Burgenstock, Mar 27 (CNA) -- UN Secretary General Kofi Annan arrives here around noon for the UN-led talks on Cyprus, which began in Burgenstock earlier this week and are conducted by his special adviser Alvaro De Soto and his team with a view to reach a comprehensive settlement before May 1st, when the Republic joins the European Union.

Stephane Dujarric, UN spokesman, told CNA the first thing Annan was expected to do after arriving was to be briefed by De Soto and his team on developments concerning the talks between the Cypriot parties, enlarged at this stage with the presence of Greece and Turkey.

Dujarric said the Secretary General flew overnight from New York to Zurich on his UN plane and today he would be traveling to this Swiss resort where he is expected to arrive ''later in the morning - early afternoon''.

Government Spokesman: EU provides security for all Cypriots

    by Athena Arsalidou

Burgenstock, Mar 27 (CNA) --- The principles on which the European Union was founded provide both communities in Cyprus the security they needed, Cyprus Government Spokesman Kypros Chrisostomides has stressed.

Chrisostomides was commenting on statements by Turkish Foreign Minister Abdullah Gul that without permanent derogations from the acquis communautaire, there could be no solution to the Cyprus problem.

''Europe has its own rules and norms. The security of both communities in Cyprus is exactly those principles on which the EU is founded. The fears of the Turkish side and its efforts to secure permanent derogations from EU laws and regulations are exaggerated and have no justification in our modern world,'' the spokesman said.

Washington, Mar 27 (CNA) -- The US was monitoring the ongoing UN-led talks on Cyprus and Secretary of State Colin Powell was prepared to get personally involved as necessary, State Department spokesman Richard Boucher has said.

''There is very active involvement by the United States, in the person of Ambassador Tom Weston and Ambassador Klosson on site,'' Boucher said responding to questions.

''Secretary Powell has followed the issue. He has made clear, as the President's made clear, that he is prepared to be personally involved, as appropriate and necessary,'' he added.

He noted that at this stage in the talks, the action has moved to Switzerland and people are working very hard out there.

Burgenstock, Mar 27 (CNA) -- European Union Enlargement Commissioner Gunter Verheugen arrives here Monday with a team of experts to offer assistance to the UN effort for a Cyprus solution, in the framework of the EU decision to accommodate the terms of a settlement, as Cyprus prepares to join the Union on May 1st, EU sources told CNA.

''What we want is the parties to agree. It's up to the parties to agree to a settlement. Verheugen will offer assistance so that the agreement remains in the framework of the acquis communautaire and respects the principles on which the EU is founded,'' the sources said.

Responding to questions on the issue of permanent derogations the Turkish side is seeking, the same sources said that it was up to the parties to agree, adding that ''our parameters are well known by all the parties.''

Asked when Verheugen will be leaving Burgenstock, they said ''when it's over.''
