  • [01] Local Government in Elbasan delivers assistance to refugee camps

    ELBASAN, April 27 (ata) - By M Lulja: The total number of the Kosovars driven out of their ethnic territories in Kosove has amounted to 16 375 people in Elbasan Prefecture, said to ATA the prefect Durim Hushi. Only in the district of Elbasan there are 10 095 refugees, in Peqin 2 700, in Librazhd 2 980, etc.

    Our strategy, he added, is to direct the refugees to the camps thus changing the ratios of the deliveries of aid between those sheltered in local families and those in the camps. Last Sunday, 9 tons of aid from two associations from the city of Elat of Israel, mainly foodstuff, medicaments and clothing for children, reached the city of Elbasan. Along with the aid has also arrived a team of doctors who will voluntarily serve in the camps. /dast/xh/

    [02] Albanian Red Cross helping fleeing Kosovars

    TIRANE, April 27 (ata) - By R Xhuvani: The emergency in Albania caused by the inflow of the Kosova people is the priority of the activity of the Albanian Red Cross.

    Zamir Muca, chief of the Sector of Communication in the ARC told ATA that this humanitarian organization engaged since the beginning its local committee in north and northeastern Albania to assist the Kosovars.

    In its activity, the ARC has had the support of the International Federation of the Red Cross and the Red Crescent (IFRC) and of the International Red Cross Committee (IRCC) in Tirane.

    In the first week of April, the IFRC and IRCC issued an appeal demanding support for the Albanian Red Cross in its efforts to assist 150 thousand comers during April-September, 1999.

    The Albanian Red Cross has delivered until April 24 great amounts of aid to 15 districts of Albania, such as in Elbasan, Peqin, Gramsh, Tirane, Berat etc.

    The International Red Cross Movement has set up its structure in Albania. A delegation consisting of representatives of various fields is organizing the aid coming to Albania and in cooperating with the ARC is helping distribute and monitor the assistance. /led/xh/

    [03] Five Spanish doctors helping displaced Kosovars in Durres

    DURRES, April 27 (ata) - By S Gjordeni: Five Spanish doctors of various specialities, pathologists, cardiologists etc., voiced their readiness to make their contribution to the protection of the health of the Kosovars housed in Durres.

    The Spanish doctors will work together with Albanian doctors there. In addition to their equipment, they will bring to Albania these days other medical instruments and various medicaments.

    Along with the work in camps, they will serve also in the hospital of surgery and other hospitals in Durres, where they will make their qualified contribution. /led/xh/

    [04] Drawings of Kosova children to be exhibited in four world countries

    TIRANE, April 27 (ATA) - By K.Shehu: Some 400 paintings realized by the children from Kosova accommodated in Tirane and Durres, are to be exhibited in four countries of the world. The incomes secured from these exhibitions are to be used for the dire needs of displaced Kosovars.

    This initiative was undertaken by the Albanian Ministry of Culture, and it started the last week in the camps set up in Tirane, and Durres Prefecture, where 400 children from Kosova painted the terrors they eyewitnesses.

    The first exhibition to be open in England will be followed by the exhibition to be held in the grounds of the World Bank in Washington.

    The symbols the children painted in their "works" were houses covered with black clouds, KLA symbols, Kosova map and everything else remained in their consciousness.

    "The exhibition is thought to be opened for 10 days, and the funds for it will be secured by the European Council. /led/A.A/

    [06] Soros Foundation to open summer schools for Kosova children

    DURRES, April 27 (ata) - By S Gjordeni: The Soros Foundation will draw up within 2-3 days a special educational program for the children for Kosova.

    The inspector of education-culture in the prefecture, Zeqir Vrioni, told ATA that summer schools have been defined in four reception centres. Some 824 Kosove children will be taught there four classes a day.

    With a normal functioning of other camps being set up in Durres by Germans, Belgians, Dutch etc.,the summer didactic programmes will be applied there too. The Soros foundation will assist six artistic groups in the city so that they perform 5 concerts in the camps where the Kosovars have been accommodated. /led/xh/

    [07] 100 % and 80 % of children from Kosove vaccinated respectively in Kruje and Durres

    DURRES, April 27 (ata) - By S Gjordeni: The vaccination of Kosova children from 0-14 years old was completed 100 per cent in the district of Kruje, while in Durres 8 100 children of 10 321 children have been vaccinated.

    The head of health sector, Gezim Dervishi, told ATA that the vaccination will be over within two days, with measures taken for other doses of vaccination.

    He stressed that there are no cases of infectious diseases among children or adults. However, with the growing inflow of the Kosovars and the hot weather approaching, the health structures have adopted proper measures both in Durres and Kruje, for a prophylactic work and for cleaning of the environment. /led/xh/

    [08] Psychological training for Kosova children

    TIRANE, April 27 (ATA) - By P.Shuteriqi: Only the war terrors and the violence of the Serb forces have occupied the memories of the children from Kosova.

    This fact is also reflected in the drawings of 30 pupils coming from Kosova and sheltered in the worker's camp in Durres. In the center of these drawing is the national flag, KLA emblem and the bloody views of Kosova.

    A foundation in Tirane is continuously organizing juridical, psychological and other activities for distressing of these children, the foundation coordinator, Ilirjan Meta, told ATA on Tuesday.

    The main aim of this project is the future of Kosova seen by the children. The minds of Kosova children in vast majority of cases are occupied by the idea of war and terror perpetuated recently.

    The pictures drawn by the children from Kosova are to take part in an exhibition to be opened in Tirane in May. /led/A.A/

    [09] Four refugee camps built up in Shkodra for Kosovars

    SHKODER, April 27 (ATA) - By M. Malja: Two refugee camps are ready to welcome Kosova people in the city of Shkodra leading to four the number of camps in the city.

    Secretary of the town hall Bardhyl Shaqiri said to ATA that one of the camps was erected within 10 days in the former handicraft work enterprise by the Modena town hall, Italy, where 100 people are going to be sheltered while the one where one thousand people are expected to be lodged was built by Islamic association "Relief".

    The camps will have good living conditions and are equipped with canteens, health centers and others.

    Near the Austrian camp in Shtoj some 2 km from the city where 1.600 people are living, the German government is constructing a refugee camp to house five thousand Kosovars.

    About 31 thousand Kosova people have been accommodated in Shkodra, 13 thousand of them settled in with Shkodra family and the rest in eight reception centers such as the dormitories, Velipoja beach, sports palace, Republika cinema and other. /led/ak/

    [10] Lieutenant colonel says Apache crash won't effect NATO operation

    TIRANA, April 27 (ATA) - By E. Koraqi, Be Meta: An AH-64 Apache helicopter crashed late on Monday at 22.15. p.m. in non residential area 50 km north of Tirana.

    The helicopter was on a training mission backing the allied force operation, Lieutenant-Colonel Garrie Dornan, for public relations at the NATO base in the Rinas military airport told ATA.

    "This won't have any impact on prosecuting the air campaign," Dornan said.

    There were two officers of the NATO forces deployed in Albania on board of the helicopter escaped. After the crash a rescue helicopter MEDEVAC airlifted the officers in the military hospital center in Wiesbaden, Germany, to be treated for light injuries. Their life is out of danger. Colonel Dornan said that they were going to return to the Hawk base within Tuesday.

    The Apache helicopter was destroyed immediately after the crash. The cause is under investigation while the names of the injured officers have not been revealed for security reasons.

    The Hawk force team will continue training and think that the training program for the NATO final operation is not going to change. /led/ak/

    [11] Accident in centre of Bajram Curri town

    BAJRAM CURRI, April 27 (ata) - By Riza Hoxha: A grave accident occurred in the town of Bajram Curri on Tuesday at about 1 p.m.

    A fast driving Mitsubishi ran over three people. Eye witnesses said that the car, without number plate, had run over the director of the Telecom of Tropoje district, Emir Mertiri, the official of Telecom, Kujtim Mustafa and his son.

    The police commissariat of the district reported that right after the accident, the driver fled to unknown direction.

    Police forces went to the scene immediately. The three injured were taken to the civil hospital of Bajram Curri in a grave situation and are undergoing operations. Sources from the hospital say they are in a rather critical condition with their lives still at risk. /xh/

    [12] MAPE, INTERFORZA to launch training courses for Albanian police

    TIRANA, April 27 (ATA) - By Urim Bajrami: MAPE and INTERFORZA, two missions, which aim at training and consulting Albanian police forces, can give their contribution even in other fields.

    Police director General, Colonel Veli Myftari said "given the huge stream of Kosova refugees, MAPE and INTERFORZA can help Albanian police in fields they need more assistance."

    Weeks ago a joint program on training courses for the Albanian police was signed between the Albanian Ministry of Public Order and MAPE Mission

    Courses, which would last eight weeks, aimed at specializing officers of the criminal police, public order, road and border police. The program is being applied by Albanian instructors and the MAPE mission. /pas/ak/

    [13] NATO determined to carry out its mission

    RINAS, April 27 (ATA) - By E. Koraqi, B. Meta: NATO operation will not be affected despite Monday crash of the Apache helicopters, Lieutenant Colonel Garrie Dornan for public relations at the NATO base in Rinas told journalists on Tuesday.

    Asked whether the moral of the pilots was doubted after the incident, Colonel Dornan said "the risk is part of our work and it is clear we have taken the risk into consideration."

    As regards the efficiency of Apache helicopters, he replied "these helicopters have shown themselves in the war in Persian Gulf where in a space of a few minutes they have managed to destroy a considerable number of Iraki tanks."

    Helicopters would continue training normally, though it was thought they would not be in the front line, Dornan said.

    "NATO has no plans to use Apache helicopters soon because as it seemed they provide air back for ground troops and NATO has not planned any ground intervention so far."

    We were here to help establish peace and normality in the Balkan region, Colonel Dornan said.

    "We are not aggressors and no hatred incites us against Serbian people. We have been delegated the task and we are going to carry it out at our best," he said. /ake/ak/

    [14] 105 new comers arrive Morine border pass

    MORINE, April 27 (ATA) - By Hysni Çani: Some 105 people driven from the city of Prizeren, and 15 others from Gjakova arrived in Morine border point, Kukes, at about 13.30 p.m on Tuesday accompanied by Serb police.

    The displaced, mainly women, testimonied the mal-treatment and the violation of the Serb para-military forces. A 45-years old woman told ATA that "they forced us flee our houses by threatening to kill us within the house if we did not leave". The Serb para-military announced by means of a loud speaker in Prizereni city "flee from here for 30 minutes, or you will be killed".

    One of the chiefs of Morine custom house told ATA that the testimonies of the arrivals show that 50 men aged 30-45 are blocked in the vicinity of Morine border point, and nothing is known about them.

    The police forced of Morine border point supported by Kukes local government, has made the evacuation of Kosovars coming in this border pass. The influx of Kosvars is thougth to be increased during the late hours of Tuesday. Kosovars arriving in Morine said that the munber of people coming towards Albania from Gjilan amounts to 20 000. /led/A.A/

    [15] 1 100 displaced Kosovars to be sheltered in Qatromi camp

    KORÇE, April 27 (ATA) - By B.Fejzullai: The total number of refugee outflow settled in the Qatromi camp so far, 5 kilometers away from Korçe, is estimated at 1 100.

    The municipality chairman, Frederik Miço, told ATA that some 1 000 people previously sheltered in Sport's Palace were settled in Qatromi camp, while 100 others were accommodated in the families of Korçe.

    Miço said "We have secured good hygienic conditions, and possibilities for a better and quicker first aid assistance. These measures adopted have rendered easier the work of the humanitarian organizations to deliver the aids accorded for the displaced Kosovars".

    According to Miço, the emergency commission for hosting the Kosova refugees in this district has decided to accommodate all the Kosovars housed in Korçe families in this camp. The rest is systemized in the worker's camp, in the dormitory of the industrial school and in other grounds appropriate for this aim.

    Some 7 200 dislocated Kosovars are accommodated so far in the city of Korçe from the very beginning of the Kosova exodus. Qatromi makeshift camp is being set up by NATO forces, and it is financed by the German government. The total number of people to be systemized in this camp reaches 5 000.

    Another camp is to be built up in the vicinity of Lumalas village, Korçe, and its capacity is thought to be 5 000 people. /pas/A.A/

    [16] "We will help you overcome difficult situation," Pistolesse

    TIRANA, April 27 (ATA) - By A. Haxhiu: The further development, identification of new specific needs, as well as the increase of the professional level in the ranks of the Albanian police were in the center of the meeting that the Albanian State Secretary for the European Integration, Maqo Lakrori, held Monday with the representative of MAPE Mission in Brussels, Brigade General, Pietro Pistolesse.

    Lakrori appreciated the cooperation with MAPE mainly in training and extension also in districts like in Kukes, Shkoder, Durres and Tirana.

    "The difficult situation Albania and the region are facing through increases the possibilities for international traffics, smuggling and others," said Lakrori.

    He urged Pistolesse to particularly increase the assistance for the Albanian police in equipment, transport and communication means.

    The MAPE representative on his side said that his arrival in Albania is closely related with the increase of cooperation between Albania and the European Union, as well as with the identification of new needs of aid that the Western European Union will offer for the Albanian police.

    Also, the meeting stressed that MAPE will soon give for the Albanian police other logistic equipment. /dast/mt/

    TIRANA, April 27 (ATA) - By E. Nepravishta: Albanian Prime Minister Pandeli Majko has received Tuesday a message from the Prime Minister of Australia, John Howard, where the later appreciates the way how the Albanian government is coping with the situation created in the country, the Ministry of Information reported to ATA.

    Howard said among others that all the Australians are conscious of this inhuman tragedy that is happening and "we believe that our relief will alleviate the sufferings of the Kosova Albanian and the big challenge you are facing.

    The Australian Premier also informed PM Majko that his country will provide six million dollars for the humanitarian organizations operating in the region to assist the Kosova refugees. /lh/mt/

    [18] Government engaged to keep GDP's increase in predicted limits

    Tirana, April 27 (ATA) - By E.Metaj- Kosova crisis does not predict to have negative effects in the increase of GDP in Albania in 1999, inform sources from the Ministry of Finance.

    According to the Minister of Finance Anastas Angjeli the increase of GDP predicted to be in the limits fixed in the beginning of the year. But some factors created by actual situation affect negatively and forced to fall predicted the economic increase.

    GDP in Albania increase by 8% during 1998, after the fall of 7% marked in 1997 and creating a macroeconomics stability. The Albanian Government and the International Monetary Fund predict the same increase by 8% for 1999.

    The situation created actually in Albania makes evident the worsting of the economic situation. This is due to the loss of the balance in its different sectors. Actually the Albanian Government is still delicate to face a great number of Kosova comers, because a radical economic transition comes out. A very limited budget is implementing in Albania, while there are considerable needs.

    According to the specialists of the Minister of Finance although a deficit worsting in the coherent account of payment balance is predicted, there are many factors that might cause the fall of the predicted economic increase and to increase the inflation, although in slight dimensions.

    According to the statistics of the Albanian Bank GDP of coherent prices reached to 456,7 billion lek from 341,7 billion marked in the end of 1997. While the GDP of the constant prices from 15,3 billion lek in the end of 1997 reached to 16,5 billion lek in 1998.

    Based on the calculations done by the Albanian Government the cost of facing the situation created this year is reckoned to be nearly 860 million dollars. 220 million dollars of it will be used as budgetary support./pas/linda/

    [19] NATO predicts to finance 80 million dollars to restore Northern streets

    Tirana, April 27 (ATA)- By Manjola Pupa - NATO asked the Albanian Government and actually to the Ministry of Transport to present the needs for the rehabilitation of the streets in the Northern and Northern East Albania.

    According to the Minister of Transport NATO predicts to finance a fund of 80 million dollars for 500 km streets in this area.

    Meanwhile the General Street Directory prepared and drafted a project for the street rehabilitation in the Northern East area and a fund of 93 million dollars will be used for nearly 700 km./linda/

    [20] Albanian, NATO military forces coordinate work for realization of humanitarian operation "Allied Harbour"

    TIRANA, April 27 (ATA) - By E. Koraqi: The NATO forces in Albania, through an operation named the "Allied Harbour" are intensively carrying on their activity.

    The press office close to the coordination center with the staff of AFOR (the allied forces), in the contingent of NATO forces in Albania will take part forces from 19 member countries of NATO and eight other countries of Partnership for Peace. Some 7000-8000 forces will arrive in Albania until 1 May 1999, meanwhile that some 4500 NATO forces have arrived and are deployed in Albania until now.

    The "Allied Harbour" is an operation of the humanitarian relief in Albania. Its tasks are carried out in close cooperation with the Albanian Armed Forces. The operation also assists UNHCR and the Albanian government to cope with this difficult situation, caused by the ethnic cleansing of Milosevic regime.

    The main aim of the "Allied Harbour" operations for UNHCR and the other non government organizations is the increase of effectiveness in the humanitarian assistance to help the displaced Kosovars.

    In all the current activities of this humanitarian operation, the structures of the Albanian Armed Forces, closely cooperate with the NATO forces and partner countries to realise on time their deployment. /dast/mt/

    [21] Italy support financially Balkans' countries

    Tirana, April 27 (ATA) - Italy support financially Albania and the other Balkan's countries to facing the humanitarian mission concerning the Kosova conflict.

    The Italian Minister of Treasure Carlo Azeglio Ciampi explained the Italian financial participation in the Humanitarian missions concerning the Kosova conflict in a press conference after the meeting of G-7 in Washington, inform new agencies.

    In the frame work of the finances for cooperation and development 20 billion lirets are put aside from the financial prediction for 1999.

    According to Ciampit another fund of 18,2 billion lirets will be given to support the humanitarian situation in Albania, Macedonia, Montenegro and in Kosova territory. Albania will benefit 4,8 billion lirets, Macedonia 3,4 billion lirets, Montenegro 3 billion lirets and 7 billion lirets for Kosova territory. The distribution of this finance will be done according to a special project-law, which already is prepared.

    In the frame work of "Rainbow" operation a sum of 50 billion lirets are collected by private donators, while the Red Cross and other humanitarian organizations collected 10 billion lirets.

    The Italian Ministry of Defense calculated also the cost of the sending of the forces in the Balkan region in the frame work of "Rainbow" mission, which marked the value of 19 billion lirets monthly per 2 500 people.

    Some days ago the Italian Government passed a decree law for 70 billion lirets aiming at Albanian social and economic reconstruction.

    According to the predictions of the Italian Government the humanitarian mission in Balkan will cost 250 billion lirets till December 31, 1999./dast/linda/

    [22] Some 97 Danish troops landing in Vlore head for north

    VLORE, April 27 (ATA)-By H. Koci, Some 97 Danish troops landed in Vlore port on Tuesday morning and later headed for Kukes.

    The unit, which arrived by the "Artemisa" ship, of the Brindisi-Vlore line, is part of the NATO military structures to be installed in Albania, in the framework of the humanitarian mission, undertaken by the Atlantic Alliance in the region.

    The unit was accompanied by dozens of military vehicles of various capacities. The commander of this unit has confirmed travel towards the North of Albania and concretely towards the Kukes town, which may be the place of its deployment.

    Denmark is one of the states that will contribute with troops and means to the NATO mission in Albania. /lh/lm/

    [23] Fruitful cooperation, indispensable to cope with difficult situation created in Albania - Meta

    TIRANE, April 27 (ATA)-By I. Luto, Deputy Prime Minister and Minister of Government Coordination Ilir Meta on Tuesday met with a high level delegation from Saudi Arabia, headed by Minister of State for the Red Crescent, Dr.Abdurrahman Al Suelim.

    "The very difficult situation Albania is undergoing makes indispensable a fruitful and real cooperation between out two countries," said Meta.

    Al Suelim, after expressing admiration for the Albanian government's efforts and readiness to receive the increasing influx of the displaced Kosovars, stressed that "we want to help Albania and its generous people".

    Further on, he said that the humanitarian associations of Saudi Arabia in Albania will increase their aid.

    "These associations have considerable funds, which should be channeled and coordinated with the Albanian government, as this would be the best, the quickest and most efficient way to bring and distribute them, " he said. /lh/lm/

    [24] Crisis to shake current economic development

    Tirana, April 27 (ATA) - By A.Gjata - Economic Development of Albania is shaken even this spring by Kosova crisis.

    After a normal development of the undertaken reforms in Albania since 1991 till the end of 1994, a year after the appearing of pyramidal schemes in Albania and the dimensions they took till the end of 1996, nevertheless the figures of the increasing incomes, was disappointed one.

    Nevertheless the donors' assistance the Albanian economy continued to suffer from the collapse caused by the pyramids.

    The troubles of Spring 1997 caused a great damage even to the Albanian and foreign commercial and productive companies involved in the pyramidal schemes.

    Another shake for the Albanian economy was marked in September 1998. Although the Albanian Government managed to keep under the inflation and to fulfill the objectives of increasing the GDP by 8%, which make possible the opening of promised foreign finances, such as International Monetary Fund and World Bank.

    It opened the ways of privatization of the non strategic sectors, which remained from the previous periods and it is elaborating the documents for the privatization of the strategic sectors such as mines, telecom, hydro power stations, ports and railway.

    In the moment of fulfillment of these projects the Kosova crisis erupted, which actually influence directly to the Albanian economy. Actually the procedures of the privatization of the greatest strategic sectors of the Albanian economy are unterrupted. No one undertakes to buy these sectors and to invest actually.

    In order to avoid the economic crisis the Government is obliged to take measures about the suspense of the investments predicted in the budget of this year, the decrease of the budgetary expenditures and a postponement of nearly a month of the increase of the salaries by 10%, etc.

    Meanwhile the attention of the Government is concentrated beside the facing of the situation created after the coming of 360 000 Kosova comers, in keeping the stability of the prices and of the main macro-economic index.

    The currency rate remained almost the same since the beginning of NATO bombardments in Yugoslavia, meanwhile the other European currencies fall day after day.

    From the observation done in currency market it is clear that the Albanian Government policy affects in keeping the stability of this course as a result of the entering of foreign currencies, especially of deutch mark.

    The trade with the neighbor countries, mainly with Italy and Greece after a stop in the very first days, returned to the normality. Small business is most favoured actually and as many Albanians perform this activity there is no any sign of economic crisis in Albania.

    The consequences of the stopping of privatization process might be shown later on, but it can be positive in the case of implementing the promises of the International Community to survive and support the economy according to Marshall Plan of the Balkan's countries involved in this crisis./dast/linda/

    [25] Influx of Kosova refugees through Hani i Hotit decreases

    SHKODER, April 27(ATA)-By Malja,

    Over the past three days the influx of the Kosova refugees passing through the Hani i Hotit border point, some 30 km from Shkoder, has decreased, the spokesman of the prefecture told ATA.

    He said that some 500 Kosovars, mostly women, children and old people, from the Istog and Peje communes, arrived through this point today.

    The new arrivals were immediately accommodated at the reception centre at the former tobacco-cigarette factory, where some 5 000 Kosovars are actually settled.

    Around 28 000 Kosovars, a part of whom have left for other cities of the country, have arrived over the past 17 days through Hani i Hotit. /lh/lm/
