TURKISH PRESS REVIEWFRIDAY, JUNE 20, 1997Summary of the political and economic news in the Turkish press this morning. [01] DEMIREL INTERVIEWING LEADERSPresident Demirel yesterday started meetings with the leaders of the opposition parties sounding out the ground for setting up a new government, following the resignation of Prime Minister Necmettin Erbakan. Erbakan stepped down on Wednesday in a move to swap jobs with his coalition partner DYP leader Tansu Ciller and save the government.Demirel met separately on Thursday with with Mesut Yilmaz, leader of the main opposition ANAP party, DSP leader Bulent Ecevit, CHP leader Deniz Baykal, and DTP leader Husamettin Cindoruk. Demirel will have no meetings with the leaders of the other parties represented in the Parliament, RP, DYP and BBP, because Erbakan, presenting his resignation to Demirel, also presented a letter signed by himself, DYP leader Ciller and BBP leader Yazicioglu, stating that the three parties had agreed to support Ciller should she be designated to form a new government. In a surprise development, Demirel has also included the Parliamentary Speaker and the Chairman of the Constitutional Court to his meetings with political leaders. /All papers/ [02] CELIK QUITS RPRP deputy for Sanliurfa Halil Ibrahim Celik resigned from his party yesterday. This is the third resignation from the RP this week. Like th two other deputies who left the party two days ago, Hasan Huseyin Ceylan and Sevki Yilmaz, Celik was facing disciplinary charges wich could have resulted in his expulsion from the party. /All papers/[03] US: KARDAK BELONG TO GREECETensions are again growing in the Aegean, a region that has already staged a number of Turco-Greek confrontations. The issue is again the Kardak rocks, situated four miles off the Turkish coast. Nevertheless, this time tensions are high because of a US statement opening the way to new arguments. While previously advocating the view that the Kardak rocks were a "controversial" issue and urging the parties involved to apply to the Hague International Court of Justice, now the US has officially claimed that the Kardak rocks belong to Greece. Turkish Ambassador to Washington Nuzhet Kandemir voiced Turkish protests and asked the US administration for an explanation.The controversial statement was made at a news conference organized by the Pentagon yesterday. Pentagon Spokesman Kenneth Bacon announced that according to the Pentagon, Kardak should be shown as territory under the sovereignty of Greece on official US maps. /Cumhuriyet/ [04] PKK TERRORISTS KILL EIGHT SOLDIERSIn clashes betwen PKK terrorists and Turkish security forces in Siirt, six soldiers were killed. Another two soldiers were killed in Bingol, when PKK terrorists attacked a military convoy./Hurriyet/[05] RUSSIAN MISSILES ON CYPRUS BY 1998Officials in the Russian Foreign Ministry have announced that Russian-made S-300 missiles will be handed over to the Greek side on Cyprus by autumn of next year.Noting that only the first payments had yet to be made, Foreign Ministry official Vladimir Cazov was quoted in the Russian press yesterday as saying that after payment, first deliveries would follow sixteen months later. /Milliyet/ [06] NO PLACE FOR CYPRUS SUMMITAlthough the UN has set up a "summit" meeting for the leaders of the Greek and Turkish communities on Cyprus, planned for 9-14 July, so far nowhere has been found for the meeting to be held.Leaders of both sides are feeling uneasy about developments even wondering if the US was planting listening devices or using diplomatic secrecy to cover up some hidden action. As time goes by without news of the meeting location, the sides are losing interest. /Milliyet/ [07] GREECE OBJECTS TO DAYTON STYLE SOLUTIONThe Greek deputy Foreign Minister, Yannis Kranidiotis, said yesterday that a Dayton style agreement for Cyprus was not feasible. Speaking in Washington, during his visit to the US, Kranidiotis declared that proposals for a "Dayton Agreement" were not in harmony with the Cyprus situation which was very different to those that once obtained in Bosnia. /Milliyet/[08] US WARNS IRAN AND IRAQThe US administration has reacted against the Iran-Iraq-Syria alliance established against the Turco-Israeli cooperation. US Acting Deputy Secretary of State responsible for Near Eastern Affairs David Welch has said that they do not want Baghdad and Tehran to be effective in northern Iraq. Welch noted that US policy regarding Iran was not originating from hostility towards the Islamic regime there but from Iran's foreign policy.Recalling that Iran was directly supporting terrorism, Welch stated that Iran was trying to damage the Middle East peace process. Touching upon the operation held by the Turkish Army in northern Iraq, Welch pointed out that the operation was carried out against the PKK terrorist organization. Welch said: "We have supported and will support Turkey's defence rights against the PKK". /Sabah/ [09] SITUATION IN EU IS INDEFINITEAccording to a decision taken during the EU summit in Amsterdam, full membership negotiations with some candidate countries will begin on 1 Janaury 1998 as previously envisaged. However it is not certain when these negotiations will end and involve which countries. First full EU membership will be realized in 2003 or 2005, including at least two and at most five countries. Therefore it is of great importance for the current 12 candidate countries including Turkey what the EU Term-President and Dutch Prime Minister Wim Kok will reveal in Amsterdam on 27 June. /Milliyet/[10] EUROPEAN FUND FOR TURKEYEuropean Union (EU) funds, which will be extended to Turkish Non-Governmental Organizations (NGO), will be used in eight research projects prepared in order to make NGOs more effective and 're-structure Turkey'. The projects will consist of the studies conducted by the Turkish Economic and Social Studies Foundation (TESEV) including leading Turkish businessmen, academicians and politicians. /Milliyet/[11] $4.1 BILLION PAID OFF FOREIGN DEBTTurkey paid off a total of $320.26 million in foreign debts between 1-18 June via the Central Bank. Out of this total, $169.13 million was paid by the Treasury, $54.94 million by the Central Bank, $40.19 million by other public institutions and $96 million by the Turkish Defence Fund.
