[01] FIRST NSC MEETING WITH NEW MILITARY REPRESENTATIVESThe National Security Council (NSC) met on Monday, chaired by President Ahmet Necdet Sezer. The meeting was the first for Naval Forces Commander Adm. Yener Karahanoglu, and Air Forces Commander Gen. Faruk Comert. A statement released after the six-hour meeting said, “The NSC today held its regular meeting. During the gathering, developments leading to and in the wake of Oct. 3, the date when Turkey’s negotiations with the European Union started, were evaluated. Turkey’s will and determination for full membership in the EU were reiterated, and it was stressed that Turkey’s national interests should be underlined during its meetings with the EU.” Energy and Natural Resources Minister Hilmi Guler and ministry officials briefed the NSC on Turkey’s water resources. Furthermore, the new National Security Policy Document was approved, and it was decided that the body’s recommendation of it be forwarded to the Cabinet. /Star-Hurriyet/[02] SEZER ISSUES MESSAGE MARKING 60TH ANNIVERSARY OF UNPresident Ahmet Necdet Sezer yesterday issued a message marking the 60th anniversary of the United Nations. In his message, Sezer stated that despite changes on the world scene, the UN continued to play a vital role in promoting international peace, stability, and security. Sezer added that if Turkey gets a temporary seat on the UN Security Council, it would effectively contribute to the council achieving its goals. /Cumhuriyet/[03] ERDOGAN TO VISIT GERMANY NEXT MONTHPrime Minister Recep Tayyip Erdogan is due to pay an official visit to Germany next month. During his brief visit, Erdogan is expected to meet with new German Chancellor Angela Merkel to discuss a number of issues, including Germany’s stance on Turkey’s European Union membership and the Turkish-EU Accession Partnership Document which is due to be issued on Nov. 9. During his stay, Erdogan will be accompanied by a delegation from the Foreign Ministry. There are several controversial provisions in the document, such as the normalization of Ankara’s relations with Greek Cyprus and Turkey opening its harbors to Greek Cypriot ships. /Cumhuriyet/[04] BAYKAL VIEWS EARTHQUAKE DAMAGE IN IZMIROpposition Republican People’s Party (CHP) leader Deniz Baykal yesterday visited earthquake-stricken areas of Izmir, saying that the aim of his visit was to draw public attention to the situation. Baykal stated that he was relieved that there had not been a great loss of life from the quake, but added that the region faced a constant earthquake threat. “We should learn lessons from this and take necessary measures in order to protect our society, our economy, and our very lives from earthquakes,” added Baykal. “We should consider this earthquake a warning.” /Turkiye/[05] TALAT STOPS OVER IN ANKARA TO MEET GUL AHEAD OF US TALKSTurkish Republic of Northern Cyprus (TRNC) President Mehmet Ali Talat is expected to come to Ankara today to meet with Foreign Minister Abdullah Gul prior to his visit to Washington as the official guest of US Secretary of State Condoleezza Rice. Talat and his accompanying delegation will fly to Istanbul tonight and depart to New York tomorrow. Talat will meet with Rice, UN Secretary-General Kofi Annan, and UNDP head Kemal Dervis, a former Turkish economy minister. Talat is also expected to meet with Congressman Henry Hyde, chairman of the US House of Representatives Foreign Relations Committee, and former US Special Coordinator for Cyprus Thomas Weston. /Star/[06] DENKTAS: “THE CONDITIONS FOR TURKEY’S EU BID WON’T CHANGE, AND ANKARA SHOULD REJECT THEM”Speaking at a conference entitled “Cyprus, the European Union, and Turkey” organized by Cukurova University, former Turkish Republic of Northern Cyprus (TRNC) President Rauf Denktas said that the conditions which were put forth by the EU for Turkey’s membership were unalterable, adding that if Ankara accepts these conditions, which pose problems for the Turkish Cypriots, this would be like accepting the Treaty of Sevres. “We’re on a very dangerous path strewn with mines,” he said, predicting that the government would be pressured over the Cyprus issue. /Cumhuriyet/[07] US CHARGE D’AFFAIRES MCELDOWNEY: “US GOVT NEVER MET OR WILL MEET WITH PKK MEMBERS”US Charge d’Affaires in Turkey Nancy McEldowney yesterday denied reports that US authorities had met members of the PKK in northern Iraq, saying, “The US government never met or will meet any members of a terrorist organization.” McEldowney underlined that Washington is a true friend and ally to Turkey, which backs Turkey in all of its problems, including the fight against the terrorist PKK. /Star/[08] FROM THE COLUMNS...FROM THE COLUMNS... FROM THE COLUMNS...[09] DUBAI TOWERS By TAHA AKYOL (MILLIYET)Columnist Taha Akyol comments on Dubai International Properties’ investment in Istanbul. A summary of his columns is as follows:“Dubai International Properties (DIP) will make a $5 billion investment in Istanbul. Dubai Towers will be the first step in these investments and is expected to cost $500 million. This comes out to $2,000 per square meter! For the time being, something unparalleled in Istanbul! State Minister Kursad Tuzmn is saying that some $100 million in Arab capital may come to Turkey over the next five years. Why isn’t Arab capital going to the US or Europe as it did in the past? Because investment areas and economic growth have reached to a certain saturation, and in addition, after Sept. 11 Arabs are acting cautiously. Furthermore, why doesn’t Arab capital prefer Arab countries rather than Turkey? Because most Arab countries lack the ‘economic depth’ to make such investments profitable. Do you think that an investment of hundreds of millions of dollars can yield as much profit in Egypt or Libya compared to Turkey? There is both a legal and institutional infrastructure for the market economy in Turkey, and moreover there are profits and revenues. Jordan’s annual gross domestic product (GDP) is $15 billion, and Egypt’s is $90 billion, but Turkey’s hits $400 billion. Saudi Oger’s winning the Turk Telekom tender drew the attention of Arab capital to Turkey. There are 13 firms competing to buy Telsim, five of them Arab firms. DIP’s $5 billion investment amounts to, for example, the value of state oil refining company Tupras. For comparison’s sake, the International Monetary Fund’s last standby credit to Turkey is $11 billion. Furthermore, Dubai’s $5 billion investment is not a credit, but a direct investment. It will bring advanced technology and create employment as well. Apartments, offices, hotel and other facilities in the towers will be marketed to people and businesses both Turkish and foreign, and the $500 million investment will be profitable. Nowadays, all developing countries are moving forward like that, for example China is receiving some $50 billion in foreign capital annually. Turkey now faces an opportunity of the era: in the culture the East-West synthesis, in diplomacy the East-West harmonization, and now, East-West cooperation! Istanbul is our national capital both morally and historically, as well as economically. Investment should glorify Istanbul, not bastardize it. A plan to build a third bridge on the Bosphorus is a bad idea, as it will cause automobile traffic and construction to explode! The proper remedy is a tube passage using mass transportation.
