    Summary of the political and economic news in the Turkish press this morning

    [01] A 'SECURITY ZONE' TO BE SET UP

    Ankara is seriously considering a 'security zone', up to 10 kilometres deep in places, on the Iraqi side of the border to prevent PKK infiltrations into Turkey. The Iraqi Kurdistan Democratic Party (KDP), which now holds Erbil after having ousted the Patriotic Union of Kurdistan (PUK) from Erbil over the weekend with Baghdad's assistance said yesterday it had informed Ankara of its concerns about the increased Kurdistan Workers' Party (PKK) activity in the area. "We feel very concerned about the increased activity. I would say that (Turkey) would be justified in eliminating the troubles" Faik Nerweyi, a KDP representative in Turkey said.

    Meanwhile, the US said yesterday it was not objecting to Turkey's planned creation of a security zone in northern Iraq after Ankara announced it would be 'short-lived' and not involve the deployment of Turkish troops. "We have noted Turkey's intentions and have no objections to the planned zone" State Department Spokesman Glyn Davies said. "There is no great concern at this stage based on what we know, and Turkey's action will anyway have "destabilising effect" in northern Iraq" Davies told a news briefing. "As repeatedly stated, we recognise the right of Turkey to defend itself against terrorism eminating from the PKK" Davies added.

    Turkish troops entered northern Iraq from the region between the Silopi district of Sirnak and the Cukurca district of Hakkari. Meanwhile, the PKK is taking advantage of the authority vacuum in northern Iraq and is massing terrorists along the border, Turkey staged heavy military activity near its frontier with Iraq. /Milliyet/

    [02] AMBASSADOR KANDEMIR ON CNN

    Nuzhet Kandemir, Turkish Ambassador to Washington, stated during a CNN interview on Wednesday evening that Iraqis are people whose words should be taken seriously, "since the situation itself is serious". Ambassador Kandemir, replying to Judy Woodruff's questions, also said the Iraqi foreign minister informed Turkey before hand that such an attack would occur and that the Iraqi troops would withdraw quickly.

    On Turkey's decision to create a "security zone" three to six miles in northern Iraq, "Why is Turkey doing this" Woodruff asked. At this point, Kandemir replied there was confusion concerning which Kurds were directly affected by the planned zone. Kandemir pointed out that Turkey sheltered and fed over half a million Kurdish refugees after the Gulf War, Kandemir also delineated the differences between Barzani's Kurdistan Democratic Party (KDP), Talabani's Patriotic Union of Kurdistan (PUK), and the Kurdistan Workers' Party (PKK). The State Department often refers to the PKK as a vicious terrorist organization. Turkey was considering such a security zone against such Marxist-Leninist terrorist Kurds, and others following Barzani or Talabani, he explained. "We have to make the dinstinction between the two" Kandemir concluded. /All papers/

    [03] PROVIDE COMFORT TO STAY IN SILOPI

    The Provide Comfort Coordination Centre stationed in northern Iraq has been moved from Zakho to Silopi. National Defence Minister Turhan Tayan stated that the Provide Comfort was moved to Silopi in line with Turkey's desire. US Secretary of Defence William Perry phoned Turkish Defence Minister Turhan Tayan two days ago and furnished information about the US military action in northern Iraq. A written statement issued by the Defence Ministry said: "Tayan told Perry on the phone that because of the military action in northern Iraq, there has been an authority vacuum and Turkey has suffered great economic losses. The postponement of the UN No:986 decision affected Turkey negatively. Therefore, this problem should be solved as soon as possible and the Provide Comfort Coordination Centre should continue to stay in Silopi, he said". /Sabah/

    [04] CILLER POSTPONES HER VISIT TO GERMANY

    It is reported that Deputy Prime Minister and Foreign Minister Tansu Ciller's proposed visit to Germany next week, has been postponed. Foreign Ministry Spokesman Ambassador Omer Akbel said that Ciller's visit was postponed because of the recent crisis in northern Iraq. /Milliyet/

    [05] SECURITY FORCES KILL 291 TERRORISTS IN AUGUST

    During military operations carried out in southeastern Turkey in August, 291 terrorists from the outlawed Kurdistan Workers' Party (PKK) were killed by security forces. Most of the terrorists were killed in the emergency rule region's southeastern provinces, including Diyarbakir, Hakkari, Bingol, Tunceli, Siirt, Mardin, Elazig, Batman, Van, Mus and Bitlis. During the operations 161 terrorists were captured and their guns and ammunition seized while 27 terrorists surrendered to the security forces.

    Meanwhile, it is reported that Iran has sheltered nearly 1,200 terrorists in the region close to Turkey's border along the provinces of Van and Agri. Interior Minister Mehmet Agar warned neighbouring countries and said: "They should capture and deliver terrorists". /Hurriyet-Cumhuriyet/

    [06] ENVOYS, TURKISH OFFICIALS DISCUSS IRAQ OIL-FOOD DEAL

    Ambassadors of countries in the UN Security Council met Turkish Foreign Ministry officials yesterday to discuss the delayed oil-for-food deal between the UN and Iraq and compensating Turkey for related losses, a ministry official said. "The meeting was about the implementation of (UN Resolution) 986 and seeking ways to recoup losses incurred on Turkey" said the official.

    Meanwhile, the Wall Street Journal, a mass circulation US daily, has said the opening of the Iraq-Turkey oil pipeline may be delayed until after the American presidential elections in November or even until Christmas.

    On the other hand, it is reported that the cost of the crisis in northern Iraq on the Turkish medicine sector has been $126 million. /Milliyet/

    [07] TURKISH BANKS MOVE TO PREVENT MONEY LAUNDERING

    Turkish banks will ask their customers to declare their personal identification details in a move to prevent money laundering, according to a new regulation published in the Official Gazette on Wednesday. The regulation said
