    INTRO: POLITICAL TENSIONS ROSE IN ALBANIA TUESDAY AS POLITICAL PARTIES REMAIN DEADLOCKED OVER ELECTION RULES. V-O-A'S BARRY WOOD REPORTS THE GREEKS AND ITALIANS ARE PRESSING FOR AGREEMENT AND THREATENING TO WITHDRAW THEIR PEACEKEEPING TROOPS.

    TEXT: INTERIM ALBANIAN PRIME MINISTER BASHKIM FINO IS APPEALING FOR WESTERN HELP TO RESOLVE THE CONFLICT OVER THE PLANNED ELECTION ON JUNE 29TH. MR. FINO WARNS OF UNFORSEEN CONSEQUENCES IF THE DEADLOCK IS NOT QUICKLY OVERCOME. ITALY, WHICH LEADS THE SIX-THOUSAND MEMBER INTERVENTION FORCE IN ALBANIA, AGAIN APPEALED FOR THE PARTIES TO PUT ASIDE THEIR DIFFERENCES AND COME TO TERMS OVER AN ELECTION LAW. THE ITALIAN DEFENSE MINISTER SAID THE ELECTIONS MUST GO AHEAD AS PLANNED AND THAT ANY MOVE TO DELAY THEM COULD PROMPT A WITHDRAWAL OF THE MULTI-LATERAL FORCE.

    THAT SAME MESSAGE WAS VOICED BY THE GREEK DEFENSE MINISTER WHO SAID FAILURE TO REACH AN ELECTION COMPROMISE WOULD JEOPARDIZE THE CONTINUED PRESENCE OF THE PROTECTION FORCE. EARLIER, PRIME MINISTER FINO THREATENED TO RESIGN. HIS SPOKESMAN SAID HE HAS WITHDRAWN THAT THREAT AFTER ITALIAN, U-S, AND OTHER WESTERN DIPLOMATS URGED HIM TO STAY ON.

    AT ISSUE IS THE DEEP MISTRUST THAT SEPARATES THE DEMOCRATIC PARTY OF PRESIDENT SALI BERISHA FROM THE SOCIALISTS AND OTHER POLITICAL GROUPINGS.

    DESPITE THE COLLAPSE OF THE ALBANIAN ARMY TWO MONTHS AGO, PRESIDENT BERISHA CONTINUES TO EXERT CONTROL OVER BROADCAST MEDIA AND HE HAS IGNORED OPPOSITION VIEWS IN PUSHING HIS OWN ELECTION LAW THROUGH THE OUTGOING PARLIAMENT.

    WHILE THE PRESIDENT HAS LAUNCHED HIS PARTY'S ELECTION CAMPAIGN, THE OTHER PARTIES SAY THEY WILL BOYCOTT THE ELECTION UNLESS THE LAW IS CHANGED. THE FRAGMENTED OPPOSITION WANTS A GREATER NUMBER OF SEATS TO BE DETERMINED BY PROPORTIONAL REPRESENTATION.

    ITALIAN PRIME MINISTER ROMANO PRODI SAID TUESDAY IN BUDAPEST THAT THE MISSION OF THE MULTI-LATERAL FORCE WILL BE REVIEWED IF THE ELECTIONS ARE POSTPONED. THE ORGANIZATION FOR SECURITY AND COOPERATION IN EUROPE SAYS IT EXPECTS SWIFT ACTION TO RESOLVE THE DISPUTE. (SIGNED)

    TEXT: THE CLASHES ERUPTED WHEN A GROUP OF GREEK CYPRIOT DEMONSTRATORS TRIED TO ILLEGALLY ENTER THE CONCERT SITE AT THE ISLAND'S UNITED NATIONS BUFFER ZONE.

    WITHIN MOMENTS, SPORADIC STREET FIGHTS SPREAD ACROSS NICOSIA AS POLICE TRIED TO CHASE AWAY STONE-HURLING PROTESTERS WITH CLUBS AND TEAR GAS. BY DAWN, DOZENS OF SHOPS AND CARS WERE DESTROYED AND CHARRED TRASH BINS DOTTED THE CITY'S STREETS.

    IT WAS THE WORST UNREST IN CYPRUS IN NEARLY A YEAR.

    THE DEMONSTRATORS WERE AMONG THOUSANDS OPPOSING ANY ACT OF ETHNIC RECONCILIATION SO LONG AS GREEK CYPRIOTS ARE BARRED FROM TRAVELING TO THE TURKISH-OCCUPIED NORTH. NEARLY 200-THOUSAND GREEK CYPRIOTS WERE FORCED TO FLEE THEIR HOMES WHEN TURKISH TROOPS INVADED THE NORTHERN PART OF THE ISLAND 23 YEARS AGO. ABOUT 30-THOUSAND TROOPS CONTINUE TO OCCUPY THAT REGION, WHICH TURKEY ALONE RECOGNIZES AS AN INDEPENDENT NATION.

    THE CYPRUS DISPUTE IS THE MOST CONTENTIOUS ISSUE DIVIDING GREECE AND TURKEY. IT NEARLY BROUGHT THE TWO NATO ALLIES TO WAR LAST YEAR WHEN TWO GREEK CYPRIOTS WERE KILLED BY TURKISH EXTREMISTS DURING A PROTEST MARCH AT THE U-N BUFFER ZONE.

    AFTER TWO DECADES OF FAILED PEACE ATTEMPTS, THE U-N OPTED THIS MONTH FOR A DIFFERENT APPROACH. IT ORGANIZED THE PEACE CONCERT, HOPING THAT THE YOUTH OF THE ISLAND'S RIVAL COMMUNITIES COULD USHER IN A CLIMATE OF TRUST AND COEXISTENCE. THE PLAN, HOWEVER, DID NOT SUCCEED.     THE GERMANY-BASED PRO-KURDISH "DEM" NEWS AGENCY SAID TURKISH FORCES HAD SUFFERED WHAT IT TERMED HEAVY LOSSES AT THE HANDS OF THE REBELS -- A CLAIM THAT WAS DENIED BY OFFICIALS OF AN IRAQI KURDISH GROUP, THE KURDISTAN DEMOCRATIC PARTY, THE K-D-P. THE IRAQI GROUP HAS BEEN TAKING PART IN TURKEY'S ANTI-REBEL DRIVE.

    A SPOKESMAN FOR THE MAIN IRAQI OPPOSITION GROUP, THE IRAQI NATIONAL CONGRESS, SAID TUESDAY IRANIAN REVOLUTIONARY GUARDS HAD BEEN MASSING ALONG THE IRAQI BORDER IN RECENT DAYS IN AN APPARENT SHOW OF FORCE. TURKEY HAS LONG ACCUSED IRAN OF PROVIDING ARMS AND BASES FOR THE P-K-K AND APPEALED TO IRANIAN AUTHORITIES NOT TO ALLOW ANY OF THE REBELS TO ENTER ITS TERRITORY. MEANWHILE, IRAQ HAS CALLED ON THE UNITED NATIONS TO EXERT ITS INFLUENCE OVER TURKEY TO SECURE THE IMMEDIATE WITHDRAWAL OF TURKISH TROOPS. IRAQ HAS VIRTUALLY LOST ALL CONTROL OVER ITS KURDISH NORTH SINCE THE ALLIES, LED BY THE UNITED STATES, ESTABLISHED A NO FLY ZONE OVER THE ENCLAVE AT THE END OF THE GULF WAR TO PROTECT THE IRAQI KURDS FROM POSSIBLE ATTACK BY IRAQI GOVERNMENT TROOPS.

    TURKEY HAS REPEATEDLY SAID THE OPERATION IS BEING CONDUCTED IN RESPONSE TO APPEALS FROM K-D-P LEADER MASSOUD BARZANI TO HELP DRIVE THE P-K-K OUT OF NORTHERN IRAQ.
