    [02] Mine clearance not yet started in Tropoje

    BAJRAM CURRI, August 3 (ATA)-By R. Hoxha, The mine clearance process along the border belt of Tropoje district has not yet started.

    Although the Tropoje border belt, 57 km long, has been mined by the Serb military forces, the mine clearance process has not yet begun, the chief of the district police commissariat, Muharrem Gjyryci, told ATA.

    He said the commissariat has drafted the respective documentation for the most mine-affected zones and has submitted it to the respective institution to begin the removal of mines, as the commissariat does not have specialists in this field.

    The movement of the border villages inhabitants, especially on both sides of the border, has been associated with numerous victims.

    In July alone, mine explosions killed five people from this district and injured 30 others, according to Gjyrici.

    Mine explosions have cause great damage also to livestock. According to the specialist of the district agricultural and food department, Shaban Alia, at least 30 head of cattle step on mines daily.

    The situation is becoming more alarming also for the fact that the mined areas in this district extend up to one km inside Albanian territory. /s.s/lm/

    [03] Ambassador Frowick enthusiast about Albania's future

    TIRANE, August 3 (ATA)-Albania's future will be extremely promising, former U.S. charge d'affaires to Albania, Ambassador Robert Frowick, says in a message addressed to the President of the Republic of Albania, Rexhep Meidani, when the latter was at the Sarajevo meeting.

    In his letter Frowick thanks Meidani for the effective working relations when Frowick was at the head of the U.S. embassy.

    "The recent weeks have been complex, active and not easy, but they marked a strengthening of relations between the two countries," says Frowick in his message.

    At the end of the letter, Frowick praises the leadership of President Meidani as head of state and expresses best wishes for him and Albania. /led/lm/

    Albanian Prime Minister asks facilities for investors in Albania

    TIRANE, August 3 (ATA)-by D. Koca, Albanian Prime Minister Pandeli Majko has asked facilities for the private companies wanting to invest in Albania.

    For this purpose he has ordered the creation of a working group, headed by Deputy Prime Minister Ilir Meta, and composed of six ministers (Finance, Justice, Privatisation, Trade, Social Affairs and Health), of the chairman of Tourism Development Committee, and of the Governor of the Bank of Albania.

    The group will review the financial, economic and monetary politics and draft projects for their further improvement, with the aim to implement the necessary measures, conditioned by the new situation created and also in compliance with the demands of the Stability Pact and the new developments in the region, as well as to create a more investment attractive ground in Albania.

    As regards tourism, stimulating politics for investors will be examined, such as the legal framework for the attraction of serious and reliable investment in this field. led/lm/

    Romania provides aid for Albania

    TIRANE, August 3 (ATA)-Humanitarian aid for Albanian people from the Rumanian government arrived on Monday. The aid consists of 12 truckloads of food, worth $500 000, the Romanian embassy in Tirane told ATA.

    "The aid provided to Albania testifies to the Romanian people's friendship with the Albanian people and to Romania's understanding of the difficulties facing Albania during the Kosova crisis". /led/lm/

    [04] Anti-drug operations continue in Fier

    TIRANE, August 3 (ATA)-By U. Bajrami,Operation to eliminate narcotic plants continue in Fier district.

    Sources from the Public Order Ministry told ATA on Tuesday that the regional office concerned with the fight against drugs, in cooperation with the rapid intervention forces, carried out an operation to eliminate narcotic plants in Buzmadh village of Cakran commune, on Monday.

    Yesterday alone the police eliminated more than 1200 roots of narcotic plants (cannabis sativa), four inhabitants of this village had sown in their plots.

    Operations of this kind have been undertaken by police since last month and sources say they will continue in the coming days in other villages and zones.

    Since the beginning of anti-drug operation in the Fier district and in several southern districts, around 80 000 narcotic plants (cannabis sativa) have been eliminated. /s.s/lm/

    [05] Edvin Murati glittering among Paris stars

    TIRANE, August 3 (ATA) - By Besnik Meta: We had the chance to admire an extract from the Albanian football on Monday during a tour with three football teams held in Paris, where participating were the Parisians, Sent Zhermen, Milan and Bajern Mynih.

    The ex-footballer of Albanian national team, Edvin Murati, has become a member of the "Kings" team, as the Paris team is otherwise called, since 1997.

    In the meeting organized against the Italian champion, Milan, the Albanian footballer did not feel himself inferior even for a single moment, on the contrary he was presented with dignity against champions such as the Brazilian, Leonardo, and the Italians, Maldini and Kostakurta.

    Unfortunately Murati did not score, but he was the inspiration of the Parisian team, which managed to win the football match with the score 2-1. /s.s/

    [06] Police block large amount of ferro-chrome

    TIRANE, August 3 (ATA)-By U. Bajrami, The Burrel police on Monday afternoon gathered 27 tons of ferro-chrome, after blocking 50 tonnes of this ore in the Komsi village, sources from the Public Order Ministry told ATA.

    This amount of ferro-chrome was found hidden in the private houses near the ferro-chrome plant and was stored in this plant.

    Meanwhile, police have decided to block 50 tons of ferro-chrome found in the storehouse of the district's former forest enterprise.

    The sources do not provide further details, but add that the value of the commodity amounts to US$ 30 000.

    It is the first time that such a large amount of ferro-chrome has been blocked. /led/lm/

    [07] New promotions in Gjirokaster police directory

    GJIRKASTER, August 3 (ATA) - By Hysni Çani: Albanian Public Minister, Spartak Poçi, issued an order on nomination of the jurist Arben Pasho, ex- prosecutor of Gjirokaster district, to the post of the Deputy Director of Gjirokaster regional directorate, completing in this way the leading staff of Gjirokaster regional police directorate.

    Colonel Pjerin Ndreu, Director of Gjirokaster prefecture police, highlighted that the completion of administration with officials of high professionalization will help them organize the struggle against the organized crime, contraband, and restoration of order and peace.

    Sources of this directorate report that even the inspector of economic crime, Besnik Duka started work today. Besnik Duka, ex-effective office, has completed a some-month vacant seat by being nominated to this post.

    Reshuffles are expected to be underway soon even in Permet and Tepelene police commissariats, where priorities are to be given to professionals by sacking the incriminated people away from the blue uniforms, the unskilled and these who are promoted to these posts due to set political biases. /led/A.A/

    [08] Contribution on Kosovars in the Savings Bank amounts to 1,6 billion Lek

    TIRANE, August 3 (ATA) - By Elton Metaj: Total sum of contribution payed to the Savings Bank for the displaced Kosovars from June 1 till July of the current year is estimated to be 1,6 billion Leks, Albanian Information Ministry reported to ATA by referring to the latest data of the Savings Bank.

    The sum delivered by physical persons is 0,3% of the total sum, while the juridical subjects have accorded 99,7% of the total sum.

    The organization which delivered the greatest sum is UNHCR, ($ 10,8 million), while from the personalities the greats sum is delivered by the Turkish President, Sulejman Demirel ($ 200 000). The person granting the largest amount of money is the Arberesh, Luis De Rossa (1 million Italian Liras).

    The contribution for Kosovars can be offered at the bank account no. 317/ 4302 in the Savings Bank, close to Treasury affiliation, Savings Bank Tirane 2. /led/A.A/

    [09] Fund Angioni provides 14 billion lira for development of Albanian agriculture

    TIRANE, August 3 (ata) - By E Xhajanka: The Italian Fund Angioni has proposed through a Special Italian Diplomatic Delegation to fund 14 billion liras for the further development of Albanian agriculture, sources of the Agriculture and Food Ministry report.

    The sources stressed that 3.5 billion from this fund are earmarked for the sector of livestock, 3.5 other billion for the fruit growing sector and 4.5 billion liras for the construction of the Institute of the Land Fund. The rest of the fund will be used for the development of Albanian agriculture in general.

    The fund will be delivered through Italian projects in cooperation with Albanian specialists. lh/xh/

    [10] Work for Rrogozhine-Elbasan highway starts

    TIRANE, August 3 (ata) - By M Pupa: The beginning of the work for the construction of Rrogozhine-Elbasan highway, part of East-West Corridor, was inaugurated in village Pajove of Elbasan district on Tuesday.

    Attending the ceremony on the occasion were the President of Albania, Rexhep Meidani, the Parliament Speaker, Skender Gjinushi, the deputy Prime Minister Ilir Meta, the minister of Transport and Public Works, Ingrid Shuli and the Minister of Agriculture Lefter Xhuveli. Taking part from the Turkish side were the Minister of State, Sadi Somuncu and the leading staff of the construction firm Be-Ha-Se.

    Speaking in the ceremony, President Meidani demanded from the Turkish firm Be-Ha-Se, a rapid and high quality construction. In addition, President Meidani also stressed the importance of this investment in creating new jobs for the people in the zones around.

    Albanian deputy Prime Minister, Meta considered Corridor 8 as a priority of the Albanian Government.

    While the representatives of the Turkish firm have promised to complete the construction ahead of the deadline, 24 months, set in the contract.

    In the second road section of Corridor 8, Rrogozhine-Elbasan, for 1999 about 3 million dollars have been planned to be invested from 26.4 million dollars that is the total cost of the road segment.

    The construction of the road segment is financed by the European Investment Bank and is 38 km long and 11.5 meter wide. Along with the rehabilitation of the existing road in international standards, also a new road will be made in the zone of Peqin, where two new bridges will be built. /xh/

    [11] Some 744 575 people in Albania insured in Social Insurances Institute

    TIRANE, August 3 (ata) - By A Lila: The people insured in the Social Insurances Institute in Albania in the first half of 1999 amounted to 744 575, sources from this institution told ATA.

    According to the data, the greatest number of the registered are the self-employed in agriculture, 408, 194. The institute has 142 313 insured people from budgetary subjects, 71 694 from non-budgetary subjects, 53 419 people from private firms, 15 252 persons are self-employed and 2 582 are insured voluntarily.

    Another category of insured people in the Institute are also the state insured people. Hence, during January-June, 1999, 36 222 people were insured, of whom 6 274 soldiers, 29,556 unemployed benefiting unemployment payment, 128 persons with provisional payment and 264 militarymen in reform. /xh/

    [12] Rehabilitation of some objects financed by Austrian Government

    Shkoder, August 3 (ata) - By M.Malja - Several objects are rehabilitated in Shkodra town by the funds offered by the Austrian Government, told ATA the chief of public services close to municipality Zenel Kastrati.

    Mr. Kastrati told that a fund of 12 milion lek completed the total rehabilitation of the building of the community enterprises. The rehabilitation of the building of the water pipeline and a part of water distribution network in the town, marking the value of some 600 thousand dollars, is completed.

    According to Kastrati the second phase of operation in this water pipeline is predicted to start and for its implementation some 4 million dollars are accorded. Beside the setting up of the new reservoir in "Tepe" neighbor, with the capacity 8 million m3 water, the new station in Dobrac village will be repaired.

    The operations of this phase, foreseen to be completed within three years, aim at non stop water provision for the town inhabitants,stated Mr.Kastrati. /lh/linda/

    [13] SPA expressed its commitment for Stability Pact

    TIRANE, August 3 (ata) - By A Gjakova: The Socialist Party of Albania voiced on Tuesday in a news conference its maximal commitment to support the Albanian Government and the program it has drafted in the context of the Stability Pact.

    "The Stability Pact does not mean politics of a part of Europe for the rest of it, it does not mean that a part of Europe imposes on and predicates to the other part what it should do, but it is an act of cooperation with the aim of establishing peace and economic development in Southeast Europe," said the SP Foreign Relations Secretary, Arta Dade.

    Hailing the Summit of the Stability Pact held in Sarajevo from July 29-30, Dade said that the SPA demands from the opposition to takes its respective responsibilities to cooperate institutionally in restoring law and order in the country, in the fight against contraband, corruption, trafficking of any sort.

    SP does not consider the regional countries as passive subjects of the assistance but as actors for the creation of the future of the region, speakers in the news conference said.

    The Socialist Party supported the approach of the Albanian delegation in the Summit that Kosova must be considered as a separate unit and be a particpating party in all post-Sarajevo Summit table discussions, a stance which the delegation has also made public in the Vienna Conference.

    SPA also backs a new generation of politicians in the region with clear political visions, far from nationalistic tendencies, for the creation of multiethnic and multi-cultural societies. /lh/xh/

    [14] Swiss singer D.J Bobo in Tirana soon

    Tirana, August 3 (ATA) - By Ardi Pulaj - The well known singer D.J Bobo is expected to show a great concert in Skenderbej square, in mid August, in Tirana.

    The news is made public on Tuesday midday in a press release issued by the General Directorate of Albanian Radio-Television.

    The organizers of this concert are the Swiss Cultural Association "Zemrat e hapura" (Opened hearts), Tirana municipality and Albanian Radio- Television.

    The real name of D.J Bobo is Rene Baumann, 31, and has started his career in 1998. He is winner of several important activities of European music.Some of his successful songs to be mentioned are "Success", "All I want is you", "Hand in hand", "Somebody dance with me",etc.

    This is not the first time that well-known singers are coming in Albania. Albano and Romina, Toto Cutugno, La Bouche, Zukero, Richi e Poveri, Los Logos, etc sang in Albanian scenes and stadiums. /f.n/linda/

    [15] Police discover some 27 tons ferro-chrome hidden in a house

    Tirana, August 3 (ATA) - By Urim Bajrami - The police of Burreli district discovered on Monday afternoon "a mountain" of some 27 tons ferro- chrome hidden in a house.

    The sources of the Ministry of Public Order told ATA that the forces of Burrel Police Commiserate during the control performed in Komsi village, Mati district discovered this quantity in a private building close to the ferro-chrome plant and stored it in the houses.

    At this chain action, the police blocked another quantity of some 50 ton ferro-chrome, which was found in the warehouse of the former forest enterprises of the district.

    The above mentioned sources did not give further details, but added that the total value of the ferro-chrome quantity reached to 30 thousand dollars.

    This is the first time such a considerable quantity of ferro-chrome is blocked. /s.s/linda/

    [16] Three-year program for development of Vlore city

    VLORE, August 3 (ata) - By Harilla Koci: A three-year program for the development of the city of Vlore has been presented for approval in one of the latest meetings of the municipal council of Vlore.

    The spokesman of the town-hall told ATA in this regard that the program was prepared by the Agency for the Development of Vlore set up recently due to cooperation of the Tirana based Foundation and the municipality of Vlore.

    An important place in the above program, said the spokesman, takes the encouragement of the small business through the granting of credits, while the function of the Professional Development Centre has been re- conceived depending on the demands for jobs and the realisation of projects in different fields.

    Along with the Agency for Development of Vlore, it is three weeks now since a Special Group has been functioning close to the prefecture, which is also a structure for the encouragement and orientation of investments in cooperation with the UN for Encouragement of Investments (UNOPS.) The first meeting of this group adopted the first three projects, to the tune of USD200 thousand, which will start to be implemented in the coming days. /s.sh/xh/

    [17] Kosovars in Elbasan equipped with identification card

    Elbasan, August 3 (ATA) - By M.Lulja - The Kosovars to stay longer in Elbasan are equipped with identification card, told ATA the spokesman of the Prefecture Hajdar Sejdini.

    The spokesman told that during this process, that was completed on Tuesday by UNHCR in cooperation with the Refugees Office close to the Prefecture, some 200 Kosovars, accommodated at the moment in former building of the officers in the town, are equipped with identification cards.

    The equipment with card will serve for the provision of the Kosovars with food and clothes by the part of Albanian Red Cross and by other non governmental organization as long as they will stay in this town.

    Some 30 thousand Kosovars were accommodated in Elbasani district. Their number fall after their organized return home. At the moment only 200 persons are in Elbasani from 4 000 Kosovars inscribed in June 23. /lh/linda/
