    // EDITORS, PLEASE NOTE: THIS IS PERISHABLE MATERIAL AND BECOMES DATED AFTER 10 P-M E-D-S-T ON FRIDAY, OCTOBER 6TH //

    INTRO: AMERICA'S NEWSPAPERS ARE EDITORIALIZING ON A WIDE VARIETY OF TOPICS THIS FIRST FRIDAY IN OCTOBER, AND THE WEEK'S TOP DOMESTIC NEWS STORY BY FAR, THE O-J SIMPSON ACQUITTAL, CONTINUES TO BE SCRUTINIZED BY MANY. OTHER TOPICS TO BE FOUND AMONG TODAY'S EDITORIALS ARE: THE POPE'S VISI TO THE U-S; HURRICANE OPEL'S DESTRUCTION, AND THE BALKAN PEACE ACCORD. NOW, HERE IS ______________ WITH A CLOSER LOOK IN TODAY'S EDITORIAL DIGEST.

    TEXT: TODAY'S "LOS ANGELES TIMES", COMMENTING ON THE CONSIDERABLE PUBLIC CRITICISM OF THE LOS ANGELES JURY'S ACQUITTAL OF O-J SIMPSON, ADMONISHES READERS -- IN ITS WORDS -- "DON'T RUSH TO JUDGE THE JURY SYSTEM", ADDING:

    VOICE: IT IS IRRESPONSIBLE FOR POLITICIANS TO RUSH FORWARD WITH SWEEPING PROPOSALS TO CHANGE THE JURY SYSTEM IN THE AFTERMATH OF THE O-J SIMPSON ACQUITTAL. ... IS THERE ROOM FOR IMPROVEMENT? ABSOLUTELY. SCHOLARS OF THE AMERICAN JURY HAVE LEARNED MUCH ABOUT HOW INDIVIDUALS PROCESS INFORMATION AND HOW GROUPS REACH DECISIONS. NOW IS THE TIME TO LISTEN TO RESPECTED EXPERTS' EMPIRICALLY BASED SUGGESTIONS FOR IMPROVING THE PROCESS ..."

    TEXT: CONTINUING ON THE SIMPSON CASE, THE NATIONAL WEEKDAY PAPER, "USA TODAY", TAKES A LONG LOOK AT THE CHARACTER OF THE CELEBRATED DEFENDANT.

    VOICE: "O-J SIMPSON IS NO HERO. HE NEVER WAS. INSTEAD, HE WAS GREAT AT RUNNING WITH A FOOTBALL AND AWAY FROM RESPONSIBILITY. [OPT] IN 1989, WHEN POLICE ANSWERED A 911 CALL AND FOUND NICOLE BROWN SIMPSON BEATEN AND BRUISED AND FRIGHTENED THAT O-J WOULD KILL HER, [MR.] SIMPSON GOT IN HIS [EXPENSIVE ENGLISH AUTOMOBILE] BENTLEY AND RAN AWAY. LATER ... HE LIED ABOUT IT, SAYING NO ONE WAS HURT. [END OPT] ..... HIS ACTIONS FOLLOWING HIS ACQUITTAL HAVEN'T IMPROVED THE NATION'S IMAGE OF HIM, EITHER. [MR.] SIMPSON STILL ISN'T ADMITTING HIS ABUSE OF NICOLE. INSTEAD, HE'S LASHING OUT AT BOTH LEGAL ANALYSTS AND PROSECUTORS WHILE HIS LAWYER ... SETS UP A PAY-PER-VIEW T-V SPECIAL FOR [MR.] SIMPSON TO TELL HIS STORY."

    TEXT: IN NEW ENGLAND, THAT REGION'S LARGEST DAILY, "THE BOSTON GLOBE", INCORPORATES THE TWIN DOMESTIC EVENTS OF THE WEEK, THE O-J VERDICT AND THE ARRIVAL OF THE POPE, INTO THIS COMMENTARY.

    VOICE: "WHILE AMERICANS WERE REELING FROM THE REPERCUSSIONS OF THE O-J SIMPSON VERDICT, POPE JOHN PAUL THE SECOND WAS PROCLAIMING: 'LET US THANK GOD FOR THE EXTRAORDINARY HUMAN EPIC THAT IS THE UNITED STATES.' THE POPE'S VISIT, COMING BY COINCIDENCE AT THIS OPPORTUNE TIME, IS A REMINDER THAT AMERICANS ARE NOT DESTINED TO LIVE IN A SOCIETY FILLED WITH DIVISION AND HATE IF ONLY THEY WILL STRIVE TO IMPROVE THE LOT OF THOSE AROUND THEM. [OPT] AMERICANS CAN LEAD THE WAY TO WHAT HE [THE POPE] ENVISIONS AS 'THE CIVILIZATION OF LOVE, FOR THE UNIVERSAL VALUES OF PEACE, SOLIDARITY, AND LIBERTY."

    [END OPT]

    TEXT: SEVERAL PAPERS ARE COMMENTING SOLELY ON THE POPE'S VISIT, INCLUDING "THE MIAMI HERALD", WHICH LEADS ITS EDITORIALS WITH THAT SUBJECT.

    VOICE: "HIS REMARKS TO THE UNITED NATIONS ... COULD NOT BE MORE TIMELY. IN SPEAKING OF A 'UNIVERSAL MORAL LAW' THAT ENCOMPASSES OBLIGATIONS TOWARD REFUGEES, MINORITIES AND DEVELOPING SOCIETIES, THE POPE ENLARGED ON CATHOLIC TEACHINGS MORE THAN A CENTURY OLD. YET THEY CUT TO [GO TO] THE HEART OF THE LOPSIDED 'MORAL' DEBATE CURRENTLY RUNNING THROUGH WESTERN POLITICS, PARTICULARLY IN AMERICA."

    TEXT: ADDITIONAL COMMENT ON THE POPE COMES FROM THE FAR NORTHEAST, WHERE "THE PORTLAND [MAINE] PRESS HERALD" OBSERVES:

    VOICE: "FRAIL THOUGH HE MAY BE, 75-YEAR-OLD POPE JOHN PAUL THE SECOND MADE THE LONG JOURNEY TO NEW YORK THIS WEEK TO REMIND THE WORLD WHY THE UNITED NATIONS EXISTS. ... THE PONTIFF MADE IT CLEAR ... THAT HE SEES THE UNITED NATIONS DOING MUCH MORE THAN PREVENTING WORLD WARS. WEALTHY NATIONS MUST CONSTANTLY REACH OUT TO HELP THE POORER ONES. [OPT] ... AS JOHN PAUL PUT IT: 'ANCIENT RIVALRIES AND SUSPICIONS STILL COMPROMISE THE CAUSE OF PEACE. WE MUST FIND WAYS TO SET THEM ASIDE. [END OPT]

    TEXT: HURRICANE OPEL SMASHED INTO THE FLORIDA PANHANDLE AT ON WEDNESDAY, CAUSING BILLIONS OF DOLLARS WORTH OF DAMAGE AND LEAVING AT LEAST 16 PEOPLE DEAD IN HER WAKE. THE KILLER STORM DOES NOT GO UNNOTICED IN TODAY'S EDITORIALS. "USA TODAY" OFFERS SHARP CRITICISM OF A GOVERNMENTAL DECISION REGARDING PROTECTING LIFE AND PROPERTY AGAINST TROPICAL STORMS.

    VOICE: "AS (HURRICANE) OPAL BORE DOWN ON THE GULF COAST WEDNESDAY, SOUTHERN BUILDING OFFICIALS HUDDLING IN ATLANTA (GEORGIA) SEIZED THE MOMENT IN A WAY THAT WILL GIVE THEIR PUBLIC RELATIONS STAFF NIGHTMARES: THEY VOTED AGAINST TOUGHER BUILDING STANDARDS FOR HURRICANE ALLEY ... ALONG AN EIGHT-KILOMETER-WIDE COASTAL STRIP STRETCHING FROM TEXAS TO FLORIDA TO NORTH CAROLINA."

    TEXT: COMMENTING ON THE CEASEFIRE AGREEMENT FINALLY REACHED IN THE 42-MONTH-OLD CIVIL WAR IN BOSNIA-HERZEGOVINA, TODAY'S "NEW YORK TIMES" LEAD EDITORIAL SAYS:

    VOICE: "THERE HAVE BEEN CEASEFIRES IN BOSNIA BEFORE, ALL QUICKLY BROKEN, AND THIS ONE COULD PROVE EPHEMERAL. BUT THIS IS THE FIRST TIME THE PARTIES HAVE AGREED TO BREAK OFF THE FIGHTING IN THE CONTEXT OF A MUTUALLY ACCEPTED FRAMEWORK FOR FINAL PEACE. HAVING COME THIS FAR IN BROKERING A BALKAN PEACE, THE UNITED STATES IS OBLIGED TO TAKE ON A SIGNIFICANT SHARE OF THE PEACEKEEPING OPERATION THAT WOULD FOLLOW A SUCCESSFUL PARIS CONFERENCE. ... FORTUNATELY, THE PEACE MAPS NOW UNDER DISCUSSION, BASED ON A DIVISION OF BOSNIA ALONG MILITARILY REALISTIC FRONTIERS, LENDS ITSELF TO A MANAGEABLE PEACEKEEPING MISSION."

    TEXT: IN CALIFORNIA, "THE LOS ANGELES TIMES" WELCOMES THE CEASEFIRE ACCORD, AND ASKS: "HAS THE BALKAN DAWN BROKEN AT LAST?"

    VOICE: "PROSPECTS FOR PEACE ARE SWEEPING FORWARD IN BOSNIA. ... ON OCTOBER 25TH, THE BOSNIAN, SERB AND CROATIAN POLITICAL LEADERS WILL BEGIN TALKS AT AN EAST COAST SITE UNDER AMERICAN AUSPICES ON A FULL ARMISTICE - - PEACE. ... CREDIT GOES TO [MR.] CLINTON'S SPECIAL ENVOY, RICHARD HOLBROOKE, WHO HAS CRISSCROSSED EUROPE FOR WEEKS PUTTING THIS AGREEMENT TOGETHER."

    TEXT: AND IN BALTIMORE, "THE SUN" ADDS:

    VOICE: "PRESIDENT CLINTON'S ANNOUNCEMENT OF A TENTATIVE CEASEFIRE IN BOSNIA COINCIDED ... WITH WHAT AMOUNTED TO A POLITICAL SCIENCE LECTURE TO WARRING FACTIONS BY POPE JOHN PAUL... THE ... PONTIFF SAID THE BALKANS CONFLICT SHOWED THAT THE WORLD HAS YET TO LEARN HOW TO LIVE WITH DIVERSITY. POPE JOHN PAUL IN THE PAST HAS BEEN CRITICAL OF THE MAJOR POWERS, INCLUDING THE U-S, FOR TOLERATING A WAR THAT COULD LEAD TO 'THE SHIPWRECK OF ... EUROPE.' ... THUS, HIS LECTURE ON VARIETIES OF STATE ARRANGEMENTS COULD BE SEEN AS APPROVAL OF THE LATEST DEVELOPMENTS."

    TEXT: AND FINALLY, TWO NEWSPAPERS VOICE CONCERN ABOUT THE ON-GOING MILITARY DICTATORSHIP IN NIGERIA, AND ITS RECENTLY-ANNOUNCED DECISION TO REMAIN IN CONTROL FOR THREE MORE YEARS. IN BOSTON, "THE CHRISTIAN SCIENCE MONITOR" SUGGESTS:

    VOICE: THREE MORE YEARS IS TOO LONG FOR NIGERIA TO ENDURE THE CORRUPT LEADERSHIP OF GENERAL SANI ABACHA. THE GENERAL'S ANNOUNCEMENT ... THAT HE WOULD STEP DOWN AT THE END OF THAT PERIOD WAS MEANT TO PLACATE HIS CRITICS AT HOME AND ABROAD. IN FACT, IT ONLY FURTHER DISGUSTED MOST OF THEM, SINCE IT SEEMED STRAIGHT OUT OF A DICTATOR'S HANDBOOK OF BOGUS PROMISES. ... HIS CONTINUATION IN OFFICE BLOCKS AFRICA'S MOST POPULOUS -- AND POTENTIALLY MOST PROSPEROUS -- LAND FROM BEGINNING A POLITICAL AND ECONOMIC REVIVAL."

    TEXT: HERE IN THE NATION'S CAPITOL, "THE WASHINGTON POST" NOTES SARCASTICALLY:

    VOICE: "NIGERIANS HAVE BEEN HEARING SUCH PROMISES [OF RETURN TO CIVILIAN RULE] FOR MOST OF THE 35 YEARS SINCE INDEPENDENCE, SO THEY SHOULDN'T HOLD THEIR BREATH FOR ELECTION DAY. ... INTERNATIONAL PRESSURE, WHICH HAS BEEN BUILDING ON GENERAL ABACHA'S REGIME, SHOULD NOT LET UP. THERE ARE STEPS THE MILITARY CAN TAKE TO DEMONSTRATE IT IS READY TO GO. POLITICAL PRISONERS CAN BE RELEASED FROM JAIL, SENTENCES COMMUTED AND THE NEW THREE-YEAR REIGN DRASTICALLY SHORTENED. THE PRESSURE SHOULD BE AIMED TOWARD THESE RESULTS."

    TEXT: AND ON THAT NOTE, WE CONCLUDE THIS BRIEF LOOK AT SOME OF THE TOPICS UNDER DISCUSSION BY THE NATION'S PAPERS THIS FIRST FRIDAY IN OCTOBER.

    [02] BOSNIA / CEASE-FIRE (L UPDATE) BY WAYNE COREY (ZAGREB)

    DATE=10/6/95

    NUMBER=2-186471

    VOICED AT:

    /// RERUNNING TO CORRECT NUMBER OF TROOPS IN INTRO AND ACT ///

    INTRO: THE UNITED NATIONS SAYS HUNDREDS OF CROATIAN ARMY TROOPS HAVE ENTERED BOSNIA-HERZEGOVINA IN ADVANCE OF THE CEASE-FIRE THAT IS TO TAKE EFFECT THERE NEXT TUESDAY. THE CROATIANS ARE SUPPORTING BOSNIAN GOVERNMENT AND ETHNIC CROAT FORCES AGAINST SERBS WHO ARE TRYING TO RETAKE LOST TERRITORY. V-O-A'S WAYNE COREY REPORTS FROM ZAGREB.

    TEXT: THERE WAS AN UPSURGE OF FIGHTING IN BOSNIA, AS THE WARRING FORCES TRIED TO HOLD, TAKE OR RETAKE TERRITORY PRIOR TO THE CEASE-FIRE WORKED OUT BY AMERICAN PEACE ENVOY RICHARD HOLBROOKE.

    UNITED NATIONS SPOKESMAN CHRIS GUNNESS SAYS CROATIA -- WHICH HAS A MILITARY ALLIANCE WITH BOSNIA -- HAS SENT TROOPS INTO THE NORTHWEST OF THE COUNTRY.

    // GUNNESS ACT //

    WE HAVE OBSERVED THE PRESENCE OF AN H-V (CROATIAN) INFANTRY BATTALION AND AN ARTILLERY BATTALION IN THE BIHAC AREA. IT IS BELIEVED THAT THEY CROSSED OVER FROM CROATIA INTO BOSNIA DURING THE PAST THREE DAYS.

    // END ACT //

    U-N MILITARY OFFICIALS SAY CROATIAN ARTILLERY IS SUPPORTING BOSNIAN GOVERNMENT TROOPS FIGHTING SERB FORCES AROUND THE TOWN OF BOSANSKA KRUPA.

    THE SERBS ARE TRYING TO RECAPTURE SOME OF THE TERRITORY RECENTLY LOST DURING A MUSLIM AND CROAT OFFENSIVE IN NORTHWESTERN BOSNIA. THE SERBS SAY THEIR TROOPS HAVE ENTERED THE TOWN OF KLJUC. THE UNITED NATIONS CANNOT CONFIRM THAT. MEANWHILE, IN WELCOMING THE NEW CEASE-FIRE AGREEMENT FOR BOSNIA-HERZEGOVINA, MR. GUNNESS SAYS IT SHOULD BE POSSIBLE TO RESTORE ELECTRICITY TO SARAJEVO, WHICH IS ONE OF THE CONDITIONS FOR THE TRUCE. BUT REFERRING TO ANOTHER CONDITION, HE SAYS IT MAY NOT BE POSSIBLE TO OPEN A ROAD BETWEEN SARAJEVO AND THE MUSLIM ENCLAVE OF GORAZDE BEFORE TUESDAY.

    // GUNNESS ACT 2 //

    I SHOULD SAY THAT ON THE ROAD, IT'S NOT CLEAR WHAT THE TIME FRAME IS. WE CERTAINLY BELIEVE THAT THE UTILITIES SHOULD BE RESTORABLE BY TUESDAY. THE MAIN PROBLEM IS THAT THERE IS A POWER AND ELECTRICAL INSTALLATION NEAR KISELJAK WHICH HAS BEEN, APPARENTLY, HAS BEEN QUITE HEAVILY MINED AND LOTS OF DE-MINING WORK IS GOING TO HAVE TO TAKE PLACE EVEN BEFORE WE CAN BEGIN ACTUALLY RESTORING THE ELECTRICITY.

    // END ACT //

    THE UNITED NATIONS DOES NOT KNOW HOW MANY LAND MINES HAVE BEEN LAID BY THE SERBS AROUND GORAZDE. MR. GUNNESS SAID THE UNITED NATIONS WOULD NOT WANT CIVILIANS TO TRAVEL TO THAT TOWN UNLESS THE ROAD IS QUITE SAFE.

    ANOTHER PROBLEM FACING THE UNITED NATIONS WILL BE ITS OVERALL RESPONSIBILITY TO MONITOR THE CEASE-FIRE. U-N PERSONNEL WILL NEED ACCESS TO AREAS THEY HAVE NOT BEEN ABLE TO ENTER FOR A LONG TIME AND THESE AREAS COULD BE COVERED WITH MINEFIELDS. (SIGNED) NEB/WC/KK-T/CF 06-Oct-95 6:18 PM EDT (2218 UTC)

    [03] BOSNIA FRANCE (L) BY JULIAN NUNDY (PARIS)

    DATE=10/6/95
    TYPE=CORRESPONDENT REPORT
    NUMBER=2-186445

    VOICED AT:

    INTRO: FRANCE HAS WELCOMED PRESIDENT CLINTON'S ANNOUNCEMENT THAT PARIS WILL BE THE HOST FOR THE BOSNIAN PEACE CONFERENCE. THE DECISION IS SEEN AS A GESTURE OF APPRECIATION FOR FRANCE'S ROLE IN PEACEKEEPING FORCES IN BOSNIA-HERZEGOVINA. JULIAN NUNDY REPORTS FROM PARIS.

    TEXT: FRENCH OFFICIALS SEEMED PLEASANTLY SURPRISED BY PRESIDENT CLINTON'S ANNOUNCEMENT THAT PARIS WILL BE THE SITE OF THE BOSNIAN PEACE TALKS. FOREIGN MINISTER HERVE DE CHARETTE IMMEDIATELY WELCOMED NEWS OF NEXT WEEK'S CEASE-FIRE. HE SAID PARIS WILL HOST THE PEACE CONFERENCE "MOST WILLINGLY."

    FRANCE HAS SUFFERED DIPLOMATIC ISOLATION IN THE PAST FEW WEEKS AFTER ITS RESUMPTION OF NUCLEAR TESTS IN THE PACIFIC, SO THE GESTURE BY WASHINGTON WAS CLEARLY APPRECIATED. FRANCE HAS BEEN THE SCENE OF IMPORTANT PEACE TALKS BEFORE. THE MOST FAMOUS WERE THE VIETNAMESE PEACE TALKS. THOSE MARATHON NEGOTIATIONS WON FORMER AMERICAN SECRETARY OF STATE HENRY KISSINGER AND THE VIETNAMESE NEGOTIATOR LE DUC THO THE NOBEL PEACE PRIZE.

    COMMENTARIES IN THE FRENCH MEDIA SAID MR. CLINTON HAD CHOSEN PARIS IN RECOGNITION OF THE PREDOMINANT ROLE FRANCE HAS PLAYED IN BOSNIA-HERZEGOVINA. UNITED NATIONS TROOPS RE-OPENED SARAJEVO AIRPORT TO HUMANITARIAN AID JUST OVER THREE YEARS AGO AFTER THE THEN FRENCH PRESIDENT FRANCOIS MITTERRAND PAID A SUDDEN VISIT THERE.

    SINCE THEN, FRANCE HAS ALWAYS HAD THE BIGGEST CONTINGENT IN THE UNITED NATIONS PROTECTION FORCE. TO THIS DAY, FRENCH TROOPS CONTROL SARAJEVO AIRPORT.

    THE FRENCH VIEW IS THAT A COMBINED WILL ON THE PART OF BOTH THE AMERICANS AND THE FRENCH IS THE CATALYST FOR THE COMING PEACE TALKS. AFTER HE WAS ELECTED LAST MAY, PRESIDENT JACQUES CHIRAC SHOWED AN IMMEDIATE INCLINATION TO BE TOUGH IN THE FORMER YUGOSLAV REPUBLIC. AND IT WAS MR. CHIRAC WHO PERSUADED HIS EUROPEAN PARTNERS TO ACCEPT THE PRINCIPLE OF MASSIVE AIR STRIKES AGAINST BOSNIAN SERB POSITIONS.

    THE FRENCH PRESS HAS BEEN WARM IN ITS PRAISE OF RICHARD HOLBROOKE, THE AMERICAN ENVOY WHO NEGOTIATED NEXT TUESDAY'S CEASE-FIRE. THE LEFT-LEANING DAILY LIBERATION SAID THE NEWS WAS AN UNDENIABLE SUCCESS FOR AMERICAN DIPLOMACY. THE CONSERVATIVE LE FIGARO SAID THE ANNOUNCEMENT THAT PARIS WOULD BE THE VENUE FOR THE PEACE TALKS CLEARLY SHOWED WASHINGTON'S GRATITUDE TO FRANCE.

    BOTH NEWSPAPERS, HOWEVER, STRESSED THAT THE WAY AHEAD WILL BE DIFFICULT. THEY SAID THE ATTITUDE OF THE U-S CONGRESS THAT HAS THE TASK OF APPROVING THE DESPATCH OF 25-THOUSAND AMERICAN TROOPS TO BOSNIA-HERZEGOVINA, WILL BE CRUCIAL TO THE SUCCESS OF THE NEW PEACE PROCESS. (SIGNED)

    [04] BOSNIA: PROXIMITY TALKS BY PAMELA TAYLOR (WASHINGTON)

    DATE=10/6/95
    TYPE=CLOSEUP
    NUMBER=4-08644
    TELEPHONE=619-1101
    EDITOR=NANCY SMART
    CONTENT= // TAPE INSERTS AVAILABLE FROM AUDIO SERVICES //

    INTRO: A NEW CEASEFIRE HAS BEEN ANNOUNCED IN BOSNIA TO TAKE EFFECT ON OCTOBER 10TH. UNLIKE THE MORE THAN 30 PREVIOUS CEASEFIRE AGREEMENTS WHICH QUICKLY BROKE DOWN, THIS ONE WAS ANNOUNCED BY PRESIDENT CLINTON HIMSELF, AT THE WHITE HOUSE. FOR THAT REASON, MANY EXPECT IT MAY SUCCEED WHERE OTHERS HAVE FAILED. ANOTHER REASON IS THAT THIS CEASEFIRE IS LINKED TO JOINT TALKS BY SERB, BOSNIAN AND CROAT REPRESENTATIVES TO BE HELD NEAR WASHINGTON LATER THIS MONTH. THOSE TALKS ARE TO PREPARE FOR A FULL PEACE CONFERENCE IN PARIS AS EARLY AS

    NOVEMBER. VOA'S PAMELA TAYLOR LOOKS AT THE NEW

    CEASEFIRE AGREEMENT OFFICIALS ARE HAILING AS A 'VERY SIGNIFICANT BREAKTHROUGH' AND 'AN HISTORIC OPPORTUNITY' FOR PEACE.

    TEXT: IN AN INTERVIEW ON U-S TELEVISION (PBS' 'MACNEIL-LEHRER REPORT') SHORTLY AFTER THE PRESIDENT'S ANNOUNCEMENT, SECRETARY OF STATE WARREN CHRISTOPHER OUTLINED THE PROVISIONS OF THE CEASEFIRE AGREEMENT. HE SAID THE FIRST PROVISION IS THAT THE CEASEFIRE IS TO LAST FOR 60 DAYS OR UNTIL AN EVENTUAL PEACE CONFERENCE IN PARIS IS CONCLUDED. THE SECOND, HE SAID, IS THAT ALL PARTIES HAVE AGREED TO WHAT HE CALLED "PROXIMITY PEACE TALKS" TO BE HELD IN THE UNITED STATES AROUND THE 30TH OF OCTOBER:

    TAPE: CUT # 1 CHRISTOPHER RUNS [:22] "IT MEANS THEY'LL ALL BE TOGETHER ON THE SAME SITE AND OUR NEGOTIATORS WILL BE GOING BACK AND FORTH BETWEEN THEM LEADING UP TO THE TIME WHEN THEY'LL BE BROUGHT TOGETHER. PROXIMITY MEANS WE'LL START WITH THEM BEING IN DIFFERENT LOCATIONS, PROBABLY NOT WASHINGTON BUT OUTSIDE WASHINGTON WHERE THEY MIGHT HAVE A LITTLE MORE PEACE AND QUIET, A LITTLE MORE PRIVACY."

    TEXT: THE SECRETARY EXPLAINED THAT THE TALKS WILL BE BASED ON RECOGNITION OF A SINGLE BOSNIA-HERZEGOVINA, DIVIDED INTO TWO ENTITIES, ACCORDING THE 51-49 PERCENT DIVISION CALLED FOR IN THE PLAN DRAWN UP BY THE UNITED STATES, FRANCE, BRITAIN, RUSSIA AND GERMANY. SECRETARY CHRISTOPHER DENIED THIS IS TANTAMOUNT TO PARTITIONING THE COUNTRY:

    TAPE: CUT # 2 CHRISTOPHER RUNS [:47] "THE (TWO ENTITIES) WILL BE JOINED AT THE TOP BY A COMMON PRESIDENCY, FOREIGN AFFAIRS CONCENTRATED IN THE FEDERAL GOVERNMENT, A CABINET, CONSTITUTIONAL COURT, PARLIAMENT AND SO FORTH. SO ALTHOUGH THERE WILL BE TWO ENTITIES AND THEY ARE RELATIVELY EQUIVALENT IN SIZE, NEVERTHELESS THEY'LL HAVE THE CONNECTIVE TISSUE OF A COMMON PRESIDENCY, CABINET AND SO FORTH. THEY WILL NOT BE INDEPENDENT NATIONS. THEY AGREED TO THAT ON THE 8TH OF SEPTEMBER IN GENEVA IN THIS FIRST AGREEMENT WHICH SAID THERE WILL BE A SINGLE BOSNIA-HERZEGOVINA CONSISTING OF THESE TWO ENTITIES."

    TEXT: SECRETARY CHRISTOPHER SAID THE UNITED STATES IS CONFIDENT THERE WILL BE COMPLIANCE WITH THE CEASEFIRE THIS TIME BECAUSE IT IS SO CLOSELY INTEGRATED TO THE SO-CALLED PROXIMITY TALKS AND BECAUSE ALL LEADERS HAVE AGREED TO IT, INCLUDING SERBIAN PRESIDENT SLOBODAN MILOSEVIC WHO SIGNED ON BEHALF OF THE BOSNIAN SERBS:

    TAPE: CUT # 3 CHRISTOPHER RUNS [:29] "PRESIDENT MILOSEVIC WAS EMPOWERED TO NEGOTIATE FOR THE BOSNIAN SERBS. WE'VE GOT A DOCUMENT SIGNED BY (BOSNIAN SERB LEADER RADOVAN) KARADZIC AND (BOSNIAN SERB GENERAL RATKO) MLADIC WHICH EMPOWERS PRESIDENT MILOSEVIC TO NEGOTIATE FOR THEM AND HE'S GOT A LOT OF SWAY (INFLUENCE) WITH THEM. ON THE BOSNIAN SIDE, WE'VE BEEN VERY CAREFUL TO CONTACT THE VARIOUS ELEMENTS OF THE BOSNIAN GOVERNMENT, NOT ONLY PRESIDENT (ALIJA) IZETBEGOVIC BUT THE REST OF HIS NEGOTIATING TEAM, HIS FOREIGN MINISTER MR. (MOHAMED) SACIRBEY AND HIS PRIME MINISTER MR. (HARIS) SILAJDZIC."

    TEXT: THE CROATIANS, WHO HAVE A DEFENSE AGREEMENT WITH THE BOSNIAN GOVERNMENT, DID NOT SIGN THE CEASEFIRE AGREEMENT BUT SAID THEY ENDORSED IT.

    FOR THEIR PART, THE BOSNIAN SERBS MAY NOT BE ALL THAT HAPPY WITH WHAT PRESIDENT MILOSEVIC HAS AGREED TO ON THEIR BEHALF. DANIELLA SREMAC (SREY-MATS), THE SPOKESWOMAN FOR THE BOSNIAN SERBS IN NORTH AMERICA, SAYS HER PEOPLE ARE NOT GETTING VERY MUCH IN THIS CEASEFIRE WHILE THE MUSLIM SIDE IS CONSOLIDATING RECENT BATTLEFIELD GAINS:

    TAPE: CUT # 4 SREMAC RUNS [:45] "THERE ARE QUITE A FEW IN THE BOSNIAN SERB LEADERSHIP WHO DO NOT FEEL THAT MR. MILOSEVIC IS REPRESENTING THEM. THEY FEEL THE BOSNIAN SERBS HAVE SUFFERED A GREAT DEAL, ESPECIALLY IN THE PAST SEVERAL MONTHS. NOT ONLY THE BOSNIAN SERBS BUT THE KRAJINA SERBS, A QUARTER OF A MILLION WHICH HAVE BEEN ETHNICALLY CLEANSED FROM CROATIA. NOW THERE ARE UP TO 150 THOUSAND SERBS WHO HAVE FLED THE CROAT-MUSLIM OFFENSIVE SO THEY FEEL THAT SERBS OR THE BOSNIAN SERBS CONTINUE TO GIVE UP TERRITORY, TO BE ATTACKED, WHILE AT THE SAME TIME THE SERBIAN PRESIDENT IS NOT COMING TO THEIR AID AND OF COURSE THE INTERNATIONAL COMMUNITY IS NOT STOPPING THE CROAT-MUSLIM AGGRESSION."

    TEXT: BUT SECRETARY CHRISTOPHER SAYS NONE OF THE PARTIES WERE COERCED INTO SIGNING AND THAT HIS SERB, CROAT AND MUSLIM COUNTERPARTS, ALL INDICATED TO HIM THEIR DESIRE TO KEEP UP THE MOMENTUM TOWARD PEACE. ONCE THERE IS A PEACE AGREEMENT IN PLACE, THE SECRETARY SAID HE EXPECTS THE U-S CONGRESS WILL EVENTUALLY AGREE TO ALLOW AMERICAN PARTICIPATION IN A NATO FORCE TO POLICE THE ACCORD. EVERYONE UNDERSTANDS, HE SAID, THAT THERE CAN BE NO PEACE AGREEMENT WITHOUT U-S HELP TO IMPLEMENT IT. (SIGNED)

    INTRO: NATO SECRETARY-GENERAL WILLY CLAES SAYS HE WILL NOT RESIGN HIS POST, THOUGH A BELGIAN PROSECUTOR SAYS HE SHOULD STAND TRIAL ON CORRUPTION CHARGES. V-O-A'S DAVID SWAN REPORTS FROM A NATO MEETING IN (THE MID-ATLANTIC CITY OF) WILLIAMSBURG, VIRGINIA.

    TEXT: MR. CLAES SAYS HE CAN STILL LEAD THE ALLIES THROUGH A POSSIBLE PEACEKEEPING MISSION IN BOSNIA-HERZEGOVINA, DESPITE THE ONGOING CORRUPTION SCANDAL IN HIS NATIVE BELGIUM.

    // CLAES ACT //

    AND LET IT BE CLEAR. I AM TOTALLY INNOCENT. I'VE NEVER DONE ANYTHING WRONG.

    // END ACT //

    BUT A PROSECUTOR FOR BELGIUM'S SUPREME COURT SAYS THE NATO SECRETARY-GENERAL SHOULD BE TRIED FOR CORRUPTION AND FALSIFYING DOCUMENTS. A FORMER BELGIAN DEFENSE MINISTER AND MEMBER OF HIS SOCIALIST PARTY (GUY COEME) FACES CHARGES IN A SIMILAR CASE.

    MR. CLAES' SOCIALIST PARTY ALLEGEDLY TOOK KICKBACKS FROM AN ITALIAN FIRM (AUGUSTA) IN 1988 IN RETURN FOR A HELICOPTER CONTRACT. MR. CLAES WAS BELGIUM'S ECONOMY MINISTER THEN. HE HAS REPEATEDLY DENIED APPROVING OF THE BRIBE BUT ADMITS HE KNEW IT WAS OFFERED.

    THE SECRETARY-GENERAL SAYS HE HAS CONFIDENCE IN THE JUSTICE SYSTEM, AND IS AT THE DISPOSAL OF A SPECIAL COMMISSION FROM THE BELGIAN PARLIAMENT, WHICH IS INVESTIGATING THE CASE. (SIGNED)

    [06] CLINTON / BOSNIA BY DAVID BORGIDA (WHITE HOUSE)

    DATE=10/6/95
    TYPE=CORRESPONDENT REPORT
    NUMBER=2-186456
    CONTENT=
    VOICED AT:

    INTRO: PRESIDENT CLINTON IS PLEDGING HIS CONTINUED HELP IN THE SEARCH FOR A LASTING PEACE AGREEMENT IN BOSNIA. AND HE IS UNDERSCORING THE NEED FOR THE UNITED STATES TO CONTRIBUTE TROOPS IN A NATO FORCE THAT WOULD ENFORCE ANY PEACE AGREEMENT. WHITE HOUSE CORRESPONDENT DAVID BORGIDA HAS DETAILS.

    TEXT: ONE DAY AFTER ANNOUNCING A CEASE-FIRE IN BOSNIA, THE PRESIDENT PLEDGED CONTINUED SUPPORT FOR THE PEACE PROCESS.

    // CLINTON ACT //

    WE HAVE A LONG WAY TO GO, AND THERE IS NO GUARANTEE OF SUCCESS. BUT WE WILL USE EVERY OUNCE (PORTION) OF OUR INFLUENCE TO HELP THE PARTIES MAKE A PEACE THAT PRESERVES BOSNIA AS A SINGLE DEMOCRATIC STATE AND PROTECTS THE RIGHTS OF ALL CITIZENS REGARDLESS OF THEIR ETHNIC GROUP.

    // END ACT //

    IN A WASHINGTON SPEECH ON U-S FOREIGN POLICY, THE PRESIDENT EXPRESSED HIS DETERMINATION TO PROVIDE U-S TROOPS, ESTIMATED AT ABOUT 25-THOUSAND, IN A NATO PEACEKEEPING FORCE.

    // OPT CLINTON ACT //

    IF AND WHEN PEACE COMES, THE INTERNATIONAL COMMUNITY'S RESPONSIBILITY WILL NOT END. AFTER ALL THE BLOODSHED, THE HATRED, THE LOSS OF THE LAST YEARS, PEACE WILL SURELY BE FRAGILE. THE INTERNATIONAL COMMUNITY MUST HELP TO SECURE IT. THE ONLY ORGANIZATION THAT CAN MEET THAT RESPONSIBILITY STRONGLY AND EFFECTIVELY IS NATO, AND AS NATO'S LEADER, THE UNITED STATES MUST DO ITS PART AND SEND IN TROOPS TO JOIN THOSE OF OUR ALLIES, UNDER NATO COMMAND, WITH CLEAR RULES OF ENGAGEMENT.

    // END ACT., END OPT //

    HE SAID IF THIS EFFORT FAILS, THE CONSEQUENCES FOR BOSNIA AND FOR THE FUTURE OF NATO WOULD BE "SEVERE."

    IN HIS SPEECH, HE OFFERED A BROAD DEFENSE OF CONTINUED U-S ENGAGEMENT AND LEADERSHIP, AND REJECTED CALLS FOR ISOLATIONISM, IN THE POST COLD WAR WORLD.

    // CLINTON ACT //

    IF YOU LOOK AT THE RESULTS FROM BOSNIA TO HAITI, FROM THE MIDDLE EAST TO NORTHERN IRELAND, IT PROVES ONCE AGAIN THAT AMERICAN LEADERSHIP IS INDISPENSABLE, AND THAT WITHOUT IT OUR VALUES, OUR INTERESTS, AND PEACE ITSELF WOULD BE AT RISK.

    // END ACT //

    IN THEME AND SUBSTANCE, THE PRESIDENT'S SPEECH WAS SIMILAR TO AN INTERVIEW HE GAVE THE U-S-A TODAY NEWSPAPER. IN IT, HE POINTS TO HIS FOREIGN POLICY SUCCESSES, IN HAITI, THE MIDDLE EAST, AND BOSNIA. HE SAYS "WE HAVE TRIED TO HONOR THE RESPONSIBILITIES OF LEADERSHIP, AND THE RESULTS ARE THERE." (SIGNED)

    INTRO: THE NATO ALLIANCE IS STEPPING UP PLANS FOR A PEACEKEEPING MISSION IN BOSNIA-HERZEGOVINA IN THE WAKE OF THURSDAY'S CEASEFIRE ANNOUNCEMENT BY THE WARRING FACTIONS. V-O-A'S DAVID SWAN REPORTS FROM A NATO DEFENSE MINISTERS' MEETING IN WILLIAMSBURG VIRGINIA.

    TEXT: WHILE ADMITTING THERE ARE STILL MANY OBSTACLES AHEAD, OFFICIALS SAY NATO WILL BE PREPARED IF PEACE FINALLY COMES TO BOSNIA. IN A (C-N-N) TELEVISION INTERVIEW, DEFENSE SECRETARY WILLIAM PERRY SAID THE ALLIES COULD HAVE SOLDIERS ON THE GROUND WITHIN DAYS OF A FINAL AGREEMENT -- WHICH COULD HAPPEN IN EARLY NOVEMBER.

    UNDERSECRETARY OF DEFENSE WALT SLOCOMBE ECHOED THE STATMENT, SAYING NATO MUST MOVE FORWARD SMARTLY TO BE READY WHEN THE TIME COMES.

    // SLOCOMBE ACT //

    WE WILL NOT LET A SITUATION ARISE IN WHICH THERE'S A PEACE AGREEMENT AND WE CAN'T HAVE A PEACE AGREEMENT BECAUSE WE HAVEN'T GOT AN IMPLEMENTATION FORCE READY. THAT'S ONE OF THE REASONS WHY WE HAVE TO MOVE QUICKLY ON THE PLANNING.

    // END ACT //

    ANOTHER SENIOR DEFENSE OFFICIAL SAYS TROOPS WOULD POUR INTO BOSNIA BY AIR, LAND AND SEA, TO TAKE CONTROL QUICKLY AND STOP THE PEACE FROM SLIDING BACK TO WAR. HE SAYS U-S SOLDIERS BASED IN EUROPE WOULD BE AMONG THE FIRST TO ARRIVE, IN THE FIRST DEPLOYMENT OF AMERICAN GROUND FORCES IN BOSNIA. SOME OF THE U-N PEACEKEEPERS ALREADY SERVING THERE WOULD JOIN THE NEW ALLIED ARMY.

    MR. SLOCOMBE SAYS NATO IS STILL TRYING TO DETERMINE HOW TO BRING RUSSIA INTO THE MISSION, SINCE MOSCOW INSISTS IT WILL NOT PUT TROOPS UNDER ALLIED COMMAND.

    // SLOCOMBE ACT //

    WE WANT TO TRY TO FIND A WAY THAT WILL ALLOW THE RUSSIANS TO PARTICIPATE IN A WAY THAT THEY FIND SATISFACTORY AND THAT WILL BE CONSISTENT WITH OUR PRINCIPLE THAT THE IMPLEMENTATION FORCE HAS TO BE RUN IN A MILITARILY SOUND WAY.

    // END ACT //

    OFFICIALS SAY THE QUESTION MIGHT BE SETTLED BY ALLOWING THE RUSSIANS TO MAINTAIN A PARALELL OR TANDEM CHAIN OF COMMAND, THROUGH THEIR OWN ARMY OR MOSCOW'S ENVOY TO NATO. SECRETARY PERRY AND RUSSIAN DEFENSE MINISTER PAVEL GRACHEV WILL DISCUSS THE ISSUE IN GENEVA THIS WEEKEND.

    NATO IS ALSO STRUGGLING WITH THE PROBLEM OF EQUALIZING THE POSTWAR MILITARY BALANCE IN BOSNIA. THE ALLIES HOPE FOR CUTBACKS IN TROOPS AND WEAPONRY AMONG THE FACTIONS. BUT THE CLINTON ADMINISTRATION ARGUES IT MAY BE NECESSARY TO TRAIN AND SUPPLY THE BOSNIAN GOVERNMENT ARMY. SOME OF THE ALLIES FEAR THAT IDEA COULD SET OFF ANOTHER ARMS RACE AND PERHAPS MORE BLOODSHED. HOWEVER, U-S OFFICIALS SAY THE ISSUE WILL NOT DERAIL THE OVERALL PEACEKEEPING PLAN. (SIGNED)

    [08] NATO / BOSNIA (L) BY DAVID SWAN (WILLIAMSBURG, VA)

    TYPE=CORRESPONDENT REPORT

    CONTENT=
    VOICED AT:

    INTRO: NATO DEFENSE MINISTERS HAVE REAFFIRMED THEIR DESIRE TO HAVE RUSSIAN TROOPS TAKE PART IN BOSNIAN PEACEKEEPING BUT THE ALLIES ALSO INSIST THE OPERATION BE CLEARLY UNDER THEIR COMMAND. V-O-A'S DAVID SWAN REPORTS FROM THE MINISTERS' MEETING IN WILLIAMSBURG, VIRGINIA.

    TEXT: OFFICIALS SAY PLANS FOR THE PEACEKEEPING MISSION HAVE REACHED AN ADVANCED STAGE. BUT WITH THE DEPLOYMENT OF THOUSANDS OF TROOPS POTENTIALLY JUST WEEKS AWAY, NATO AND RUSSIA HAVE YET TO DECIDE HOW TO BRING RUSSIAN FORCES ON BOARD.

    BRITISH DEFENSE SECRETARY MICHAEL PORTILLO SAYS RUSSIAN INVOLVEMENT IS VITAL, THOUGH THE ALLIES COULD HANDLE THE OPERATION ALONE IF NEED BE.

    // PORTILLO ACT //

    FOR BROADER POLITICAL REASONS, FOR THE LONG-TERM STABILITY OF THE REGION, FOR THE BALANCE BETWEEN THE SIDES, FOR THE BETTER DEMONSTRATION THAT WE ARE GOING TO BE EVEN-HANDED IN THIS CONTEXT WE WOULD MUCH PREFER TO HAVE THE RUSSIANS THERE. SO, POLITICALLY SPEAKING, I REGARD THEIR PRESENCE AS VERY IMPORTANT.

    // END ACT //

    RUSSIA SAYS IT WILL NOT PUT TROOPS UNDER NATO COMMAND. THE ALLIES ARE EQUALLY FIRM ABOUT KEEPING CONTROL IN THEIR HANDS TO AVOID THE CONFUSION AND ARGUMENTS THAT CRIPPLED BOSNIAN MISSIONS IN THE PAST.

    U-S DEFENSE SECRETARY WILLIAM PERRY SAYS THE ALLIES WILL NOT ACCEPT ANOTHER "DUAL KEY" COMMAND STRUCTURE, LIKE THE ONE THAT GAVE THE UNITED NATIONS THE POWER TO VETO NATO AIR STRIKES.

    // PERRY ACT //

    WE WILL BE AS FLEXIBLE AND CREATIVE AS POSSIBLE BUT THERE WILL BE A RED LINE OVER WHICH WE CANNOT CROSS AND THAT IS THE RED LINE OF MILITARY EFFECTIVENESS.

    // END ACT //

    MR. PERRY SAYS HE HAS THREE OR FOUR OPTIONS TO DISCUSS WITH RUSSIAN DEFENSE MINISTER PAVEL GRACHEV IN GENEVA THIS SUNDAY. OFFICIALS SAY THE RUSSIANS MIGHT BE ASSIGNED TO DUTIES THAT LEAVES THEM OUTSIDE THE NATO COMMAND SYSTEM, OR BE GIVEN A HIGH-LEVEL LIAISON WITH ALLIED HEADQUARTERS.

    WHATEVER THE RUSSIAN ROLE, MR. PERRY AND OTHER OFFICIALS SAY THE MISSION CANNOT SUCCEED WITHOUT U-S GROUND TROOPS, WHICH THE CLINTON ADMINISTRATION ALWAYS REFUSED TO SEND UNTIL NOW.

    // PERRY ACT //

    I THINK IT WOULD BE A DISASTER TO TRY TO PROCEED FORWARD ON A NATO MILITARY FORCE OF THIS SIZE WITHOUT THE PARTICIPATION OF THE UNITED STATES AND INDEED WITHOUT LEADERSHIP PARTICIPATION OF THE UNITED STATES.

    // END ACT //

    BUT MANY MEMBERS OF CONGRESS SAY AMERICAN SOLDIERS SHOULD STAY OUT OF BOSNIA. SENATE MAJORITY LEADER BOB DOLE SAYS PRESIDENT CLINTON HAS NOT PERSUADED THE PEOPLE THE TROOPS ARE NEEDED. THE ADMINISTRATION MUST NOW TRY TO SELL THE MISSION TO CONGRESS AND THE PUBLIC BEFORE THE BOSNIAN FACTIONS SIGN A PEACE TREATY. (SIGNED)

    [09] NATO / CLAES (L) BY JOHN FRASER (BRUSSELS)

    DATE=10/6/95
    TYPE=CORRESPONDENT REPORT

    CONTENT=
    VOICED AT: .

    INTRO: NATO SECRETARY-GENERAL WILLY CLAES HAS BEEN ATTENDING A MEETING OF ALLIANCE DEFENSE MINISTERS IN THE UNITED STATES THIS WEEK. HOWEVER, EVENTS DATING BACK TO HIS PREVIOUS CAREER AS A BELGIAN MINISTER HAVE CAST A SHADOW OVER THE MEETING. THERE IS A GROWING LIKELIHOOD THAT MR. CLAES WILL BE PUT ON TRIAL FOR CORRUPTION. JOHN FRASER REPORTS FOR VOA FROM BRUSSELS.

    TEXT: IN 1988, WILLY CLAES WAS THE ECONOMICS MINISTER IN BELGIUM. IT IS ALLEGED THAT HE AND SEVERAL OTHER POLITICIANS RECEIVED BRIBES IN EXCHANGE FOR DEFENSE CONTRACTS.

    BELGIUM ORDERED 45 HELICOPTERS FROM THE ITALIAN AUGUSTA FIRM. IT IS ALLEGED THAT TO SECURE THIS ORDER, A BRIBE OF ONE AND A HALF MILLION DOLLARS WAS PAID TO THE BELGIAN SOCIALIST PARTY -- OF WHICH MR CLAES IS A LEADING MEMBER.

    MR. CLAES HAS CONSISTENTLY DENIED THAT HE ACCEPTED THE BRIBE, BUT HE HAS ADMITTED THAT HE KNEW A BRIBE HAD BEEN OFFERED. THERE ARE ALSO ALLEGATIONS ABOUT AN EVEN LARGER BRIBE BEING PAID TO THE BELGIAN SOCIALIST PARTY FOR ANOTHER DEFENSE CONTRACT -- BY THE FRENCH FIRM DASSAULT, TO SECURE NEW RADARS FOR F-16 FIGHTERS. UNTIL NOW, MR CLAES HAS STOOD HIS GROUND, AND RESISTED ALL PRESSURE TO STEP DOWN FROM HIS TOP JOB AT NATO. HOWEVER, OBSERVERS SAY HE IS LOOKING MORE VULNERABLE FOLLOWING A REQUEST FRIDAY FROM THE PROSECUTOR GENERAL IN BELGIUM'S HIGHEST COURT, JACQUES VELU. MR. VELU WANTS MR. CLAES TO BE PUT ON TRIAL ON CHARGES OF CORRUPTION AND OF FALSIFYING DOCUMENTS. BECAUSE OF MR. CLAES' ELEVATED STATUS, THE BELGIAN PARLIAMENT HAS TO GIVE ITS ASSENT FOR HIM TO BE TRIED. AN 11-MEMBER PARLIAMENTARY COMMITTEE MEETS TUESDAY TO DISCUSS THE CASE. ITS RECOMMENDATIONS WILL THEN GO BEFORE THE FULL BELGIAN PARLIAMENT. IF THE PARLIAMENT DOES AGREE THAT MR. CLAES MUST BE TAKEN TO COURT, ANALYSTS SAY THAT LIKELY WOULD SPELL THE END OF HIS CAREER AT NATO. THERE ARE SIMILAR CHARGES AGAINST BELGIUM'S FORMER DEFENSE MINISTER GUY COEME, WHO IS ALSO A SOCIALIST.

    HE IS ALREADY FACING TRIAL OVER THE AUGUSTA HELICOPTER AFFAIR, AND IS NOW WAITING TO SEE IF HIS FORMER CABINET COLLEAGUE WILLY CLAES WILL JOIN HIM IN THE DOCK. (SIGNED)

    [10] TURKEY/POLITICS (L) BY AMBERIN ZAMAN (ANKARA)

    DATE=10/6/95
    TYPE=CORRESPONDENT REPORT
    NUMBER=2-186449
    CONTENT=
    VOICED AT:

    INTRO: TURKISH PRIME MINISTER TANSU CILLER IS FACING OPPOSITION FROM MEMBERS OF HER CONSERVATIVE TRUE PATH PARTY AFTER ANNOUNCING A MINORITY GOVERNMENT APPROVED BY PRESIDENT SULEYMAN DEMIREL LATE THURSDAY NIGHT. AMBERIN ZAMAN REPORTS FROM ANKARA.

    TEXT: A GROUP OF 14 DEPUTIES FROM MRS. CILLER'S CONSERVATIVE TRUE PATH PARTY OR D-Y-P HAVE DECLARED THEY WILL VOTE AGAINST HER GOVERNMENT DURING A VOTE OF CONFIDENCE TO BE HELD IN THE TURKISH PARLIAMENT IN THE COMING WEEKS.

    THE ANNOUNCEMENT CAME AFTER MRS. CILLER ANNOUNCED THE FORMATION OF A MINORITY GOVERNMENT THREE WEEKS AFTER SHE RESIGNED FOLLOWING THE COLLAPSE OF THE FOUR-YEAR LONG COALITION WITH THE SOCIAL DEMOCRAT PEOPLE'S REPUBLICAN PARTY OR C-H-P OVER POLICY DIFFERENCES.

    THE REBEL D-Y-P M-P'S ARE BELIEVED TO BE OPPOSED TO MRS. CILLER BECAUSE OF HER FAILURE TO FORM A COALITION WITH THE MAIN OPPOSITION CONSERVATIVE MOTHERLAND PARTY.

    THE TURKISH PREMIER OPTED INSTEAD FOR A MINORITY GOVERNMENT AFTER SECURING BACKING FROM BULENT ECEVIT, FORMER PRIME MINISTER AND LEADER OF THE SMALL DEMOCRATIC LEFT PARTY OR D-S-P AND THAT OF ALPARSLAN TURKES, LEADER OF THE EXTREME RIGHT WING NATIONALIST ACTION PARTY OR M-H-P.

    MRS. CILLER, WHOSE D-Y-P HAS 181 SEATS IN THE 428 MEMBER TURKISH PARLIAMENT NEEDS A SIMPLE MAJORITY TO LEGITIMISE HER GOVERNMENT. THE DSP AND THE MHP TOGETHER HAVE ONLY 27 SEATS. MRS. CILLER, ANALYSTS SAY, WILL THEREFORE NEED TO TURN TO SOME INDEPENDENT DEPUTIES AS WELL, IF SHE IS TO WIN A VOTE OF CONFIDENCE.

    PUNDITS WIDELY PREDICT THAT THE TURKISH PREMIER WILL SURVIVE. MOST AGREE, HOWEVER, THAT HER NEW GOVERNMENT WILL BE FACED WITH A HOST OF DAUNTING PROBLEMS.

    WITH THE SOCIAL DEMOCRATS NO LONGER AT HER SIDE, MRS. CILLER WILL FACE A STIFFER OPPOSITION IN PARLIAMENT THAN EVER. AND THE FACT THAT NEITHER DSP OR THE MHP IS PHYSICALLY TAKING PART IN THE GOVERNMENT MEANS THAT THEY CAN SWITCH OFF THEIR SUPPORT ANY TIME.

    ON THE DIPLOMATIC FRONT, MRS. CILLER IS LIKELY TO HAVE A TOUGH TIME MEETING DEMANDS OF THE EUROPEAN PARLIAMENT FOR PUSHING THROUGH DEMOCRATIC REFORMS. EUROPEAN LEGISLATORS ARE DEMANDING IN PARTICULAR THAT THE TURKISH GOVERNMENT ABOLISH ARTICLE EIGHT OF THE ANTI-TERROR LAW AS A CONDITION FOR APPROVING A CRUCIAL FREE TRADE AGREEMENT BETWEEN TURKEY AND THE EUROPEAN UNION.

    ANALYSTS SAY MRS. CILLER'S HANDS WILL LIKELY REMAIN BOUND (MRS. CHILLER WILL NOT BE ABLE TO OVERCOME OPPOSITION) BY MR. TURKES, A FORMER ARMY COLONEL WHO IS STRICTLY OPPOSED TO ANY SORT OF POLITICAL ACCOMMODATION FOR THE COUNTRY'S ESTIMATED 12 MILLION KURDS.

    HER GREATEST STRENGTH, OBSERVERS SAY, LIES IN HER CONTINUING POPULARITY WITH THE TURKISH PEOPLE. THEY SAY MANY REMAIN UNDER THE SPELL OF HER FLUENT ENGLISH, DESIGNER CLOTHES AND YOUTHFUL GOOD LOOKS -- THIS DESPITE WHAT THEY DESCRIBE AS HER FAILURE TO FULFILL MANY OF HER PROMISES DURING HER TWO YEARS IN POWER. THESE INCLUDE CURBING RAMPANT INFLATION, WHICH IS CURRENTLY RUNNING AT AN AVERAGE ANNUAL 100 PERCENT. (SIGNED)

    [11] U-N WEEK-IN-REVIEW BY ELAINE JOHANSON (UNITED NATIONS)

    DATE=10/6/95
    TYPE=BACKGROUND REPORT
    NUMBER=5-31307
    CONTENT=
    VOICED AT:

    INTRO: POPE JOHN PAUL THE SECOND -- IN A RARE VISIT TO THE UNITED NATIONS -- CALLS FOR A RATIONAL APPROACH TO ETHNIC RIVALRIES AND WARNS OF THE DANGERS OF EXTREME NATIONALISM; SECRETARY-GENERAL BOUTROS BOUTROS-GHALI LAYS OUT A PLAN FOR REDUCING THE NUMBER OF PEACEKEEPERS IN BOSNIA AS THE WARRING PARTIES AGREE TO A CEASE-FIRE; AND SYRIA AND LEBANON REFUSE AN ISRAELI APPEAL FOR HIGH-LEVEL TALKS IN THE WAKE OF ANOTHER ISRAELI-PALESTINIAN ACCORD. VOA CORRESPONDENT ELAINE JOHANSON REVIEWS THE MAIN DEVELOPMENTS OF THE PAST WEEK:

    TEXT: POPE JOHN PAUL VISITED THE UNITED NATIONS THIS PAST WEEK TO HONOR THE ORGANIZATION ON ITS 50TH ANNIVERSARY. IN A SPEECH TO THE GENERAL ASSEMBLY, THE PONTIFF DESCRIBED A WORLD IN CRISIS -- FROM THE GENOCIDE IN BOSNIA AND CENTRAL AFRICA TO A LACK OF WILL BY THE MAJOR POWERS TO LIFT THE LEAST-DEVELOPED NATIONS OUT OF POVERTY.

    THE POPE WARNED ABOUT THE SPROUTING OF UNHEALTHY NATIONALISTIC IMPULSES -- AND SOME FORMS OF RELIGIOUS FUNDAMENTALISM --THAT HE SAID RAVAGE HUMAN FREEDOM AND LEAD TO THE PERSECUTION OF MINORITIES. HE APPEALED FOR RESTRAINT AND DIALOGUE:

    /// POPE ACT ///

    IF WE WANT A CENTURY OF VIOLENT COERCION TO BE SUCCEEDED BY A CENTURY OF PERSUASION, WE MUST FIND A WAY TO DISCUSS THE HUMAN FUTURE INTELLIGIBLY.

    /// END ACT ///

    WHILE THE POPE SPOKE OF PEACE, UNIVERSAL RIGHTS AND THE DIGNITY OF HUMAN LIFE AT THE U-N AND ELSEWHERE, A HIGH-POWERED SECURITY OPERATION TRACKED HIS EVERY MOVE -- A NOT-SO-SUBTLE REMINDER OF THE DANGEROUS WORLD HE DESCRIBED. LAW ENFORCEMENT OFFICIALS SAID THE POPE -- HAVING SURVIVED TWO ASSASSINATION ATTEMPTS -- REMAINS A HIGH-PROFILE TARGET FOR A WOULD-BE TERRORIST OR DERANGED KILLER.

    -0-

    THE UNITED NATIONS SAYS IT WILL BEGIN THE WITHDRAWAL OF ABOUT ONE-THIRD OF ITS TROOPS FROM BOSNIA-HERZEGOVINA THIS MONTH. THE PLAN WAS ANNOUNCED AS THE UNITED STATES REVEALED THE WARRING PARTIES HAD AGREED TO A CEASE-FIRE AND A NEW ROUND OF PEACE TALKS.

    THE BOSNIAN MISSION WILL BE CUT FROM ABOUT 30-THOUSAND TO 21-THOUSAND TROOPS. AMONG THOSE BEING PULLED OUT ARE SOME THREE-THOUSAND BRITISH SOLDIERS WHO ARE PART OF THE RAPID REACTION FORCE ESTABLISHED LAST JUNE TO SUPPORT THE BELEAGUERED U-N OPERATION.

    DIPLOMATIC SOURCES INDICATE THE UNITED NATIONS IS RELIEVED TO BE DOWN-SIZING ITS MISSION, WHICH COSTS NEARLY FIVE MILLION DOLLARS A DAY. THE UNITED NATIONS IS GOING THROUGH A SEVERE FINANCIAL CRISIS. THE SECRETARY-GENERAL HAS SAID ON SEVERAL OCCASIONS LATELY THE MONEY SPENT IN BOSNIA IS URGENTLY NEEDED IN OTHER AREAS OF THE WORLD.

    THE ASSUMPTION IS THAT NATO WILL ASSEMBLE ITS OWN FORCE TO MONITOR ANY FUTURE BOSNIAN SETTLEMENT.

    -0-

    ISRAELI FOREIGN MINISTER SIMON PERES -- ATTENDING THE U-N GENERAL ASSEMBLY -- HAILED THE LATEST ISRAELI/P-L-O ACCORD EXTENDING PALESTINIAN RULE IN THE WEST BANK AS AN ENCOURAGING MOVE TOWARD PEACE. BUT HE TEMPERED HIS ENTHUSIASM BY NOTING LAPSES IN THE WIDER PEACE PROCESS -- NAMELY, THE REFUSAL OF LEBANON AND SYRIA TO ENTER INTO HIGH-LEVEL NEGOTIATIONS:

    /// PERES ACT ///

    I WOULD LIKE TO USE THIS OCCASION TO TELL TO THE SYRIANS AND TO TELL TO THE LEBANESE TO STOP HESITATING, TO STOP WANDERING. WE WANT THE MIDDLE EAST TO JOIN IN A NEW AGE.

    /// END ACT ///

    THE LEBANESE AND SYRIAN FOREIGN MINISTERS REFUSED THE INVITATION IN REMARKS TO THE ASSEMBLY LATER. SYRIA FIRST WANTS ISRAEL TO WITHDRAW COMPLETELY FROM THE GOLAN HEIGHTS -- WHICH ISRAEL SEIZED IN 1967. LEBANON'S CONDITION RUNS ALONG THE SAME LINES. IT WANTS ISRAELI TROOPS OUT OF ITS TERRITORY. VOICED AT:

    INTRO: THE UNITED STATES SAYS CROATIA HAS GIVEN ASSURANCES THAT IT WILL ABIDE BY THE CEASEFIRE IN BOSNIA THAT TAKES EFFECT NEXT TUESDAY. V-O-A'S CORRESPONDENT RON PEMSTEIN REPORTS FROM THE STATE DEPARTMENT, CROATIA'S NEEDS HAVE BEEN CONSIDERED IN SWTARTING THE BOSNIA PEACE TALKS.

    TEXT: THE BEGINNING OF THE PROXIMITY TALKS IN THE UNITED STATES HAS BEEN POSTPONED FROM OCTOBER 25TH TO END OF THE MONTH TO PERMIT CROATIAN PRESIDENT FRANJO TUDJMAN TO ATTEND. PRESIDENT TUDJMAN ASKED FOR THE POSTPONEMENT TO PERMIT HIM TO COME AFTER CROATIAN ELECTIONS SCHEDULED FOR OCTOBER 29TH.

    THE CAMP DAVID STYLE TALKS, AT A STILL UNDECIDED, ISOLATED LOCATION, ARE TO INVOLVE THE PRESIDENTS OF BOSNIA, CROATIA AND SERBIA. THE STATE DEPARTMENT SAYS SECRETARY OF STATE WARREN CHRISTOPHER WILL HAVE SOME ROLE IN THE PEACE TALKS BUT THE MAIN TASK OF SHUTTLING BETWEEN THE DELEGATIONS WILL BE GIVEN TO ASSISTANT SECRETARY RICHARD HOLBROOKE, RUSSIAN DEPUTY MINISTER IGOR IVANOV AND THE EUROPEAN UNION'S CARL BILDT.

    STATE DEPARTMENT SPOKESMAN NICHOLAS BURNS SAYS CROATIA IS NOT A SIGNATORY TO THE BOSNIA CEASEFIRE SCHEDULED FOR TUESDAY BUT WILL ABIDE BY IT.

    ///BURNS ACT///

    THERE IS NO NEED WE THINK TO HAVE A CROATIAN SIGNATURE ON THIS AGREEMENT. THERE IS AN ABSOLUTE NEED, HOWEVER, TO HAVE CROATIAN ADHERENCE TO THIS AGREEMENT AND WE HAVE BEEN TOLD BY THE PRESIDENT OF CROATIA THAT THAT WILL OCCUR.

    ///END ACT///

    CROATIA IS REPORTED TO HAVE SENT MORE THAN THREE THOUSAND TROOPS INTO BOSNIA THIS WEEK BUT THE STATE DEPARTMENT IS CONFIDENT THOSE SOLDIERS WILL BE WITHDRAWN BY TUESDAY. (SIGNED)
