    HURRIYET (LIBERAL)

    AMNESTY CHAOS
    The decision of the Constitutional Court which broadened the scope of the ''press amnesty'' created a debate among jurists. According to some jurists, the postponement of the execution of punishments which were earlier given only to journalists will now also cover all crimes of ''thought.'' Another part of the jurists think that all the crimes, not only those related to ''thought'' will be covered by this decision. They note that the execution of punishments (less than 12 years imprisonment) given to all crimes will be postponed.

    GOVERNOR'S REACTION
    The parents of high school students started a campaign in Senir hamlet of southern Isparta province for dismissal of blind philosophy teacher Ibrahim Er from school. The parents of 43 students collected signatures and applied to the National Education Ministry. Isparta Governor Ibrahim Dasoz condemned those who started the campaign by saying that ''this teacher will remain in the school, he is very successful. Maybe he is disabled, but those who fight with him are more blind than him.''

    MILLIYET (LIBERAL)

    70 PERCENT OF PEOPLE SUPPORT EU MEMBERSHIP
    Acoording to the poll carried out by the paper, the ratio of those who don't want Turkey to join the European Union (EU) is only 9,9 percent. The majority of the people thinks that Turkey should join the EU. The percentage of those who support the equality of the identity and cultural rights for EU membership is 62 and those who want the country to abide by Copenhagen criteria is 69.

    TURKISH DEMONSTRATION DELEGATION DUE IN PRAGUE
    Turks will also be among those who will protest the meetings between the International Monetary Fund (IMF) and the World Bank in Prague, the Czech Republic which will start on Tuesday. The Turkish demonstration delegation is composed of representatives of associations and trade unions and there are 11 women among them.

    SABAH (LIBERAL)

    GOOD NEWS FROM FAULT LINE
    We are a little bit pleased by the research carried out in Marmara by the French research ship ''Le Suroit.'' The ship examined the Marmara fault line and got important information. Prof. Naci Gorur, the Head of TUBITAK Marmara Research Centre said that the fault lines in Marmara has two parts. The long one which is 110 kilometers is between Tekirdag and Central Marmara. The second part which is 65 kilometers reaches Izmit Bay in two branches. In a possible quake, this fault will probably be broken in two pieces, but it can also break in one piece. If it is broken in two pieces, the magnitude of the earthquake will be less than 7,0 on the Richter scale, but if it is broken in one piece, its magnitude can be 7,6 on the Richer scale.

    CUMHURIYET (LEFT)

    ENERGY CRISIS
    The Ministry of Energy will bring onto agenda the package of measures in the field of electricity savings in today's cabinet meeting. A crisis erupted in the energy sector as the state started to rely on the private sector and didn't invest in public sector anymore. The Ministry of Energy and Natural Resources continued to take too much electricity from the hydroelectric dams in spite of the warnings of the State Water Works (DSI). DSI thinks that if Keban dam is taken out of the sytem, the system can collapse in the whole country.

    ZENGIN'S WORDS ARE EXAMINED
    The prosecution took action when Bahri Zengin, the Virtue Party (FP) Deputy Leader told a local television channel that ''the military guides the government and the judiciary.'' Mugla Chief Prosecution started to examine the video tape of Zengin's speech.

    RADIKAL (LEFT)

    MEASURES IN ENERGY
    The Council of Ministers will take up short term and medium term measures against the ''energy bottleneck'' today. The Ministry of Energy will propose the cabinet to make savings in energy and to undertake investments.

    HONOURARY REWARD TO YASARGIL
    Hacettepe University gave ''honourary reward'' to Professor Gazi Yasargil, a world-famous brain surgeon yesterday. Yasargil, who works in Arkansas University in the U.S., received his reward in a ceremony. Today Yasargil will get ''state medal'' from President Ahmet Necdet Sezer.

    YENI BINYIL (LIBERAL)

    DEMOCRACY CALENDAR
    The Council of Ministers will discuss the legal and administrative changes that Turkey must do for her full membership to the European Union (EU). The main elements of the ''road map'' that will bring Turkey to EU membership have been determined. The report titled ''Measures Turkey must take in line with Copanhagen Criteria'' which was prepared by the Human Rights Coordinator Supreme Board will be discussed in the cabinet.

    HERE IS THE CALENDAR
    ''Till the end of 2000, Human Rights Chairmanship will be founded and the system of ombudsmanship will be formed. Till the end of 2001, the rights to freedom of thought and freedom of expression will be put in practice, the Turkish Penal Code will be amended, the decisions of the European Court of Human Rights will be binding and the the protocol which foresees the abolishment of the death penalty will be signed. Till the end of 2002, the Anti-Terrorism law will be renewed, political parties code will be arranged, the crime of thought will no longer exist, the state of emergency law will be democratical, civilians will not be tried at military courts and the National Security Council (MGK) will be civilian. Till the end of 2004 compensation will be given to victims of terrorism,'' noted the report of the Human Rights Coordinator Supreme Board.

    TURKIYE (RIGHT)

    OPERATION IN TUNCELI
    The operation staged last night against the terrorist organization PKK members in the rural area between Tunceli and Bingol provinces of the Eastern Turkey, continues. Four terrorists were killed in the operations which are backed by air forces.

    ORTHOPEDIC ARMCHAIR FOR OCALAN
    The family of Abdullah Ocalan, the head of the terrorist organization PKK who was sentenced to death, sent an orthopedic armchair to him.

    ZAMAN (CONSERVATIVE)

    BAD MARK TO TURKEY
    According to the report of the United Nations Population Fund (UNFPA), the violence against women and girls is widespread in the world. UNFPA also gave bad mark to Turkey as ''nearly 700 mothers died in Turkey while giving birth during the last 20 years. 81 percent of the births take place by the help of the medical personnel, but one out of five births take place in houses without having any medical assistance.''

    TURKISH LAWYER'S SUCCESS
    Aysen Onen, a Turkish lawyer has been elected as the deputy chairman of the International Federation of Women Lawyers which has the right to represent U.N., UNESCO and World Health Organization.

    ''WE ARE VERY PLEASED TO DO BUSINESS IN TURKEY''
    ISTANBUL - Count Anton Wolfgang von Faber-Castell, who is managerial partner of A.W Faber-Castell Group which is one of the biggest partners of Adel Kalemcilik (Pens) of Anadolu Group, said on Wednesday that he is a friend of Turks and he is very pleased to do business in Turkey.

    Count Faber-Castell attended the promotion meeting of ''Graf von Faber- Castell'' pen collection of Faber-Castell in Turkey.

    Speaking in the meeting, Count Faber-Castell said that they have a professional partnership with Anadolu Group for more than 30 years which is based on respect and trust.

    ''I was very small in the years of Korean War, I read the stories of Turkish soldiers' heroism in the newspapers and I felt admiration for Turkey. My father was also a great friend and admirer of Turkey. We also know that Turkey is a special potential market and it has strategic status due to the position of her neighbours. We are very happy to do business with Anadolu Group in Turkey,'' he said.

    [03] TURKISH SPORTSMEN TO COMPETE IN 6 DIFFERENT CATHEGORIES IN SYDNEY 2000

    SYDNEY- Turkish sportsmen will compete in 6 different categories in Sydney 2000 on Friday.

    Men's National Archery Team will take on Japan in the first round of the Olympics shooting event.

    In the opening day of the athletism races, Ebru Kavaklioglu will run the elimination races of 5000 meters on Friday.

    Selim Paliani in 60 kg boxing will take on his American rival David Jackson, and Akin Kakauridze in 75 kg boxing event will take on his South Korean rival, Jung Bin-In on Friday.

    Meanwhile, Ayse Kilci, who is expected to win a medal in the Olympic Games, will also compete on Friday in 25 meters shooting event.

    Selim Tataroglu, one of the favourites of his weight in Judo event will make his first match with his Georgian rival Alex Davidashvili on Friday.

    Mehmet Yilmaz and Ayhan Cicek will compete in weight lifting (B) finals on Friday.

    [04] THE NUMBER OF TOURISTS VISITING TRABZON INCREASES

    TRABZON- The number of native and foreign tourists who visited northern Trabzon province in the first eight month of 2000 has increased 40 percent compared to last year.

    The officials from Tourism City Administration said on Friday that, 472 thousand 414 native tourists, 109 thousand 364 western tourists, 14 thousand 419 tourists from Commonwealth Countries had visited Trabzon. In total, 596 thousand 197 tourists visited Trabzon during the first eight months of the year.

    A total of 424 thousand 516 tourists, including 300 thousand 969 native, 84 thousand 328 from western, and 39 thousand 219 from Commonwealth of Independent States (CIS), visited Trabzon in the same period of last year.

    The native tourists prefer to visit the Ataturk House and Uzungol village while the western tourists prefer to visit Sumela Monastery and Agia Sophia Museum in Trabzon.

    The officials noted that the number of western and native tourists visiting the region increased while the number of tourists from CIS countries decreased.

    [05] 6TH INTERNATIONAL BLACK SEA INDUSTRY AND TRADE FAIR TO BE HELD IN TRABZON

    TRABZON - ''6th International Black Sea Industry and Trade Fair'' will start in northern Trabzon province on September 30.

    In the fair, various products such as computers, electronic appliances, automobile, textile products, food, cleaning products, home and office furnitures, work machines, and medical appliances will be exhibited.

    The meetings, seminars, publicities, and other informative services will be provided via cinevision which will be constructed in the fair.

    Officials, businessmen, and trade delegations from Turkey, Azerbaijan, Georgia, Iran, and Russian Federation, are expected to visit the fair.

    The fair will end on October 8.

    [06] TURKEY-ISRAEL ECONOMIC CONSULTATION MEETING

    ANTALYA- Antalya branch of the Maritime Trade Chamber (DTO) prepared a report on maritime trade for Turkey-Israel Economic Consultation meeting that will be staged between 3-6 October.

    Maritime Trade Chamber's Antalya branch officials said on Thursday that issues such as the free trade agreement between the two countries, cooperation in free zones, ship building and repair, transfer of information and technology and cooperation in maritime field will be discussed in the meeting that will take place in Israel.

    The water export from Manavgat brook to Israel which is known as ''Peace Water Project'' by the public opinion will also be discussed in the meeting.

    DTO Antalya branch officials said that they prepared a report on maritime trade between the two countries, adding that the report foresees speeding up the transportation of containers between Turkey and Israel, increasing the contanier capacity of Antalya port which is 1,200 to 6,000, bringing ships which carry tourists to Antalya and the transportation of the water from Manavgat brook to Israil by Turkish-flagged ships.

    [07] THE TRACES OF THE NOAH FLOOD ARE SEARCHED IN THE BLACK SEA

    SAMSUN - The under-sea researches to find the traces of the Noah Flood are continuing in the Black Sea. The researches are mainly being held at Inceburun coast of northern Sinop province.

    Ayhan Nasuhbeyoglu, the governor of Sinop told the A.A correspondent that they were closely following up the researches and in case new findings which would attract the attention of the world were discovered, they would announce them in a press conference on Sunday.

    The researches are being carried out by a scientist group led by Robert Ballard, an undersea scientist who discovered the remains of Titanic. During the researches, undersea is being scanned by sonar appliances while the sea is being filmed via undersea camera.

    The efforts are intensified in a region which is considered to be a river bed formerly. The remains of a settlement unit dating back to 7,000 years ago and fresh water sea shells were also found.

    Only under-sea investigations were being held, said the officials and noted that an official permission from the Culture Ministry was necessary to bring the remains into day light.

    The findings will undergo a radiocarbon test to find their exact ages and scientist say that following this process, they could have an idea, on whether the findings belong to Noah Flood period or not.

    The researches in the Black Sea had started in 1996 within the scope of ''Black Sea Trade Project''. These researces were held to reveal the role of Sinop in Antique Period Black Sea trade. Undersea researches had started in 1998 and on September 9, 2000, new findings which were reckoned to belong to the Noah Flood were found.

    [08] THE TRAIN TOURS BETWEEN ISTANBUL AND ALMATY TO START IN 2001

    ALMATY- The Almaty-Istanbul train tours aiming at facilitating the transportation between the Middle East Republics and Turkey will start in 2001.

    The Trans-Asian railway project is currently being discussed in Almaty, in a meeting which the railway officials of ECO countries are attending.

    Abilay Mirzahmetov, the Chairman of Kazakh railways, gave information about the Almaty-Istanbul railway project on Thursday.

    Mirzahmetov said, a working group would be formed for the project and that new solutions would be found for cost and customs procedures.

    Mirzahmetov reminded that the meeting was aiming at implementing the decisions of the transit transportation agreement signed by the Transportation Ministers of ECO countries in April in Islamabad.

    Mirzahmetov said, they were targetting to start the railway transportation at Almaty-Tashkent-Tehran-İstanbul line in the first months of the coming year.

    Mirzahmetov noted that, container transportation via this line will also be discussed.

    [09] TURKISH FAIR COMPANY ORGANISES TWO INTERNATIONAL FAIRS IN ALMATY

    ALMATY- Senexpo, an international fair organization company, organizes two international fairs in Almaty.

    The ''Ninth International Karkara Fair'' and the ''Second International Kazmod Fair'' started on Thursday in Almaty.

    A total of 130 companies from 10 countries, including Turkey, are participating in Karkara Fair.

    The Kazmod fair in which fashion products are exhibited, started with the participation of 40 companies from nine countries.

    The fairs which were inaugurated by Cinar Aldemir, Turkey's Ambassador in Almaty, will stay open till September 24.

    [10] ''6TH INTERNATIONAL ATATURK DAM WATERS SPORTS FESTIVAL''

    SANLIURFA- The 6th International Ataturk Dam Water Sports Festival started in southeastern Sanliurfa province on Thursday.

    The Water Sports Festival was jointly staged by GAP Regional Development Administration, State Water Works (DSI), Youth and Sports Provincial Directorate, and Turkish National Olympiad Committee.

    A total of 425 local and foreign sporters will attend the festival which will last for two days.

    [11] THOMSON FINANCIAL BANKWATCH UPGRADES

    CREDIT NOTE OF PAMUKBANK
    ISTANBUL - Thomson Financial Bankwatch, one of the international leading rating organizations, upgraded Pamukbank's credit note from B/C to D.

    A statement released by Pamukbank said Thomson Financial Bankwatch said strong capital structure, active quality, and increasing income capacity of Pamukbank were influential in the decision of Bankwatch to upgrade its credit note.

    [12] SWISS DELEGATION VISITS HASANKEYF FOR THE CONSTRUCTION OF ILISU DAM

    HASANKEYF- A Swiss delegation of four who will prepare a report on the construction of Ilısu Dam, visited Hasankeyf township of Batman province, which will be inundated by Ilısu Dam.

    The delegation led by David Syz, the state secretary of economics, visited Ahmet Erdogdu, the governor of Hasankeyf on Thursday. During his visit, Syz noted that they came to Hasankeyf to examine the effects and the implementation of the project and that they will prepare a report on the issue.

    Syz said that the Swiss government considered the construction project of the dam positively and added that they will give the necessary support if environmental and resettlement reports resulted positively.

    Syz stressed that the project would contribute to the agriculture and industry of the region and said they will give a decision on the matter in a few months' time.

    Ahmet Erdogdu said, the construction of the dam will provide job opportunities to 6 thousand people and that this number will exceed 20 thousand in the coming years.

    Erdogdu reminded that in case the dam was constructed immediately, new settlement places will be determined in Hasankeyf, and a new city with infrastructure would be built.
