[04] HURRIYET (LIBERAL) - ------------------ MESSAGE IN UNIFORMS Meaningful messages were given against dark powers during the funeral of professor Ahmet Taner Kıslalı who was killed in bomb attack. General Staff ordered for the first time its personnel to participate in the funeral of a civilian person to give the message that the army is behind the secular republic. Ten thousands of people attended the funeral of Kıslalı yesterday. When Chief of General Staff General Huseyin Kıvrıkoglu came to Kocatepe Mosque, everybody welcomed him by shouting the slogans of ''Turkey is proud of you.''

[05] 8000 POLICE OFFICERS AND 3000 SOLDIERS PROVIDE SECURITY A total of 8000 police officers and 3000 soldiers provided the security during the funeral of Kıslalı. As all the state officials were in Kocatepe Mosque, the flight over the region was also prohibited.

[06] MILLIYET (LIBERAL) - ----------------- THIS IS NOT ONLY FUNERAL Turkey became one fist in protecting the principles of Ataturk, the founder of modern and secular Turkish Republic. Ten thousands loathed terrorism and promised to protect the republic. Ahmet Taner Kıslalı, a professor and journalist-writer who was killed in a bomb attack, was burried after a ceremony that lasted for 10 hours. For the first time the deputies shouted slogan in the parliament saying ''Turkey is secularist and remain secularist.'' President Suleyman Demirel, Prime Minister Bulent Ecevit, the leader of the Virtue Party (FP) Recai Kutan, the leader of the Motherland Party (ANAP) Mesut Yılmaz, the leader of the True Path Party (DYP) Tansu Ciller, the leader of the Republican People's Party (CHP) Altan Oymen and the Chief of General Staff General Huseyin Kıvrıkoglu all participated in Kıslalı's funeral. Devlet Bahceli, the leader of the Nationalist Movement Party (MHP) and Deputy Prime Minister who was in Bitlis didn't attend the ceremony.

[07] SABAH (LIBERAL) - -------------- SEARCH FOR ASSAILANT Saadettin Tantan, the Minister of Interior started to search for the assailants who staged the bomb attack against Ahmet Taner Kıslalı, a professor and journalist- writer. Tantan set up a special team. Police produced likeness of the five assailants including one woman. The police also investigate the mysterious Turk who was captured in Chios island of Greece.

[08] ECEVIT AND HIS WIFE VERY SORRY Prime Minister Bulent Ecevit and his wife Rahsan Ecevit seemed very sorry during the funeral of Ahmet Taner Kıslalı. Ecevit didn't react to protests of certain groups against politicians.

[09] CUMHURIYET (LEFT) - ---------------- TIME TO UNITE We said farewell to our columnist and former Minister of Culture Prof. Ahmet Taner Kislali at a funeral attended by ten thousands of people. ''Turkey is secular and it will stay secular,'' slogan echoed in Ankara's roads. ''If we unite, writers will not be murdered,''Ilhan Selcuk, the Editor-in-Chief of Cumhuriyet said when he spoke at the funeral. Selcuk also noted that ''Cumhuriyet Newspaper has become a target board left on its own''. ''Cumhuriyet Newspaper and Republic are inseperable,'' Selcuk said.

[10] HIS STUDENTS ARE DETERMINED TO ASK FOR EXPLANATION The students of Prof. Ahmet Taner Kislali said farewell to their teachers who taught political sciences for 20 years at Ankara University's Faculty of Sciences. ''They left our lesson incomplete. But we will ask for an explanation from those who killed you,'' they said. For the last time Kislali came together with his students whom he taught democracy culture and discussed Turkey's current problems. All university personnel, rectors of 72 universities, his colleagues, friends and students attended Kislali's funeral on Saturday.

[11] RADIKAL (LEFT) - --------------- IRAN SCENERIO According to military sources, Tehran who held Turkey responsible for student incidents in Iran, is behind Kislali's assasination. The sources said Kislali was followed for a long time. Packages that looked like garbage was left on his car several times and he was tested. The assasination is expected to cause chaos in Iran as much as it did in Turkey. Military sources insist on the links between the assasination and Iran supported terrorist organization.

[12] TÜRKİYE (RIGHT) - ---------------- MAY THIS BE THE LAST TIME Ten thousands of people came together at the funeral of Prof. Ahmet Taner Kislali on Saturday. They shouted slogans and asked the government to find the murderers. Five seperate ceremonies were held for Kislali at the Parliament, the Great Theatre, Ankara University's Faculty of Communication, Cumhuriyet Newspaper and Kocatepe Mosque. President Demirel, Prime Minister Bulent Ecevit, leaders of political parties and Chief of General Staff Kivrikoglu also attended the funeral. The French Newspaper Le Monde wrote that the attack targeted political and social instability.

[13] IMF WANTS STAND-BY AGREEMENT The International Monetary Fund (IMF) delegation headed by Carlo Cottarelli which will come to Turkey on November 2 will discuss technical and political aspects of the stand-by agreement. The IMF authorities said that they were willing to sign the agreement once Turkey's ''letter of intention'' is approved at the IMF Executive Directors Board. The IMF delegation is expected to spend 15 days in Turkey.

[14] ZAMAN (CONSERVATIVE) - -------------------- SELCUK ''WE KNOW WHO STAGED BOMB ATTACK'' Ilhan Selcuk, the chief columnist of Cumhuriyet newspaper said that ''we know who committed this murder and we say enough. We loathe those who committed this murder.''

[15] PRESIDENT DEMIREL AND PREMIER ECEVIT IN DIYARBAKIR

[16] DIYARBAKIR, Oct 24 (A.A) - President Suleyman Demirel and Prime Minister Bulent Ecevit arrived in southeastern province of Diyarbakır on Sunday. Yıldırım Akbulut, the Parliament Speaker came to Diyarbakır together with President Demirel. Demirel, Akbulut and Ecevit will participate in the opening of ''South East 99 Second International Trade and Industry Fair'' and Diyar Galeria Shopping Center in Diyarbakir. They will later proceed to Lice county of Diyarbakır and attend the foundation laying ceremony of Lice Facilities of Toprak Holding Co.

[17] PRIME MINISTER ECEVIT TO OPEN ISRAELI PREFABRICATED VILLAGE IN SAKARYA WITH ISRAELI PM BARAK

[18] ANKARA, Oct 24 (A.A) - Prime Minister Bulent Ecevit will leave for Sakarya province on Monday to open the Israeli prefabricated village together with Israeli Prime Minister Ehud Barak. After the ceremony in Sakarya, Ecevit and Barak will come together in Prime Ministry office in Ankara and hold a joint press briefing. Ecevit will host a dinner in the honour of Israeli Premier Barak the same evening.

[19] DEMIREL, AKBULUT AND ECEVIT IN DIYARBAKIR

[20] DIYARBAKIR, Oct 24 (A.A) - President Suleyman Demirel, Parliament Speaker Yıldırım Akbulut and Prime Minister Bulent Ecevit participated in the opening of ''Diyar Galeria Shopping Center'' in Diyarbakır province. President Demirel said that ''persons living in Diyarbakır deserve everything.'' Premier Ecevit hoped that this big shopping center to be beneficial for people living in Diyarbakır and the region. Demirel, Ecevit and Akbulut later left for Lice to participate in the foundation laying ceremony of Lice Facilities of Toprak Holding Co.

[21] TURKISH AND TRNC AGRICULTURE MINISTRIES AGREE TO DEVELOP COOPERATION IN AGRICULTURE

[22] LEFKOSA, Oct 24 (A.A) - After completing his contacts in Turkey, Rauf Denktas, the President of Turkish Republic of Northern Cyprus (TRNC) returned to Cyprus on Sunday. Upon his return, Denktas told reporters that the cooperation between TRNC and Turkey was the assurance of a good future for Turkish Cypriots. Denktas said he visited South East Anatolia and praised the South East Anatolia Project (GAP). Turkish people's excitement about the Cyprus issue give him morale, Denktas said and stressed that Turkey would never make any concessions about the Cyprus issue. In the meantime, Husnu Yusuf Gokalp, the Minister of Agriculture and Rural Affairs said he had the chance to see the agricultural activities in TRNC during his visit to the island. The Agriculture Ministries of Turkey and TRNC agreed to further develop the cooperation between the agriculture sectors within the framework of the ''Agricultural Cooperation Protocol'' signed on January 24, 1997. Gokalp said a delegation from TRNC Agriculture Ministry will come to Turkey soon to have contacts with Turkish Agriculture Ministry. TRNC has a need for two silo facilities each with a capacity of 5000 tons or four of them with a capacity of 2500 tons, Gokalp explained. The two countries will also cooperate in fishing. Turkish fishermen will be allowed to enter and get fuel from TRNC ports. Turkey will provide the farmers in TRNC with the cattle vaccination they need. The TRNC farmers will be offered the same conditions with the Turkish farmers while buying vaccination from Turkey.

[23] 54TH FOUNDATION ANNIVERSARY OF U.N.

[24] ANKARA, Oct 24 (A.A) - Prime Minister Bulent Ecevit said on Sunday that Turkey which extends support to all efforts of the U.N. in the fields of global peace, security and development, will continue to contribute to such kind of efforts. Ecevit issued a message upon the 54th foundation anniversary of the United Nations (U.N). ''This year the number of the U.N.'s members increased to 188 from 185. U.N. has contributed a lot to decolonization process, strengthening the international law, protecting human rights and providing humanitarian aid to countries which are in need of that,'' said Ecevit. The success of the U.N is also the success of the whole humanity, stressed Ecevit. He underlined the fact that the respect and persuasiveness of the UN. should be protected. ''Millennium General Assembly which will convene in the beginning of 55th General Assembly meeting next year will be a very valuable opportunity to determine how U.N. will welcome the 21st century,'' he added.

[25] 54TH FOUNDATION ANNIVERSARY OF U.N

[26] ANKARA, Oct 24 (A.A) - President Suleyman Demirel said on Sunday that the United Nations (U.N) has many important targets such as peace keeping, preventing conflicts and poverty, installing social justice, encouraging economic development and protecting environment. Demirel issued a message upon the 54th foundation anniversary of the U.N. ''We've seen once again the concrete example of Turkey-U.N. solidarity by the material and spiritual support the U.N. showed to Turkey following the major earthquake in Marmara region of Turkey on August 17, 1999. We wish continuation of lofty targets of the U.N. to bring together the humanity,'' he said.

[27] 54TH FOUNDATION UNIVERSARY OF UN - FOREIGN MINISTER CEM POINTS OUT THE IMPORTANCE OF REFORMS WITHIN UNITED NATIONS

[28] ANKARA, Oct 24 (A.A) - Foreign Minister Ismail Cem, in a message he released on the 54th foundation anniversary of the UN, said he believed that the UN's reforms would help to end conflicts and poverty and increase the economic and social welfare in the world. Next year, the 55th General Assembly of the UN will hold a millenium meeting where it will evaluate the UN's activities since its foundation and also decide over the role it will play in the 21st century, Cem said in his message. Since its beginning, the UN protected the humanity from another world war disaster and took important steps about human rights and the superiority of justice. ''The UN opened the way to end colonialism. It helped to transport humanitarian aid to whereever it is needed. It worked to increase the welfare level in world's nations, recover health and education conditions and protect the environment,'' Cem continued. The difficulties the UN sometimes faced while fulfilling its responsibilities in constantly changing international conditions highlight the need for reforms which was introduced by UN Secretary General Kofi Annan in 1997, Cem said. Countries also have big responsibility to work for the UN's success, Cem said and called on countries to give the UN their political support. As a founder member, Turkey is ready to offer all kinds of support to the UN on the brink of the 21st century to help the UN reach its targets, Cem stressed.

[29] ISRAELI PRIME MINISTER BARAK TO COME TO TURKEY ON MONDAY

[30] TEL AVIV, Oct 24 (A.A) - Ehud Barak, the Israeli Prime Minister will come to Turkey for a one-day visit on Monday. Barak will be the first Israeli Prime Minister who will officially visit Turkey. The visit of the then Prime Minister Ben Gurion in 1958 was kept secret. Israel also had not responded to Tansu Ciller and Mesut Yilmaz's visits because of political developments in Turkey and Israel. Barak, due to his busy schedule, will not be able to stay longer in Turkey. The Israeli Prime Minister, during his one-day visit, will attend the opening of the prefabricated huts in Adapazari whose construction was financed by Israel. The prefabricated huts cost Israel 19 million U.S. dollars and will house 3,000 people. Prime Minister Bulent Ecevit will also be present at the opening. Barak will be accompanied by 15 Israeli youths who come from the developing regions of Israel. It was reported that Barak wanted to show the young generation how important it was for Israel to help its allies and to people who were hit by a disaster. Israel gave great support to Turkey starting from the first days of the disaster. It sent a rescue team of 400 people and a mobile hospital with 100 beds. It also had a cash contribution of millions of U.S. dollars which was collected by Israeli people for quake survivors in Turkey. Barak and Ecevit will later go to Ankara where Barak will come together with President Suleyman Demirel, Minister of Defense Sabahattin Cakmakoglu and Chief of General Staff Huseyin Kivrikoglu.

[31] ISRAELI PRIME MINISTER BARAK TO COME TO TURKEY ON MONDAY

[32] TEL AVIV, Oct 24 (A.A) - Ehud Bark, the Israeli Prime Minister who is coming to Turkey on Monday will have a busy schedule during his one-day visit. The Israeli Prime Ministry said Barak will discuss purchase of water and defense issues with Turkish authorities. The Israeli Haaretz Newspaper wrote ''Barak to speak water and arms with Turks'' about his visit. Development of economic relations, the Middle East peace process and Turkey- EU relations are also expected to be discussed during his contacts. Israel which is experiencing a severe drought is interested in purchasing Manavgat's water. The water is planned to be transported to Israel by fleets. Turkey and Israel could sign an agreement about the water purchase during Barak's visit. Another long term project suggests the transportation of Turkish water to Israel through a pipeline which will be built on the sea ground. Barak will also discuss the sales of remote control air and sea vehicles to Turkey. The co-production of Popeye-2 is another subject that might come up during his visit. Israel's proposals over the modernization of Turkish Armed Forces will also be reviewed. The U.S. does not encourage Turkey to coopeate in the production of Arrow defense systems which is an Israel-U.S. joint projects. Israel has been trying to convince the U.S. administration over the subject. Barak will also hold talks about the further improvement of cooperation in military training between Turkey and Israel. On Monday, he and Turkish authorities could agree on a date for ''search and rescue operation'' which will take place in the Mediterranean. Turkey, Israel and the U.S. will join the operation. Struggle against terrorism and the mass destruction weapons possessed by Iran and Syria will be another point of focus during Barak's visit. Turkey expects more participation from Israeli firms in the South Eastern Anatolia Development Project (GAP). Agreement has already been reached with some Israeli firms which will undertake a portion of irrigation projects in the GAP. Barak will evaluate the progress made in 35 projects which Turkey and Israel agreed to cooperate during President Demirel's visit in Israel in July. Barak will brief Israel's efforts to help Turkey enter the EU and activities of the Greek Defense Minister Cohocopulos in Israel. Ankara has worries about agreements reached between Greek and Israeli governments in defense field. Israel, on the other hand, states that it could sustain good relations with both countries. This will be the first discussions between the Barak administration and Turkish authorities. Barak, when Demirel visited Israel after Barak won the elections, had assured him that Turkish- Israeli relations would not change. Barak and his delegation will return to Israel on Monday night after having dinner with Prime Minister Bulent Ecevit.

[33] FOREIGN MINISTER CEM RETURNS TO TURKEY

[34] ISTANBUL, Oct 24 (A.A) - Foreign Minister Ismail Cem returned on Sunday to Turkey after wrapping up his contacts in Venezuella and Cuba. Cem was welcomed by Gultekin Undey, the Deputy Governor of Istanbul at Ataturk Airport. Later Cem left for Ankara.
