructed at Dalyan-Koycegiz with financial support from Germany, will be laid on Wednesday with a ceremony to which Prime Minister Mesut Yilmaz is expected to attend.

    The German Embassy in Ankara said that the German government donated 35 million German marks for the construction of the plants, adding that with these projects, the Koycegiz Lake and the Dalyan Reed Bed will be saved from the waste water burden.

    Noting that the purification plants will also prevent the pollution of the soil and underground waters in the region, the Embassy said that it will also end the pollution of the city water supply at Dalyan.

    ''The project targets to make a long-term contribution to the economic and social development in Turkey and providing for the continuity of the use of ecological sources for touristic purposes. The project will also provide direct services for the protection of the environment and nature,'' the German Embassy mentioned.

    [03] 89 KG HEROIN SEIZED

    KONYA, Aug 19 (A.A) - A total of 89 kg of pure heroin was seized on Wednesday in a small lorry in Kadinhani Village of the central Konya Province.

    Acting on a tip-off, police checked a small lorry parked in a field near the Kadinhani-Konya motorway and seized 89 kg of heroin in hidden compartments.

    Officials said that they didn't find a license or similar documents in the lorry, but they have launched a full-scale investigation.

    [04] MEETING OF COUNCIL OF MINISTERS - ANDICAN, MINISTER OF STATE AND GOVERNMENT SPOKESMAN: - ''THE MINISTRY OF JUSTICE WILL CONCLUDE ITS STUDIES ABOUT THE EXTRADITION OF CAKICI AND SUBMIT THE FILES TO FRANCE NEXT WEEK''

    ANKARA, Aug 19 (A.A) - Ahat Andican, the Minister of State and Government Spokesman, said on Tuesday that the Ministry of Justice will conclude its studies about the extradition of Alaattin Cakici, who was arrested in France and submit the files to France next week.

    Following the meeting of the Council of Ministers, Andican briefed the reporters on the issues discussed in the meeting.

    Pointing out that Hasan Denizkurdu, the Minister of Justice, gave information in the meeting about the arrest of Cakici, Spokesman Andican said, ''Alaattin Cakici violated the French laws by using an illegal passport and carrying an unlicensed pistol. Thus, in accordance with the French laws, Cakici may be imprisoned.''

    Andican said that Denizkurdu told the members of the Council of Ministers that Cakici was earlier arrested in the US as well.

    ''According to the implementation of the French courts against such crimes, the evidence and documents should be sent to France. Cakici violated the French laws and he may be sentenced. The decision of the French judges and verdict of the French courts will be put into first plan in the extradition period of Cakici. Turkey will fulfill her obligations on this issue,'' he stressed.

    [05] POSTPONEMENT OF S-300 MISSILES' ARRIVAL - FOREIGN MINISTRY: ''S-300 MISSILES CAN NEVER BE OUR PROBLEM''

    ANKARA, Aug 19 (A.A) - The Foreign Ministry said on Wednesday that the S- 300 missiles can never be their problem, giving a response to the Greek- Cypriot administration leader Glafcos Clerides's claim that he would delay the arrival of the S-300 missiles as a ''goodwill gesture''.

    An official from the Foreign Ministry told the A.A correspondent that ''the S-300 missiles are totally the problem of the Greek-Cypriot side. They created it so they will solve it.''

    The Mahi newspaper published at the Greek-Cypriot side claimed that Clerides would announce during his address to the UN General Assembly that he had delayed the arrival of the S-300 missiles for nine months. The Greek- Cypriot Alithia daily claimed that the Greek-Cypriot administration, with its postponement ''gesture'', had planned to bring Turkey into a difficult situation, as the reason for the refusal to start the negotiations.

    Thomas Miller, the Special Coordinator to Cyprus of the US Department of State, is expected to bring up the proposals for ''restarting the talks'' and a ''moratorium on the issue of flights over Cyprus'' during his contacts in Ankara on Wednesday.

    The official said, ''we never accepted a moratorium. Our position doesn't allow for the use of anything as a means of bargaining against the S-300 missiles. We also don't accept (the Greek-Cypriots give up the S-300s and you accept the moratorium) approach.''

    MILLER IN ANKARA
    Thomas Miller, the Special Coordinator to Cyprus of the US Department of State, arrived in Ankara yesterday for talks with high-level officials. Speaking to reporters at Ankara's Esenboga Airport, Miller said that he didn't bring any specific plan for the resolution of the Cyprus problem, but just wanted to speak with the Turkish officials. Today, Miller is scheduled to have talks with Ismail Cem, the Foreign Minister, Bulent Ecevit, the Deputy Prime Minister and Sukru Sina Gurel, the Minister of State. After completing his meetings in Ankara, Miller is expected to travel on to Athens. He will pay a visit to Cyprus in September. Commenting on Miller's mediation efforts, Rauf Denktas, the President of the Turkish Republic of Northern Cyprus (TRNC), said yesterday that ''the US aims at preserving the balance in the region''. Denktas requested Glafcos Clerides, the Greek Cypriot Leader, to act with prudence and give up ''this mad eagerness'' to deploy the S-300 missiles on the island. Meanwhile, having come under strong international pressure to cancel the planned deployment of the Russian-made S-300 missiles on Cyprus, the Greek Cypriot Administration may postpone the weaponry's arrival for nine months, the Greek Cypriot press reports claimed. The Mahi daily reported yesterday that Clerides would announce the postponement in his speech at the upcoming UN General Assembly session in New York. /All papers/

    US DELEGATION VISITS TRNC
    A group of advisers to American congressmen and senators arrived in the TRNC yesterday to monitor first-hand the realities on Cyprus. Mike Delph, David Silverstein, Charrisse Glassman, Tev Thomson and Blake Gable were received by Rauf Denktas, the President of the TRNC and Hakki Atun, the Speaker of the Parliament, who explained in detail the historic and contemporary facts regarding the Cyprus problem. The American delegation will stay at the TRNC until Friday and then cross to the Greek Cypriot side for similar meetings. /All papers/

    MERRILL LYNCH EVALUATES TURKISH ECONOMY
    Merrill Lynch, the leading international consulting firm, said that if Turkey refrains from implementing pre-election populist policies, then the downward trend in inflation will continue. Merrill Lynch, a consultant for Turk Telekom, said that if the government were to limit public sector hikes and maintain its anti-inflation programme, then economic stability could be achieved. It further noted that the government was successful in adhering to its Staff Monitoring Programme signed with the IMF, but that additional raises promised to the public sector workers could harm the credibility of the programme. In its report on Turkey, Merrill Lynch praised Turkey's privatization efforts and the newly enacted tax law. /Milliyet/

    CONFLICT ALONG TURKISH-IRAQI BORDER
    Three Turkish soldiers and one výllage guard died while another village guard was injured during a conflict between Turkish security forces and terrorists of the PKK terrorist organization along the Turkish-Iraqi border. /Sabah/

    YILMAZ: ''TURKEY IS READY TO HELP RUSSIA''
    Prime Minister Mesut Yilmaz announced that Turkey was ready to help Russia within her means. Yilmaz answered the journalists' questions before the Cabinet meeting yesterday saying, ''Russia is the second largest trade partner of Turkey and the economic crisis which Russia has been experiencing will negatively affect Turkey. So we should take the necessary precautions in order not to suffer from the negative results of the crisis.'' /Milliyet/

    BAYKAL TO KOSOVO
    Deniz Baykal, the Chairman of the Republican People's Party (CHP), will go to Kosovo to observe the recent developments in the region where there has been a conflict between Albanians and Serbs and also the Serbian massacre of the civilian people of Kosovo. Baykal will be accompanied by the CHP deputies Bulent Tanla, Mehmet Sevigen and Irfan Gurpinar. /Cumhuriyet/

    22 FUGITIVES SENT BACK
    As a result of the applications made by the Ministry of Justice to various countries for the last year, 22 fugitives, who are presumed to live abroad and are being sought for judicial crimes, have been sent to Turkey. Among the countries, which gave positive replies to Turkey's applications, Germany (9) ranks first. The Netherlands (3), France, Belgium, the Turkish Republic of Northern Cyprus (2), Iran, Pakistan, Romania and Monaco (1) come after Germany. However the US rejected all applications made by Turkey. Meanwhile, 18 of the applications made by the European countries to Turkey have been approved. /Sabah/

    FRENCH GALA MAGAZINE PRAISES TURKISH COASTS
    The French Gala magazine devoted four pages to Turkey's coasts in its recent issue. The magazine praised the coasts extending from Bodrum to Antalya. An article written by Gala correspondent Pascale Desclos noted that Turkey was full of wonderful histocial assets and natural beauties. /Sabah/

    STOCK EXCHANGE UP
    Just as stock exchanges the world over rise, the Istanbul Stock Exchange rose yesterday by 1.9 percent, with a 60 point increase in the index. The volume of transactions, however, decreased by 27 percent. /Hurriyet/

    MORE SUPPORT FOR REGIONS HIT BY FLOODS
    The Council of Ministers declared yesterday that the Black Sea regions of Trabzon, Rize and Sakarya which have been hit by floods will get more financial support and that farmers and tradesmen in the region will be given new loans. Calling the region a ''disaster area'' the Council increased their shares from the budget to rehabilitate the persons in the region. /Hurriyet/

    [08] ''FINANCIAL ERA'' MOBILIZATION AT MINISTRY OF FINANCE

    ANKARA, Aug 19 (A.A) - Zekeriya Temizel, the Minister of Finance, said on Wednesday that the communication related to the blockage system, which is called a ''financial era'' by the public, will be published in mid- September.

    Temizel said that the blockage implementation should be well explained to the public and that all of the organizations will intensify the issue within the next month.

    Speaking to the A.A correspondent, Temizel said they will brief the public on every detail of the blockage, adding, ''the financial departments in provinces will give all information to the public about the system.''

    Pointing out that the communication related to 30 September will include every detail, Temizel said, ''we will publish the communication 15 days prior to the date of blockage. Our target is to enable people to enter the new period with correct records. We are trying to provide for this. We expect a great interest in this implementation.''

    Zekeriya Temizel said that they planned to implement the tax number also in the banking sector in September together with the blockage system, adding ''the blockage and tax number implementation will be carried out at the same time. We will register and record several values with blockage.''

    Recalling that the targets of the system in the new period are ''the people who evade tax and don't visit tax administrations'', Temizel said that they will determine whether or not these people are registered.

    [09] FOREIGN TRADE STATISTICS

    ANKARA, Aug 19 (A.A) - The State Institute of Statistics (DIE) said on Wednesday that Turkey realized 12 billion 716.6 million US dollars in exports and 23 billion 85.9 US dollars in imports in the first half of 1998.

    The DIE data shows that the exports increased by 2.4 percent and the imports inclined by 3.7 percent when the January-June 1998 period is compared with the same period in 1997. The total exports in the first half of 1997 were 12 billion 414.9 million US dollars and the total imports were 22 billion 266.7 million US dollars.

    The foreign trade deficit, which was 9 billion 851.7 million US dollars in the January-June 1997 period, incresead 5.3 percent to 10 billion 369.3 million US dollars in the same period this year.

    The ratio of exports meeting imports in the first six months of this year was 55.1 percent. The same ratio in the same period last year was 55.8 percent.

    [10] FOREIGN TRADE STATISTICS

    ANKARA, Aug 19 (A.A) - The exports from the mining sector in the first half of 1998 increased by 6.7 percent and it was followed by the manufacturing sector with a 2.3 percent increase and by the agricultural sector with a 2.4 percent increase, while there was a 13.8 percent decrease in the exports from the fishery sector, it was reported on Wednesday.

    The manufacturing sector had an 88.4 percent share in the total exports of 12 billion 716.6 million US dollars in the first half of the year, and it was followed by the agricultural and forestry sectors with a 9.9 percent share, and by the mining and quarrying sector with a 1.5 percent share and by the fishery sector with 0.1 percent stake.

    The State Institute of Statistics (DIE) data shows that the exports from the manufacturing sector in the first six months of 1998 increased 2.3 percent to 11 billion 238.1 million US dollars when compared to the same period last year.

    The exports of the manufacturing sector products were 10 billion 983.5 million US dollars in the same period in 1997.

    The exports of agricultural products inclined 2.4 percent from 1 billion 233.2 million US dollars in the first half of 1997 to 1 billion 262.9 million US dollars in the first half of 1998.

    The exports from the mining and quarrying sector increased by 6.7 percent. The export income from the exports of the mining and quarrying products increased from 178.4 million US dollars in the first six months of 1997 to 190.3 million US dollars in the first half of 1998.

    Meanwhile, the foreign exchange income from the fishery sector decreased 13.8 percent to 12.8 million US dollars. The income was 14.8 million Us dollars in the same period last year.

    According to the DIE statistics, the imports of consumer goods increased 13.6 percent from 2 billion 285.6 million US dollars to 2 billion 596.7 million US dollars.

    The imports of capital goods inclined 4.1 percent from 4 billion 872.5 million US dollars to 5 billion 73.5 million US dollars.

    The imports of intermediary goods climbed 2.2 percent from 14 billion 968.1 million US dollars to 15 billion 294.5 million US dollars.

    The intermediary goods had a 66.3 percent share in the total imports of 23 billion 85.9 million US dollars, and it was followed by capital goods with a 22 percent share and by consumer goods with an 11.2 percent stake.

    Meanwhile, Turkey realized 62.7 percent of the total exports and 70.3 percent of the total imports with the OECD countries in the first six months of 1998.

    The DIE data shows that Turkey exported 7 billion 975.1 million US dollars in goods to the OECD countries and realized 4 billion 741.5 million US dollars in exports to the other countries in the first half of 1998.

    In the same period last year, the total exports to the OECD countries were 7 billion 384.6 million US dollars and the total exports to the other countries were 5 billion 30.4 million US dollars.

    Meanwhile, Turkey paid 16 billion 228.3 million US dollars for the goods imported from the OECD countries in the first half of 1998 and 6 billion 857.5 million US dollars to the other countries.

    In the first six months of 1997, Turkey purchased 15 billion 215.3 million US dollars in goods from the OECD countries, while she imported 7 billion 51.4 million US dollars in goods from the other countries.

    [11] FIRST SEVEN MONTH BUDGET DEFICIT IS 2.2 QUADRILLION TURKISH LIRAS

    ANKARA, Aug 19 (A.A) - The Ministry of Finance said on Wednesday that the budget deficit in the first seven months of 1998 was 2 quadrillion 198 trillion Turkish Liras (TL). The budget deficit at the end of July 1997 was 674 trillion 179 billion TL.

    The General Directorate of Accounts data shows that the budget expenditures in the January-July 1998 period were 8 quadrillion 350 trillion TL and this total was composed of 1 quadrillion 985 trillion TL in personnel expenditures; 436 trillion TL in other current expenditures; 355 trillion TL in investments and 5 quadrillion 574 trillion TL in transfer expenditures.

    The budget expenditures in the first seven months of this year increased by 137.7 percent compared to the same period in 1997.

    Meanwhile, the budget revenues in the January-June 1998 period were 6 quadrillion 152 trillion TL. Thus, the ratio of the budget revenues meeting the budget expenditures was 73.7 percent.

    The budget expenditures excluding interest were 4 quadrillion 493 trillion TL and the budget surplus excluding interest was 1 quadrillion 659 trillion TL.

    [12] STATE MINISTER YILDIRIM: - ''WE HAVE BEGUN PROJECT OF RETURNING TO VILLAGES AND REHABILITATION'' - PROJECT WILL BE THE MOST CONCRETE SIGN OF STATE'S CARE AND COMPASSION FOR VICTIMS OF TERRORISM''

    ANKARA, Aug 19 (A.A) - Salih Yildirim, the Minister of State, said on Wednesday that they have began the project of Returning to Village and Rehabilitation that will provide for the people who were forced to leave their homes due to terrorism, to return again to their villages in the Southeastern Anatolia region.

    Yildirim pointed out that the project will be the most concrete sign of the state's care and compassion for the victims of terrorism. Uckirazlar, Yogurtcular, Seslice, Hendek, Tasdelen, Kayadibi, Ballikoyu, Cobankizi, Gedik, Taskonak, Yagizoymak and Koyunoba Villages of Sirnak Province have been taken into the research-project programme of the General Directorate of Rural Services.

    The project aims at providing residence, rural infrastructure services and employment to the people who have been forced to leave their homes for the reasons such as terrorism, security, insufficient social and settlement infrastructures, and difficultues in animal husbandry, and want to return to their villages voluntarily.

    [13] ISTANBUL HOSTS WORLD CHILDRENS' CHESS OLYMPIAD BETWEEN 21-30 AUGUST

    ANKARA, Aug 19 (A.A) - The World Childrens' Chess Olympiad will be organized in Istanbul between 21 and 30 August under the auspices of President Suleyman Demirel, it was reported on Wednesday.

    Anatoly Karpov, the world chess champion, will participate at the Childrens' Olympiad as a director.

    Nearly 250 players from all over the world will participate at the Olympiad.

    The beginning ceremony of the Olympiad, that will be organized by the Chess Federation of Turkey and the Aptitude Foundation of Turkey, will be held on 21 August.

    [14] AKTAS, MINISTER OF THE INTERIOR: ''NO PROBLEM ERUPTED WITH THE FRENCH POLICE REGARDING CAPTURE OF CAKICI''

    VAN, Aug 19 (A.A) - Kutlu Aktas, the Minister of the Interior, said on Wednesday that there was no problem with the French Police regarding the capture of Alaattin Cakici, adding ''Cakici has been captured with an operation whose equal has not been seen in the world.''

    Speaking to reporters in eastern Van Province Aktas said that Cakici was a fugitive who should be captured and pointed out that ''Cakici was captured with an operation which has been launched together with the French police organization. The Ministry of Justice will carry out the required investigation from now on.''

    Aktas said that the procedure related to Cakici was underway, adding that the extradition of Cakici will be realized soon. We will carry out our activities very carefully.

    [15] CONTACTS OF MILLER, THE US SPECIAL COORDINATOR TO CYPRUS, IN ANKARA - MILLER MEETS WITH CEM, ECEVIT AND GUREL

    ANKARA, Aug 19 (A.A) - Thomas Miller, the Special Coordinator to Cyprus of the US Department of State, who came to Turkey yesterday to hold contacts concerning the Cyprus question, met on Wednesday with Ismail Cem, the Foreign Minister.

    Addressing the journalists after his meeting with Cem, Miller said that he has no new proposal on the issue of Cyprus.

    Describing the meeting as very productive, Miller pointed out, ''You see I have no new proposal. Both the Turkish and Greek press have many hypotheses, but I will disappoint you one more time and make no comment.''

    Miller stressed that it will be better to avoid making statements in order to provide progress on the issue.

    Meanwhile Bulent Ecevit, the Deputy Prime Minister and Minister of State, also received Miller.

    Sukru Sina Gurel, the Minister of State Responsible for Relations with Cyprus, Mark Parris, the US Ambassador to Turkey, and other senior officials were in attendance at the meeting.

    Thomas Miller will leave Turkey later today after he concludes his contacts in Ankara.

    [16] REACTION TO EMBARGO DECISION OF THE UN - AYKIL, DIRECTOR GENERAL OF GUNSIAD: - ''TURKEY THAT OBEYED THE DECISIONS OF THE UN COULDN'T COMPENSATE HER LOSSES AS SOUTHERN ASIAN COUNTRIES SEIZE HER CURRENT MARKETS''

    DIYARBAKIR, Aug 19 (A.A) - Vasfi Akyil, the General Director of the Southeastern Anatolia Association of Industrialists and Businessmen (GUNSIAD), said on Wednesday that Turkey which obeyed the decisions of the United Nations, couldn't compensate her losses as the Southern Asian countries including India, Pakistan, Indonesia, Taiwan, South Korea, China and the Phlippines, seized her current markets.

    Responding to the questions of the A.A correspondent, Akyil noted that Turkey's formal losses are 28.3 billion US Dollars following the embargo decision of the UN after the Gulf War. He added that with the addition of the economic losses caused by the migrations, the amount of the Turkey's losses become higher.

    Pointing out that the Southestern Anatolia region was the most damaged region during the Gulf War, Aykil stressed, ''Jordan didn't obey the embargo decision of the UN and have made a profit of billions of US dollars from the customs revenues, port servicing and transportation sector. Turkey's losses should be compensated and the embargo should be lifted.''

    [17] ALARKO ALSIM AND SHELL COOPERATION - BOTH COMPANIES TO ACT JOINTLY IN OIL AND NATURAL GAS PROJECTS IN TURKEY AND IN CENTRAL ASIA

    ISTANBUL, Aug 19 (A.A) - Alarko Alsim Corp. and Shell Exploration B.V. have decided to act jointly in the oil and natural gas projects in Turkey and Central Asia, it was reported on Wednesday.

    Uzeyir Garih, the Executive Chairman of Alarko Holding said with an agreement which was signed at the beginning of June, they determined joint study conditions in exploration-follow-up, evaluation and development activities for oil and natural gas projects.

    Garih said that according to the success of the projects, they will continue cooperation on similar issues, adding ''both of the companies will form a new power in the global projects.''

    Garih pointed out that in the future projects they wanted to hold joint studies with the international oil companies, adding that ''there is a lot that Russia will gain from this. It should export oil which is the greatest source of income. It may export oil to the Mediterranean via the Baku- Ceyhan oil pipeline or through a separate pipeline. The interests of Turkey, the US, Russia, Azerbaijan and the other international oil companies should be balanced in an agreement which will be made with this objective.''

    Garih said that investments in energy and pipelines will create an added value of 100 billion US dollars by the year 2010, adding that this will make an important contribution to the opening of business fields and to the entrance of foreign capital.

    Tugrul Yosun, the Deputy Director of Shell for Europe, Central Asia and China, stressed that they wanted to work with a reliable partner in Turkey on the energy issue and expressed pleasure about cooperation with Alarko Alsim.

    Tosun pointed out that Turkey's gas requirments will increase 5-6 fold in the coming years.

    When asked about Russia's cooperation related to their cooperation with Alarko, Tosun said ''there is no problem preventing Russia from being a partner in these projects'' and added that an artificial crisis has been created between Turkey and Russia especially on the issue of the Azerbaijani oil.

    KOYULHISAR, Aug 19 (A.A) - A landslide occurred in Koyulhisar County of Sivas Province, it was reported on Wednesday.

    No casualties have been reported in the incident.

    Officials continue to evacuate those living in the affected area.

    [19] RED PASSPORT OF CAKICI - FOREIGN MINISTRY DOESN'T CONFIRM THE THE ALLEGATIONS THAT HELP CAME FROM MINISTRY FOR THE SEAL IN THE PASSPORT

    ANKARA, Aug 19 (A.A) - Necati Utkan, Foreign Ministry Spokesman, didn't confirm the allegations that the red passport of Alaattin Cakici, captured in France, was provided with the help of the Foreign Ministry officials, it was reported on Wednesday.

    Responding to a question related to how Cakici got this passport, Utkan said ''we never had a suspicion that the Foreign Ministry helped him. Necati Bilican, the General Director of the Security Department, told us that Cakici was an expert in preparing false documents.''

    Utkan said that under Article 13 of the Passport Law, diplomatic passports could only be given by Foreign Ministry officials and the Embassies of Turkey abroad.

    Utkan pointed out that the passport was with the French Security authorities and a sound solution could only be obtained after examining the passport.

    Utkan stressed that France should give the passport to Turkey, adding ''we will investigate it whenever the passport comes to us. The Ministry of Justice will give the file to the Foreign Ministry after concluding it. We will convey the demand for extradition through diplomatic channels.''

    Utkan said ''the European Agreement Related to the Extradition of Criminals'' was a basic legal document, adding that the extradition should take place 18 days after the arrest and that this period could be extended up to 40 days.

    Utkan stressed that the request could be rejected if capital punishment is implemented in the country which made the request and if there is no such punishement in the country to which the request was made.

    [20] VOLLEYBALL - NATIONAL WOMENS' VOLLEYBALL TEAM TO LEAVE FOR BELGIUM IN ORDER TO PARTICIPATE AT EUROPEAN CHAMPIONSHIP

    ISTANBUL, Aug 19 (A.A) - The National Womens' Volleyball Team will leave for Belgium tomorrow in order to participate at the European Championship, it was reported on Wednesday.

    The Championship will be held in Louvain La Neuve in Belgium between 22 and 30 August.

    The National Team will play the group matches with the teams of

    Poland, the Czech Republic, Yugoslavia, Russia and Germany.

    The athletes forming the national team are as follows:

    Banu (DSI), Burcu Hakyemez, Deniz (Eczacibasi), Burcu Eleman, Doga (Galatasaray), Basak, Betul (Yesilyurt), Pelin, Esra (Vakifbank), Sinem (Karsiyaka), Nilay (Gunes Sigorta) and Hulya (SSK).

    The first match of the national team will be played with the Polish team on 22 August.

    [21] 37 ILLEGAL IMMIGRANTS CAPTURED AT EDIRNE

    EDIRNE, Aug 19 (A.A) - Security forces captured in Edirne Province on Wednesday 37 foreigners who aimed at proceeding to Greece illegally.

    Officials told the A.A correspondent that 13 Iraqis were captured in Nasuhbey Village at Meric County and 24 Bangladeshis were captured in Turpcular Village at Ipsala County.

    The immigrants were taken into custody for the legal proceedings.

    [22] ECEVIT-MILLER MEETING ENDS - MILLER DESCRIBES MEETING AS POSITIVE

    ANKARA, Aug 19 (A.A) - The meeting ended between Bulent Ecevit, the Deputy Prime Minister and Minister of State, and Thomas Miller, the Special Coordinator to Cyprus of the US Department of State, who is in Turkey currently in order to hold contacts with the senior Turkish officials, it was reported on Wednesday.

    Addressing the journalists after the meeting which lasted for an hour, Miller described his contact with Ecevit as positive.

    Miller stressed that he will convey his contacts in Ankara to Madeleine Albright, the US Secretary of State, and Richard Holbrooke, the Special Representative to Cyprus of the US President Bill Clinton, after he returns to Washington, D.C.

    [23] NECATI UTKAN, SPOKESMAN OF FOREIGN MINISTRY: ''TURKEY PRESERVES HER OPINIONS CONCERNING S-300 MISSILES AND MORATORIUM''

    ANKARA, Aug 19 (A.A) - Necati Utkan, the Spokesman of the Foreign Ministry, said on Wednesday that Turkey preserves her opinions concerning both the S- 300 missiles and the moratorium.

    Addressing the daily press conference, Utkan evaluated the Ankara visit of Thomas Miller, the Special Coordinator to Cyprus for the US Department of State.

    Utkan stressed that Turkey hasn't changed her opinions concerning the flight prohibition over Cyprus and the deployment of the Russian made S-300 missiles.

    Reminding that the press gave place to the news claiming that Miller would come to Turkey with a packet of proposals on flight prohibition and the S- 300 missiles, Utkan pointed out that Miller didn't notify the Foreign Ministry of any agenda or proposal before he came to Turkey. He added that the reason for Miller's visit to Turkey is to exchange opinions with the senior Turkish officials on the Cyprus question.

    [24] SEVEN MONTH BUDGET DEFICIT INCREASES TO 2.2 QUADRILLION TURKISH LIRAS

    ANKARA, Aug 19 (A.A) - The Finance Ministry said on Wednesday that the budget deficit for 1988 as of the end of July was 2.2 quadrillion Turkish Liras (TL).

    The budget deficit last year as of the end of July was 674.2 trillion TL.

    According to the data of Accounts, budget expenses in the January-July period was realized at 8.3 quadrillion TL. A total of 1.9 quadrillion TL of this goes to personnel, 436 trillion TL to current accounts, 355 trillion TL to investments, 5.5 quadrillion TL to transfer expenses.

    In this period, 810 trillion TL was given to the social security institutions. Thus, budget expenses in the first seven months increased by 137.7 percent when compared with the same period of last year.

    Budget revenues in the January-July period were determined to be 6.1 quadrillion TL.
