Arican who argued with a police officer, taken into custody. He was later taken to a hospital in coma. Turan Morali, the Turkish Ambassador to Denmark stressed that there were large signs of stroke on the head of Arikan. He was beaten to death with a club when he was under police custody. SABAH (LIBERAL)TURKEY WANTS TO TAKE BACK BOGAZKOY SPHINX FROM GERMANYTurkey wants to take back Bogazkoy Sphinx from Germany during the meetings of the Inter-governmental Committee of Return of Cultural Heritages within the structure of the United Nations Education, Science and Culture Organization (UNESCO). UNESCO Turkish Permanent Representation reiterated Turkey's wish to get Bogazkoy Sphinx from Germany and wanted to resume the dialogue which had taken place between the two countries in the past. Bilateral talks to for the return of Bogazkoy Sphinx could not be hold between Turkey and Germany since 1996. The Committee is expected to prepare a report within three months about Bogazkoy Sphinx. Officials at the Foreign Ministry and Culture Ministry represent Turkey at the meetings which will last until January 28. CUMHURIYET (LEFT)''OCALAN MIGHT BE IN AFGHANISTAN''The intelligence units have begun to evaluate the allegations claiming that Abdullah Ocalan, the chief of separatist terrorist organization PKK, is in Afghanistan. Mahir Velat, one of the leading names of the separatist terrorist organization PKK, claimed,''Ocalan has gone to a country which is not under control of the U.S. after he left Italy.'' This allegation strengthens the presence of Ocalan in Afghanistan. RADIKAL (LEFT)THERE IS NO SIGN OF OCALANThe government decided to change its tactics after whereabouts of Abdullah Ocalan, the chief of separatist terrorist organization PKK, could not be determined since he left Italy. Prime Minister Bulent Ecevit said that Ocalan should not remain on the top of Turkey's agenda and the Foreign Ministry has decided to break off the relations between Ocalan and the terrorist organization PKK. TWO WORKERS DIE IN ALIAGA YENİ YÜZYIL (LIBERAL)ECEVIT: INTEREST RATES SHOULD REDUCE SLOWLYPrime Minister Bulent Ecevit held a meeting with Zafer Caglayan, the Chairman of the Ankara Trade Chamber, and the members of the executive board of the chamber. The prototype of the plane is prepared in the TUSAS installations in Ankara. The first test flight is expected to be realized at the end of this year. [02] IRAQI CRISIS - PRIME MINISTER ECEVIT EXPRESSES CONCERN OVER THE LATEST DEVELOPMENTS IN IRAQANKARA, Jan 27 (A.A) - Prime Minister Bulent Ecevit expressed concern over the escalating tension in Iraq, on Tuesday.Addressing the journalists, Ecevit pointed out, ''I have conveyed Turkey's displeasure on the latest developments in Iraq to Mark Parris, the U.S. Ambassador to Turkey. It is tragic that several people were killed when a U.S. missile hit a settlement unit near Basra populated mostly by civilians. Turkey wants the tension in the region to come to an end.'' Responding to a question whether Turkey will begin an mediation initiative between the U.S. and Iraq, Ecevit reminded that the Democratic Left Party (DSP) has developed a plan regarding the issue in 1996. He noted that they are trying to make the plan more comprehensive by concidering the new developments in the region. [03] PRESIDENT DEMIREL RETURNS TO TURKEYANKARA, Jan 27 (A.A) - President Suleyman Demirel who paid an official visit to Algeria, returned to Turkey late on Tuesday.Addressing a press conference at the Esenboga Airport, Demirel noted that they have taken positive steps towards further improving the bilateral relations between Turkey and Algeria and strengthening regional peace and stability during the visit. Demirel told the reporters, ''I held sincere and productive talks with the high-level Algerian officials, and discussed the latest developments in the Middle-East peace process and struggle against terrorism within the framework of the importance which both Turkey and Algeria attributes to peace, security and stability in the Mediterranean and the Middle-East.'' ''We also evaluated existing economic and commercial relations between the two countries and the opportunities to further develop the current economic cooperation,'' Demirel noted. Reminding that Turkish businessmen who accompanied him during his visit to Algeria, held constructive talks with Algerian businessmen, Demirel pointed out that they have reached a concensus of opinion to maintain such contacts. Describing Algeria as a broad market, Demirel called Turkish businessmen to make investments in this country. He also added that the Turkish Airlines (THY) should start flights between Istanbul and Algiers. Reiterating that Turkey attributes great importance to Northern Africa countries, Demirel added, ''Northern African countries are extremely significant for Turkey to counter hostilities targeting Turkey from this front. We want good relations with Arab countries. I believe that we should maintain friendly relations with the member states to the Arab League. We have already satisfactory relations with Egypt, Jordan, Saudi Arabia and Gulf States.'' Responding to a question whether Turkey's relation with Israel and Turkey's cross-border operations in Northern Iraq cause troble in the relations with the Arab countries, Demirel stressed, ''I told Algerian officials that the dispute in Irak has costed Turkey 35 billion US dollars so far. Meanwhile the Arab countries are aware of that Northern Iraq is being used as a terrorist base by the separatist terrorist organization PKK.'' Ismail Cem, the Foreign Minister, Murat Karayalcin, the Chairman of the Parliamentary Commission of Foreign Affairs, senior officials, businessmen, journalists and academicians accompanied President Demirel during his official visit to Algeria. [04] CAPPADOCIA TOURS UNDER MOONLIGHTNEVSEHIR, Jan 27 (A.A) - Valley tours will be organized under moonlight in Cappadocia Region, one of Turkey's most famous tourism centers, it was reported on Wednesday.Responding to questions of the A.A correspondent, Mehmet Kececi, the Owner of Ya-Ma Travel Agency, pointed out, ''tours with horses, monkeys, camels, bicycles and motorbikes are available in the region, but we aim at diversifying such touristic excursions and tours. We, therefore, will organize tours under moonlight in Cappadocia. Moonlight tours will begin at 21:00 p.m. every night and last for four hours. We take tourists to the Goreme Valley, Love Valley and Bill Clinton Valley under moonlight and offer them the famous wines produced in the region.'' The tours will begin in April and cost 25 U.S. dollars. [05] THE WORLD BANK TO PROVIDE TURKEY LOAN OF 300 MILLION U.S. DOLLARS FOR FINANCE OF EXPORTATION AND REAL SECTORSANKARA, Jan 27 (A.A) - Turkey will provide a total of 300 million U.S. dollars of bank loan from the World Bank in order to support the real sector effected negatively by the global crisis, it was reported on Wednesday.Officials told A.A correspondent that the bank loan is planned to be allocated to the banks such as the Eximbank, Turkish Development Bank and the Halkbank to support exportation sector. The loan will be provided within the framework of the financial aid worth of 500 million U.S. dollars within the scope of the Country Aid Strategy (CAS). Meanwhile officials at the World Bank is expected to pay a visit to Turkey next week. Officials stressed that a long-term World Bank loans with low interest rates are very important in an athmosphere where the international borrowing becomes difficult as a result of economic crisis. [06] IMF DELEGATION HEADED BY HARDY, MEET WITH DINCMEN, UNDERSECRETARY OF TREASURYANKARA, Jan 27 (A.A) - The International Monetary Fund (IMF)'s delegation headed by Martin Hardy, the Chief of IMF Turkey Desk, began its contacts in Turkey on Wednesday.The members of the delegation came together with Yener Dincmen, the Undersecretary of the Treasury. Martin Hardy is expected to be received by Hikmet Ulugbay, the Deputy Prime Minister, and by the State Minister responsible for the economy, later today. The IMF Delegation which had paid an official visit to Turkey in October 1998 in order to inspect the realizations in July-August and September period within the framework of the Staff Monitoring Programme signed last year, will stay in Turkey until February 8. The IMF Delegation will hold talks with the government officials, bureaucrats and representatives of the private sector in Ankara and Istanbul. [07] GAP-ADIYAMAN-CAMGAZI PROJECT - PROJECT AIMS AT IRRIGATING A TOTAL OF 7.4 THOUSAND HECTARES OF FIELDGAZIANTEP, Jan 27 (A.A) - The GAP-Adiyaman-Camgazi Project aims at irrigating a total of 7.4 thousand hectares of field, it was reported on Wednesday.Officials told the A.A correspondent that the construction of the main irrigation canal ''Camgazi-2'' will be completed in 1999 and 900 hectares of agricultural field will be irrigated. The project is expected to cost 7 trillion 567 billion Turkish Liras. The Camgazi Dam, the most important unit of the project, is being constructed on Doyuran and Kuzgun Streams, 17 km west of Adiyaman Province. The projects envisages to construct 81.1 thousand metres of irrigation canal, 123.7 thousand meters of pipeline, 104.8 thousand metres of network of pipes and 4 pumping stations. [08] A TOTAL OF 50 SHIPS POLLUTING THE ISTANBUL STRAIT, PAID 172.4 BILLION TURKISH LIRAS IN FINE IN 1998ISTANBUL, Jan 27 (A.A)- A total of 50 ships polluting the Istanbul Strait paid 172 billion 482 million Turkish Liras in fine in 1998, it was reported on Wednesday.Officials at the Istanbul Municipality Directorate of Protection of Environment told the A.A correspondent that 39 foreign and 11 domestic ships were punished for polluting the environment in the Istanbul Strait. Several Maltese, Chinese, Greek, Russian, Panama, Cambodian, Dutch, Romanian and Ukranian flagged ships were reported to unload waste into the sea. The IMF delegation headed by Hardy began its contacts in Turkey this morning by meeting with Yener Dincmen, the Undersecretary of the Treasury. Responding to questions of journalists after the meeting, Dincmen said that they will make a statement later today. [10] ATACANLI, SPOKESMAN OF THE FOREIGN MINISTRY: ''THE AIM OF TURKEY'S EFFORTS IS TO MINIMIZE THE DAMAGES AND THE UNEASINESS TURKEY FELT FOR NORTHERN IRAQ''ANKARA, Jan 27 (A.A) - Sermet Atacanli, the Spokesman of the Foreign Ministry, said on Wednesday that the instructions of Premier Bulent Ecevit which were about Turkish policy to be carried out in Northern Iraq from now on, were received by the Ministry and that the efforts on this issue was underway.Adressing the weekly press conference, Atacanli said, ''the aim of this effort is to minimize the damages and the uneasiness Turkey felt about Iraq, especially about Northern Iraq. Turkey is a neighbouring country of Iraq. The developments following the Gulf War negatively affected Turkey. We feel uneasy about the escalating tension between Iraq and the U.S. We hope the situation in Iraq will be normalized within the framework of the decisions of the United Nations (UN) Security Council. We now only think how effective our efforts can be in this escalating crisis.'' Stating that there is a close consultation mechanism between Turkey and the U.S., Atacanli added, ''the U.S. has taken into consideration the sensitivity Turkey felt on the U.S. policy towards Iraq. Turkey's new efforts will accelerate the consultations between Turkey and the U.S.'' Responding a question whether or not contacts will be hold with the countries of the region on Iraq issue, Atacanli stressed that Turkey does not plan paying a visit to these counties at the moment. Responding another question on the criticisms of Iraq towards Turkey, Atacanli said, ''Turkey is not responsible for the developments in Iraq. The solution of this problem depends on the solution of the Iraq-UN dispute. It is impossible for Turkey to contribute directly to the solution of this dispute, but she searches the ways to contribute to the efforts of having a compromise between them.'' Emphasizing that the loss of the civilians in Iraq is a sorrowful development, Atacanli noted that the U.S. expressed that there was a mistake and that these developments underlined the necessity of solving this dispute immediately. [11] EGYPT-TURKEY NATURAL GAS PIPELINE PROJECTANKARA, Jan 27 (A.A) - Studies for to the construction of Egyptian-Turkish natural gas pipeline, which will extend to Iskenderun by passing under the sea base, were speeded up to meet growing demand in natural gas as well as to diversify the supply.It was reported that feasibility studies were planned to start within this year for the pipeline which will transport the natural gas to Turkey from Egypt's Port-Said Harbour with a pipeline that will be installed under the sea. Joint Technical Study Groups, formed between the energy ministries of the two countries, will convene to review the studies related with the project which was carried out by state run pipeline company BOTAS on behalf of Turkey. The 650-km Egyptian natural gas pipeline, will in a way be an alternative to ''Blue Stream'' project which Turkey will get from Russia under the Black Sea. Construction of the pipelines will be financed with 100 percent foreign credit as it happened like the other big projects of BOTAS. Officials say most of Turkey's natural gas demand is provided by Russia, adding that some of the domestic consumption is met by importing liquid natural gas from Algeria, Libya, Qatar and Egypt through sea and tankers. Turkey and Egypt las year signed a memorandum of understanding for natural gas purchase and evaluation of the pipeline. [12] ATACANLI, FM DEPUTY SPOKESMAN: ''THERE ARE SUSPICIONS THAT THERE IS DISINFORMATION CONCERNING WHEREABOUTS OF TERRORIST CHIEF''ANKARA, Jan 27 (A.A) - Sermet Atacanli, Foreign Ministry Deputy Spokesman said on Wednesday that every day new allegations are made in recent days about the country where terrorist chief hides, and causing suspicions that there are disinformation activities.Responding to the questions of journalists that Azerbaijan wanted Turkey to establish a base on its territories, Atacanli said there was nothing came to the ministry to this end. Evaluating the developments in Kosovo, Atacanli said escalation of violence in the region and news reports of massacres caused sorrow in Turkey. Atacanli pointed out that Turkey sent messages to the concerned institutions mainly OSCE term presidency and the U.N. General Secretariat, to this end, adding that ''Turkey agreed with every decision taken in NATO. We wish the problems to be solved without applying to force and by respecting the rights of minorities.'' [13] FM CEM: ''IT IS NOT POSSIBLE FOR THE AIRCRAFTS WHICH TAKE OFF FROM INCIRLIK BASE TO ATTACK OR BOMB IRAQ UNDER THE PROVISIONS OF THE AGREEMENTS'' - ''THE HEAD OF THE TERRORISTS IS AT LARGE''ISTANBUL, Jan 27 (A.A) - Ismail Cem, the Foreign Minister, said on Wednesday that it was not possible for the planes which take off from Incirlik base for routin enforcement over the no-fly zone in Northern Iraq to attack or to bomb Iraq under the provisions of the agreements.Prior to the lunch given within the framework of the Sixth Commission Meeting of the D-8 Economic Cooperation Organization in Istanbul, Cem responded the questions of the journalists. Recalling that there were decisions taken by the parliament for the Northern Watch Operation, Cem noted that the basic reason of the routin no- fly zone enforcement operation was to prevent the reiteration of the intensive influx of immigrant to Turkey as it happened after after the Gulf War. Stressing that the planes flying for routin enforcement can defend themselves in case they were in danger, Cem stated that the planes could only search the area and defend themselves and that bombing Iraq was out of their mission. Responding another question, Cem said that the terrorist chief was a fugitive and that he would be sentenced for his crimes in a court one day. Cem said that the foreign resources of the terrorism was eradicated in large scales after an agreement was signed between Turkey and Syria. [14] AGRICULTURISTS FROM 22 COUNTRIES IN GAPSANLIURFA, Jan 27 (A.A) - ''Integrated Rural Regional Development Planning'' education seminar, staged with the cooperation of Southeastern Anatolian Project (GAP) Regional Development Administration and Israeli government, participated by 30 agriculturists and three experts from 22 countries, started in southeastern Sanliurfa province on Wednesday.Olcay Unver, GAP Regional Development Administration Chairman, addressing the opening of the seminar, with this education seminar, Turkey will present the stage reached in GAP to the international community. Unver said the guest agriculturists who participate in the seminar, will have the opportunity to put into effect the issues they were taught in Israel for five months and to contribute GAP ''this is important both for Israel and Turkey. The participants will also have the chance to see a model that can be used in their countries.'' Mechael Gorelik, Israeli expert, addressing the seminar said the participants will collect data in GAP, analyse them and prepare a detailed report after the seminar which will last till March 22, 1999. Agriculturists from countries like Papua New Guniea, Vietnam, China, Kyrgzstan, Taiwan, Turkmenistan and Egypt participate in the seminar. [15] SINAGRA, TURKEY'S LAWYER: ''JUSTICE BECAME TOOL OF POLITICS''ROME, Jan 27 (A.A) - Augusto Sinagra, who became Turkey's lawyer after Abdullah Ocalan, chief of separatist terrorist organization, had arrived in Italy, said on Wednesday that Italy, on the issue of terrorist chief, isolated international law and that justice became the tool of politics.Addressing a news conference, Sinagra said all the incidents which happened from the very beginning were planned, and stated that not only Roman Mantovani, deputy of Communist Party, but also several other Italian deputies were ready during terrorist chief's arrival to Rome. Sinagra said that although there were many hospitals in Rome, Ocalan had been brought to Palestrina hospital which is 40 km away, adding that Italian government planned everything. Sinagra also reacted to the statement that ''Italian Prime Minister Massimo D'Alema acted appropriate to law'' on this issue, pointing out that providing the departure of somebody who entered to country with false passport without judgement and without responding to Turkey's demand for extradition cannot be an act appropriate to law. Interpreting D'Alema's idea for international court as ''fantasy'', Sinagra said there were already international laws if there would be a judgement, adding that the agreement for the extradition of criminals signed in 1957, and Strasbourg struggle against terrorism agreement dated 1977, are adequate for the judgement. Responding to a question of a journalist regarding whereabouts of chief terrorist, Sinagra said he should be in the house of Justice Minister Diliberto, and added that a total of 200 million liret has been expended for the terrorist chief. Sinagra also said that there is a possibility for the return of terrorist chief to Italy and recalled that Rome Court on Feb 24 will take up terrorist chief's demand to get political asylum and warned Interior Ministry which will give the decision. [16] CONTACTS OF THE IMF DELEGATION ENDS - TEMIZEL, FINANCE MINISTER: ''WE EVALUATED THE SITUATION AND WE WILL MEET AGAIN IN THE FOLLOWING DAYS''ANKARA, Jan 27 (A.A) - The meeting between Hikmet Ulugbay, the State Minister Responsible for economy and the Deputy Prime Minister, and the IMF delegation presided by Martin Hardy ended, it is reported on Wednesday.Following the meeting with Yener Dincmen, Undersecretary of Treasury, and the high-ranking officials of the Treasury, the IMF delegation was received by Hikmet Ulugbay, the State Minister, and Zekeriya Temizel, the Minister of Finance. Responding the questions of the journalists after the meeting, Temizel said that they evaluated the situation with the IMF delegation which paid a visit to Turkey to hold contacts. Responding a question, Temizel said that the first day impressions would be positive and that they started to become friends with the IMF officials by meeting so often. Stating that they meet with these officials so often under the provisions of the staff monitoring agreement, Temizel added that they will meet with the officials in the following days. Responding a question on whether or not a stand-by is underway before the elections, Temizel said that they did not discuss this issue at this stage. Responding another question on whether or not they have received an offer for the Stand-by, Temizel said, ''it is not a right move to issue a statement at this moment and to say that it is going right this way.'' Responding a question on whether or not the IMF demanded to give credits to Turkey, Temizel noted that they will give the answer to this question later. [17] ISRAELI DEFENSE INDUSTRY DELEGATION IN TURKEYANKARA, Jan 27 (A.A) - Gen. Kuti Mor, Israeli Defense Industry Deputy Director, said on Wednesday that they were willing to further improve relations with Turkey in the field of defense industry.The nine-people delegation, headed by Kuti Mor, who arrived in Ankara on Tuesday, visited Anitkabir, Mausoleum of Mustafa Kemal Ataturk, founder of Modern Turkish Republic. Responding to the questions of A.A correspondent, Gen. Mor said there are positive relations between Turkey and Israel in the field of defense industry, adding that they aimed at further strengthening relations with the visit. The guest delegation is expected to depart Turkey on Wednesday. [18] THE CONTACTS OF THE IMF DELEGATION - DINCMEN, THE UNDERSECRETARY OF THE TREASURY: ''WE HAVE DETERMINED THE SCHEDULE OF IMF IN TURKEY''ANKARA, Jan 27 (A.A) - Yener Dincmen, Undersecretary of the Treasury, said on Wednesday that they have determined the schedule of the IMF in Turkey with the IMF delegation which was presided by Martin Hardy, the chief of the Turkish desk of International Monetary Fund (IMF).Dincmen and Hardy addressed a statement after their meeting with Hikmet Ulugbay, the State Minister Responsible for economy, and Zekeriya Temizel, the Minister of Finance, which lasted for two hours. Stressing that the results of 1998 and the staff monitoring agreement will be evaluated in the afternoon, Dincmen noted that they will continue to hold technical meetings with the IMF delegation on Thursday. Noting that the IMF delegation will go to Istanbul on Thursday evening, Dincmen said that the delegation will hold contacts with the private sector officials and will return Ankara on Sunday. Responding a question on whether or not the meeting of the IMF delegation with two ministers had a special meaning; Dincmen, who pointed out that they will continue their contacts with the delegation next week, said, ''they meet with the two ministers the same time to save time. It does not have a special meaning.'' [19] FOREIGN MINISTRY HARSHLY REACTS TO DENMARKANKARA, Jan 27 (A.A) - The Foreign Ministry said on Wednesday that Danish authorities underestimated the issue of killing of a Turkish citizen under custody in Denmark and pointed out that this attitude of Denmark, who did not refrain from exploiting human rights issue against Turkey, contradicts with the concept of respect to human rights.A Foreign Ministry statement said, ''the attitude of Danish government, which underestimated the killing of a Turkish citizen after being exposed to extreme violence in a Danish police station, contradicts with the concept of respect to human rights.'' Ramazan Arican, the Turkish citizen living in Aarhus city of Denmark, had been taken under custody in Halmtrov police station in headquarters of Copenhagen on Jan 22, and later died after going into a coma with the blows he took on his head. It was reported that Turkish Embassy in Copenhagen launched initiatives to Danish Foreign Ministry and demanded the responsibles to be found and judged. The statement said, ''there are serious signs that Danish police is responsible for the death of Turkish citizen Ramazan Arican who had lived in Denmark for 22 years respecting to the laws of this country.'' The statement pointed out that it was impossible to accept the killing of Arican as an individual incident, adding that racist activities against Turkish citizens happened in Denmark before and recalled that these were protested by Turkey. The statement said, ''it is a human tragedy that Turkish citizens living in various European countries respecting to their laws, contributing to the economies of those countries and who harmonized to a great extend to the communities they live in, are being exposed to inhumane racist treatments and violence.'' The statement called on Danish authorities to take up the issue quickly and to take serious measures to prevent the repetition of these incidents. [20] CEM, FOREIGN MINISTER: ''WE ARE FORMING POLICIES FOR TURKEY'S SECURITY''ISTANBUL, Jan 27 (A.A)- Foreign Minister Ismail Cem said on Wednesday that they approached to the issue of Northern Iraq primarily due to Turkey's security and that the policies were formed in this direction.Responding to the questions of journalists on various issues, Cem pointed out the importance of political and territorial integrity of Iraq. Stressing that Turkomans living in Northern Iraq, were the most oppressed section, Cem noted that welfare of those people and everybody living in Iraq was very important for Turkey. Cem noted that inclusion of Iraq within normal international relations has political and economic importance for Turkey, adding that lifting of sanctions imposed on Iraq will mean at least two billion U.S. dollars additional exportation for Turkey. Cem recalled that Turkey wanted Iraq to abide by the U.N. resolutions, lifting of the sanctions and normalization. Cem said Turkey always expended efforts to assume a positive function on Iraq issue, adding that Turkey was in dialogue with the U.S. within this framework and that they worked hard to form a more detailed proposal package nowadays. When asked what the proposal package include, Cem recalled that Democratic Left Party (DSP) had prepared a plan three years ago towards Northern Iraq, adding that renewal of this plan according to the conditions of today is in question. He said the proposal package wanted Iraq to abide by the U.N. resolutions, give up its threatening position towards its Southern neighbours, lifting of sanctions and providing Iraq with facilities to improve relations with her neighbours. Responding to a question about the terrorist chief, Cem said foreign sources of terrorism were weakened. Noting that the facts seen in Rome paved way for the world public to focus on the incident more seriously, Cem said Turkey followed the chief terrorist who is a fugitive. Cem said the important thing was that terrorism mechanisms should be crushed, and that such incidents may happen to every big country. Responding to a question about Kosovo question, Cem recalled that Turkey assumed an attitude from the very beginning of the incidents, adding that during Contact Group meeting in which regional countries participate, Turkey proposed NATO to take action and carried out initiatives in the level of international institutions like the U.N. and OSCE. [21] FM CEM: ''THE EFFORTS TO REACH THE GOALS OF D-8 HAS BECOME MORE CLEAR TODAY''ISTANBUL, Jan 27 (A.A) - Ismail Cem, the Foreign Minister, said on Wednesday that the efforts to reach the goals of D-8 has become more clear today by recalling that they aimed at diversifying and easing the trade conditions, improving the economic and social conditions when they were setting up the D-8 Economic Cooperation Organization.Addressing a speech in the lunch given in the Sixth Meeting of the D-8 Economic Cooperation Organization, Cem said that the countries which are the members of the organization are all affected by the global economic crisis in different degrees. Emphasizing the importance of exchanging views on the present situation, Cem said, ''having imagination and being creative are important to minimize the negative effects of the crisis.'' Pointing out that the financial system has to be evaluated with a new approach in the global level, Cem added that the national system should also be revised and the countries should determine the necessary structural reforms to prevent the similar developments in the future. Stressing that the world trade slowed down in a large scale, Cem emphasized the importance of the searching ways to improve the trade between the countries which are the members of D-8 Economic Cooperation Organization. Cem added that the governments and the people are interested in the cooperation areas such as aqua culture, crop dusters, preventing poverty, industrial and technological data bank, trade and energy. Noting that Turkey continued to keep up to her commitments for the D-8 goals, Cem stressed that having a permanent secretariat to realize the goals of D-8 is of vital importance. A.A
