    INTRO: THE JUNE 30TH ELECTIONS IN THE BOSNIAN CITY OF MOSTAR ARE SEEN BY MANY AS HAVING BEEN A TRIAL RUN FOR THE COUNTRY'S GENERAL ELECTIONS SCHEDULED FOR SEPTEMBER 14TH. THE QUESTION POSED IS WHETHER PEOPLE ETHNICALLY DIVIDED BY BRUTAL SECTARIAN WAR WILL, IN FREE AND FAIR ELECTIONS, VOTE FOR DIVISION OR UNIFICATION. TO THE SURPRISE OF ALMOST EVERYONE, ELECTIONS FOR THE MOSTAR CITY COUNCIL SHOWED A NARROW BUT CLEAR MAJORITY BY THE PARTY FAVORING UNIFICATION. THE PARTY FAVORING DIVISION -- THE CROAT NATIONALISTS -- PROTESTED THE VOTE ON THE GROUNDS THEIR PARTY WON A MAJORITY WITHIN THE CITY ITSELF WHILE THE VOTES FOR UNITY CAME FROM REFUGEES

    LIVING ABROAD. VOA'S PAMELA TAYLOR SPOKE WITH COLUM

    MURPHY, THE SPOKESMAN FOR THE EUROPEAN UNION'S CIVIL AFFAIRS OFFICE IN SARAJEVO, WHO SAID ALLOWING REFUGEES OUTSIDE BOSNIA TO VOTE WAS A KEY ITEM OF THE DAYTON PEACE AGREEMENT. CM: THE RULES OF THE ELECTIONS WERE THAT PEOPLE WOULD BE ALLOWED TO VOTE WHERE THEY WERE REGISTERED IN THE 1991 CENSUS. AND THE THEORY BEHIND THIS IN THE (DAYTON) PEACE AGREEMENT WAS THAT THIS WAS A WAY OF REVERSING ETHNIC CLEANSING. SO, VOTERS ABROAD WERE ABLE TO VOTE IF THEY HAD BEEN RESIDENTS OF MOSTAR IN 1991 AND THIS WAS DONE IN EMBASSIES AND IN OTHER POLLING BOOTHS ARRANGED FOR THEM. IT SEEMS THAT WE HAVE A RESULT WHICH SEEMS TO CALL FOR A UNIFIED CITY WHICH IS A GOOD THING. AT LEAST YOU HAVE IN THIS VOTE A CALL FOR FUTURE UNIFICATION BUT THAT'S GOING TO TAKE A LONG TIME. PT: THAT LEADS ME TO TWO QUESTIONS. ONE, THE CALL FOR FURTHER UNIFICATION SEEMS TO BE COMING FROM THOSE CITIZENS WHO ARE RESIDING ABROAD RATHER THAN THOSE LIVING THERE. IS THAT THE WAY YOU READ IT? CM: I READ IT LIKE THAT IN A PRELIMINARY WAY, YES. I THINK THAT THOSE WHO ARE LIVING ABROAD ARE MORE INTERNATIONALLY MINDED AND ARE MORE EASILY ABLE TO SAY THAT THE CITY CANNOT HAVE A FUTURE THAT IS DIVIDED. BUT PEOPLE ON THE GROUND ARE PERHAPS A LITTLE LESS HOPEFUL. PT: WELL, THAT'S THE SECOND THING I WANTED TO ASK YOU ABOUT. THE DISTURBANCES WE'RE SEEING ON THE GROUND, CAN YOU TELL WHETHER THEY'RE COMING MORE FROM, LET'S SAY, THE PEOPLE WHO DIDN'T WIN THIS NARROW MAJORITY? IN OTHER WORDS, THE SUPPORTERS OF THE CROATIAN NATIONALIST PARTY WHICH WAS IN FAVOR OF DIVIDING MOSTAR OR WAS IT FROM BOTH SIDES? CM: I THINK IT WAS ON BOTH SIDES. BUT WHAT YOU HAVE IS A NEED FOR ELECTIONS IN THIS COUNTRY, THAT'S WHAT WE'VE BEEN PUSHING FOR. NOW YOU HAVE A CALL, A MANDATE IT SEEMS, COMING OUT OF THE ELECTIONS THAT THE FUTURE OF MOSTAR BE A UNITED ONE. PT: SO DOES IT PORTEND SOME HOPE DOWN THE ROAD IN THE FUTURE? AND DOES IT PORTEND HOW ALL THE ELECTIONS GENERALLY IN ALL OF BOSNIA-HERZEGOVINA MIGHT GO WHEN YOU COUNT IN THE VOTE OF THOSE WHO ARE OVERSEAS? CM: YES, IT DOES. IT SEEMS TO INDICATE THAT THERE'S REASON FOR HOPE FOR THE FUTURE. BUT IT ALSO UNDERSCORES WHAT A LONG HAUL IT'S GOING TO BE AND WHAT A LONG PROCESS IT'S GOING TO BE. SOME GOOD THINGS THAT DID COME OUT OF THE ELECTION IN MOSTAR; FIRST OF ALL, THE ELECTIONS WERE HELD WITHOUT ANY UNDUE INCIDENTS OR ALMOST NO VIOLENCE WHATSOEVER. THE INTERFACE WITH THE MOSTAR ELECTIONS AND THE GENERAL ELECTIONS PLANNED FOR SEPTEMBER WAS AND IS VERY IMPORTANT. SO WE HOPE THAT THE ELECTIONS IN SEPTEMBER, THE GENERAL ELECTIONS CAN MOVE FORWARD EFFICIENTLY AND TO SOME DEGREE, AT LEAST, MARGINALIZE EXTREMISTS AND HARDLINERS. I THINK WHAT YOU'LL GET OUT OF THE SEPTEMBER ELECTIONS IS HOPE FOR THE FUTURE, BUT NOBODY SHOULD BE UNDER ANY UNDUE ILLUSIONS THAT IT'S GOING TO CHANGE ANYTHING OVERNIGHT. AND I HATE TO BE WISHY-WASHY (UNDECIDED?) IN MY ANSWER, BUT WHAT YOU HAVE IS A LITTLE MORE HOPE IN MOSTAR BUT ALSO A REALIZATION THAT WHILE ELECTIONS WERE ABLE TO GO FORWARD WITHOUT VIOLENCE, THE DEEP CHASM BETWEEN THE PEOPLE ON BOTH SIDES OF MOSTAR IS STILL THERE AND IT'S GOING TO TAKE A LONG PROCESS OF INTER-COMMUNAL WORKING TO MOVE THINGS FORWARD ON THE GROUND. PT: MY FINAL QUESTION THEN, I GUESS, WOULD BE, DO YOU THINK THAT THIS VOTE HAS SHOWN AT LEAST, THAT IF PEOPLE ARE LEFT TO THEIR OWN, AS THEY PRESUMABLY ARE OVERSEAS, THEY MIGHT LIKELY VOTE FOR UNIFICATION, BUT WHEN THEY ARE IN FEAR OF NATIONALIST LEADERS, THAT'S WHERE WE SEE THESE CALLS FOR DIVISION. CM: YES, MY ANSWER WOULD BE YES. IT'S ALWAYS BEEN THE CASE NOT ONLY IN THIS COUNTRY BUT ELSEWHERE, THAT PEOPLE WITH MORE EXPOSURE TO A MORE COSMOPOLITAN OUTLOOK WILL TEND TO BE AGAINST THE EXTREMISTS, WILL TEND TO SEE THE MERIT OF NOT DIVIDING A CITY. IT'S IMPOSSIBLE TO HAVE A CITY DIVIDED PERMANENTLY. THERE IS HOPE FOR THIS. THAT I WOULD THINK IS THE MEANING OF THE ELECTION. BUT OVERCOMING THE HATREDS THAT COME FROM HAVING YOUR NEIGHBORHOOD SHELLED FROM JUST A FEW BLOCKS AWAY AND MEMBERS OF YOUR FAMILY DIE AS A RESULT OF THAT, THESE THINGS, I'M AFRAID, ARE NOT SO EASILY OVERCOME EVEN BY ELECTION RESULTS.     C-N-D'S SPOKESMAN EDDIE GONCALVES SAYS THE ACCIDENT OCCURRED IN FEBRUARY, 1958, WHEN ONE OF THE B-47'S DEVELOPED ENGINE TROUBLE FLYING OVER THE BASE.

ONE OF THE FUEL TANKS WENT THROUGH THE ROOF OF A HANGER AND DESTROYED THE HANGER. THE OTHER FUEL TANK LANDED RIGHT BEHIND THE PARKED B-47 BOMBER WHICH HAD ITS NUCLEAR WEAPON ON BOARD. THAT IS THE PLANE THAT EXPLODED. THE PLANE AND THE BOMB BOTH HAVE A VERY HIGH MAGNESIUM CONTENT SO THEY BURNED EXTREMELY FIERCELY. SO MUCH WATER WAS USED TRYING TO PUT OUT THE FIRES THAT THE AREA OF SOUTHERN ENGLAND EXPERIENCED SEVERE WATER SHORTAGES FOR THE WHOLE OF THE DAY AND IN FACT THE FIRE WAS STILL SMOULDERING FIVE DAYS LATER.

P-K-K TERRORISTS RECEIVE SAFE HAVEN AND AID FROM SYRIA. THE U.S. SUPPORTS THE TURKISH GOVERNMENT IN ITS FIGHT AGAINST P-K-K TERRORISTS. AT THE SAME TIME, THE U.S. HAS EMPHASIZED THE NEED FOR TURKISH AUTHORITIES TO COMPLY WITH INTERNATIONAL HUMAN RIGHTS STANDARDS.     INTRO: SOLDIERS FROM THE UNITED STATES, ALBANIA, AND SEVEN OTHER EUROPEAN COUNTRIES HAVE BEGUN JOINT EXERCISES IN ALBANIA UNDER NATO'S PARTNERSHIP FOR PEACE. IT IS THE MOST EXTENSIVE OPERATION OF ITS KIND TO BE HOSTED BY ALBANIA. DAVID GOLLUST HAS DETAILS FROM THE PENTAGON.

    TEXT: MORE THAN TWO-THOUSAND TROOPS ARE INVOLVED IN THE JOINT PEACEKEEPING EXERCISE, CALLED "PEACEFUL EAGLE '96", BEING HELD IN A MOUNTAINOUS AREA OF NORTHERN ALBANIA NEAR THE TOWN OF BIZA.

    U-S AND ALBANIAN SOLDIERS MAKE UP THE BULK OF THOSE REPRESENTED. BUT THERE ARE ALSO CONTINGENTS OF 50 OR MORE TROOPS FROM ITALY, TURKEY, GREECE, BULGARIA, MACEDONIA, AND ROMANIA -- AND AN OBSERVER TEAM FROM SLOVENIA -- TAKING PART IN THE EXERCISE, MODELED ON THE NATO-LED PEACEKEEPING OPERATION IN BOSNIA.

    A U-S MILITARY SPOKESMAN IN ALBANIA -- ARMY LIEUTENANT COLONEL TIM THOMAS -- SAYS THE TROOPS ARE CONDUCTING PATROLS, MANNING CHECKPOINTS, AND DEALING WITH TEST SCENARIOS THAT MIGHT BE ENCOUNTERED IN IMPLEMENTING AN ACTUAL PEACE ACCORD BETWEEN TWO BELLIGERENT COUNTRIES.

    HE TOLD V-O-A MANY OF THE PARTICIPANTS ARE ALREADY VETERANS OF EUROPEAN PEACEKEEPING OPERATIONS:

    THE AMERICAN BATTALION PARTICIPATING IN THIS WERE THE FIRST COMBAT TROOPS INTO TUZLA (BOSNIA) RIGHT BEFORE THE FIRST OF THE YEAR. THE ALBANIAN BATTALION -- MEMBERS OF IT HAVE BEEN CONDUCTING PEACEKEEPING OPERATIONS IN GEORGIA. AND THE SAME SITUATION (APPLIES) WITH THE OTHER COUNTRIES. SO THESE ARE EXPERIENCED SOLDIERS. AND PART OF THE IDEA IS THAT WE LEARN FROM EACH OTHER, INCREASING OUR INTER-OPERABILITY.

    COLONEL THOMAS SAYS THE TROOPS WILL GET EXPERIENCE FIRING THE STANDARD WEAPONS OF THE VARIOUS COUNTRIES TAKING PART, AND EXCHANGE INFORMATION ON PEACEKEEPING TACTICS AND TECHNIQUES. MANY OF THE SAME COUNTRIES WILL TAKE PART IN A REGIONAL EXERCISE DEALING WITH A SIMULATED NATURAL DISASTER LATER THIS YEAR.

    ALBANIAN PRESIDENT SALI BERISHA OBSERVED THE BEGINNING OF THE PEACEKEEPING EXERCISE MONDAY AND CALLED IT A REAL CONTRIBUTION TO COOPERATION AND STABILITY IN THE SOUTH BALKANS.

    ALBANIA WAS ONE OF THE FIRST COUNTRIES TO JOIN THE PARTNERSHIP FOR PEACE PROGRAM AND HAS OFFERED THE TRAINING GROUND NEAR BIZA AS A PERMANENT SITE FOR PARTNERSHIP ACTIVITIES.

    THE UNITED STATES HAS GIVEN ALBANIA MORE THAN 100-MILLION DOLLARS IN MILITARY AID SINCE 1992 -- MUCH OF IT DONATIONS OF UNIFORMS, TRUCKS, MEDICAL SUPPLIES, AND COMMUNICATIONS EQUIPMENT TO HELP REBUILD THE COUNTRY'S ARMED FORCES AFTER YEARS OF STALINIST DICTATORSHIP. (SIGNED)
