    Summary of the political and economic news in the Turkish press this morning.

    [01] ANKARA TO ASK FOR CLARIFICATION ON EU STANCE

    Turkey will ask German Foreign Minister Klaus Kinkel to clarify his country's position on Ankara's full membership in the European Union (EU), during his two-day official visit to this country due to start today.

    Ankara believes that Bonn has been "dragging its feet" on this question since a meeting in Rome in January which brought the Turkish foreign minister together with her counterparts from Spain, Italy, England, France and Germany. Turkey will ask the German foreign minister about his country's concrete views on Turkish participation in the European Conference. Official sources announced that expansion of NATO would be also be discussed.

    During the meetings Kinkel will hold in Ankara, economic relations will also be discussed. A delegation of German businessmen will accompany the German foreign minister. The problems of the two million Turks who live in Germany will be another item, especially their right to vote in local elections and new visa requirements for children under 16 years of age. /Milliyet/

    [02] ANKARA READY TO SEND TROOPS TO ALBANIA

    Worried about recent developments in the Balkans, Turkey said on Monday that it was ready to send troops to share in any international effort for Albania and has sent a high-level diplomatic group in an effort to show its concern for the region.

    Foreign Ministry Undersecretary Onur Oymen, accompanied by a high-level military delegation flew to Albania, the first stop in his three country visit which will also include Macedonia and Bulgaria. After arriving in Albania, Oymen said that Turkey believes that Albania can asolve its problems and crisis by itself, but added that it was ready to send troops in support of any international effort for Albania./All papers/

    [03] DEMIREL PRAISES PAKISTAN'S EFFORTS TO PRESERVE DEMOCRACY

    President Suleymen Demirel, on the third day of his official visit to Pakistan, met newly-elected Prime Minister Nawaz Sharif on Monday and complemented him on his efforts on behalf of democracy in his country. Demirel received Sharif at Punjab House where he stayed while in Islamabad.

    Sources say that alongside bilateral issues, regional issues also took up an important part of the talks between President Demirel and Prime MƯnister Sharif. Another topic taken up was reportedly that of suspended Turkish investments in Pakistan, a problem for which Turkish contractors have been seeking a solution.

    The Turkish president and his delegation left Islamabad immediately after Demirel's meeting with the Pakistani prime minister and flew on to Lahore./Sabah/

    [04] INTERIOR MINISTER AKSENER VISITS ROMANIA

    Interior Minister Meral Aksener traveled to Bucharest as the official guest of her Romanian counterpart on Monday. At a press conference before her departure, Aksener said she would discuss with Romanian officials about organized crime and its relationship with narcotics smuggling. Aksener said that they would also review a prior agreement on security between the two countries. Aksener will retun Turkey on March 26./Hurriyet/

    [05] TURKEY-CROATIA CULTURAL EXCHANGE AGREEMENT SIGNED

    The Croatian and Turkish Culture Ministers on Monday signed an agreement for an exchange program which involves scientific, educational and cultural cooperation between the two countries, the Anatolia news agency reported. Speaking at the signing ceremony, Turkish Culture Minister Ismail Kahraman said that the program would increase friendship between the two countries. Croatian Culture Minister Bozo Biskupic said that, "We will provide new opportunities to new generations." The program will include exhibitions, festivals and the exchange of artists.

    [06] 'TURKISH HOUSE' IN HANNOVER ATTACKED AGAIN

    The "Turkish House", a cultural center affiliated to the Turkish Consulate in Hannover, Germany, was attacked in the early morning of Monday, the Anatolia news agency reported on Monday. Police officials in Hannover said the attack had been carried out by three unidentified people, who broke the windows of the front door of the center in an attempt to toss a firebomb inside.

    [07] SUMMER TIME BEGINS NEXT WEEKEND

    Summer time will start next weekend, the Anatolia news agency noted. Clocks will be set ahead one hour on Sunday, March 30, at 1:00 a.m. Summer time will continue until September 26, 1997.

    [08] ALIYEV TO VISIT ANKARA

    Azerbaijani President Haydar Aliyev will pay a three-day visit to Ankara on April 8. Aliyev will meet his Turkish counterpart, President Suleyman Demirel, as well as with Prime Minister Necmettin Erbakan and Deputy Prime Minister and Foreign Minister Tansu Ciller, officials said. One of the major topics of discussion will be Caspian Sea oil, sources say./All papers/

    [09] TURKISH FIRM TO BUILD PAPER PLANT IN TURKMENISTAN

    Turkey's ART Kagit Ticaret Lmdt. will build a $ 183 million cellulose and paper factory to begin operating in Turkmenistan by 1998, an Energy and Industry Ministry official said./All papers/

    [10] WORLD BANK: TURKEY STILL MOST FAVOURED BY INVESTORS

    The World bank, in its annual report on global development finance, said private investment in 1996 surged for the sixth consecutive year, jumping by $ 60 billion to a record $ 244 billion.

    The bank criticised the wealthy countries for continuing to turn their backs on providing long-term development aid for the poorer countries.

    While the vast amount of private capital still finds its way into just 12 emerging economies, the percentage that these nations attract dropped to 73 % in 1996 from 84 % in 1990 as other countries have also become attractive. The 12 emerging countries most favoured by investors are China, Mexico, Brazil, Malaysia, Indonesia, Thailand, Argentina, India, Russia, Turkey, Chile and Hungary./Milliyet/Cumhuriyet_

    [11] TURKEY TO SELL WEAPONS

    A recent agreement between the Turkish firm FMC-Nurol (FNSS) and the United Arab Emirates (UAE) to sell 136 armored combat vehicles to that country broke the French and British dominance in the armored combat vehicles sales market, a defense sector source said.

    Defense Minister Turhan Tayan held a press conference on Monday on the occasion of the company's recent deal with the UAE and said that the armored vehicle producer FNSS' sale agreement with the UAE was a great success. Speaking at the press conference, Tayan said that FNSS produces its combat vehicles with 76 % local input and aims to begin sales abroad, adding that Turkey will become an independent country by producing its own weapons and equipment in the defense field in the next century./Cumhuriyet/

    [12] EU MINISTERS MEET TO DISCUSS CRISIS STRICKEN AREAS AND TURKEY

    European Union foreign ministers met in Brussels on Monday to discuss the union's next moves on Albania and to see whether Greece would lift its objections to the long-delayed Association Council EU-Turkey meeting. Attempts will also be made to organize an Association Council meeting with Turkey on April 29 and 30. The meeting has been put off for more than a year due to the Greek government exercising its veto powers./Cumhuriyet/

    [13] GREEKS ARE SPOILING THE VIEW

    According to member of the US Congress, Lloyd Doggett, the Greeks are spoiling the view people have of the Welfare Party government. Doggett, who is in Istanbul as a guest of the Turk-American Business Council, said yesterday that the powerful Greek and Armenian lobbies have done much to spoil the image of Turkey.

    During his stay in Turkey, Doggett will have talks with politicians and business leaders and gather details on human rights, democracy and relations between Turkey and the US. /Hurriyet/

    [14] TURKEY-FRANCE FRIENDSHIP

    One of the directors of the French National Scientific Research Center, Jean-Louis Bacque Grammont, has arrived in Istanbul as the guest of the Istanbul branch of the Turco-French Engineers Friendship Association. Grammont will hold a conference in the French Consulate in Istanbul. /Milliyet/

    [15] EU SUPPORT FROM DINI

    Italian Foreign Minister Lamberto Dini said: "Italy admits that a Turkey oriented towards Europe has the right on her side. Italy will continue to exert efforts for Turkey's full EU membership". Dini stated that they hoped the Turco-EU Joint Commission meeting in late April and the "finance protocol" in the Customs Union accord would be realized. Dini noted that a proposal suggesting that Turkey should be included in the list of full member nominee countries was put forward during the recent EU Council meeting in Apeldoorn, Holland. /Milliyet/

    [16] PKK ATTACK IN HATAY

    Four people were killed and one wounded in a PKK attack in Hatay province. Commenting on the attack, Hatay Governor Utku Acun said that PKK terrorists were playing their last cards by attacking innocent people. /Sabah/

    [17] TURCO-SUDAN JOINT COMMISSION MEETING

    The Turco-Sudan Joint Economic Commission will convene today for its 6th term meeting. According to State Minister Riza Guneri, the agenda of the meeting includes discussion of possibilities for improving commercial, financial and economic relation and measures for increasing the volume of bilateral trade. /Cumhuriyet/

    [18] TURKISH BUSINESSMEN IN BAKU

    State Minister Ayfer Yilmaz accompanied by a delegation of 70 businessmen is visiting the Azerbaijani capital of Baku. In a statement Yilmaz said that improving economic cooperation in parallel with political collaboration would benefit both Turkey and Azerbaijan. /Cumhuriyet/

    [19] TURKISH FACILITIES IN 35 COUNTRIES

    According to a report by Hurriyet daily newspaper, there are more than 200 factories set up in 35 countries worldwide by 500 Turkish businessmen. International investments by Turkish entrepreneurs amount to $3 billion. Most of the facilities have been established in Russia and the Central Asian Turkish republics. The banks have also joined the international investment drive of Turkish businessmen. There are 23 Turkish banks operating in Europe and Central Asia. /Hurriyet/
