  • [01] Services financiers : la Commission expose sa vision pour la modernisation du march√© des fonds d'investissement de l'UE

    La Commission europ√©enne a expos√© sa vision pour la modernisation du cadre communautaire pour les fonds d'investissement. Ces fonds, qui repr√©sentent aujourd'hui plus de ‚ā¨5.500 milliards d'actifs, offrent aux consommateurs un acc√®s abordable √ des investissements g√©r√©s par des professionnels. Les am√©liorations, qui sont pr√©sent√©es dans un Livre blanc, vont simplifier la directive actuelle sur les fonds d'investissement pour assurer aux investisseurs des informations utiles quant aux co√Ľts et aux performances lors du choix de fonds, et permettre plus facilement aux professionnels du secteur de r√©duire leurs co√Ľts et de tirer profit de leur sp√©cialisation dans tout le march√© unique. A la suite d'√©tudes suppl√©mentaires sur le rapport co√Ľt/efficacit√© et sur la protection des investisseurs, la Commission pr√©voit de proposer ces changements √ l'automne 2007 sous la forme de modifications de la directive actuelle. Dans l'intervalle, la Commission examinera l'opportunit√© d‚Äôapporter des modifications similaires en ce qui concerne d'autres types de fonds, en particulier les fonds de placement immobilier, qui ne sont pas couverts par la r√©glementation communautaire actuelle.

    [02] 5,000 sites now registered under the European Union Environmental Management Audit Scheme

    The hydro power plant in Terni, Italy, is the 5,000th site to be registered under the European Union's Environmental Management Audit Scheme (EMAS). EMAS is a scheme which helps companies and other organisations to evaluate, report and improve their environmental performance. The Terni plant is the 28th site to be registered by Italian energy firm Endessa Italia Spa which joins the growing number of organisations who are voluntarily committing to improving their environmental performance. EMAS registrations have increased at an average annual rate of 10% since December 2003. Many are coming from the industrial sector but a sizeable share also originating from the service sector, including leading European corporations and public authorities. On 13 November, EMAS-registered organisations with the best environmental communication campaign were rewarded by the Commission at an awards ceremony in Athens.

    [03] Better emission control of heavy duty vehicles : new global electronic On-Board Diagnostic systems

    To better measure the emissions of heavy duty vehicles such as trucks and buses a new worldwide On-Board Diagnostic System was approved yesterday in the UN/ECE organisation that deals with harmonising standards on a global scale. On-board diagnostics (OBD) are electronic systems which monitor the emissions performance of vehicles, including special warning signals. These systems are required by regulators around the world to ensure that vehicles continue to have good in-use emissions performance and to alert the driver to any malfunction. A new Global Technical Regulation (GTR) sets out On- Board Diagnostic performance requirements to which engine manufacturers must comply when developing new engines.

    [04] La Commission autorise l'acquisition de Gerflor par AXA

    La Commission européenne a autorisé, en vertu du règlement Concentrations, le projet d'acquisition de l'entreprise française Gerflor SAS (Gerflor) par AXA LBO III (AXA) également de France. AXA est une société de gestion de portefeuilles couvrant les aspects du capital investissement. Gerflor est spécialisé dans la fabrication de sols PVC. Il ressort de l'enquête menée par la Commission que l'opération envisagée n'entravera pas de manière significative la concurrence dans le marché commun. Cette affaire a été traitée selon la procédure simplifiée.

    [05] Unemployment in the EU25 : regional unemployment rates in the EU25 ranged from 2.6% to 30.1% in 2005 ; rates varied from 6.2% to 59.1% for young people

    Regional unemployment rates varied widely across the EU25 in 2005, from 2.6% in the region of Herefordshire, Worcestershire & Warwickshire in the United Kingdom, to 30.1% in Réunion in France. In the EU25 as a whole, unemployment fell from 9.2% in 2004 to 9.0% in 2005. At regional level, rates fell in 47% of the 252 NUTS 2 regions of the EU25 for which data is available. Of these 252 regions, 43 had an unemployment rate of 4.5% or less in 2005, i.e. half the average for the EU25. They included 22 regions in the United Kingdom, seven in Italy, five in Austria, four in the Netherlands, both regions in Ireland, one region each in Belgium and the Czech Republic, as well as Luxembourg. At the other extreme, 23 regions had a rate of 18.0% or higher, i.e. double that of the EU25: eight regions each in Poland and Germany, four in France (all of the Overseas Departments), two in Slovakia and one in Spain. The data on regional unemployment, compiled on the basis of the EU Labour Force Survey, are taken from a report published by Eurostat. This report contains further analysis of employment and unemployment rates and working migration in the EU regions.

    [07] EU deploys an Election Observation Mission to the Indonesian Province of Aceh

    Following the invitation from the Government of Indonesia, the European Commission is deploying an EU Election Observation Mission (EOM) to the Indonesian Province of Aceh to observe the local elections that will take place on 11 December 2006. The EU EOM is headed by Glyn Ford, Member of the European Parliament.

    [08] L'UE envoie une mission d'observation électorale au Venezuela

    La Commission européenne a commencé à déployer une mission d'observation électorale (MOE), en prévision des élections présidentielles qui se tiendront le 3 décembre prochain au Venezuela. Cette mission est dirigée par Mme Mónica Frassoni, membre du Parlement européen. La décision de créer une mission d'observation électorale répond à une invitation du Conseil national électoral de la République bolivarienne du Venezuela, adressée en juillet dernier.

    [09] Mariann Fischer Boel presents the "European Innovative Young Farmer Award"

    The European Commissioner for Agriculture and Rural Development Mariann Fischer Boel will on Friday present the "European Innovative Young Farmer Award" to the winner of a Europe-wide competition, the first ever of its kind. "Europe's farmers need to be innovative if they are to remain at the cutting edge," said Commissioner Fischer Boel. "I have been tremendously impressed by the quality of projects I have seen in the context of this award. It gives me real confidence in the future of European agriculture. Our young farmers are our future and I look to them for ideas on how to move the Common Agricultural Policy forward in the years to come. Their input will be crucial as the Commission prepares its 'Health Check' of the CAP in 2008 and the Mid-Term Review of the Financial Perspectives." The prize will be handed over in connection with a conference "Innovation as a Tool to Increase Competitiveness in the EU's Agricultural Sector", which has been organised by the European Council of Young Farmers (CEJA) and Groene Kring in Bruges and is co-financed by the European Commission. The winning project has been picked by a jury that consisted of representatives from agricultural, environmental and consumer interests. The selection of the best project was based on a range of criteria such as sustainability, environmental protection, impact on the local community, economic performance and market orientation. After the announcement, Ms Fischer Boel will deliver a keynote speech on innovation in the agriculture sector and participate in a press conference. A European Day of Young Farmers will be organised on 17th April 2007 with young farmers from all over the EU joining a discussion on what the Common Agricultural Policy could look like after 2013.
