TURKISH PRESS REVIEWJUNE 23, 1997Summary of the political and economic news in the Turkish press this morning[01] YILMAZ TO FORM THE NEW GOVERNMENTMotherland Party (ANAP) leader Mesut Yilmaz, the prime minister designate, will spend the week having talks. He convenes his party's executive board today. On Tuesday he will meet with True Path Party (DYP) leader Tansu Ciller, beginning a series of talks with party leaders in the course of which he will meet with Bulent Ecevit, Deniz Baykal and Husamettin Cindoruk. On Wednesday he will have talks with Parliament Speaker Mustafa Kalemli and Constitutional Court Chief Justice Yekta Gungor Ozden. On June 28, he will present the list of the new government members to President Suleyman Demirel, on July 2 he will read the new government's programme in Parliament, and on July 8 he will seek a vote of confidence. /All papers/[02] US ON YILMAZ: 'TURKISH DEMOCRACY WORKING PROPERLY'The Clinton Administration's response to President Suleyman Demirel's invitation to Mesut Yilmaz, leader of the Motherland Party (ANAP), to form a new government, was to refrain from commenting directly on Yilmaz but to praise the process. "We see this as a further indication that Turkey's democratic and constitutional institutions are functioning properly" said John Dinger, the State Department's acting spokesman. "And we have confidence that this will continue to be the case. It is now time for Turkey's political parties and Parliament to decide the shape of Turkey's next government" he said. /All papers/[03] G-8 CALLS FOR CYPRUS AND AEGEAN SOLUTIONSDuring their meeting in Denver, the members of the industrial G-8 countries put out a call for settlement of the problematic Cyprus and Aegean Sea issues.Representatives of the G-8 countries said that they wanted to see more efforts expended to solve the continuing disagreement between Turkey and Greece in these areas. /Milliyet/ [04] DENKTAS GOES TO FRANCEPresident of the Turkish Republic of Northern Cyprus (TRNC) Rauf Denktas went to Paris on Sunday in order to participate in the opening ceremony of a photography exhibition in which his works are included. While in Paris, he will speak at a conference about Cyprus at the Foreign Policy Institute. It is also expected that he will meet with French Foreign Minister Hubert Vedrine. /All papers/[05] TURKISH AND INDONESIAN FIRMS TO FORM CONSORTIUMTurkey and Indonesia have agreed to support the establishment of a consortium which will gather leading contracting firms to function as a pilot group for investment and construction projects in the two countries. The decision of the fourth periodic meeting of the Economic and Technical Cooperation Joint Commission between Turkey and Indonesia has been approved by the Cabinet and the minutes of the meeting were published in the Official Gazette yesterday. The decision noted the intention of both sides to cooperate in various fields, ranging from the automotive industry and stainless steel production to technological cooperation in agriculture. /All papers/[06] BELGIUM: EXTRAORDINARY MEASURES AFTER ATTACK ON TURKISH EMBASSYBelgium police began taking extraordinary measures following a bomb attack on the Turkish Embassy in Brussels Saturday night. Minister of Interior Johan Vande Lanotte met with intelligence and police officials at the city of Gand shortly after the attack, where it is reported they made important decisions regarding Belgian security.According to the Belgian minister of interior, Turkish commercial and governmental offices will be under strict security until further orders. All planes traveling between Turkey and Belgium will be subject to special security checks and the ministry has also decided to suspend the European Union free circulation rules for the time being, particularly at entrances and exits from France, Germany and the Netherlands. These extraordinary rules will be reviewed later this week. /Cumhuriyet/ [07] PULLOUT FROM NORTHERN IRAQTurkey has achieved the goals of its five-week incursion into northern Iraq against the PKK terrorist organization and has begun to withdraw its forces from the region. The Kurdistan Democratic Party (KDP), led by Mesut Barzani, is now set to assume control of the border areas where PKK militants are no longer operating. According to official figures, to date more than many separatists have been killed by the Turkish Armed Forces, and tons of ammunition and food and numerous weapons have been seized during the operation.Meanwhile, the radio station of Celal Talabani's Patriotic Union of Kurdistan (PUK) claimed yesterday that the KDP has declared emergency rule in Erbil, the chief city of northern Iraq. PUK radio is claiming that the KDP has carried out the arrest and imprisonment of hundreds of people in Erbil in an attempt to silence all opposition. On the other hand, KDP radio has declared that the Turkish military operation in northern Iraq has come to a successful close and that Turkish troops have withdrawn with the exception of a small force to protect the border. The radio station reported that the region had been cleared of PKK terrorists, and that the Turkish operation had been designed to protect the security of Kurds. /Cumhuriyet/ [08] ANKARA PLEASED AFTER US CORRECTS 'KARDAK BLUNDER'Ankara has reacted favourably to a correction issued by the US regarding a comment by one of its spokesmen, Kenneth H.Bacon, that the tiny Aegean island of Kardak was under Greek sovereignty. The Foreign Ministry announced on Friday that the remark by Bacon, assistant to the secretary of defence for public affairs, on the ownership of Kardak, made at a press conference on June 19 was "unfortunate". "The statement was obviously unacceptable to us and contradictory to the official US policy on Kardak and was a 'mistake'" the Foreign Ministry said."Later that day Bacon released a press statement saying his remarks had been made by mistake and that the sovereignty of the rock was an issue in conflict between Greece and Turkey" continued the ministry statement. The Foreign Ministry added: "We welcome this second announcement and hope that US officials in future will be more cautious on this issue, which is a sensitive and important matter to us". /All papers/ [09] ESTEEMED POET CAHIT KULEBI PASSES AWAYThe renowed poet Cahit Kulebi died on Friday in Ankara at the age of 80. Kulebi had been under intensive care for the past three months and was suffering from multiple chronic illnesses. His poems have been published in literary journals since 1938 and he has also published numerous collections of verse. President Suleyman Demirel issued a message of condolence at the passing of Kulebi, in which he praised the estemeed poet's long and prolific career and expressed deep sorrow at his death. /All papers/[10] TURKISH WRAPPING PAPER INDUSTRY IS DEVELOPING RAPIDLYHead of the Executive Board of Bakioglu Holding Cem Bakioglu said that the Turkish wrapping paper industry was developing rapidly and had begun to bother European producers with their giant investments. Noting that many European firms are seeking joint investment opportunities in Turkey, Bakioglu said: "Wrapping paper exports have a 15-25 share in total exports.
