  • [01] GREAT CONTRIBUTION TO STABILITY IN THE COUNTRY

President of the Federal Republic of Yugoslavia and of the Supreme Defense Council Zoran Lilic, accompanied by the Chief of the General Headquarters of the Army of Yugoslavia Colonel-General Momcilo Perisic, within the regular activities, visited yesterday the units of the Third Army District in Nis and Prishtina and had talks with the most competent military superior officers. President was informed of the results achieved in the creation of combat readiness, of the organizational and formation changes and realization of tasks in securing the state borders. Stating that the Army of Yugoslavia had a significant role in preservation of the Federal Republic of Yugoslavia, its peace and its human and economic potentials, that it was and indisputably is the basic factor of stability of the Federal Republic of Yugoslavia, President Lilic underlined the following: "Our main target is strengthening of the Federal Republic of Yugoslavia and creation of the conditions for successful return into the international community and normalization of the relations with the international institutions. We must focus all our forces on the creation of the conditions for decent life of man. In order to respond to all these complex tasks, we must have stable conditions of earning, we must again become a country without political tensions, a country with a small level of risk". President Lilic in Prishtina called the leaders of the Albanian political parties to open talks for purpose of establishing a dialogue and resolving of eventually disputable issues, in the manner appropriate to the most democratic countries. "Our aim must be first of all, a strong civil state, with a high degree of human and democratic rights, and not an impossible wish for all the members of peoples and national minorities who are living in the FR of Yugoslavia to have some minute states of their own. In Kosmet there simply must be peace, and this is certainly in the best of interest of all those living in these areas", said Lilic.

[02] NO END TO THE SLOVENIAN-CROAT DISPUTES

When they were destroying Yugoslavia and were creating their independent states, both Slovenia and Croatia were swearing that they shall have good neighborly relations. However, for five years now between Ljubljana and Zagreb continuous squabbles are taking place, these countries have not yet concluded any major agreement, and numerous unresolved disputes are suggesting new distancing between Slovenia and Croatia. For the latest scandal the most arduous ones were the Croat media, to be followed by the experts, accusing Slovenes that they have stolen from them the famous "Atomic Spa" (Atomske toplice) in Podcetrtak, the pearl of Slovenian tourism, situated at the very Slovenian-Croat border. In Zagreb they are claiming that the Slovenian experts have "cut-off" the source and medicinal waters, directing it towards the Slovenian side. Slovenes reacted fiercely, scientifically refuted all the Croat claims and dispatched the message to their neighbors that there are probably medicinal waters also on their side, only it is necessary to discover where they are. The new "slap on the face" of Slovenian tourism is coming from Zagreb in the announcement that the radioactive waste from the nuclear power plant "Krsko" will begin to be stored along the river Sutla, i.e. along the very border and just beside the "Atomic Spa". In panic, tourist experts in Slovenia are demanding from their government to prevent the latest Croat provocation.

[03] RETURN OF EXILED SERBS ONLY SYMBOLIC

Zagreb branch of the UN High Commissariat for Refugees (UNHCR) reported that in Croatia, within the program for family reunion, until now only 549 Serbs returned, who were exiled by the Croat army and police under the threat of death, during the armed aggression on Western Slavonia and Knin Krajina. This project of the UNHCR, which is entitled "Extremely Sensitive Persons", covers the return of the exiled members of families, whose closest of kin, mostly aged and sick persons, have remained uncared for in Croatia. According to the data of the international organizations, in the areas from which Serbs were in masses expelled from Croatia, there are still over 3,000 of such persons. With the announcement of return in mid- February of the latest group of some twenty Serbs, international humanitarian organizations are warning the public that Serbs, returnees to Croatia, are still the victims of various pressures and discrimination both by the authorities and the majoritarian Croat population.

[04] THERE WILL BE NO ELECTIONS WITHOUT ALL THE CONDITIONS

"All of us, ambassadors and charge d'affaires of a certain number of countries, have gathered here today in order to show the unity of purpose of the international community, i.e. to show that the Croat Letter of Intent, which was supported also in the presidential communique of the Security Council is in our opinion, a solid basis for conducting the elections and for a peaceful reintegration of this region. However, there is a number of conditions which the Croat side must fulfil in order for the elections to take place at all", stated yesterday in the headquarters of the UNTAES in Vukovar, the British Ambassador in Croatia Gavin Hewitt, in the name of the ambassadors and charge d'affaires of thirteen countries, after the meeting with the leadership of the Region of Eastern Slavonia, Baranja and Western Srem. He said that in Zagreb they have made a demarche with the Croat Government, in order to emphasize that it is necessary for Croatia to fulfil its undertaken obligations. Otherwise, if it should fail to do so, then there will be no elections held the way they are expecting, warned Hewitt. "The international community is very serious and we shall continue to make very serious pressure on the Croat authorities, not only in connection with the elections, but also after that", underlined British Ambassador Hewitt.

[05] PROMOTION OF YUGOSLAV TOURISM IN ISRAEL

[07] PROPOSAL FOR ESTABLISHMENT OF THE MINISTRY FOR ECONOMIC AND OWNERSHIP TRANSFORMATION

Government of the Republic of Serbia adopted and submitted to the republican Parliament amendments and supplements to the Law on Ministries, which envisages the establishment of a separate ministry for economic and ownership transformation. Last week Prime Minister of the Republic of Serbia Mirko Marjanovic, while stating that a great task is facing us in the ownership transformation, announced also some new legislative solutions in this field - a model and practical instructions on the conditions for transformation of the social ownership. This will not be the end of the Government's work because the Government, as the Prime Minister has announced, will have a very active part in this process, through the preparation of a wholesome social program and program of financial, organizational and ownership restructuring of the largest companies.
