THE REGISTRATION DRIVE WAS LAUNCHED (WEDNESDAY) BY A NON-PARTISAN AMERICAN VOTER EDUCATION GROUP AND THE ORGANIZATION FOR SECURITY AND COOPERATION IN EUROPE.     THE ABSENTEE VOTING WILL TAKE PLACE BETWEEN AUGUST 26TH AND SEPTEMBER FIRST. THE BALLOTS WILL BE HAND CARRIED TO SARAJEVO AND COUNTED ON ELECTION DAY, SEPTEMBER 14TH.

    INTRO: OFFICIALS FROM SERBIA AND BOSNIA HAVE SIGNED AN AGREEMENT TO RESTORE TELEPHONE AND TRANSPORT LINKS BETWEEN THE TWO COUNTRIES. VISA REQUIREMENTS FOR CITIZENS TRAVELLING BETWEEN THE TWO COUNTRIES ALSO HAVE BEEN ELIMINATED. DAVID FOLEY IN SARAJEVO REPORTS THE AGREEMENTS WERE SIGNED IN BELGRADE AT THE END OF A TWO-DAY VISIT BY SENIOR BOSNIAN OFFICIALS, THE FIRST SUCH VISIT SINCE WAR BROKE OUT FOUR YEARS AGO.

    THERE HAS BEEN NO OFFICIAL REACTION FROM THE BOSNIAN SERBS TO THE AGREEMENTS, WHICH CALL FOR TELEPHONE, AIR, RAIL AND BUS LINKS TO BE RESTORED.

    THE BOSNIAN SERB'S TERRITORY LIES BETWEEN SERBIA AND BOSNIAN GOVERNMENT-CONTROLLED AREAS. AND SOME OBSERVERS SAY HARD-LINE NATIONALISTS MAY WELL TRY TO DISRUPT ANY TRADE, OR MOVEMENT OF PEOPLE ACROSS BOSNIAN SERB TERRITORY.

    DESPITE SUCH FEARS, MR. BULLIVANT SAYS SOME BOSNIAN SERBS OFFICIALS RECOGNIZE THEY HAVE TO COOPERATE WITH, AND PARTICIPATE IN, TRADE WITH BOSNIAN GOVERNMENT AREAS.
