    Summary of the political and economic news in the Turkish press this morning

    [01] US REPORT PRAISES TURKISH ECONOMY AND PRIVATE SECTOR

    In a report published by Congress research Center (CSR) for members of the United States Congress, it was stated that the coalition government was seeking solutions for economic problems. It was recorded that, despite inflation, the Turkish economy continued to grow and that the Turkish private sector was in a process of remarkable galvanization. It was noted that Prime Minister Mesut Yilmaz attributed great importance to relations with the Central Asian Turkic Republics and that Turkey was an important candidate for the construction of the Baku-Ceyhan pipeline.

    The report said that Turkey was a significant ally of the United States and that Washington was trying to contribute to the solutions of the Turco-Greek dispute. /Hurriyet/

    [02] COOK:"EUROPEAN PARLIAMENT IS UNFAIR TO TURKEY"

    The British Foreign Secretary Robin Cook has underlined, in a proposal, the European Union's handling of human rights saying that European Parliament MEPs had been unfair in their approach to Turkey. "The MEPs' consistently negative position on Turkey has made it almost impossible for the EU to pursue a coherent policy. The United States is pressing us to find ways to release funding for Turkey," the document said.

    The confidental letter, sent by Cook's private secretary to Tony Blair's overseas affairs private secretary, John Holmes, contained a proposal to take direct control of the EU's handling of human rights. /Cumhuriyet/

    [03] CEM: "EU CLOSES ITS DOORS FOR THE TIME BEING ON TURKEY"

    Foreign Minister Ismail Cem said that for the time being the European Union had closed its books on the issue of Turkey's membership, the Anatolia news agency reported. Cem said that it was Turkey's right to be a member of the European Union (EU). He said that, with its history, Turkey was a European country and added that although Turkey had shortcomings, as well as being Asian, it was still a part of Europe and shared its culture. He added that being a part of the EU would improve Turkey's dynamic function and Turkey's identity also was important for Europe.

    [04] DEMIREL OFFERS DEFENSE COOPERATION TO KUWAIT

    President Suleyman Demirel at a meeting with Kuwait Emir Sheik Jaber al Ahmed al Sabah on Tuesday said that the two countries could cooperate in the field of defense. He added that the 1987 military training agreement between Kuwait and Turkey should be put into practice. Demirel also noted that PKK was using Northern Iraq as a military base and this was not acceptable.

    Later Demirel met with Kuwaiti businessmen and complained about the trade volume between the two countries and asked both countries businessmen to increase it. He asked the Kuwaiti Businessmen to participate in the privatization efforts of Turkey. /Milliyet/

    [05] IMF DOES THE ROUNDS

    The IMF delegation currently in Turkey on Monday visited the offices of the Turkish Industrialists' and Businessmen Association (TUSIAD) where they discussed the country's economic problems, the Anatolia news agency reported. The delegation later visited the Istanbul Chamber of Industry (ISO).

    [06] 538 PKK TERRORISTS KILLED

    It was reported that since the begining of the "Twilight Operation" conducted by the Turkish Armed Forces in Northern Iraq, 538 PKK terrorists were killed. Military sources said that the operation has been sucessfully continuing as it planned. /Cumhuriyet/Sabah_

    [07] WATER AGREEMENT BETWEEN TURKEY AND TRNC

    Turkey and the Turkish Republic of Northern Cyprus (TRNC) will sign an agreement on transporting water to the island from Turkey. Turkish Energy and Natural Sources Minister, Cumhur Ersumer and TRNC Interior and Rural Affairs Minister Ilkay Kamil will sign the agreement today in Ankara./Cumhuriyet/

    [08] PM YILMAZ TO STRASBOURG

    Prime Minister Mesut Yilmaz will go to Strasbourg tomorrow to attend the the European Council summit. During the summit, at which presidents and prime ministers from 40 countries will attend, Yilmaz will held bilateral meetings. Yilmaz will be accompanied by Foreign Minister Ismail Cem. It is expected that Prime Minister Mesut Yilmaz will handle Turkey's EU membership issue during bilateral meetings before EU meeting to be held in December to decide about the expansion of the organisation. /Hurriyet/

    [09] TURKEY TO BUY AMERICAN BOEING AIRPLANES

    Turkish Airlines Executive Board decided to buy 49 airplanes from American Boeing firm. Chairman of the Executibe Board, Cem Kozlu said that 26 of the 49 planes, which will cost almost $ 850 million, will be bought in 1998. Kozlu noted the decision was also approved by Prime Minister Mesut Yilmaz. /Milliyet/

    [10] INDUSTRIAL PRODUCTION UP

    Industrial production for the month of August rose by 13 percent compared to the August 1996. According to figures released by the State Institute of Statistics (DIE) on Tuesday, the huge rise in industrial production in August was helped in the main by a 26.6 percent increase in the mining industry and a 13.3 percent increase in the manufacturing sector.

    The total increase for the first eight months of 1997 was 8.7 percent, the DIE report said. /Sabah/

    [11] COMPETITION COUNCIL HEAD SEES NOVEMBER 1 START

    The Competition Council will finally set up on November 1, according to the Chairman of the Council Aydin Ayaydin. He told the Anatolia news agency that with the setting up of the council, Turkey will have fulfilled one of its pledges to the European Union (EU) made under the customs union. "The council will be dealing with complaints related to non-competetive cases by November 1. If we decide that complaints are worthy, we will employ an expert to deal with it," Ayaydin said.

    [12] PUK SAYS KDP FAILED IN FIGHTING AGAINST THE PKK

    The Jalal Talabani-led Patriotic Union of Kurdistan (PUK) on Tuesday denied reports that the separatists has escaped into the area under their control. Shazad Saib of the PUK's Ankara office said that the Massoud Barzani-led Kurdistan Democratic Party (KDP) spread such rumors whenever they encountered failure.

    Meanwhile, according to an Anatolia news agency report from Sirnak, the separatists escaping from the Turkish soldiers are fleeing into the PUK-controlled area and to the region close to Iran. The KDP officials were quoated as saying that the PKK benefitted from the KDP clashes with the PUK. "The PKK has had the opportunity to establish camps along the border with the help of instability caused by our fighting." The KDP also admitted that it was very difficult to control the long border.
