TURKISH PRESS REVIEWWEDNESDAY AUGUST 21, 1996Summary of the political and economic news in the Turkish press this morning[01] ERBAKAN ENDS 10-DAY TOUR IN INDONESIA AND RETURNS HOMEPrime Minister Necmettin Erbakan and Indonesian President Suharto on Tuesday agreed to expand economic ties. "Both leaders viewed the prime minister's visit as the start of a new momentum to expand political, economic and cultural ties" State Secretary Murdiono said after talks between the leaders in the Indonesian capital. Erbakan left for Turkey after the talks, thus ending a 10-day tour of five countries including Iran, Pakistan, Singapore and Malaysia apart from Indonesia.Murdiono said the two sides were working on agreements to avoid double taxation and to provide investment protection guarantees. He said the two countries had agreed to study further cooperation in strategic industries, such as shipping and aircraft. Erbakan told a luncheon meeting of the Indonesian Chamber of Commerce that bilateral trade would increase at least 10-fold from the current annual $200 million. He said the focus would be on sectors related to defence, tourism and aeronautics. Erbakan gave information about the Black Sea Economic Cooperation (BSEC) Organization. He also noted that the Economic Cooperation Organization (ECO) set up between Turkey, Iran and Pakistan had been expanded to include Azerbaijan, the Central Asian Republics and Afghanistan. Erbakan stated that when the Baku-Ceyhan pipeline proposal was realized, Turkey would be an important energy terminal. He added that Turkey would also be a bridge between the European Union and the Islamic world. /Sabah/ [02] TERRORISTS KILL THREE, INJURE EIGHT IN SIVASA group of terrorists killed three people, including one child and injured eight others late on Monday night, after stopping a group of vehicles on the road between Sivas and Ordu near the district of Koyulhisar. The terrorists stopped three cars and a truck and forced the occupants to get out of their vehicles. Later, they raked them with machine-gun fire, killing three people -two women and a two-year-old child.Those injured were rushed to a hospital in Sivas. There were no details from official channels as to the number of terrorists or about organization to which they belonged. Security forces have started a widespread investigation into the incident. /Cumhuriyet-Milliyet/ [03] ANTI-TERRORISM OPERATIONS CONTINUE IN THE SOUTHEASTSecurity forces killed 16 militants of the PKK terrorist organization during operations in southeastern province of Hakkari. According to the office of the emergency rule region, in the operations to sweep PKK militants from the region, six militants were killed in the Yesiloz area, three in the mountainous area of Yuksekova and seven near Semdinli. One militant surrendered in Batman's Kozluk district. During the operations, one member of the security forces was killed. Meanwhile, 43 militants were arrested after questioning in the southeastern provinces of Diyarbakir, Bitlis, Bingol, Elazig, Tunceli and Van. /Sabah-Milliyet/[04] PKK LAUNCHES ROCKET ATTACK ON SUBGOVERNOR'S OFFICEMilitants of the PKK terrorist organization on Monday fired at a number of state-owned buildings in the Baskale district of the eastern province of Van. Using rockets and long-range rifles the militants fired upon the buildings from a nearby mountain. According to the Anatolia news agency, the militants were aiming at buildings which included the office of the area's subgovernor and military quarters. Security forces have launched an operation to capture the militants involved. /Cumhuriyet/[05] TWO KILLED IN POLICE RAIDSecurity forces killed two militants from the Revolutionary Peoples Liberation Party _Front (DHKP-C) after breaking into a safe house in an operation early on Tuesday morning in Istanbul's Eyup district. Security forces found various types of guns, explosive materials and illegal documents stashed inside the safe house. /All papers/[06] DENKTAS ACCEPTS PROPOSAL FOR JOINT STATEMENT WITH CLERIDESTurkish Cypriot President Rauf Denktas has accepted a proposal by UN special representative to Cyprus, Gustav Feissel, to meet with Greek Cypriot leader Glafkos Clerides and issue a joint statement aimed at restoring calm on the island. Visiting Feissel in his residence in Cyprus, Denktas said he considered the proposed joint statement as useful and necessary in terms of giving the public a positive message. He said Feissel had told him that he had given the text of the proposed message to Clerides. Feiessel, for his part, said that he expects a response to his initiative from the Greek Cypriot leader within the next day or two. /All papers/[07] ALBANIAN MILITARY DELEGATION IN TURKEYA delegation of Albanian military officers headed by Major General Armando Vincani, the deputy chief of general staff, has arrived in Turkey to meet with top military officials here for an exchange of views on military issues. Albania has been seeking to join NATO since the early 1990s. Last year Turkey and Albania signed an agreement envisaging cooperation on military issues. Major General Vincani and the rest of the delegation are scheduled to leave Turkey on 22 August. Last month, a contingent of 40 Turkish soldiers took part in the Peaceful Eagle '96 military exercise in Albania held under the auspices of NATO's "Partnership for Peace" programme. /All papers/[08] OVER 6,000 NEW FIRMS ESTABLISHED IN JULYIn July, 6,837 new companies were established, with total capital of TL 11.659 billion, the State Institute of Statistics (DIE) revealed on Tuesday. The figures reveal that 1,273 of these new companies will operate in the wholesale and retail trades, 1,175 in the health and social services sector, 791 in construction, and 309 in other social and individual services. The rest of the companies will operate in the transportation, forestry, mining and communications sectors.According to the statistics, in July, 781 firms increased their capital by a total of TL 43.582 billion, while 14 firms, with a total capital of TL 968 million, altered their legal status. /All papers/ [09] GREECE TO PROTEST TURKEY AIR SPACE VIOLATION NEAR CRETEThe Greek government will protest the alleged violation of Greek airspace by Turkish F-16s near the Greek island of Crete in the Aegean Sea. According to the Athens news agency (ANA), Turkish F-16s entered Greek airspace and were involved in air refueling training on Tuesday morning. The agency claimed that the Turkish Air Force (TuAF) plan, detailing flight plans for the day and given to Greek officials, was not detailed enough. The agency said that Greek officials have launched an investigation into the violations.Meanwhile, just hours after the alleged Turkish F-16s' flights through Greek airspace south of Crete, US jets also carried out air refueling training flights in Greek airspace. Greek officials will also protest this case, the agency said. /Sabah/ [10] SECURITY MEETINGAs Osman Ocalan, brother of the PKK terrorist organization leader Abdullah Ocalan, attends celebrations of the Kurdistan Democratic Party (KDP) headed by Mesud Barzani, the Turkish state is on the alert. Deputy Prime Minister and Foreign Minister Tansu Ciller, Deputy Chief of General Staff Gen.Cevik Bir, General Secretary of National Security Council Ilhan Kilic, Undersecretary of National Intelligence Agency Sonmez Koksal and Foreign Ministry Undersecretary Onur Oymen held a meeting yesterday and discussed the new measures to be taken against the KDP. It is reported that some restrictions will be made in humantarian aid being sent to the KDP and even access of KDP members from Iraq to Turkey be limited. Moreover, if the KDP and Patriotic Union of Kurdistan (PUK) continue to stand by the PKK until the end of the year, the Turkish government will review its decision regarding the continuation of the mandate of the "Provide Comfort" which takes these organizations under protection. /Milliyet/[11] TURKISH ENERGY MINISTER TO LIBYAMinister of Energy, Recai Kutan, will go to Libya to hold talks on selling Manavgat water and collecting outstanding payments due to Turkish construction firms. Kutan said that he would also discuss the creation of new job opportunities for Turkish businessmen in Libya.Recai Kutan also expects to go to Syria to organise a meeting between Syria, Iraq and Turkey to discuss the share of water from the Tigris and Euphrates Rivers. /Hurriyet-Milliyet/ [12] U.S.:"WE DO NOT HAVE ANY CONNECTION WITH MED-TV"The U.S. has announced that a declaration by MED-TV about the signing of a new contract with an American company was not true. The U.S. Embassy in Ankara reported that the International Communications Satellite Agency (Intelsat) was not an American company and that the U.S. administration did not have any authority to approve the agreements of Intelsat which conducts its activities abroad, said the report. It continued by saying that MED-TV had signed a contract to broadcast on 12 August with a Belgian firm, Roj SA, based in Britain. The statement stressed that the American government was against PKK terrorists and their activities. /Sabah/[13] MOST POWERFUL FLEET OF THE BLACK SEA IN TURKEYBlack Sea Commander of the Russian fleet, Victor Krafchenko, who went to Bulgaria with the battleship Kreck, which has a 460 men crew, said that Turkey had the most powerful fleet in the Black Sea region. In his press meeting Krafchenko said that Russia would have to improve its fleet in line with economic developments in his country. /Cumhuriyet/[14] RUSSIA WARNS TURKEY ABOUT TERRORISMRussia wants Turkey to struggle against terrorist activities. Russian Foreign Ministry spokesman Mihail Demurin said that although Ankara was officially impartial towards the Chechen issue, Moscow was highly disturbed with rumors regarding some non-governmental associations in Turkey continuing to help Chechen guerillas.Demurin noted that during his visit to Ankara he had also explained the Russian approach to the Kurdish problem. /Milliyet/ [15] ATHENS REJECTS COMPENSATION DEMANDThe Greek government claims that Turkey's request for compensation for damage as a result of attacks against the Turkish Embassies in Rhodes and Komotini was not "serious".Government spokesman, Dimitris Reppas said in a statement that Turkey should look for more "serious" reasons if it believed that it was defending a just case. Reppas added that Turkey should apply to every necessary organ to seek compensation. Greek Foreign Minister Theodor Pangalos went to Iran yesterday on the offical invitation of his Iranian counterpart Ali Ekber Velayeti.
