  • [01] VALUE-ADDED TAX TO START FROM JULY 1 IN TIRANA

    TIRANA, JUNE 9 (ATA) - Sources of General Department of Taxes in the Finances Ministry report that various trade subjects are being registered in the taxes offices in various districts of the country for the value- added tax. This kind of tax will be applied to the amount 12.5 per cent instead of former turnover tax which was 15 per cent.

    All trade subjects which have a turnover more than 2 million lek, should be registered within June 30, 1996. Beginning from July 1996, none of the trade subjects can make various acts through the customs unless he has the card of registration for the value-added tax. ake/xh/k

    [02] NUMBER OF STUDENTS TO INCREASE FOR ACADEMIC-YEAR 1996-'97

    TIRANA, JUNE 9 (ATA) By F Nikolla - The number of students for the academic- year 1996-'97 will be 5025, increasing by 25 per cent against last year.

    It was the Council of Ministers which taking into considerations the development tendencies of our society decided to increase their number.

    All students will enter the university after competition, excluding those who are winners of the Golden Medal and the bearers of the title "Sportsman of High Level" in case he follows the Institute of Physical Culture "Vojo Kushi." gen/fh/k

    [03] STATE RUN BY LAW FUNCTIONS IN ALBANIA- Declaration of President of Austrian Political-Juridical Commission -

    TIRANA, JUNE 9 (ATA) - President of the Austrian Political-Juridical Commission Prof Dr Rudolf Machacheck in his speech, held last week in Salzburg, in a meeting of the commission he heads declared that in Albania the state run by law is functioning with efficacy.

    Machacheck said: "It is important the fact that the Central Electoral Commission immediately after the elections reacted against the irregularities verified during elections in some constituencies and decided a partial rerun of elections."

    Then he added that "This quick reaction is a clear fact which shows the functioning of the state and confirm at the same time how right we were to accept Albania into the Council of Europe."

    Machacheck is also a member of the Austrian Supreme Court.

    The meeting of the Austrian Political-Juridical Commission was held in Salzburg from 6-8 June, 1996 and was entitled "State run by law, solidarity and security." This commission is considered as the highest political- juridical forum in Austria and at the same time an organism of Austrian Parliament.

    High ranking personalities of the Austrian State, Parliament, Chairmen of Parliamentarian Groups, deputies, ministers and chairmen of Constitutional Court attended the meeting.

    Addressing to the attendance where Albert Alickaj, Albanian Ambassador to Austria was also present Machacheck said: "A delegation including the President of the Austrian Supreme Court Dr Karl Piskas and high ranking representatives of the European Council paid a visit to Albania and held several talks with personalities of the country like President Sali Berisha, Foreign Minister Alfred Serreqi and Minister of Justice Hektor Frasheri.

    All these talks concentrated on democracy, state run by the law and human rights. A special attention was paid to the close contacts the Supreme Court of Albania is now having with Austrian Supreme Court. ake/fh/k

    [04] FIGHT INTENSIFIES AGAINST HARMFUL INSECTS

    TIRANA, JUNE 10 (ATA) By K Shegani - Fight against insects harmful to plants is intensified last days and especially against the grasshoppers.

    The Department of Defence of Plants in Ministry of Agriculture and Food said that the presence of grasshoppers has increased in 20-22 districts of Albania.

    According to studies, this year have been noticed great reserves of winter grasshoppers' eggs. They have greatly increased the last two-three years.

    The specialists have located the centres mostly infected and started the fight against them. Some of these centers are: Durresi, Laci, Gjirokastra and others.

    According to Ministry of Agriculture now is the most emergent phase in the fight against grasshoppers by using chemical preparations. This fight will be supported by government funds. fh/

    [05] TELEPHONE CONNECTIONS BY OPTIC FIBRES

    TIRANA, JUNE 9 (ATA) By P Shuteriqi - The request of Albanian Telecom was lately approved by Commission of Territory Adjustment to lay the telephone cable of optic fibres in a distance of 6.4 km along the highway.

    It will connect the Albanian capital with the seaport town of Durres.

    This is part of the project which will cover the remaining distance from Tirana to the place called Ura e Limuthit. This is a segment of a canal opened earlier in the direction of Rrogozhina and further on to the south of Albania and to Greece. fh/

    [06] SERBIAN ACADEMY - MOUTHPIECE OF MILOSEVIC REGIME - Voice of America

    TIRANA, JUNE 10 (ATA) - Serbian progovernment and official media has recently devoted great attention to the discussion, which led to a debate, by Despic, president of the Serbian Academy of Sciences and Arts held in the annual assembly about the Kosova question. The main topic in this debate is the demographic issue of Serbia. Political circles and analysts of Belgrade described it as a signal sent by the present Serbian regime, which, through the Serbian Sciences and Arts Academy seeks to feel the pulse of the Serbian opinion about Kosova.

    These valuations are to some extent also confirmed by the fact that the present Serbian regime and the party in power have not yet reacted, while other following reactions have not been covered by the regime- controlled mass media. The academicians Pavli Ivic, Nikolla Cobelic and Miroslav Pandic reacted in the newspaper Sava to the idea of the Serbian main academician Despic and some of his advocates for a peaceful separation from the Albanians, "thus saving the Serbian nation from elimination."

    According to academician Ivic, the Academy has not reached a consensus about the question of Kosova and Despic has offered "only individual opinions." Ivic maintains that Albanians should be given what they deserve so that they get no further extension, implying their non- presence in the parliament, because according to him, they will not be members of the Serbian state.

    While Cobelic said that "Ivic is tackling with an issue whose time has not yet come for examination, because the question of Kosova is a topic for scientific and professional conferences." Cobelic stressed that "the situation in Kosova has been alarming for a long time. The pressure from Albanian population has been intensive and an open examining of this question cannot be expected from the Academy which has it impossible to propose something concrete within a short period of time."

    Academician Pandic pointed out that no academy in the world should prepare a national program, and even if it has been worked out, it should not made public.

    Telegraf daily today carries reactions by representatives of the so called "Movement of Serbian resistance from Kosova," namely Momcic Drajkovic and Dushan Istic.

    Drajkovic says: "Main academician Despic is a mouthpiece of Slobodan Milosevic, because the Academy has said what the state wanted to say and this is, in fact, an official policy position. Serbian state and academy are manifesting lack of seriousness which is leading the Serb-Montenegrin population of Kosova to an impasse"

    Dushan Istic is of the opinion that "the main academician Despic has offered preliminary political solutions, something which does not fall under the competence of the institutions. This proves that the Academy has taken upon itself the role the state has set to it, that is, to be a forerunner for antiserbian acts and for an eventual destruction of the state integrity of Serbia. mima/xh/sh/

    [07] CENTRAL ELECTORAL COMMISSION SECRETARY'S INTERVIEW WITH THE VOICE OF AMERICA

    TIRANA, JUNE 9 (ATA) - Mr Kreshnik Spahiu, several complaints have arrived from different political subjects to the Central Electoral Commission on the irregularities observed during May 26 elections. Which of the subjects have made more complaints and how much they have been taken into consideration by the Commission?

    - Different political parties like Republican Party, Christian Democrat Party, Social Democrat Union, Democratic Party and other electoral subjects have made complaints. The Socialist Party has not yet made any complaint against the decision of the electoral commissions in different constituencies and the final results they announced on elections of May 26,except the 14th constituency in Has, where the SP local branch and the SP candidate for deputy of this constituency has complained for irregularities.

    A similar complaint is made by the SP candidate in the Lezha district. All complaints and protests which were made within the legal date have been considered by the commission. Foreign observers or representatives of international organisms have made no complains on irregularities they had observed during May 26 elections.

    -Rerun of elections in 17 constituencies, which will be held on June 16, is a special event for electoral life in Albania of the last years. What reactions have arrived until now and what do you expect from European or world institutions on that issue? -No reaction had been so far and I express my personal opinion that if a reaction is to come it will be a positive one. The OSCE's first statement said that only technical irregularities were observed and that the second round would be decisive, a round which was held conform all regulations.

    Central Commission decided to declare invalidity of elections in those constituencies where the irregularities made it impossible to come to a conclusion and ordered partial rerun in 17 constituencies all over the country.

    The thought and reaction of International organisms will be positive because they will support political forces who respect the legislation in power and provisions of the law on elections.

    They will support political forces who respect the legal means to resolve every irregularity, contradictions and conflicts.

    No political force will be backed if it ignores such means and tries to increase the tension artificially and manipulate the Albanian opinion by using illegal means calling their supporters to use force and violence. mima/pas/fh/k
