    INTRO: A TERRORIST BOMB EXPLODED ON A COMMUTER BUS IN THE HEART OF ALGIERS TUESDAY, KILLING AT LEAST ONE PERSON AND WOUNDING MORE THAN 20. HOURS LATER, ANOTHER BOMB EXPLODED IN THE COASTAL TOWN OF ZERALDA, WEST OF ALGIERS, KILLING THREE AND WOUNDING 30 THE BLASTS OCCURRED AS A EUROPEAN DELEGATION WAS ENDING A DAY OF TALKS IN THE ALGERIAN CAPITAL TO DETERMINE WHAT IF ANYTHING THE E-U CAN DO TO HELP END THE VIOLENCE THAT HAS WRACKED THE NORTH AFRICAN COUNTRY FOR THE PAST SIX YEARS. V-O-A'S DOUGLAS ROBERTS REPORTS FROM ALGIERS.

    TEXT: TERRORIST ATTACKS IN DOWNTOWN ALGIERS ARE NOW CONSIDERED RARE. THERE ARE PLENTY OF CARS AND PEDESTRIANS IN THE HEART OF THE CITY EVEN AFTER DARK. AND THERE HAVE BEEN OPEN-AIR CONCERTS IN ONE CENTRAL SQUARE EACH EVENING SINCE THE BEGINNING OF THE MUSLIM HOLY MONTH OF RAMADAN.

    BUT RAMADAN HAS ALSO BROUGHT A NEW SERIES OF MASSACRES IN THE ALGERIAN COUNTRYSIDE THAT HAVE REPORTEDLY LEFT MORE THAN ONE-THOUSAND CIVILIANS DEAD IN THE PAST THREE WEEKS ALONE.

    JUST HOURS BEFORE TUESDAY'S EXPLOSION IN THE CAPITAL, LOCAL NEWSPAPERS REPORTED THAT SECURITY FORCES HAVE DEFUSED SEVERAL OTHER BOMBS PLANTED IN THE CITY, APPARENTLY INTENDED TO EMBARRASS THE GOVERNMENT DURING THE VISIT OF THE E-U DELEGATION.

    ALGERIAN OFFICIALS BLAME THE VIOLENCE ON EXTREMISTS OF THE ARMED ISLAMIC GROUP. AND THEY ALLEGE THAT THE TERRORISTS ARE RECEIVING FINANCIAL AND OTHER AID FROM CLANDESTINE NETWORKS OF SUPPORTERS BASED IN SEVERAL WEST EUROPEAN CITIES.

    GOVERNMENT SPOKESMEN HERE SAY THAT WAS THE MAIN TALKING POINT DURING TUESDAY'S MEETINGS WITH THE E-U DELEGATION, LED BY BRITISH FOREIGN OFFICE MINISTER DEREK FATCHETT AND INCLUDING SENIOR DIPLOMATS FROM AUSTRIA AND LUXEMBOURG.

    AT A NEWS CONFERENCE FOLLOWING THE DAY-LONG DISCUSSIONS, MR. FATCHETT SAID THE DELEGATION ASKED ALGERIAN OFFICIALS FOR SPECIFIC SUGGESTIONS ABOUT HOW THE E-U COULD HELP IN THE FIGHT AGAINST TERRORISM. AND HE INDICATED THAT HE WILL CONVEY THE ALGERIAN RESPONSE TO A MEETING OF EUROPEAN FOREIGN MINISTERS SCHEDULED FOR NEXT WEEK.

    MR. FATCHETT SAID THE TALKS ALSO TOUCHED ON EUROPEAN ECONOMIC AND SOCIAL AID FOR ALGERIA, AS WELL AS THE HUMAN RIGHTS SITUATION IN THE COUNTRY.

    HE URGED ALGERIAN LEADERS TO BE MORE OPEN ABOUT THE SITUATION HERE, TO COUNTER ALLEGATIONS OF GOVERNMENT COMPLICITY IN AT LEAST SOME OF THE VIOLENCE.

    THE BRITISH DIPLOMAT EXPRESSED REGRET ABOUT ALGERIA'S REJECTION OF A VISIT BY A SPECIAL INVESTIGATOR FROM THE U-N HUMAN RIGHTS COMMISSION.

    BUT MR. FATCHETT MADE IT CLEAR THE E-U WANTS TO DEEPEN ITS OWN POLITICAL DIALOGUE WITH ALGIERS. HE ANNOUNCED THAT ALGERIAN FOREIGN MINISTER AHMED AL-ATTAF WILL BE VISITING LONDON SOON. AND HE SAID ALGERIAN AND EUROPEAN PARLIAMENTARIANS PLAN A SERIES OF EXCHANGE VISITS IN FEBRUARY.

    MR. FATCHETT SAID THE MASSACRES OF THE PAST FEW WEEKS HAVE AROUSED STRONG FEELINGS AMONG THE PEOPLES OF EUROPE AND THE REST OF THE WORLD. AND HE SAID THE VISIT BY THE E-U DELEGATION WAS INTENDED AS A GESTURE OF GOOD WILL AND SOLIDARITY WITH THE ALGERIAN PEOPLE. (SIGNED)

    [02] EURO STOCKS (S ONLY) BY JACK HUIZENGA (LONDON)

    VOICED AT:

    INTRO: STOCK PRICES ROSE IN TRADING TUESDAY ON EUROPEAN MARKETS. V-O-A'S JACK HUIZENGA HAS THE CLOSING MARKET REPORT FROM LONDON.

    TEXT: IT WAS AN UP AND DOWN DAY ON ALL THREE MAJOR EUROPEAN EXCHANGES, WITH PRICES FINALLY CLOSING ON THE UP SIDE.

    THE BIGGEST INCREASE WAS IN PARIS. THE CAC-40 INDEX ROSE FOR THE SIXTH CONSECUTIVE DAY, ENDING UP MORE THAN 21 POINTS, SEVEN-TENTHS PERCENT OF THE MARKET'S TOTAL VALUE.

    IN FRANKFURT, THE DAX-30 INDEX INCREASED ALMOST 23 POINTS, MORE THAN ONE-HALF PERCENT.

    LONDON'S MARKET ALSO ENDED UP -- BARELY. THE FOOTSIE-100 INDEX ROSE ABOUT FOUR-AND-ONE-HALF POINTS, LESS THAN ONE-TENTH PERCENT.

    ON THE LONDON CURRENCY EXCHANGE, THE VALUE OF THE U-S DOLLAR ROSE AGAINST THE GERMAN MARK AND THE BRITISH POUND. BUT IT WAS DOWN AGAINST THE JAPANESE YEN.

    [03] GERMANY / PIGS (L-ONLY) BY KYLE KING (BONN)

    DATE=1/20/98
    TYPE=CORRESPONDENT REPORT
    NUMBER=2-225536
    CONTENT=
    VOICED AT:

    INTRO: BREEDERS IN GERMANY ARE SLAUGHTERING THOUSANDS OF PIGS FOLLOWING AN OUTBREAK OF SWINE FEVER. BUT AS VOA'S KYLE KING REPORTS FROM BONN, OFFICIALS SAY THEY DO NOT EXPECT AN EUROPEAN BAN ON GERMAN PORK EXPORTS.

    TEXT: THE FIRST CASE OF SWINE FEVER WAS DISCOVERED LAST WEEK AT A LARGE BREEDING FARM IN NORTHEASTERN GERMANY, WHERE MORE THAN 10-THOUSAND PIGS HAVE ALREADY BEEN DESTROYED IN AN EFFORT TO HALT THE SPREAD OF THE DISEASE.

    SINCE THEN, AT LEAST TWO OTHER CASES HAVE BEEN DISCOVERED AND OFFICIALS HAVE NOW ORDERED THE SLAUGHTER OF MORE THAN 80-THOUSAND PIGS AT FARMS IN SEVERAL GERMAN STATES.

    SWINE FEVER, WHICH IS NOT KNOWN TO BE SPREAD TO HUMANS, IS A HIGHLY INFECTIOUS DISEASE THAT KILLS PIGS AND HAS BEEN A RECURRING PROBLEM IN SEVERAL EUROPEAN COUNTRIES.

    GERMAN HEALTH OFFICIALS ARE STILL SEARCHING FOR THE SOURCE OF THE LATEST OUTBREAK, BUT THEY HAVE EXPRESSED CONFIDENCE IT CAN BE ERADICATED IF THE PROBLEM IS TACKLED DRASTICALLY.

    OFFICIALS IN NEIGHBORING BELGIUM HAVE REACTED TO NEWS OF THE OUTBREAK WITH A BAN ON THE IMPORT OF ALL GERMAN PORK PRODUCTS AND E-U OFFICIALS ARE EXPECTED TO TAKE UP THE ISSUE ON WEDNESDAY.

    GERMAN OFFICIALS SAY THEY DO NOT EXPECT THE EUROPEAN UNION TO BAN ALL GERMAN PORK EXPORTS, BUT E-U OFFICIALS SAY THAT IS ONE OF THE OPTIONS UNDER CONSIDERATION.

    GERMAN AGRICULTURE MINISTRY OFFICIALS SAY THEY NOW HAVE A NEW VACCINE THAT WILL OVERCOME PROBLEMS WITH EARLIER DRUGS, BUT REGULATORS HAVE NOT YET APPROVED THE NEW VACCINE. (SIGNED)

    [04] NY ECON WRAP (L ONLY) BY JOE CHAPMAN (NEW YORK)

    DATE=1/20/98
    TYPE=CORRESPONDENT REPORT
    NUMBER=2-225556
    CONTENT=
    VOICED AT:

    INTRO: STOCK PRICES IN NEW YORK CLOSED UP TODAY (TUESDAY) AMID A FLOOD OF CORPORATE EARNINGS REPORTS AND MERGER TALK. V-O-A'S JOE CHAPMAN REPORTS FROM NEW YORK.

    TEXT: PUSHED UP BY A LATE SESSION TRADING SURGE, THE WIDELY FOLLOWED DOW-JONES INDUSTRIAL AVERAGE CLOSED UP 120 POINTS AT 79-HUNDRED-73, ABOUT ONE AND ONE-HALF PERCENT. THE MORE REPRESENTATIVE STANDARD AND POOR'S 500 CLOSED UP 17 POINTS, AT 979.

    PHARMACEUTICAL STOCKS RALLIED AFTER SMITH, KLINE BEECHAM SAID IT IS TALKING ABOUT A MERGER WITH AMERICAN HOME PRODUCTS IN WHAT SOME ANALYSTS SAY WOULD BE A 56-BILLION-DOLLAR DEAL. AMERICAN HOME PRODUCTS AND OTHER DRUG STOCKS MOVED UP SHARPLY.

    U-S CORPORATE EARNINGS REPORTS SO FAR ARE LARGELY POSITIVE. BUT ANALYSTS SAY INVESTORS WANT TO GET A BETTER OVERALL PICTURE. J-P MORGAN, ONE KEY COMPONENT OF THE DOW-JONES INDUSTRIAL AVERAGE, TRADED LOWER ON DISAPPOINTING EARNINGS. TOBACCO STOCKS, INCLUDING ANOTHER DOW-JONES STOCK, PHILLIP MORRIS, WERE ALSO LOWER ON CONCERNS ABOUT LAWSUITS.

    ///REST OPT///

    ROBERT FROELICH, AN ANALYST WITH SCUDDER KEMPER, SAYS INVESTORS ARE DEALING MORE GENTLY WITH STOCKS THAT FALL ONLY SLIGHTLY SHORT OF EXPECTATIONS.

    ///FROELICH ACT///

    IN THE LAST EARNINGS PERIOD, IF YOU MISSED BY A COUPLE OF CENTS, THIS MARKET WOULD JUST PUNISH YOU RELENTLESSLY. NOW BECAUSE OF WHAT'S GOING ON IN ASIA, IF YOU MISS IT BY A LITTLE BIT, WE'RE A LITTLE MORE FORGIVING. AND SO I THINK YOU'RE GOING TO GET A GENERALLY POSITIVE MOVEMENT IN THE MARKET THIS WEEK BECAUSE OF THAT FORGIVENESS.

    ///END ACT///

    MR. FROELICH SAYS IT WILL BE SEVERAL MONTHS BEFORE U-S CORPORATE PROFITS FEEL THE FULL EFFECT OF THE ASIAN FINANCIAL CRISIS..

    ///FROELICH ACT///

    I DON'T EXPECT IT HAS REALLY HURT PROFITS THAT MUCH. IT'S BEEN A BIG HEADLINE, BUT IT HAS NOT HIT THE BOTTOM LINE. I THINK WE'RE A GOOD FOUR TO SIX MONTHS AWAY BEFORE WE SEE THE IMPACT TRULY COMING TO THE BOTTOM LINE IN CORPORATE AMERICA.

    ///END ACT///

    THE MERRILL LYNCH COMPANY AND SEVERAL OTHER SECURITIES FIRMS REPORTED RECORD PROFITS, BUT MERRILL LYNCH WARNED ITS PROFITS IN 1998 COULD BE AFFECTED BY WHAT IT CALLS "RECENT EVENTS IN ASIA AND UNSETTLED CONDITIONS IN U-S MARKETS." AND, INVESTORS FOR THE FIRST TIME ARE ABLE TO BUY AND SELL A SINGLE SECURITY KNOWN AS A "DIAMOND" THAT REPRESENTS THE 30 STOCKS IN THE DOW-JONES INDUSTRIAL AVERAGE. THE NEW SECURITY WILL MOVE UP OR DOWN JUST AS THE WIDELY-FOLLOWED -- AND TRADEMARKED -- DOW JONES INDUSTRIAL AVERAGE. (SIGNED) NEB/NY/JMC/LSF/RRM

    [05] TUESDAY'S EDITORIALS BY ANDREW N. GUTHRIE (WASHINGTON)

    DATE=01/20/98
    TYPE=U-S EDITORIAL DIGEST
    NUMBER=6-10540
    TELEPHONE=619-3335

    //// EDS: PERISHABLE MATERIAL, DATED AFTER 10 P-M E-S-T ! ! ////

    INTRO: THREE TRIPS THAT HAVE ALL MADE HEADLINES THE PAST FEW DAYS, ARE ALL ELICITING COMMENTS IN THE NATION'S EDITORIALS PAGES ON THIS 20TH DAY OF JANUARY. ONE IS THE TRIP TO THE U-S OF ISRAELI PRIME MINISTER BENJAMIN NETANYAHU; THE OTHER IS THE TRIP OF POPE JOHN PAUL THE SECOND TO THE COMMUNIST ISLAND OF CUBA; AND THE THIRD IS THE TRIP OF A GROUP OF MARYLAND COLLEGE STUDENTS THAT ENDED IN THE ATTACK, ROBBERY AND RAPE OF SEVERAL OF THEM IN SOUTHERN GUATEMALA.

    OTHER TOPICS BEING CONSIDERED INCLUDE THE PAULA JONES LAWSUIT AGAINST PRESIDENT CLINTON, THE OVERFISHING OF THE SEAS; AND A LAWSUIT AGAINST THE VERY POPULAR U-S TELEVISION PERSONALITY OPRAH WINFREY FOR ALLEGEDLY DEFAMING BEEF. NOW, JOINING US IN THE STUDIO IS _______________ FOR A CLOSER LOOK IN TODAY'S U-S EDITORIAL DIGEST.

    TEXT: THERE ARE RATHER GLOOMY PROSPECTS FOR PROGRESS IN THE MIDDLE EAST PEACE PROCESS WHEN PRESIDENT CLINTON AND ISRAELI PRIME MINISTER NETANYAHU MEET IN WASHINGTON -- AT LEAST THAT'S THE SENSE YOU GET BY READING EDITORIALS IN TODAY'S PAPERS. FOR EXAMPLE, "THE ORLANDO SENTINEL," IN AN EDITORIAL ENTITLED "PUSH FOR PEACE," SAYS "WAITING FOR BENJAMIN NETANYAHU AND YASSER ARAFAT TO COME TO THEIR SENSES HASN'T WORKED. NOW PRESIDENT CLINTON MUST PREPARE TO BUTT HEADS." THE FLORIDA PAPER ADDS:

    VOICE: WHEN KEY PARTIES GO ASTRAY IN THE MIDDLE EAST PEACE PROCESS, THE UNITED STATES SHOULD BE THE LOUDEST PROTESTER. IT HAS THAT RIGHT BECAUSE IT GIVES GENEROUS AID -- ESPECIALLY TO ISRAEL BUT ALSO TO THE PALESTINIANS. IN THIS WEEK'S MEETINGS, MR. CLINTON SHOULD BE PREPARED TO BANG HEADS, DEMAND ATTITUDE CHANGES AND MOVE FORWARD ON PEACE.

    TEXT: "USA TODAY" FEELS THE UNITED STATES IS NOT DOING ENOUGH TO MOVE THE SITUATION FORWARD, ACCORDING TO ITS HEADLINE "U-S HANDS-OFF POLICY DISASTROUS FOR MIDEAST.

    VOICE: // OPT /// DITCH THE GLITZ [DO AWAY WITH THE SUPERFICIAL FORMALITIES OF A STATE VISIT] WHEN ISRAELI PRIME MINISTER ... NETANYAHU AND PLO LEADER YASSER ARAFAT DROP BY FOR TALKS WITH PRESIDENT CLINTON THIS WEEK IN WASHINGTON. .....BY DISPENSING WITH DIPLOMATIC NICETIES, PRESIDENT CLINTON HOPES TO MOVE THE MIDDLE EAST PEACE PROCESS OUT OF ITS CURRENT DIRE STRAITS. THAT'S A RESCUE TOO LONG IN COMING. /// END OPT ///..... AS PEACE PROGRESS LANGUISHED, THE CLINTON ADMINISTRATION SAID TOO LITTLE, INTERVENED NOT ENOUGH. ..... THIS WEEK'S MEETINGS OFFER THE PERFECT OPPORTUNITY FOR TOUGH TALK AND TOUCH CHOICES.

    TEXT: TURNING TO THE SECOND TRIP, THE POPE'S MUCH-HERALDED VISIT TO CUBA, TODAY'S "MIAMI HERALD" SAYS "JOHN PAUL THE SECOND BRINGS A NEEDED ANTIDOTE TO A PEOPLE LONG OPPRESSED BY A HATE-MONGERING STATE. THEN "THE HERALD" ADDS:

    VOICE: MAY THE POPE'S MESSAGE OF LOVE AND HOPE BRING A NEW SENSE OF HUMANITY, INDIVIDUAL SPIRIT, AND FUNDAMENTAL RIGHTS TO CUBANS CRUELLY DEPRIVED OF ESSENTIAL FREEDOMS. ...... TRUE TO FORM, [PREMIER] CASTRO IS USING EVERY TRICK TO MANIPULATE THE POPE'S VISIT FOR HIS OWN AGGRANDIZEMENT. THE AGING DICTATOR HAS SUGGESTED THAT HE SHARES THE POPE'S CONCERN FOR THE POOR AND SOCIAL JUSTICE. WHAT CYNICISM FROM THE MAN WHO MANAGED TO WRECK CUBA'S ONCE PROMISING ECONOMY AND WHO NOW IS SURROUNDED BY SEX TOURISM IN THE PURSUIT OF HARD CURRENCY. /// OPT /// FOR THIS GREAT 'SOCIALIST PARADISE' HAVE ELEVEN MILLION CUBANS SUFFERED DEPRIVATION AND REPRESSION: SCHOOLGIRLS IN UNIFORMS TURNING TRICKS [SELLING THEIR BODIES] ON THEIR LUNCH BREAKS, AND DESPERATE RAFTERS RISKING DEATH IN THE FLORIDA STRAITS ..... /// END OPT /// NOW THE CUBAN PEOPLE WILL SEE AND HEAR POPE JOHN PAUL THE SECOND HIMSELF. ..... HIS GRACE MIGHT IGNITE A SPIRITUAL COUNTERREVOLUTION AS POWERFUL AS THAT WHICH CASTRO RODE TO POWER IN 1959.

    TEXT: THE THIRD TRIP, A BUSLOAD OF 16 U-S COLLEGE STUDENTS FROM MARYLAND TRAVELING IN GUATEMALA, WHO WERE ATTACKED BY BANDITS WHO ROBBED THEM AND RAPED SEVERAL OF THE WOMAN, IS DRAWING OUTRAGE FROM BALTIMORE'S "THE SUN."

    VOICE: ALL SYMPATHY GOES TO THE ACADEMIC COMMUNITY AT SAINT MARY'S COLLEGE, THE STATE LIBERAL ARTS COLLEGE ......

    /// OPT ///

    ITS SEMI-ISOLATION IN RURAL SOUTHERN MARYLAND MAKES THIS SCHOOL OF 15-HUNDRED STUDENTS TIGHT-KNIT, WITH PEOPLE SHARING EACH OTHERS'S JOYS AND GRIEFS. THUS, THE ROBBERY AND RAPE THAT VICTIMIZED 16 MEMBERS OF THE COLLEGE ON A FIELD TRIP ... IS AN EVEN GREATER SHOCK TO THIS INSTITUTION THAT WOULD BE THE CASE AT A LARGER, MORE IMPERSONAL UNIVERSITY. /// END OPT /// ..... THIS CRIME MAY HAVE A CHILLING EFFECT ON OTHER INDIVIDUALS AND INSTITUTIONS CONTEMPLATING STUDY TRIPS TO REMOTE LOCALES. BUT IN THE LONG RUN, IT WILL NOT DAMPEN THE ADVENTUROUS CURIOSITY OF YOUNG AMERICANS OR INHIBIT THE DEVOTION OF COLLEGES TO .... STUDY IN ALL MANNER OF PLACES.

    TEXT: THE SEXUAL HARASSMENT LAW SUIT AGAINST PRESIDENT CLINTON, BROUGHT BY A FORMER ARKANSAS STATE EMPLOYEE PAULA JONES, CONTINUES TO MAKE HEADLINES, AND DRAW COMMENTS IN THE EDITORIALS. TODAY'S "THE LOS ANGELES TIMES," WORRIED ABOUT ITS EFFECTS ON THE OFFICE OF THE PRESIDENT, URGES A FAST, OUT OF COURT SETTLEMENT.

    VOICE: [MS.] JONES IS ENTITLED TO HER DAY IN COURT, /// OPT /// AND IF JURORS WERE TO ACCEPT HER ALLEGATIONS AS TRUTH SHE WOULD GET THE VINDICATION SHE SAYS SHE SEEKS. /// END OPT /// BUT ///OPT /// SATISFACTION IS ALSO POSSIBLE OUTSIDE /// END OPT /// A TRIAL THAT, WHATEVER HARM IT DOES [PRESIDENT] CLINTON, IS SURE TO BESMIRCH THE PRESIDENCY AND EMBARRASS THE NATION EVEN MORE THAN THIS MATTER ALREADY HAS. /// OPT /// .... THE NATION DOES NOT NEED THE SPECTACLE THAT NOW LOOMS. /// END OPT ///FAR BETTER TO RESOLVE THIS MATTER OUTSIDE A COURTROOM, AND QUICKLY.

    TEXT: AS REGARDS THE DANGERS FACING THE OCEANS FROM PREVIOUS OVERFISHING IN U-S WATERS AND BEYOND, "THE NEW YORK TIMES" LAMENTS WHAT IT CALLS THIS "SENSELESS KILLING IN THE SEAS."

    VOICE: /// OPT /// THERE ARE MANY REASONS FOR THIS ... AND PERHAPS THE MOST POINTLESS, IS 'BYCATCH' -- FISH THAT ARE INADVERTENTLY CAUGHT AND THROWN BACK, USUALLY DEAD, BECAUSE THE FLEETS DO NOT INTEND TO BRING THEM TO MARKET. .... FOR SOME SPECIES, ADJUSTMENTS IN FISHING METHODS COULD DO WONDERS. REQUIRING SHRIMP BOATS IN THE GULF OF MEXICO TO MODIFY THEIR NETS COULD CUT BY HALF THE NUMBER OF RED SNAPPER UNINTENTIONALLY CAUGHT AND KILLED. /// END OPT /// .... EVEN THE FISHING INDUSTRY CANNOT MUCH LONGER IGNORE THE OBVIOUS. AS ONE LEADING CONSERVATION GROUP NOTED LAST YEAR, 'WE ARE NO LONGER LIVING OFF THE INCOME OF OUR FISHERIES, BUT EATING DEEPLY INTO THE CAPITAL.'

    TEXT: REGARDING ANOTHER FOOD SOURCE, BEEF, THERE IS COMMENT ABOUT A LAW SUIT BROUGHT AGAINST THE NATION'S VERY POPULAR TELEVISION TALK SHOW HOSTESS OPRAH WINFREY BY THE TEXAS BEEF PRODUCERS BECAUSE SHE SAID SHE WOULD NO LONGER EAT BEEF DUE TO MAD COW DISEASE. "USA TODAY" SUGGESTS THE NEW, STATE FOOD DISPARAGEMENT LAWS PRESENT A DANGER TO FREE SPEECH.

    VOICE: CATTLE INTERESTS ARE SEEKING 12-MILLION DOLLARS FROM ... OPRAH WINFREY AND OTHERS ON GROUNDS THAT HER DISCUSSION OF 'MAD COW DISEASE,' A LEGITIMATE PUBLIC HEALTH CONCERN, HURT THEIR BUSINESS. IT'S THE FIRST CASE UNDER NEW 'FOOD DISPARAGEMENT' LAWS IN 13 STATES TO GO TO TRIAL ...... DISCUSSION OF FOOD SAFETY IS CHILLED. EMORY UNIVERSITY LAW PROFESSOR DAVID BEDERMAN, WHO MONITORS THE SUBJECT, SAYS LAWYERS CALL HIM EVERY WEEK ABOUT CLIENTS' RUNNING AFOUL OF THE UNTESTED BUT CONSTITUTIONALLY DUBIOUS LAWS.

    TEXT: ON THAT NOTE, WE CONCLUDE THIS SAMPLING OF EDITORIAL COMMENT FROM TODAY'S U-S PRESS.
