[01] La Commission inflige des amendes pour ententes illicites dans le secteur des vitamines La Commission européenne a infligé à huit entreprises des amendes d'un montant total de 855.22 millions d'euros pour leur participation à huit ententes occultes distinctes ayant pour objet le partage des marchés et la fixation des prix dans le secteur des produits vitaminiques. Le nombre d'entreprises impliquées et la durée de l'infraction varient selon les ententes, bien que celles-ci aient toutes été en vigueur entre septembre 1989 et février 1999. La société suisse Hoffman-La Roche ayant joué un rôle d'instigateur et participé à toutes les ententes, elle s'est vu infliger l'amende totale la plus élevée, d'un montant de 462 millions d'euros. "Il s'agit de la série d'ententes la plus préjudiciable sur laquelle la Commission ait jamais enquêté : elle couvre en effet toute une gamme de vitamines que l'on retrouve dans une multitude de produits, allant des céréales, biscuits, boissons et autres produits alimentaires aux produits pharmaceutiques et cosmétiques, en passant par les aliments pour animaux", a déclaré M. Mario Monti, Commissaire chargé de la Concurrence. "Du fait de leur comportement collusoire, les sociétés en question ont pu appliquer des prix supérieurs à ce qu'ils auraient été si le jeu de la concurrence avait été respecté, ce qui a porté préjudice aux consommateurs et permis aux sociétés d'empocher des bénéfices illicites. Il est particulièrement inacceptable que ce comportement illégal ait concerné des substances qui sont vitales pour la nutrition et essentielles pour assurer une croissance normale et le maintien en vie."

[02] La Commission dément catégoriquement toute interférence dans les décisions prises par l'OLAF pour s'assurer la collaboration des magistrats italiens La Commission européenne, concernant l'article intitulé : "Trois juges en route pour Bruxelles grâce à un concours arrangé" publié hier par le quotidien "Il Messaggero", dément catégoriquement toute interférence dans les décisions prises par l'Office européen de lutte antifraude (OLAF) pour s'assurer la collaboration des magistrats italiens Piacente, Perduca et Vaudano. La Commission tient également à préciser que l'OLAF est une institution totalement autonome en ce qui concerne le recrutement de ses fonctionnaires et collaborateurs et que l'OLAF a déjà publié un communiqué de presse sur cette affaire, dans lequel elle décrivait en détail ses procédures de sélection et indiquait qu'elles avaient été scrupuleusement observées dans ce cas également.

[03] EU becoming more entrepreneurial, but loses out to US in productivity growth Despite an improving performance, the standards of living in the EU have fallen persistently behind those of the US in recent years. Moreover, Europe's presence in the important field of biotechnology is limited in comparison to the US. The Competitiveness Report 2001 published today by the European Commission identifies the underperformance in the field of innovation and a slower introduction of information and communication technologies as major factors behind the widening gap. However, the good performance of some Member States is a sign that EU's possibilities can be realised but not without a fundamental modernisation of its economic structures and innovation systems.

[04] Programme Interreg : l'UE contribue pour 33.6 millions d'euros à la coopération transfrontalière entre l'Italie et l'Autriche M. Michel Barnier, Commissaire en charge de la Politique régionale, a annoncé l'adoption par la Commission européenne d'un programme de coopération transfrontalière entre l'Italie et l'Autriche, qui sera financé par l'initiative INTERREG III. Le programme concerne les zones frontalières des régions du Frioul, de la Vénétie et de la province de Bolzano, en Italie ainsi que les Länder de Carinthie, de Salzbourg et du Tirol en Autriche. Ses principaux objectifs sont le développement de l'économie de part et d'autre de la frontière et le renforcement de la coopération transnationale. Le montant total disponible jusqu'en 2006 est de 70,4 millions d'euros, dont quelque 33,6 millions sont financés par l'UE. Un montant de 36,7 millions d'euros provient de budgets nationaux et régionaux ainsi que du secteur privé.

[05] Interreg programme : EU contributes euro 30.8 million for Austria in order to promote its regional cooperation with Hungary Mr Michel Barnier, Commissioner responsible for Regional Policy, has announced the approval by the European Commission of a cross-border co- operation programme between Austria and Hungary, which will be financed by the Community initiative Interreg III. The programme involves the Austrian federal States of Burgenland and Vienna, the southern surrounding area of Vienna, the region of southern Niederösterreich and the Hungarian "Komitate" Györ-Moson-Sopron, Vas and Zala. A population of 3.4 million inhabitants live in the supported area, 2.4 million on the Austrian and 1 million on the Hungarian side. The programme's main objectives are better cross-border cooperation, the improvement of infrastructure and economic development. The total amount available for Austria until 2006 is euro 61.65 million of which the EU finances euro 30.82 million while euro 21.66 million come from national and regional budgets. In addition, the private sector contribution amounts to euro 9.17 million.

[06] Interreg programme : EU contributes euro 47.3 million for cross-border cooperation between Austria and Germany Mr Michel Barnier, Commissioner responsible for Regional Policy, has announced the approval by the European Commission of a cross-border support programme for Austria and Germany, which is financed by the Community initiative Interreg III A. It covers the German-Austrian border area and the period 2000-2006. The programme focuses on enhanced cooperation in the field of cross-border spatial development and networking, economic cooperation, human resources and infrastructure projects. The total budget available is euro 94.6 million to which the EU will contribute euro 47.3 million. Another euro 42.3 million comes from national and regional budgets and euro 5 million from private funding.

[07] Urban II programme : EU contributes euro 4.2 million for urban regeneration in Vienna Erdberg, Austria During a visit to Austria, Mr Michel Barnier, Commissioner responsible for Regional Policy, today announced the approval by the European Commission of a programme for urban regeneration in Vienna Erdberg, Austria. This Urban Community Initiative Programme will provide euro 4.2 million from the EU over the period 2000-2006. The European funding has attracted euro 10.3 million in further investment from the public sector and euro 1.4 million from the private sector, creating total resources of euro 15.9 million. Priorities will include development of the potential of the information society, urban development and communication measures.

This Urban Community Initiative Programme will provide euro 4.2 million from the EU over the period 2000-2006. The European funding has attracted euro 12.6 million in further investment from the public sector and about euro 3.8 million from the private sector, creating total resources of about euro 20.6 million. Priorities will include local development of the information society, urban development and communication projects

[09] La Commission lance un site internet consacré au Conseil de Laeken La Commission européenne a lancé aujourd'hui un site internet spécialement consacré au Conseil européen de Laeken, qui se tiendra les 14 et 15 décembre. Ce site offre une aide commode sur les sujets qui seront examinés par le Conseil et rassemble des fiches d'information, des discours et des liens directs vers d'autres informations en rapport avec le sommet. [10] La viabilité économique de Galileo confirmée par une étude indépendante Galileo, le programme européen de radionavigation par satellite, devrait générer des bénéfices économiques considérables. Telle est la conclusion d'une étude indépendante dont l'objectif était d'élaborer un plan d'affaires pour le projet. Les résultats de cette étude arrivent quelques semaines avant la réunion du Conseil de ministres qui devrait se prononcer sur la structure organisationnelle pour la mise en oeuvre du projet et confirmer les engagements financiers pour la phase de développement. Pour sa part, l'Agence Spatiale européenne (ESA) a libéré sa contribution au financement de Galileo la semaine dernière. L'étude conclut que le financement public initial, nécessaire au lancement de Galileo, assurera au projet un dossier économiquement solide. "Ce sont de très bonnes nouvelles pour Galileo", déclare Loyola de Palacio, vice-présidente de la Commission européenne, chargée des Transports et de l'Energie. "Les résultats de cette étude confortent l'Europe dans sa volonté d'occuper une place de premier plan dans le secteur de la navigation et du positionnement par satellite, qui est d'une importance stratégique."

[11] La confiance des Européens à l'égard de la PAC diminue, selon une enquête communautaire D'après un sondage d'opinion Eurobaromètre effectué pour la Commission européenne en mai et en juin 2001, il se confirme que l'épidémie de fièvre aphteuse et la récente crise de l'ESB ont porté atteinte à la confiance du public à l'égard de la politique agricole commune (PAC). Une comparaison entre les réponses tirées de ce sondage et les deux "Flash" Eurobaromètre réalisés à la fin de l'année 2000 ont fait apparaître une chute moyenne de 10% dans les réponses positives, avec une augmentation correspondante des réponses "Ne sais pas". Les personnes enquêtées, dans l'ensemble des quinze Etats membres étaient au nombre de 16.029 appartenant au grand public. Cependant, les personnes interrogées sont tout à fait favorables aux objectifs politiques énumérés dans l'enquête tels que la garantie de produits sains et sûrs (90%), la promotion du respect de l'environnement (89%) et l'assurance de revenus stables et suffisants pour les agriculteurs (77%). En revanche, lorsqu'on leur a demandé si, à leur avis, la PAC s'acquittait bien de ces missions, les niveaux de satisfaction étaient respectivement de 37%, 41% et 29%.

[12] EU-Hong Kong readmission agreement concluded Mr Donald Tsang, who took over as the Chief Secretary for Administration of the HKSAR (Hong Kong Special Administrative Region) in May this year, paid his first official visit to the European Commission on 22 November 2001. Mr Tsang met Vice-President Neil Kinnock and Justice and Home Affairs Commissioner António Vitorino. Discussions covered improving EU-Hong Kong relations, Hong Kong's economy and development, the recession in the world economy and its effects on Asia, the WTO, including China's accession and the welcome news about the new trade round. Whilst at the Commission, Mr Tsang and Commissioner Vitorino, participated in a ceremony to mark the completion of the negotiations for a Readmission Agreement between the European Union and the Hong Kong SAR.

[13] Poland can export fresh pig meat to the EU The Standing Veterinary Committee (SVC) yesterday unanimously voted in favour of a European Commission proposal authorising Poland to export fresh pig meat to the European Union. The import of such meat was never authorised due to animal health reasons, more particular the presence of classical swine fever (CSF). In the meantime, the Polish authorities implemented a control and surveillance programme against this disease and provided the necessary information concerning the absence of this disease in their country. Furthermore, the Polish veterinary law has been approved in September 2001. In May 2001 the Commission Food and Veterinary Office (FVO) carried out an inspection to assess the situation and the control measures in place against CSF. Based on the report of the FVO and the further information and guaranties provided by the Polish authorities, it is now appropriate to authorise Poland to export fresh pig meat to the EU. Meat eligible for export will come from holdings where pigs are not fed with catering waste. The decision enters into force as soon as formally adopted by the Commission.

[14] Margot Wallström congratulates Latvia on the good results of the negotiations with the EU on the Environment On her first official visit in Latvia today, European Environment Commissioner Margot Wallström congratulated Latvia on the good results of the enlargement negotiations with the EU on the Environment. These negotiations have just been concluded successfully at working group level. "It's a good result for Latvia, for the European Union - and for the Environment", said Commissioner Wallström as she arrived in Riga. "Latvia has taken a giant step forward on its way to membership of the EU in the very near future", said Mrs Wallström. She is meeting with Prime Minister Andris Berzins and Environment Minister Vladimirs Makarovs. Mrs Wallström will also meet with members of the European Affairs Committee and the Environment Sub-committee of the Saeima and with a group of Latvian Environmental NGOs. The Council Enlargement Working Group this morning reached a political agreement concerning Latvia's adaptation to EU's environmental legislation. This agreement is expected to be formally adopted by the Representatives from Member States, Coreper, at a meeting tomorrow. The EU position will then be formally presented to representatives from Latvia for approval next week.
