  • [01] CREDITORS OF "SILVA" COMPANY REJECT CHANGE OF CONTRACT

    Several depositors gathered today in front of the Silva company offices, waiting the results of the talks between the commission raised by the creditors and the representatives of the company.

    "We have been forced to reduce returns to three per cent," vice- director Ylli Shehaj said.

    The problem is that the company has changed the interest rate of the previous contracts from ten to three per cent.

    The commission has rejected any change of contract by the company with its clients until February 5; after this date, according to the commission, new contracts may be reached.

    On the same day four Albanian companies VEFA Holding, Kamberi, Silva and Cenaj & Co, which also carry out loan-taking activity, created a financial union. kled/lm/k

    [02] "POPULLI" FOUNDATION THOUGHT TO BE ROBBED OF MILLIONS OF DOLLARS

    TIRANA, FEB 6 (ATA)- The president of the "Populli" loan-taking foundation, a pyramid scheme, Bashkim Driza, told the newspaper Albania today that the director of one of the foundation's affiliate in Tirana, S. Alia, may have robbed the foundation of 500 000 dollars.

    He has left to an unknown destination to escape arrest. Also, according to Driza, the same amount is estimated to have been taken also by the director of another affiliate in Tirana, F.Balla, who, like Alia, has left to unknown destination.

    Sources of the Prosecutor's office tell the paper that these are not the only embezzlements by the officials of this foundation. However, although these charges are made by an ex-president of the foundation, they still remain unproved.

    Driza as well as Rrapush Xhaferri, leader of the other pyramid scheme foundation "Demokracia Popullore", together with 118 operators and collaborators in various districts of the country, were arrested on January 23. jz/lm

    [03] PANGALLOS ESTIMATES STAND OF ALBANIAN LEADERS IN PRISTINA AND TIRANA ON LATEST EVENTS IN KOSOVA

    TIRANA, FEB 5 (ATA) - The Greek Foreign Minister, Teodoros Pangallos, during the parliamentary sitting on Monday, has appreciated the approach of the Albanian leaders in Kosova and Tirana and has said that the continuation of the same stand will create in the future the possibility of finding a solution of the Kosova issue, BBC radio reports.

    Mr. Pangallos estimated the stand of the leaders in Tirana, considering it prudent and modern, cites BBC.

    Stressing the interest of the Greek government, which is following very attentively the latest developments in Kosova, Pangallos thinks that the current situation can be faced only by self-prudence and tolerance. He said that the Greek government pays great attention to the Kosova issue which can lead to a conflict due to the character it has and confirmed that the viewpoints of the Greek government for the Kosova issue are the same with those of other countries, members of European Union.

    "Greece supports the solution of the Kosova issue through dialogue and tries to help in every aspect to lower the tension", he said, expressing the readiness of the government to give every technical aid for the solution of the problem.

    Further on, Mr. pangallos stressed that after the latest events in Kosova their is a tendency for destabilization, but he said that he hopes in the future and expressed the belief that the future events in the Balkans will not be that dramatic. To reinforce his definition, Pangallos refered to the Greek businessmen who invest in Albania and Bulgaria and underlined that despite the unpleasant and threatening events in these countries, there is not noticed any interruption of the Greek investments. /a.ke/mt/k

    [04] AN OUTBREAK OF CONFLICT IS LIKELY TO CAUSE BLOODSHED IN KOSOVA - Zimmerman

    PRISHTINE, FEB 5 (ATA)- The former U.S. Ambassador in Belgrade, Warren Zimmerman, has said that: "in case of a conflict a terrible bloodshed is likely to take place in Kosova," according to the Kosova Centre of Information.

    Speaking before 50 reporters and analysts in the "U.Wilson" Institute on Monday in Washington, Zimmerman warned that Serb president Slobodan Milosevic, might start conflict in Kosova. The explosion in Kosova might provide Milosevic with the Serb people's support, said Zimmerman.

    He stressed that Milosevic will either flee to some Mediterranean resort or use violence against his people and the Albanian people in Kosova.P.Ta/pas/lm/k

    [05] ALBANIAN CHESS CHAMPION IS DENIED ACCESS TO GREECE

    DURRES, FEB 6 (ATA)- By S. Gjordeni, The Albanian chess champion, Master of FIDE, Erald Dervishi, 17, from Durres, was not allowed by the Greek border authorities on February 3 to enter Greece, where he would participate in an international activity.

    Dervishi says the border authorities considered his service passport falsified and made it invalid by drawing lines on it.

    He says that he was allowed to travel to Greece last January with the same passport through the same border crossing point, that of Kakavija.

    Last January Dervishi took part in an international tournament, in which he reached the third norm for the title, International Chess master.

    Invited by the Greek Chess Federation, Dervishi left on February 3 for Greece, where he would play against 12 Greek and other chess mates from other countries. s.sh/kei/lm/k

    [06] POLICE DETAIN ORGANIZERS OF VIOLENCE IN VLORA

    TIRANA, JAN 6 (ATA) - The spokesman of the Interior Ministry reports that the Vlora police detained last night a number of protesters, organizers of the terrorist violence, users of fire arms and explosive materials against police.

    "The situation of the policeman injured in the head by solid objects has become worse, while the situation of the two other policemen injured with fire arms is not grave", says the notice.

    The Interior Ministry also reports that operators of Gjallica company are also detained.

    In a statement published today in Zeri i Popullit, the Socialist Party reports that "it will support the peaceful protest of people" and "will be by the side of protesters all over the country to protect their denied interests".

    The citizens of Vlora protested on Wednesday in the streets of the city demanding their money invested in the loan-taking company "Gjallica".

    Fitim Gerxhalliu, one of the operators of Gjallica declared on Tuesday that "with the financial situation of the company, he is not able to open the offices and give money to the creditors".

    "All the capital investments of the company will be put towards the repayment of the creditors according to the possibilities to be created in the future", he said.

    On January 24th this year, the Court of the Vlora district declared the beginning of procedure of Gjallica's failure. /s.sh/kei/mt/E

    [07] SPA DENOUNCES "STATE'S CRIMINAL ACTS" IN VLORA

    TIRANA, FEB 6 (ATA)- The Socialist Party of Albania "denounces the state's criminal acts" in the city of Vlora through a statement published in the newspaper Zeri i Popullit.

    "The tense situation in Vlora was a result of the speculative actions of the government and President of the Republic to cheat the depositors", the statement says regarding the demonstration of the Vlora citizens due to the collapse of the "Gjallica" company and other pyramid schemes.

    Meanwhile, deposits of the pyramid scheme foundations "Populli" and "Xhaferri" have been distributed regularly on February 4 and 5 in the offices of the affiliates of the National Trade Bank and Savings Banks in districts, also including Vlora.

    The statement also says that the state "reacted severely by deploying in Vlora the whole of its police arsenal, equipped with the most powerful means of violence".

    "The SPA, supporting the peaceful protest of the despairing and disillusioned people by the state pyramid, the Government and the president, will stand in support of the protestors throughout the country, to defend their denied rights.

    The SPA backs all protests against violence and terror and the demands for the resignation of the government and the president. The SPA calls on the government and President to immediately give up terror and violence and the strategy of confrontation," the statement concludes.

    During the clashes of the Vlora protestors with the police on Wednesday, two policemen were gravely wounded with fire weapons and another one injured with solid objects. Three citizens were slightly injured and returned home after medical treatment, according to the Interior Ministry reports.

    Due to the previous clashes during the demonstrations in districts, mainly organised by the SP, some 205 policemen have been injured, five of whom are in critical condition, the reports say. kei/lm/E

    [08] "GJALLICA" CREDITORS IN GJIROKASTER, KUKES AND BERAT ASK TO BECOME SHARE-HOLDERS

    TIRANA, FEB 6 (ATA)- The creditors of the "Gjallica" company in Gjirokaster, Southern Albania, decided yesterday to address the Special Commission for the distribution of the assets of the loan-taking pyramid scheme companies as well as the government with the request to turn the "Gjallica" sh.p.k. company to an anonymous company.

    In this company the creditors will be share-holders and owners of all the assets of the failed company.

    On the same day, in Kukes, Northern Albania, over 200 representatives of the "Gjallica" creditors created the company of the Kukes creditors. The association aims at defending the rights of the creditors of the area. (All the last years savings of the inhabitants of this area are thought to have deposited in "Gjallica".)

    Also in Berat some 100 creditors of "Gjallica" suggested yesterday to become share-holders based on the percentages provided, while others supported the idea of being creditors and for the state to help "Gjallica" be active. Around 7 000 inhabitants of Berat have deposited their savings in this company.

    One month ago, the Vlora Prosecutor's office, based on the indictments of several citizens, started legal proceeding against the chief of the finance branch of Gjallica.

    One of the main operators of this company, F.Gerxhalliu, declared recently on the TV that under the situation created, he was not able to refund the creditors. "All the capital deposits of Gjallica will serve to repay the debt to the creditors," said Gerxhalliu.

    The procedures of the company's bankruptcy have already begun. jz/lm/k

    [09] ALBANIAN-SERB MEETING IN BELGRADE ON EDUCATION IN KOSOVA CONTINUES

    PRISHTINE, FEB 5 (ATA)- The meeting of the mixed Albanian-Serb commission, three to three, on the realisation of the Agreement of Albanian Education in Kosova, continued on Thursday.

    The agreement that the Albanians return to schools and universities by March 1 is expected to be reached, according to ATA correspondent in Prishtine Belul Jashari who cites non official sources as saying. ag/kei/lm/k

    TIRANA, FEB 6 (ATA) - With regard to the situation in the country, Rilindja Demokratike carries the interview of Albanian Premier Aleksander Meksi under the title "During the second phase will be distributed the money from the sell of the foundations assets". RD covers a statement of the Italian Foreign Ministry under the title "The aid for Albania will continue". On the first page the paper publishes the address of President Berisha on the occasion of awarding the Golden Order "Mother Teresa" to His Holiness, My Lord, Ivan Dias. The paper carries on the second page a letter from a group of Gjallica creditors addressed to Premier Meksi demanding the conversion of Gjallica company into an anonymous company.

    Zeri i Popullit under the title "Vlora citizens demand their money, Berisha shows them the weapons", reports that in the 'capital' of usuries there were clashes between police and creditors. The paper entitles its editorial "Albania, the country of pyramids".

    Republika paper in the editorial entitled "The government hides the head as the ostrich does" writes "The government should accept in public that it is guilty before its citizens". With regard to protests in Vlora and Kukes of the citizens who had deposited their life savings at "Gjallica" company, the paper carries the article "Vlora and Kukes mourn over the Gjallica corpse". Under the title "Albanians, stay clam. The deposits are guaranteed", the paper covers the news conference held Wednesday in Tirana by four big Albanian companies Vefa, Silva, Kamberi and Cenaj.

    Albania paper carries on the first page the article "Gjallica creditors cause disturb in Vlora". The editorial of the paper is entitled "It is time to become clear". The paper publishes the interview of Premier Meksi on the situation created in Albania after the collapse of the pyramid schemes under the title "The government is ready to lessen the citizens' disaster".

    Rilindja carries on the first page the address of President Berisha on the occasion of awarding the Golden Order "Mother Teresa" to His Holiness, My Lord, Ivan Dias. On the same page the paper carries the meeting of President Rugova with the chairman of the People's Party in Kosova, Adem Demaci and with Norwegian diplomats. In the article "Against the wave of arbitrary arrests" the paper reports on the opinions of the two delegations of Helsinki Federation, who visited Kosova recently. Rilindja reports that after the collapse of Gjallica company, creditors of this company held protests in Vlora town.

    Lajmi i Dites under the title "Big guarantees for the creditors" covers the news conference of the companies Vefa, Kamberi, Silva and Cenaj. In the heading "Chronicle" the paper reports "Dissolution of Xhaferri foundation decided". The paper publishes the notice of the Interior Ministry spokesman regarding the protests in Vlora.

    "30 000 Vlora citizens protest during all the day. Police fire into the air. 20 injured" reports Koha Jone on the second and ninth page.

    Dita Informacion reports "Revolt in Vlora". The news conference of the four big companies in Albania is highlighted under the title "Union, a very important event".

    Gazeta Shqiptare reports regarding the situation in Vlora "Vlore, the battle for Gjallica". "Kavaje, parties in peace: To protect the town", reports the paper regarding the local talks between DP and SP about the situation in the country. /eva/mt/k
