[01] Romano Prodi talks to Nelson Kirchner over phone
On 26 June, the President of the European Commission Romano Prodi had a
long and friendly telephone conversation with Nelson Kirchner, the new
President of the Argentine Republic. During the conversation, President
Prodi congratulated President Kirchner once more on the election results
and stressed how important relations with Argentina were for the European
Commission. President Prodi said he was keen to arrange a face-to-face
meeting with President Kirchner as soon as possible, at which they could
review relations, consider ways of improving them and discuss regional
integration and cooperation projects involving the European Union and
Mercosur. President Kirchner accepted the invitation warmly and reaffirmed
the importance for the Argentine Republic of relations with the European
Union in areas such as trade and access to the EU market. In this
connection, President Prodi stressed the importance of the agreement
reached yesterday on the reform of the Common Agricultural Policy. He spoke
of the positive impact this would have on world trade and underlined the
need for this courageous move to be matched by the United States.
[02] Reconstitution des stocks de merlu du nord : la Commission propose un
deuxième plan à long terme
Moins de deux mois après avoir présenté une proposition de plan de
reconstitution à long terme pour certains stocks de cabillaud, la
Commission européenne a proposé un plan similaire visant à reconstituer le
stock de merlu du nord. Le volume des captures de merlu est tel par rapport
à la taille du stock disponible que ces captures mettent en péril la
capacité de ce stock à se reconstituer. C'est pourquoi un plan de
reconstitution, qui prévoit un taux réduit de captures, une diminution de
l'effort de pêche et des mesures spécifiques de mise en œuvre, est
nécessaire. Les plans de reconstitution sont conformes à la nouvelle
approche décidée dans le contexte de la réforme de la politique commune de
la pêche (PCP), qui remplace les mesures à court terme par des stratégies à
long terme visant à promouvoir la reconstitution des stocks halieutiques et
leur maintien au niveau des limites biologiques de sécurité. D'après les
estimations, une durée de cinq à dix ans serait nécessaire pour atteindre
l'objectif de reconstitution du stock de merlu du nord. La Commission
proposera sous peu des plans de reconstitution supplémentaires pour le
merlu du sud et pour certains stocks de soles et de langoustines.
[03] The flight of ICAROS : EU satellite research project tackles urban air
quality from space
A three-year project led by the European Commission with ten partners from
Greece, Germany, Hungary and Italy has developed an innovative system for
monitoring and managing urban air quality and the related health risks.
Results of the "ICAROS NET" technique were presented today in Budapest.
ICAROS uses satellite-borne sensors to monitor the concentration of harmful
particles in the air, caused by heavy industry, traffic and household
heating systems. Four pilot trials of the ICAROS NET system are under way
in Athens, Milan, Munich and Budapest. It is the first time that ultra-fine
pollution particles have been detected from space with such accuracy and
precision. Early results from the Athens pilot project are encouraging,
indicating that the system is as reliable as land-based alternatives but
provides better environmental information, and that environmental policy
initiatives, such as reducing sulphur in diesel and introducing fuel
alternatives such as natural gas, are successful in reducing pollution
levels.
[04] 2-4 October : Europe's ICT leaders look to "The Opportunities Ahead"
"IST 2003: The Opportunities Ahead" (2-4 October, Milan) is the year's most
important Information Society event organised by the European Commission to
support European ICT industrial competitiveness. Today, the Commission
unveiled the Conference Programme and Exhibition and announced the 20
Winners of the European IST Prize. Plenary conference sessions will feature
contributions from Erkki Liikanen, Commissioner for the Information Society,
Lucio Stanca, Italian Minister for Innovation and Technology, and President
Roberto Formigoni of the Lombardy Region, as well as leading industry
personalities.
