    MR. JANOWSKI SAYS AID WORKERS HAVE EXTREMELY LIMITED ACCESS TO THE PEOPLE IN WESTERN KOSOVO. HE SAYS THEY CAN TRAVEL ONLY FROM TIME TO TIME ALONG THE MAIN ROAD.     HE SAYS THE REFUGEE AGENCY HAS BEEN RECEIVING CONFLICTING SIGNALS FROM THE SERBIAN GOVERNMENT REGARDING THE BORDER CLOSURE. MR.     IT AMOUNTS TO GIVING FRENCH NATIONALS PRIORITY OVER FOREIGNERS, ESPECIALLY FOR JOBS. OPPONENTS OF THE NATIONAL FRONT SAY IT IS SIMPLY A DEMONSTRATION THAT THE NATIONAL FRONT IS RACIST. IN REPLY, MR. BALLADUR CREATED A STORM BY SAYING THE CONCEPT DESERVES TO BE EXAMINED.     SENIOR CONSERVATIVES DESCRIBED THE IDEA OF TALKING WITH THE NATIONAL FRONT IN HARSH TERMS, USING WORDS SUCH AS "ANATHEMA." AMONG THE GOVERNING LEFT-WING COALITION, POLITICIANS ACCUSED MR. BALLADUR OF "OPENING THE DOOR" TO THE NATIONAL FRONT.
