  • [01] Statement of Albania's Government on Paris Conference

    TIRANE, March 14 (ata) - The Government of the Republic of Albania has followed with attention and maximal commitment the process initiated in February this year by the Contact Group countries to find a peaceful solution to the crisis in Kosove, to make the parties sit by the table for an internationally monitored dialogue and the signing of a temporary accord. The Albanian Government considers the talks started in Rambouillet as the necessary basis to open a peace process and the democratic reconstruction in Kosove.

    The temporary draft agreement for peace and self-determination in Kosove, outlined after three weeks of intensive talks with a serious commitment and cohesion of the Albanian delegation of Kosove, is the first essential step before the national and democratic aspirations of the Albanian people in Kosove are realised. As such, this draft which is also a great and serious investment of the international diplomacy, first of all of the U.S., has the fundamental elements of the democratic self-governing, the construction of the institutions, the functioning of the open society and the respective guarantee for the complete implementation of the process, in the presence of NATO troops.

    The Albanian Government states that the signing of the provisional draft-accord is an historic act which will finally open the road to the process of the complete affirmation of the legal national rights of the Albanian in Kosove. To this end, the Albanian Government calls on the Albanian delegation in Paris to sign within the set deadline the draft presented by international negotiators and the Contact Group countries, thus proving that the Albanians will come out victorious and not defeated from the challenges of the history at the end of this century.

    The Albanian Government has maximal confidence that the high national sentiment, the spirit of cooperation and the farsightedness of the leaders and members of the Albanian delegation, reflected in Rambouillet, will be determinant in the historic decision to be adopted in Paris in the name of the interests of the entire Albanian nation. The Albanian Government exploits this occasion to reconfirm its full readiness to back the Albanian delegation, the efforts of the negotiators of the agreement and all the peace process started by the international community. /a.ke/xh/

    [02] Case of September 14, 1998 to be sent to court on Monday

    TIRANE, March 14 (ata) - By Th Thanasi: The prosecutors of the the events of 13,14 September 1998 in Tirane, will hand over to Tirana Court the file on this case.

    The investigation group completed, after respective procedures, the investigation into the group of people accused of illegal activity in the events of Sept.13,14 in the capital, the spokesman of the Prosecutor's office told ATA on Sunday.

    According to him, the file carries charges for 15 people who consist the first group of the accused for participation in armed uprising.

    Very soon, the investigation group will hand over to the court the second file of the people under the same charges, added the spokesman. /dast/xh/

    [03] Telephone service in Burrel to improve

    BURREL, March 15(ATA)-By H. Ruspi, Telecom specialists are working to improve the Burrel town telephone service, the district's telecom director, Liri Punavia, told ATA.

    With the installation of new apparatuses, Burrel through Qafe Shtame, will be a transit point also for Mirdite, Diber and Bulqize.

    Punavia said that the reestablishment of this service in these districts will pave the way for a substantial improvement of this service, which was completely destroyed during '97. /dast/lm/

    [04] Turkish police help Albanian police

    TIRANE, March 14 (ata) - By Urim Bajrami: In the context of the cooperation between Turkish police and the Albanian police, the ceremony for the handing over of an amount of assistance for the Commissariat of Elbasan was held in the Police Department of the Prefecture of this city on Sunday.

    The press office of the Public Order Ministry told ATA that the logistic aid and technical assistance of the Turkish police will help strengthen the role of police to prevent and hit crime. /dast/xh/

    [05] Belgrade is using mass terror to influence in course of talks on Kosove - Mustafa

    PRISHTINE, March 15 (ata) - Belgrade is using mass terror to influence on the course of talks on Kosove, said Xhemail Mustafa, adviser of President Rugova on questions of information, in a statement for Kosove Information Centre regarding the tragic explosions in Podujeve and Mitrovice recently.

    The Serb regime is creating the reality of a general war in Kosove part of which is also the massive urban terror in Podujeve and Mitrovice, while the hesitation and verbal threats of international communities are encouraging the Serb forces to step up their presence in Kosove and to intensify the war, massive terror and ethnic cleansing of the Albanians from Kosove, said Mustafa.

    The fact that this terror is exerted precisely on the eve of the second round of Albanian-Serb talks in Paris, as it also happened in Prishtine and Ferizaj at the beginning of the Rambouillet Conference, proves that the Belgrade regime and its secret services are using violence and massive terror as instruments to influence on the course of the political negotiations on Kosove, said Mustafa. He described those acts of terror as "the last serious alarm" for the international community and NATO that Belgrade is imposing the war and state terror as a means for the solution of the question of Kosove. /dast/xh/

    [06] Last week's best sold video-cassettes

    TIRANE, March 15(ATA)-By E. Riza, The film "Flubber", with actor Robin William, renowned for his comic films, was the best sold video- cassette in Tirana's video-shops last week.

    2-"Double team", one of the latest productions of the U.S. cinematography ranks the second among the best sold films.

    3-"Jackie Brown", an action type film ranks the third among the demands of the capital's public. Produced by Quentin Tarantino and interpreted by renowned actors Robert de Niro, Bridget Fonda, Michael Keuton, Samul L. Jackson and others, the film treats the theme of war against crime, drug, prostitution and dirty money stemming from them.

    4-"Surviving Picasso' is the film which is devoted to the life and deed of Spanish painter Pablo Picasso and is interpreted by actors Anthony Hopkins and Natascha McEllone.

    5-"Lethal Weapon" with renowned actors Mel Gibson, Donny Glover, Rene Russo is the film which ranks the fifth among the demands of the action film fans. The film shows the war of clans within the Asian mafia which is represented by the Chinese film-star Xhet Li. /dast/lm/

    [07] Savings bank installs software of MONEY GRAMM

    TIRANE, March 15 (ATA)-By L. Thanasi, The Savings Bank in Albania is preparing to apply a new system. According to sources from the bank's General department, the MONEY GRAMM's software, which will realise the new service "Money in a minute", has begun to be installed.

    Thus, the Savings Bank, as regards this service, will be compete Financial Union, which has so far been the only one in Albania for transferring money from abroad to Albania and vice-versa for only several minutes.

    MONEY GRAMM is a 24 hour service for payments and money transference. The transference will be initially realised by the Tirane and Durres branches and later by other branches of the bank. /lm/

    [08] Green light for investments in Bay of Lalza

    DURRES, March 15 (ata) - By S Gjordeni: Finally the green light was given to an investment of 18 million dollars by the company MAK Albania to build a contemporary tourist zone in the Bay of Lalza, near Durres.

    The director of the project of this company, Abdel El Nagar, said that "we will invest in this zone which belongs to the nicest country of Europe with 250 sunny days a year."

    The company MAK Albania had frozen the investment because on the basis of the previous contract, it had demanded that the investments be made in state properties. But some of those ownerships were restituted to private individuals thus reducing the possibility for the development of tourism in the Bay of Lalza. The prefecture and other local structures discussed the problems and the ways to overcome them so that to give the green light to MAK Albania.

    The investments of MAK Albania in June this year will be a real signal for the resumption of the tourist activity in the city of Durres, which has broad possibilities for tourism not only in the Bay Lalza but along all its coastal line. /dast/xh/

    [09] Businessmen indifferent to Tirana's cleaning and adjustment

    TIRANE, March 15 (ATA)-By G. Dilaveri, The Tirane businessmen have so far been indifferent to the campaign to clean and adjust Tirane which has started since the beginning of January.

    Despite the call for this purpose, "so far no businessmen has offered any funds to adjust the capital's roads and environments", was the conclusion of the working group "For a Clean and Cultured Tirane.

    A working group for the solution of the most emergency problems, made up of senior officials of the central and local government, Telecom, and Power Generation and Distribution Firm.

    The main aims of the group include cleaning roads from garbage, removing kiosks at the centre and at the main axes, cleaning the network of sewers, covering telephone and electricity cable manholes.

    From 1991 until now the Tirane population has tripled. During this period, unauthorized buildings have increased. These acts have created serious problems which have damaged infrastructure, environment and greenery. /dast/lm/

    [10] Four million lek for drinking water system in Konispol

    SARANDE, March 15 (ata) - By Sh Hajno: Four million lek is the fund from the state for the construction of the internal water system of the town of Konispol, Saranda district, the chairman of the district council, Thoma Papagjika told ATA.

    Sources of the town-hall said that the aqueduct built two years ago had a low-quality work. For the completion of the internal drinking water system in Konispol, the state will invest 25 million lek and with 4 million to be delivered within this year as a part of this fund, said reliable sources of the district council.

    Konispoli, the extreme southern town of Albania, 35 km from Sarande, has a population of 3 thousand people together with village Ciflig which is under the jurisdiction of the town-hall. /dast/xh/

    [11] Shelling in east of Qyqavica mountain continues

    PRISHTINE, March 15/ATA correspondent Behlul Jashari reports that Serbian shelling resumed early in the morning in the region of Vushtrri, where Serbian artillery has been attacking KLA positions and Albanian villages in east of the Qyqavica mountain since 22 days ago.

    Some 30 000 people have left these areas.

    Sources from the Council for the Defence of Human Rights and Freedoms (KMLDNJ) report that a military column has left Mitrovice for Vushtrri.

    Sources from the Democratic League of Kosova (LDK) report that in today's early hours some 25 tanks and transportation means moved on the Mihalliq village and regions around it.

    The villages Driar, Muhaliq, Becuk, Strofc, Shilivode are under shelling while the village of Stanofc i Eperm, on the 12th km of the Prishtine-Vushtrri road, has been burnt down by Serbian troops. /dast/lm/

    TIRANE, March 15 (ATA)-By O. Kadaifciu, Last week did not mark any change in the best sellers' standings.

    According to a survey carried out in several bookshops of the capital, the week's best sellers are: "Lasgush Poradeci 1"

    The collection, published a few days ago by the "Onufri" Publishing House is a reedition of the poetic work of the Albanian poetry myth, poet of love and nature. It includes over 100 poems, most of them not published earlier. This edition is associated with a study by the great writer of Albanian letters, Ismail Kadare, who will prepare for publication the whole work of Poradec.

    "Such eyes bring me death", by Rexhep Qosja (reedition of Publishing House "Toena") continues to be ranked as one of the best sellers.

    "Psychoanalysis of love" by Erich Fromm, continues to attack readers for the exact examination of human nature and the messages of peace it brings. The book has been published by the Publishing House "Dituria".

    The novel by Gabriel Garcia Markez "One-hundred years of loneliness" has rejoined the best sellers this week.

    "The happiness of ladies" by Emil Zola continues to be on demand.

    [14] SPA hails unified stand of Albanian factor in Kosova and Albania - Statement of Socialist Party of Albania-

    TIRANE, March 15 (ATA)-By A. Haxhiu, Albania's Socialist Party on Monday haild the maximum and increasing engagement of the international factor, the serious efforts of the Contact Group, the friendly governments, NATO, and especially of the U.S., to peacefully resolve the crisis in Kosova, bring the parties to talks, crowning this with the signing of the Rambouillet agreement.

    In these efforts the SPA calls as very significant and determinant the unified stand of the Albanian factor in Kosova and Albania, considering this a step forward for the realisation of the national and democratic aspirations of the Albanian population in Kosova.

    The statement says that the SPA supports and hails all steps, stands, efforts and measures of the Albanian government which, along with the political factor in Kosova and the international negotiators, has contributed to the peaceful solution to the crisis.

    The signing of the accord in all its elements is highlighted by the SPA as a historical moment on the long run for the complete realisation of the legitimate rights of the Albanian population. Proceeding from this, SP has the conviction that the Albanian delegation will prove, with its signing of the accord, in front of the Albanian and international public opinions that Albanians do not want war but peace, they do not demand clashes but dialogue, a peaceful and final settlement of the historical injustice.

    SPA reconfirms its full support for the decision of the Albanian delegation, of international negotiators and for the process of peace, democratization, construction of democratic institutions and for the creation of an open and civil society also in Kosove in the continuous presence of the international factor, with NATO's being, without doubt, the most important. /pas/lm/xh/

    [15] Two Albanians killed near Istog

    PRISHTINE, March 15 (ata) - ATA correspondent in Prishtine Behlul Jashari reports: The bodies of two Albanians were recovered today in Zabllac of Istog, while from Cupeva of Kline there are reports for two people wounded. The four Albanians killed yesterday in the region of Suhareka were civilians and all of them members of the same family in village Grejkoc, reports say. Also the region of Kline was shelled today by Serb artillery pieces, which continue to bomb in the direction of village Sferke. The villages Sferke and Dusha are almost totally in flames. /p.ta/xh/

    [17] Albania's executive and judiciary seeking points of cooperation

    TIRANE, March 15 (ata) - Albanian Prime Minister Pandeli Majko had a meeting Monday, with a group of lawyers of the Supreme Court, upon the request of the latter.

    During the meeting, a report of the Premier's spokesman says, were presented a number of problems which may be solved through cooperation between the structures of the executive and those of the judiciary, mainly those related with the drafting of new laws conformed to the new Albanian Constitution.

    Establishment of a forum of contact between the executive and judiciary, by observing the independence of each of the powers, would serve improve the lawmaking initiatives undertaken by the executive, especially those related with the judiciary, the report says.

    PM Majko stressed that this way of acting does not put to question the independence of the executive and the judiciary in the lawmaking aspect but it institutionalizes the spirit of cooperation between them.

    The chairman of the Supreme Court, Avni Shehu, said that he considered necessary that some laws, which have to do with the structure of the court he is leading, must be reviewed and that a discussion of the budget for this court would be acceptable. /pas/xh/

    [18] "Spring on ETV" spectacle gathers renowned artists in Elbasan

    ELBASAN, March 15 (ATA)-By O.Kadaifciu, The Summer day or the "Festival of flowers" entered sensationally the Elbasan city on March 14.

    The numerous artistic and cultural activities held in this city and the numerous visitors coming from all over the country testify to this.

    One of the activities was also the spectacle "Spring on ETV", organised by the private TV station of the city.

    Protagonists of this spectacle were the Albanian light music singers such as Aleksander Gjoka, Redon Makashi, Dashnor Diko, Bleona Qereti as well as Elbasani folk music singers such as Mehdi Zena.

    The Elbasan artlovers also admired the play by actors Mirush Kabashi and Agron Llakaj, who brought humour on the summer day.

    March 14, the Summer day, is the traditional festival of Elbasan. It began on Saturday evening with the declaration of the most beautiful girl of the city and continued on Sunday with concerts, expositions, fairs and other activities. /pas/lm/

    [19] Albanian Prime minister met World Bank mission

    Tirana, March 15 (ATA) - Albanian Prime Minister Pandeli Majko accompanied by some of his cabinet's member met the mission of the World Bank leaded by Mrs.Ana Hartman.

    The topics discussed in this meeting were the World Bank's projects in Albania and the identification of the main problems of several projects. Both parts were content about the progress of the projects and considered the bilateral cooperation as a fruitful one.

    The Albanian Prime minister Majko stressed the benefits of the World Bank projects in the development of the Albanian economy and emphasized the Albanian Government willingness to fulfill the realization of SAC project, restructure credit, and the financial support, as well.

    The Albanian Prime Minister stressed the importance of the privatization process of the strategic sectors such as Telecommunication, AlbCooper, Albchromium, etc.

    He appreciated mostly the attempts done against corruption. He expressed his cabinet readiness on further progress of these projects.

    Mrs.Hartman said that she was for further cooperation with the Albanian Government, especially in drafting the projects for the three coming years.

    These projects will be concentrating more in infrastructure, transport, financial support and in the programs on environment protection. Mrs.Hartman said that World Bank is ready to support the Albanian Government to stand up to the actual crise of Albanian Power Corperation./pas/linda/

    [20] 60 percent of Vlora people say "Yes" to death penalty

    VLORE, March 15 (ATA) - By H. Koçi: Information department of the local television channel TV1 Amantia conducted a telephone survey in the city of Vlora on the issue of death penalty.

    The survey showed that 60 percent of the Vlora people thought that death penalty was necessary in fighting against criminality.

    While 30 percent were against it and 10 percent thought that it would be better to allow specialised bodies and organisations judge on it.

    This is the third survey conducted by the private TV channel in Vlore. The previous surveys were conducted on draft constitution in Albania last year and the use of drugs by youths.

    Another issue will be that of effectiveness of local administration on the attraction of foreign investments in the city. /pas/ak/

    [21] Bonus value mark 3 billion lek

    Tirana, March 15 (ATA) - By Lolita Thanasi - The Albanian Bank announced on Monday the results of the last auction of the bonus, hold last Thursday.

    According to the sources of this bank the total sum of the bonus sold is 3 billion lek.

    The total sum of the bonus of three months maturity is 750 million lek. The minimal accepted interest in auction is 17.9%, the maximal accepted interest is 19% and the averaged one is 18.2694%.

    The sum of the bonus of six months maturity on sale in the auction is 750 million lek. The minimal accepted interest is 19%, the maximal accepted one 20.5% and the averaged accepted one is 19.8609%.

    While the sum of the bonus of twelve months maturity sold in the last auction is 500 million lek. The minimal accepted interest is 20.49%, the maximal one 21% and the averaged one is 20.9767%./linda/

    [22] Ruka, Everts examine implementation of accord with students

    TIRANA, March 15 (ATA) - By P. Shuteriqi: The Albanian Minister of Education and Science, Ethem Ruka, and the ambassador of the Organization for Security and Cooperation in Europe (OSCE) in Albania, Daan Everts, examined on Monday the implementation of the agreement between the Government and the representatives of the independent students' union, reached by the end of last year.

    The spokesman of this ministry reported to ATA that Minister Ruka considered "most of the points of the agreement as fulfilled," and informed Ambassador Everts on the delay of elections in leading forums, which as he said "are in the preparatory stage."

    Both parties agreed to completely fulfill one of the most important demands, the increase of students' scholarship. Police stations are also set up and function in the students' campus in Tirana and Shkoder, but one of the students' demands is still not reached, the installation of the telephone connection in their campus in Shkoder. /pas/mt/

    [23] Kosova delegation signs peace accord

    PRISHTINE, March 15 - ATA correspondent Behlul Jashari reported that the Kosova delegation in Paris said Yes to the peace agreement following a meeting with the international negotiators on Monday.

    A communique of the Albanian delegation, which would inform on the signing of the accord, was expected to be issued soon, sources within the conference said on the telephone. /la/ak/

    [24] Wheat auction: Still 5 500 tons wheats on sale

    Tirana, March 15 (ATA) - By E.Xhajanka - Six different subjects bought in total 2200 tons wheat by 180 USD/ton, including the transport in the last auction of this kind, which is also the 18th in selling the American wheat.

    The total quantity of the sold wheat in the auction is 19 500 tons from the general quantity of 25 000 tons given by the American Government as assistance to Albania.

    Sources from the Agriculture Ministry inform for ATA that the remains quantity (less than 5 500 tons) is going to be on sale in the coming auction, which is hold every Monday by this Ministry.

    Specialists form the Directory of Nutrition Control in the Ministry of Agriculture inform that they have done periodic controls on the rest of wheat quantity about its qualitative parameters.

    The quantity of 25 000 ton wheat assistance from American Government came in Albania in August 28,1998 and it is deposited in public enterprise of wheat trade in Durres./pas/linda/

    TIRANA, March 15 (ATA) - By P. Shuteriqi: Representatives of the World Bank held a meeting on Monday with the minister of Education and Science Ethem Ruka to express the readiness of their organisation to help rehabilitate the Albanian education system through "Education II" project.

    Ana Hartman, director for Eastern and Central Europe, heading the World Bank delegation, expressed her appreciation for the progress of the first phase of the project called "Education II".

    The World Bank intervened with emergency in restructuring school buildings in different districts of Albania.

    The "Education II" project consisted not only in reconstruction of school buildings, their equipment but also in education programmes, they said. The aim of the project is to have qualitative curricula of teaching programs and text books be subsidized. /pas/ak/

    [26] Scaglione:"American Bank to support with credit small and medium enterprises"

    Tirana, March 15(ATA) - By Dorian Koça - In the meeting hold on Monday between the Minister of Finance Anastas Angjeli and the Executive President of the fond of Albanian - American Enterprises Domenic Scaglione, Mr.Scaglione expressed the objectives of this Fond in investments' field in Albania.

    The Albanian Minister appreciated the role played by this Fond since the beginning of its activities in Albania, which already established the first American bank in Albania.

    Angjeli talked about the results in political fields and of public order, which has effected positively in makroeconomic stability, in privatization process of the main banks, in the possibilities to cooperate in insurance field, in Tirana's exchange and other projects aiming at economic and social progress of Albania./pas/linda/

    [27] Wheat auction: 5500 tons of wheat remained unsold

    TIRANE, March 15 (ATA) - By E.Xhajanka: Six different subject of wheat processing have totally bought 2200 tons of wheat (equal to US$ 180) in the last auction.

    Out of the aid of 25 000 tons of wheat, accorded by the American government, the total sum sold in the auction is approximately 19 500 tons.

    Sources from the Ministry of Agriculture said that the amount of wheat remained, is to be sold again with auction hold every Monday in this ministry.

    Specialists from the Directory of food control in the Agricultural Ministry, inform the public that they have exercised periodical controls on the amount of wheat and guarantee the buyers on its quality parameters.

    The quantity of 25 000 tons of wheat, aid given by the American government, came in Albania in August 28, 1998, and is deposited in the the state enterprise of wheat in Durres. /pas/A.A/

    [28] England interested to invest in Albania

    Tirana, March 15 (ata) - By M.Pupa - The Albanian Minister of Public Affairs and Transport Ingrid Shuli hold a meeting on Monday with English Ambassador Mr.Stefan Nesh, who expressed England interest to be present in Albanian infrastructure' investments.

    Mr. Nesh said that England is interested to invest in road segment North-South and East-West, marine and air transport and especially in Saranda and Shengjini Ports.

    "England will be present in Albania by the investments in oil industry as well", stated Mr.Nesh in this meeting./linda/

    [29] Strengthening of state institution authority a necessity, President

    TIRANE, March 15 (ATA) : Albania President, Rexhep Meidani, held a meeting on Monday with the resident representative of European Council in Albania, Mr. Andreas Papakostandinu, the press department close to the President reports.

    Different thoughts were exchange regarding the future activities of the European Council in favor of democratic strengthening of institutions and public opinion all over Albania.

    The representative of EC pointed out that the engagement of European organization to halt the evolution of negative opinion in restoration of what the Albanian President called a spiritual and legal integration in the huge European family.

    Meidani underlined the necessity of strengthening the authority of state institution by hailing the work done by the Albanian parliament and the all the delegation of this parliament in the European Council. In this climate were also discussed the legal engagements of Albanian for important European institutions.

    [30] Vedrine says Rambouillet accord to be signed as a whole

    TIRANA, March 15 (ATA) - President of Albania Rexhep Meidani received recently a letter by the French foreign minister Hubert Vedrine, press office at the presidency said on Monday.

    "I have highly regarded the message you sent to me and my colleague Robin Cook in the run-up to the Rambouillet talks," Vedrine said in his letter.

    As a result of multifaceted efforts of the Contact Group and international community we managed to put into motion a process and start a dialogue, the letter said.

    "It (process) is still delicate, but I am convinced that the agreement negotiated in Rambouillet based on a substantial autonomy for Kosova, represents the only way to secure lasting peace," Vedrine said.

    That agreement should be signed as a whole and the Contact Group as well as the international community in general including also the regional states should join their efforts in order that the warring sides listen to the voice of reason, he said.

    "I thank you for your contribution to the process of dialogue, which would enable this goal," Vedrine said in his letter. /lh/ak/

    [31] Seminar on development of inter-border regions

    KORCE, March 15 (ATA) - By B. Fejzullaj: The development of inter-border regions and the institutionalization of cooperation among them were in the center of a two-day seminar, held in Florina, Greece with representatives of local governments of regions of Korce (Albania), Kosana (Greece) Manastir (FYROM), organized by the Office of Inter-border Coordination LACE, based in Florina.

    Mitre Nedelko, inspector of foreign relations in the Korce district council, told ATA that the seminar aimed at finding the ways of cooperation for the economic, cultural development of the historic triangle Korce- Florina-Manastir and the possibility of profiting from the program, financed by the Council of Europe in this framework.

    The chairman of the district council said that the three inter-border regions should build a joint program for the defence and development of ecosystems of Prespa lakes.

    The seminar, which discussed and suggested the plans and perspectives of inter-border development, was organized in the framework of the third program "Intereg" which foresees joint programs to be financed by the Council of Europe. /lh/mt/

    [32] FEFAD in its first day of its life

    Tirana, March 15 (ata) - By Lolita Thanasi - German FEFAD started on Monday its activity as a bank in Albania. The new services to be offered by FEFAD are: running accounts in DM, saving accounts in DM and time-limited deposits in LEK and DM.

    The Bank is going to offer a special training for its clients that can open run accounts till the end of April.For its clients till July 30, 1999 the commissions will not be applied.

    FEFAD Bank is the result of financial - technical cooperation between Albanian and Germany. Till now, it has applied successfully the distribution of credits to different businesses. Some days ago it reduced the interest's percentage of the credits' form 28-30% to 25%.

    The right as a bank FEFAD took it in August 1998 and in September 1998 it is registered as a company in the Court of Tirana District./pas/linda/

    [33] ABA encourages development of financial private sector in Albania

    TIRANA, March 15 (ATA) - Albania President Rexhep Meidani met Monday with the director of the Albanian-American Enterprise Fund, Domenique Scaglione, President press office reported.

    Meidani expressed his esteem consideration for the encouragement that Scaglione has given to the development of this Fund as an important part of the U.S. assistance for the development of the market economy in Albania. In this framework, Meidani underlined the encouraging role of the U.S. Bank in Albania (ABA) for the business crediting and the development of the financial private sector in the country.

    Scaglione asked the support of President Meidani for the enlargement of the activity of the Albanian-American Fund of Enterprise in the privatisation of the country's financial sector.

    During the meeting, it was also discussed about the development of the Albanian stock market as an independent institution, which will influence on increasing the rates of privatization and encouragement of participation of foreign investors in this activity. /lh/mt/

    [34] Positive projects'accomplishments to bring new finances

    Tirana, March 15 (ATA) - By M.Pupa - The chief of World Bank on projects' coordination for Southeastern and Eastern Europe Mrs.Ana Hartman said in the meeting hold today with the Albanian minister of Transport Inglid Shuli that" the positive development of the projects is an important result for further and new projects in the future in Albanian infrastructure and transport."

    There are 22 projects of World Bank that act in Albania, and the total sum financed for them is 253.25 million USD by IDA.

    Last year the World Bank accorded for the Albanian Government an acting plan aiming at improving the way of accomplishing the projects.

    This plan acting included 34 recommendations, which according to the World Bank, 65% are completed, 29% are partly completed and 6% are not started yet./pas/linda/

    [35] War against corruption - Albanian, regional issue; President.

    TIRANE, March 15 (ATA) - The priorities of cooperation programs between Albania and World Bank, hailing project which can be implemented sooner and with more effectiveness, were in the focus of the meeting the Albanian President Rexhep Meidani hold on Monday with the Albanian Director close to World Bank Ms. Hartman.

    Press and Information department close to the President said that Mr. Meidani expressed his full well-understanding for the necessity of a greater transparency in this direction. He said that the war against corruption is an important issue for Albanian and for the whole region. It is as well an issue of concrete actions to strengthen the belief of economic partners.

    The process of quick development of infrastructure, of privatization of Albanian economy, legal assistance for controlling of different activities in the financial trade, effective coordination of projects accorded by different donators, as well as logistic aid for Albanian justice system were some issues discussed between the Albanian President with the representative of World Bank.

    [36] NATO to help prepare legislation on civil emergencies

    TIRANA, March 15 (ATA) - By E. Koraqi: Tirana-based NATO office organised on Monday a debate on a legislation for civil emergencies in Albania with the presence of Albanian and foreign officials who exchanged experiences to that end.

    The main topic of the seminar was the presentation of experiences of the Partnership for Peace program in legislation on civil emergencies, role and experience of non government organisations (NGO) in Albania.

    Francesco Palmeri, organiser of the seminar and director of department for civil emergency planning in NATO, stressed the necessity of coordination and acknowledgement of different experiences to help Albanian colleagues work out a legislation on civil emergencies.

    Albanian Defence Minister Luan Hajdaraga praised the importance of the seminar and said that "Albania has faced such phenomena several times thus it needed a complete preparation of the legal framework as well as proper instruments to encounter civil emergencies."

    The exchange of experiences with NATO member states and its partners would help us laid the legislative basis for Albania's security, Hajdaraga said.

    Robert Pulver, official of the Organization for Security of Cooperation in Europe (OSCE), stressed the great importance of the constitution for Albania as a legal foundation for other law and by-law acts.

    Deputy Defence minister Ilir Boçka presented the idea that "the nature of armies is changing in the 21st century because they are not only armies of military character but also humanitarian and peace-keeping missions."

    The three-day seminar on legislation for civil emergencies is the first activity of NATO-Albania individual partnership program for 1999. /lh/ak/

    [37] Russian parliamentary delegation to visit Tirana tomorrow

    TIRANA, March 15 (ATA) - By I. Luto: A Russian parliamentary delegation will come on 16 March to Tirana on a four-day visit to hold talks with senior personalities of the Albanian state, Parliament press office told ATA.

    The delegation of the Russian Federation Duma will be headed by its deputy Speaker, Sergey Nikolaievic and will be made up of three deputies.

    The Russian parliamentary delegation will meet during the first day of visit with the Albanian Parliament Speaker, Skender Gjinushi and the deputy speaker Namik Dokle.

    Then, during the second day, the delegation will meet with the Prime Minister, Pandeli Majko, Foreign Minister Paskal Milo and the Minister of Public Works and Transport, Ingrid Shuli, as well as with the political groupings "Alliance for State," "Union for Democracy."

    While in the third day, the delegation will meet with the President of the Republic, Rexhep Meidani.

    [38] Parliamentary Commission of Industry agrees about antidumping project law

    Tirana, March 15 (ata) - By Elton Metaj - Parliamentary Commission of Industry, Transport and Public Affairs agreed in the Monday session of the Albanian Parliament to analyze and approve the project law "On Antidumping".

    According to the decision of this commission the project's law on antidumping might be considered as a most important and special projectlaws, concerning the direct protection of the industry, trade and native businesses.

    The Commission stressed that the dumping phenomena, unknown for the Albanian economy and structures, brought negative results to the economy and the business in the years of market economy reforms.

    The function and the main purpose of Antidumping Office, to be established according to the law, will be the investigation and the decision about the antidumping taxes, which also will be approved by the Albanian Parliament. Meanwhile it seems difficult for the competente organs to decide about the antidumping limits and about the antidumping measures.

    The Commission approved also some changes in particular articles of the project law./pas/linda/

    [39] Custom police continue to block undeclared goods

    Tirana, March 15 (ATA) - By Dorian Koça - The Custom Police in the last three days sequestrated several undeclared goods. In the road segment of Tirana-Qafe-Thane are sequestrated nealy 1.180 kilogram coffee without the respective documents. The vechicle is stopped, while the coffee is sequestrated.

    Meanwhile in Kakavija area the vehihcle of Burdeni company loaded with construction iron and a vechicle loaded with biscuits.

    The sequestration is associated with penalties, marking the value of 104,495 and 181,1996 lek./linda/

    [40] Albania hails decision on signing of peace accord by Kosova delegation

    (Statement of Albanian government) TIRANA, March 15 (ATA) - Albanian government welcomed with great joy the news on the signing tomorrow (Tuesday) of the interim peace and self- rule agreement in Kosova by the Kosova Albanian delegation.

    This historical act showed the world public opinion the readiness, maturity, seriousness and constructive spirit of the Kosova political class, Kosova Liberation Army, their representative delegation and the whole Albanian people of Kosova in their long and difficult way to fully affirm their national aspirations.

    The government of the Republic of Albania and through it the whole Albanian people hailed today the decision on the signing of the interim agreement convinced that doing this Kosova has opened itself a new page in the long history and full of sacrifices of the Albanian nation towards peace, stability, prosperity and future.

    It would like to greet the Contact Group, the United States and the European diplomacy for their engagement in convincing warring sides to join a negotiation table and work out an interim accord for Kosova.

    The Albanian government hoped that the guarantees of the international community would be respected after the signing of the interim accord by the Albania delegation of Kosova.

    It called on all the international community to continue pressure on Belgrade until it signed the accord. Otherwise, the Albanian government would urge the use of force by NATO troops.

    Albanians finally showed that they were a factor of peace in the region. /ake/ak/
