[01] Edmund Stoiber nominated to chair the High Level Group advising
Commission on reduction of administrative burdens imposed by legislation in
the Union
The President of the European Commission, José Manuel Barroso, announced
today the nomination of Edmund Stoiber as chair of the High Level Group of
Independent Stakeholders on Administrative Burdens : "Mr Stoiber is a
committed European and an outstanding personality of high repute and with
more than thirty years of experience at political, legislative and
administrative levels. He has personally been involved at the forefront of
efforts to improve legislation in Bavaria, Germany and Europe. I am
therefore delighted to count on his important contribution to what is a
flag-ship project for the Commission."
[02] Antitrust : la Commission fait en sorte que les constructeurs
automobiles donnent aux garages indépendants un accès aux informations
concernant la réparation de leurs véhicules
La Commission européenne a adopté quatre décisions rendant obligatoires
pour DaimlerChrysler, Toyota, General Motors et Fiat des engagements
concernant la fourniture des informations techniques relatives à la
réparation de leurs véhicules à tous les garages indépendants dans l'UE.
Ces décisions ont été adoptées en application de l'article 9,
paragraphe 1, du règlement n°1/2003. Les engagements ont été offerts Ã
la suite d'une enquête de la Commission qui a révélé qu'un accès
insuffisant à l'ensemble des informations techniques pouvait entraîner
l'exclusion des réparateurs indépendants du marché et que, par voie de
conséquence, les accords conclus entre les constructeurs automobiles et
leurs réparateurs agréés semblaient enfreindre les règles du traité CE
concernant les pratiques commerciales restrictives (article 81).
L'affaiblissement de la concurrence en résultant entre réparateurs de
véhicules automobiles pouvait se traduire par un choix plus limité et des
prix plus élevés pour les consommateurs: les réparateurs indépendants
sont souvent meilleur marché - parfois de plus de 50% - que les ateliers
agréés. En outre, les réparations effectuées sans les informations
techniques appropriées pourraient rendre les véhicules dangereux et
ajouter à la pollution atmosphérique ainsi qu'au gaspillage de carburant.
Les engagements seront obligatoires jusqu'Ã l'expiration, en mai 2010, du
règlement d'exemption par catégorie applicable au secteur automobile
[règlement (CE) n°1400/2002 de la Commission]. D'ici là , le règlement
relatif aux émissions des véhicules [règlement (CE) n°715/2007 du
Parlement européen et du Conseil] sera entré en vigueur. Ce dernier
impose aux constructeurs automobiles l'obligation de fournir aux
opérateurs indépendants un accès normalisé et sans restriction aux
informations techniques concernant la réparation de leurs véhicules.
[03] Commission clears acquisition of EMAL by DUBAL and Mubadala
The European Commission has granted clearance under the EU Merger
Regulation to the acquisition of joint control of Emirates Aluminium
Company Limited (EMAL) of the United Arab Emirates by Dubai Aluminium
Company Limited (DUBAL) of Dubai and Mubadala Development Corporation
(Mubadala) of Abu Dhabi. DUBAL produces and sells primary aluminium
products. Mubadala is an investment company controlled by the Emirate of
Abu Dhabi. EMAL is active in the construction, ownership and operation of
an aluminium smelting facility and associated power plants in Abu Dhabi and
sale of aluminium products manufactured at this facility. The operation was
examined under the simplified merger review procedure.
[04] Commission clears acquisition of LHS by Ericsson
The European Commission has granted clearance under the EU Merger
Regulation to the acquisition of sole control of LHS AG of Germany by
Telefonaktiebolaget LM Ericsson (Ericsson) of Sweden. Ericsson is a global
provider of telecommunications equipment and related services to mobile and
fixed network operators. LHS provides business support system (BSS)
software and related services, in particular billing and customer care
software (BCC) to operators of mobile, fixed line and cable networks. The
operation was examined under the simplified merger review procedure.
[05] La Commission autorise l'acquisition de Fläkt Woods par Sagard
La Commission européenne a autorisé, en vertu du règlement
Concentrations, le projet d'acquisition de l'entreprise luxembourgeoise
Fläkt Woods Sarl par l'entreprise française Sagard SAS, appartenant au
groupe Power Corporation of Canada (PCC). PCC fournit des services
d'assurance, des services financiers et des services de communication,
technologie et biotechnologie. Sagard est un fonds d'investissement. Fläkt
Woods fabrique des systèmes de ventilation et de traitement de l'air et
des systèmes de déplacement d'air. Il ressort de l'enquête menée par la
Commission que l'opération envisagée n'entravera pas de manière
significative la concurrence dans le marché commun. Cette affaire a été
traitée selon la procédure simplifiée.
[06] Commission clears acquisition of Laverda by AGCO and ARGO
The European Commission has granted clearance under the EU Merger
Regulation to the acquisition of joint control of Laverda S.p.A. of Italy
by AGCO Deutschland Holding Limited & Co. KG (AGCO) of Germany, belonging
to the AGCO Corporation of the US, and ARGO S.p.A. of Italy. AGCO produces
and distributes agricultural machines on a global basis whilst ARGO :
produces and distributes them mainly in Europe. Laverda produces and
distributes combine harvesters. The operation was examined under the
simplified merger review procedure.
[07] Commission clears acquisition of Accord by 3i
The European Commission has granted clearance under the EU Merger
Regulation to the acquisition of sole control of Accord Limited and the
group of companies controlled by it (Accord) of the UK by Kirk Newco plc,
controlled by funds managed by 3i Investments plc (3i) of the UK. 3i is an
international private equity house and venture capital company providing
management advice and management to investment funds. Accord provides
outsourced services (highway, environmental, housing, facility management
and consultancy services).primarily to the public sector. The operation was
examined under the simplified merger review procedure.
[08] Euro area annual inflation down to 1.7%
Euro area annual inflation was 1.7% in August 2007, down from 1.8% in July.
A year earlier the rate was 2.3%. Monthly inflation was 0.1% in August
2007. EU annual inflation was 1.9% in August 2007, down from 2.0% in July.

[09] Télécommunications : la Commission souscrit au souhait émis par
l'autorité de régulation française en faveur d'une approche commune pour
la réduction des tarifs des communications mobiles
Dans une procédure engagée au titre de la réglementation de l'UE en
matière de télécommunications concernant les tarifs de terminaison
d'appel sur les réseaux mobiles en France, la Commission européenne a
salué aujourd'hui la proposition de l'autorité de régulation française,
l'ARCEP (Autorité de régulation des communications électroniques et des
postes), de réduire une nouvelle fois les tarifs des opérateurs mobiles
français. Pour la Commission, la décision de l'ARCEP constitue un net
progrès sur la voie d'une tarification en fonction des coûts réels. Dans
la lettre qu'elle a envoyée aujourd'hui, la Commission appuie également
le souhait émis par l'ARCEP en faveur d'une approche européenne commune
visant à établir le plus rapidement possible des tarifs de terminaison
mobile appropriés et orientés en fonction des coûts.
[10] Too few Europeans undergo colorectal cancer and prostate checks ups,
Eurobarometer reveals
Although European citizens appear to be generally aware of the importance
of preventive medical checkups, the vast majority of them do not undergo
colorectal cancer or prostate tests, an EU wide survey reveals. The
Eurobarometer on "Health in the European Union," published today, which
marks the European Prostate Awareness Day, indicates that only 13% of
European men took the Prostate Specific Antigen Tests and only 8% of all
respondents the colorectal cancer test. The survey also reveals that, in
general, Europeans are aware of the importance of preventive check ups as
more than six out of ten carry out dental tests and almost four out of ten
get their eyes checked every year. According to the Eurobarometer, a
sizeable majority of EU citizens consider themselves to be in good health.
In fact, less than one in ten (7%) say that their health is bad or very
bad.
[11] Les enfants infectés par le VIH-SIDA peuvent dorénavant bénéficier
d'un essai au titre du partenariat des pays européens et en développement
sur les essais cliniques
Le 13 août 2007, la Federal Drug Administration des Etats-Unis a
homologué à titre provisoire une combinaison à doses fixes (FDC) anti-VIH
à formulation spécialement destinée à la pédiatrie. Le partenariat des
pays européens et en développement sur les essais cliniques (EDCTP) a
financé l'étude pharmacocinétique qui a abouti à cette avancée majeure
dans le traitement des enfants infectés par le VIH-SIDA. La FDC en cause
est fabriquée par le laboratoire CIPLA. Ce médicament est administré
deux fois par jour en fonction d'un simple tableau de poids, ce qui
facilite sa prescription. Il peut également être dissous dans de l'eau
pour les jeunes enfants qui ne peuvent avaler des comprimés. Du fait de
cette homologation provisoire, cette FDC antirétrovirale sera également
inscrite au programme de préqualification de l'Organisation mondiale de la
santé (OMS) et sera disponible en vue de sa distribution dans le cadre du
PEPFAR (President's Emergency Plan for AIDS Relief – Plan d'urgence du
président des Etats-Unis pour l'aide contre le sida) et du programme de la
fondation Clinton. Ce médicament, sous les dénominations commerciales
Triomune Baby et Junior, a déjà été homologué en Zambie où il est
utilisé.
[12] The new EU-US Atlantis programme : paving the way for innovative
transatlantic university degrees
One year after the signature of the new eight-year EU-US education
agreement, the European Commission is launching jointly with the US
authorities 14 new transatlantic cooperation projects. The Commission will
invest a total of €3.8 million in these projects, an amount that will be
matched by the US authorities. Their purpose is to foster transatlantic
academic cooperation through innovative student exchanges resulting in
double degrees, joint curriculum development, and policy studies.
[13] Visite de M. JoaquÃn Almunia en Chine
M. JoaquÃn Almunia, membre de la Commission européenne chargé des
affaires économiques et monétaires, se rendra en Chine du 17 au 19
septembre 2007. Il rencontrera des représentants à haut niveau du
gouvernement chinois pour discuter de politiques bilatérales et
internationales dans les domaines économique, budgétaire et monétaire,
dans la perspective d'approfondir le dialogue et les relations économiques
entre l'UE et la Chine.
[14] Montreal Protocol : one of the most successful environmental
agreements celebrates its 20th anniversary
From 16 to 21 September representatives from the 191 countries party to the
Montreal Protocol will celebrate 20 years of success in protecting the
ozone layer. Taking place in Montreal the celebrations will mark the
important achievements made by the Protocol such as the phasing out of
about 95% of the ozone-depleting substances under the agreement. The
European Union and its Member States continue to play a leading role in the
success of the Protocol. The ambitious policies they have put in place
often go beyond the requirements of the Protocol and the EU consistently
pushes for tougher controls at international level. Despite these
achievements the ozone layer is not expected to recover until some time
between 2060 and 2075 and perhaps even later. The timely recovery of the
ozone layer remains heavily dependent on agreed commitments being met and
new challenges being tackled.
[15] A l'occasion d'une conférence à Budapest, Andris Piebalgs rappelle
l'engagement de l'Europe en faveur du projet Nabucco
Aujourd'hui, Andris Piebalgs, membre de la Commission européenne chargé
de l'énergie, a rappelé l'engagement résolu de l'Europe en faveur de la
construction du gazoduc Nabucco, ouvrage qui permettra d'acheminer le gaz
de nouveaux fournisseurs jusqu'en Europe centrale. Dans un discours
prononcé à l'occasion d'une conférence organisée aujourd'hui avec le
soutien du gouvernement hongrois, M. Piebalgs a souligné que Nabucco
était le seul projet gazier parmi les quatre projets énergétiques
prioritaires devant bénéficier d'un coordinateur. En fait, Jozias van
Aartsen, coordinateur récemment nommé de Nabucco, assistait également
à la conférence. "Cette conférence, organisée à Budapest, montre que
l'Europe est unie dans sa détermination à faire avancer ce projet capital
qui décuplera nos efforts pour diversifier nos sources et filières
d'approvisionnement en gaz", a déclaré M. Piebalgs.
